Abstract
The purpose of the paper is to explore the relative roles played by facts and values in policymaking for infants and toddlers with disabilities and their families. A decision model is presented which illustrates the role of values in influencing choices between policy options. The value assumptions that lie behind P.L. 99–457 (Part H) are presented. The role of conflicting values in decision making, and the concept of an individual hierarchy of values influencing policy decisions is developed. Finally, some suggestions are made regarding the implications of values on our professional decision making.
