The Care Standards Bill introduced a range of minimum standards which care homes proprietors and managers must achieve from April 2002 (Department of Health (DoH), 2000). These include standards in relation to health and personal care, the physical environment of care, staff training, and management. This initiative has been broadly welcomed by professional and service user groups.
