Medicare and Prescription Drugs

Abstract
Prescription-drug coverage is now provided for the vast majority of persons enrolled in private health insurance, Medicaid, or plans for government employees, veterans, and active military personnel. The 40 million elderly and disabled persons enrolled in Medicare have the greatest need for affordable access to prescription drugs. But even though the elderly are a politically influential group, Medicare does not have a universal outpatient drug benefit because Congress has been unable to agree on how to design and pay for it.
