Compulsory registration of vital events started in Lagos in .1863, but up till now the registration of such events are inaccurate. Registration of births and deaths are done insignificantly throughout the Federation. In 1971, in the old Western Region, only 7.7% of estimated birth and 1.7% of the estimated deaths were registered. A large number of people registered births of children born elsewhere in Nigeria in Lagos for the benefit of school attendance in Lagos. The registration of out of town births in Lagos has seriously altered the birth rate, the infant mortality rate, and the still birth rate for Lagos. The reported birth rate is higher than the birth rate calculated from the births that actually took place in Lagos. The infant mortality rate and the still birth rate are lower when calculated with the actual births in Lagos.
