Abstract
Consequence assessment is a fundamental part of quantified risk assessment. This paper gives an overview of the stages involved and describes the procedures used in the HSE risk assessment tool, RISKAT. The procedures and sensitivity of the results to assumptions, data and models are illustrated for two-phase releases of toxic materials such as chlorine, ammonia and anhydrous hydrofluoric acid. Attention is drawn to the main areas of uncertainty in the assessment procedure and views are given on the research that is necessary to address them. Keywords
