Políticas turísticas y etnoturismo: entre la rururbanización y el desarrollo de capacidades

Abstract
Between 2012 and 2016 the case of ethnotourism policies in the state of Mexico was analyzed. Based on a qualitative, exploratory study, the objective was to understand the relationship between tourism and ethnicity, in light of the ambivalences between the development of tourism infrastructure and capacity development. The results show a public policy widely oriented to the deployment of infrastructures with a minimum incidence in the planning and the training for the tourism. It is concluded that this policy orientation has the reason to be that the deployment of infrastructure is a mechanism that provides political visibility, allows to maintain a clientelistic logic towards indigenous communities and facilitates the discretionary exercise of public resources.
