Rules for Making Exceptions to Rules

Abstract

This paper examines the ethical aspects of administrative rule making with the specific purpose of explicating the “metarules” for rule construction and enforcement. It does this by reformulating classical and recent developments in ethical theory into somewhat less abstract guidelines for use in decision making.
