Abstract
This is the second part of our two-part work. Here, we, motivated by a practical problem of prediction for dry-and-hot winds, which was described in the first part, continue to develop a theory of systems analysis which can be used to analyze data, when the set of available data is small compared to the cases considered in statistics. As a test of applications, in this part of our work, the practical prediction on dry-and-hot winds, as described in the first part, is given based on actual data and the prediction results are compared with the actual situations appeared after the time the final data values were collected and used in the prediction calculation. Keywords
