Reducing the Need for Exclusions and Statements for Behaviour

Abstract
This article is the first of two. It describes a system (Framework for Intervention), analogous to the Code of Practice (DfE, 1994), for dealing with behaviour problems. Problems in the current system are discussed. There is a description of the Framework and the trial of the procedures that took place in 1997. The current programme in Birmingham is outlined. The article argues that the system is both unique and possibly the only systematic hope in the fight to reduce behaviour problems and consequent exclusions and statements. In the second article (this issue), the authors will discuss the theoretical and practical bases for the approach from psychology, sociology and business management.
