A 1986 national survey revealed 20 states with legislation and 7 states with bills in various stages of development. Although numerous financial oversights are mandated, states vary in how they define life care and regulate the document that residents sign, whether it is called a contract, lease, or agreement. Staff responsible for implementing the legislation revealed difficulties encountered.
