This paper assesses the relative efficiency of a number of components of the welfare state. It also tries to explain the efficiency slacks so observed. It appears that one of the main ways of fostering efficiency is to introduce flexibility in both management and organization and to allow for competition, where it is possible. These measures are often found to be more effective than mere privatization.
