Abstract
Airport congestion, in particular congestion of departure aircraft, has already been discussed by other researches. Most solutions, though, fail to account for uncertainties. Since it is difficult to remove uncertainties of the operations in the real world, a strategy should be developed assuming such uncertainties exist. Therefore, this research develops a fast-time stochastic simulation model used to validate various methods in order to decrease airport congestion level under existing uncertainties. The surface movement data is analyzed first, and the uncertainty level is obtained. Next, based on the result of data analysis, the stochastic simulation model is developed. The model is validated statistically and the characteristics of airport operation under existing uncertainties are investigated. Keywords
