Abstract
Area Agencies on Aging and Regional Planning Agencies need new models on which to base their individual planning decisions and coordinate their elderly support programs for independent living of functionally disabled elderly. This paper describes a model consisting of three submodels: (1) crosstabulation of elderly by level of functional ability with various housing and household characteristics, (2) a subarea analysis of residential environments by obstructiveness or supportiveness to independent living and, (3) an equilibrium model matching needs resulting from inadequate housing, neighborhoods, and functional disabilities with the supply of supportive housing and services.
