From incremental change to retrofit: Creating high-performance work systems

Abstract
To be successful in the long term, quality programs must involve more than superficial, isolated, behavioral changes. What is called for is a system-wide approach involving changes in a company's fundamental operations, beliefs, and values. How do we make this transformation to high performance work systems? In this article, we will explore the benefits and pitfalls of three approaches most commonly used: incremental, new plant or greenfield, and retrofit.
