The Elderly As Surplus People: Is There a Role for Higher Education?

Abstract
This paper examines the role of the able elderly in an aging society. The capacity of older people to serve as an economic and social resource is discussed. A proposal to develop a secondary labor market which employs older people in more flexible work situations expanding the current human service delivery system is presented, and a case study of a specific educational approach providing new opportunities leading to productive roles for able people in human services is discussed.
