Abstract:Topicality. The relevance of change of export specialization of Russia has paramount character. Methodical approaches to an economic assessment of recreational resources of the region are considered (rent, expensive, standard, etc.), their critical evaluation is given, and expediency of application of a complex method of an assessment is proved. It consists in group of all existing methods and allocations of indicators of efficiency by each group of methods. The system of calculation of an integrated (complex) indicator of an economic assessment of recreational resources is given.Aim and tasks. For stimulation of agrotourist activity in the Russian Federation we conducted researches on measurement of agrotourist capacity of the economic region of Russia united in the North-South program for a long time. Tasks of identification of agrotourist capacity of regions at respect for the principles of territorial division of labor were set, and according to rationalization of placement and specialization of branches.Research results. Import substitution of food opens ample opportunities for entrance tourism which is a peculiar form of export of food production and tourist's services. It especially is important that organic production often is perishable (hot bread, pair milk, cottage cheese, sour cream, etc.). From this it follows that tendencies of small farms in the village (LE, K(F)H, SPK, etc.) on reception of foreign tourists have the prospects. The interests of the tourists wishing to get acquainted with the multinational culture of Russia features of national crafts and crafts, dream natural places are many-dimensional complemented with consumer goods in the form of organic production.As a result of carried out researches it has turned out that indicators on tourism and agrotourism have coincided. The economic sense is quite explainable here. In the future prospect, it is expedient to transfer all internal and entrance tourism to agrotourism or tourism of rural territories, there is an insignificant part of a tourist's product in the large cities of regional value. Agrotourism on the international standards includes the small and average cities, reflecting all means of placement, natural and cultural and historical potential.Conclusions. As a result of a research, it is possible to draw a conclusion that today the scheme of the movement of financial resources - from tourist to the agricultural enterprises is of particular importance. The calculations which are carried out according to this scheme allow to define for three-year term limits of multiplicative stability of agrotourist production, components 5,9 and 11,7 trillion rubles.

Abstract:Topicality. The urgency of the problem of state support for the development and efficient use of the innovative potential of technological entrepreneurship in Ukraine today is growing due to the need to improve the institutional base of innovation activity of business structures, which will facilitate the acquisition of knowledge, stimulate their transformation into technical and technological ideas, access to the national and global technology market and knowledge-based products that provide business sustainability that uses the knowledge, results, and technology to fool tion of new products and services that alter the structure of the economy. Aim and tasks. The purpose of the article is to develop guidelines on the development of an organizational support system for the development and effective use of the innovative potential of technological entrepreneurship in Ukraine. Research results. Proposed methodical approaches to the formation of organizational support for the effective use of innovative potential of technological entrepreneurship in Ukraine. The organizational principles of determining the priorities of technological development of the country for the long-term period are worked out; a subsystem of communication between research and development organizations, among themselves and with other socio-social, entrepreneurial and state institutions, and the development of promising forms of cooperation in science and business in Ukraine. The implementation of the concept of network interaction, which is an important mechanism for realization of the state policy of developing innovative goods markets based on the use of technological entrepreneurship potential, as well as the organizational principles of the choice of priority markets for innovative products, is proposed. Conclusions. A promising area of implementation of the proposed methodological approaches is the creation of technological platforms, using the latest information and communication technologies. Since the level of development of domestic production of innovative high value added goods depends on the state's ability to create the necessary conditions in a timely manner and to improve the incentives aimed at exploiting the potential of technological entrepreneurship for the development and introduction of the latest technologies in all branches of the economy, then all entrepreneurs need to create Equal conditions, as well as the establishment of a system of partnerships between different forms of business, which will ensure effective cooperation Identity and profitability.

Abstract:Topicality. The importance of the mining and metallurgical industry in the conditions of globalization and internationalization of world market of raw materials and commodity market is to provide metal-intensive industries with high-quality raw materials. The article deals with the tendencies of development of the world market of metal products. The dynamics of the commodity structure of world exports of the main kinds of metal products is analyzed. The growth of volumes of world consumption of raw material products, especially iron ore, was revealed. The dynamics of the commodity structure of the domestic export of metal products is analyzed. Possible ways of reducing the level of dependence of the metallurgical industry of Ukraine on the foreign economic situation are considered. The main directions of the state policy forming of competitive development of the metallurgical industry have been developed and proposed. Aim and tasks are to substantiate the main ways of forming and implementing the policy of competitive development of the metallurgical industry of Ukraine on an innovative basis. Research results. The article provides a comprehensive analysis of world trends and trends for 2000-2016: production and consumption of steel; export of basic types of metal products; geography of export flows of metal products, as well as the dynamics of development of domestic and external consumption. On the basis of the analysis, the strategic vision of the state competition policy of the metallurgical industry is presented. The purpose of the State Program for Modernization and Development of the Metallurgical Industry of Ukraine until 2027 should be: modernization of production capacities on the basis of identifying priority areas of structural reorganization of the industry focused on the production of environmentally friendly and competitive metal products. The proposed strategy for the development of the industry should be formed on the priorities of the concept of neoindustrialization of the national economy based on: own resources; new technologies; active domestic demand. They are the decisive factors that can bring the metallurgical industry to the path of economic growth and global competitiveness. Conclusions. The metallurgical industry of Ukraine should be a catalyst for sustainable growth of the economy at the expense of the innovative way of development as a result of the triple interaction of education, science and business with state support and improvement of the institutional environment.

Abstract:Topicality. The urgency of the problem of state incentives for the sustainable development of regions on the basis of economic freedom, property, rule of law and democracy is increasing in today's conditions of strengthening the role of such factors as globalization, competitiveness and innovation in the world. Aim and tasks. The purpose of the article is to study theoretical, methodological and practical recommendations, which should justify the tools for improving the state incentives for the sustainable development of regions in Ukraine and Poland, taking into account the experience gained from the European Union countries. Research results. Research and practice show that the development and rates of economic growth in the country depend on the efficiency of public institutions. They are one of the most important variables that explain the differences in the rates of economic growth in the groups of developing and transforming countries. It was found that the decentralization of state functions means that it delegates its powers to the structures it establishes, one of which is a region with, inter alia, administrative rights. Therefore, the article provides a comparative analysis of the legal conditions for the sustainable development of the regions in the EU, Poland and Ukraine. It should be noted that both the basis for smart development and inclusive development are important, however, this study focuses on the components of sustainable development, and, therefore, the stimulation of an economy that effectively uses resources, while being environmentally friendly and more competitive. Conclusions. It was found that in all the analyzed countries, the planning documents on the regional level take into account the basic principles of the arrangement, development and land use taking into account historical, economic, ecological, demographic, ethnic and cultural features of the region. Prospects for future research in the field of state incentives for sustainable development of regions are related to the effective structure of the formation of the institutional environment of the state.

Abstract:Topicality. One of the main tasks balanced development industrial enterprises and acceleration of innovative development Ukraine is the transition to an economy based on the productive use of new knowledge. Knowledge itself is a factor in post-industrial development and is an inexhaustible public good, which increases in the process of its use. In such conditions, the creation of proper general economic and institutional factors for the free movement of knowledge, the introduction of information and communication technologies, the effective transformation of new knowledge into new technologies, products and services are very important. Aim and tasks. The aim of the article is to study and assess economic and institutional factors in the context of balanced and innovative development Ukrainian industrial enterprises. Research results. The article deals with the main economic and institutional factors of the environment of industrial enterprises in Ukraine. The complex socio-economic situation in the country is revealed, which causes a shortage of financial resources at the disposal of the Government of Ukraine and regional authorities, and which significantly complicates the process of financial support for innovation development by the state. The possibilities of the country for the formation of a "knowledge economy" are revealed. The main directions of improvement of the general economic and institutional environment for the purpose of balanced and innovative development industrial enterprises. Conclusions. The results of the analysis and assessment of the general economic and institutional prerequisites of balanced and innovative development of industrial enterprises indicate the proper level of all two components of the general economic environment - "freedom of trade" and "fiscal freedom". But unlike them, low-value components such as "state expenditures", "freedom of investment", "financial freedom". Ukraine has extremely low rates of freedom from corruption. As to security and property rights, at the moment, the worst situation is with regard to intellectual property protection and the independence of the judiciary. From the above it can be concluded that the financial system of our country is weak, and its banking and financial sector are not functioning effectively, which in turn does not contribute to the formation of such a general economic environment and institutional, which would financially and lawfully stimulate a balanced and, in particular, innovative technological development entrepreneurship.

Abstract:Topicality. The lack of a unified approach to the implementation of state policy in Ukraine, which regulates the activities of multimodal and intermodal transport, as well as the relevant legislative framework, emphasizes the relevance of this article.Aim and tasks. The purpose and objectives of the state transport policy should take into account the general objective of European transport policy, which is to create conditions for the development of a high-quality transport system based on the integrated use of technical, economic and technological characteristics of certain types of transport, competition principles, taking into account economic and social impacts, as well the impact on the environment and health. Proceeding from the fact that transport policy should consist in creation of conditions for development of high-quality transport system, economic and technological characteristics of certain types of transport, principles of competition, taking into account economic and social influence, this is the main goal of the article.Research results. The article determines which priorities should be based on the state transport policy and directions of its direction. Author's interpretation of the concepts of intermodal and multimodal transport, as well as their key differences, is provided. It has been established that in the majority of cases, the cargo owner interacts with carriers through his forwarding agent (agent) both in multimodal and intermodal traffic, and the impression is made that there is no difference between these types of traffic. Meanwhile, the relationship of the cargo owner and freight forwarder significantly differ with the relationship of the cargo owner and carrier. Public relations on transport activity in Ukraine are established by special regulations, but this is too small for effective implementation and development of multimodal and intermodal transportation in Ukraine. At the same time, general approaches to improving the legislative framework for the establishment and development of Ukraine as a sea and transit state, as well as to meet the needs of the national economy and the population in transportation, are not defined.Conclusions. Thus, it is necessary to divide the transport policy of the state into a common transport policy, which deals with general approaches to the development of the national transport system and relates to the public relations of the state and transport enterprises and organizations and the private transport policy, which relates to the relations of business entities in the process of direct transportation. The latter is the means of regulating the development and operation of multimodal and intermodal transport, and not only in Ukraine.

Abstract:Topicality. In the conditions of ambiguity of the situation that has developed over the past years in the economy, each enterprise needs to focus on developing measures to minimize the impact of adverse factors of the external and internal environment, which can be achieved through system monitoring of changes in the situation, as well as the effective management of economic activity Actual increase of the economic potential of the machine-building industry, which will provide good management, will create conditions for timely response to threats and hazards, strengthen the system of economic security of enterprises in accordance with changing environmental conditions. Aim and tasks. The goal of the paper is to investigate and identify the problems of building up economic potential, their impact on the economic safety of the machine-building enterprise, in particular, and on the industry as a whole. In this regard, the task of carrying out a comprehensive analysis of the main indicators of economic capacity building at the enterprises of the machine-building industry, which will be able to identify the main problems and threats to the industry, identify the strengths and opportunities to understand the main problems of building capacity of the machine-building complex to ensure economic security. Research results. The share of industrial innovation and active enterprises according to the types of implemented innovations has been analyzed. The development of economic potential of machine-building enterprises has been researched. The main problems and threats have been outlined for ensuring economic security and development of the industry. It has been established that the investigated branch has a number of strengths and opportunities, which, taking into account the condition of limiting the impact of weaknesses and threats, gives grounds for specific strategies for the development of machine-building enterprises. In the circumstances in the industry there is practically no development potential. Leading companies are working out the development programs that include expansion of production facilities, updating of production equipment, development of scientific base, increasing of consumer properties of released products and also of the one being produced. It must be admitted that this is the only possible way out of the crisis and the transition to the development of the industry. However, the implementation of these programs is complicated by the lack of adequate funding, as most enterprises carry out technological innovations mainly at their own expense. Conclusions. The main problems of increasing the economic potential of machine-building enterprises are as follows: relative non-competitiveness of products in comparison with products of developed countries; unpopularity of products of the domestic machine-building complex in world markets and the absence of world brands; imperfection of investment activity in most enterprises:...

Abstract:Topicality. The question of the innovative potential of technological entrepreneurship in the region today is extremely relevant, since in modern conditions it is technological entrepreneurship that becomes a decisive factor in the development of the regional economy. However, many of the problems associated with identifying the innovative potential of technological entrepreneurship, as well as the methodology for its evaluation on the meso-level, remain unresolved. Aim and tasks. The purpose of the article is to develop theoretical and methodical provisions and practical recommendations for assessing the level of innovation potential of technological entrepreneurship in the regions of Ukraine. Research results. The article outlines the author's vision of the theoretical and methodological approach to researching the innovative potential of technological entrepreneurship on the meso-level. Author's vision of the essence of the category "innovative potential of technological entrepreneurship in the region" is given on the basis of the system approach, taking into account the structure of interconnections between the elements of the technological entrepreneurship system. The quantitative and qualitative parameters of the development of innovative potential of technological entrepreneurship in the region are proposed to be considered within the framework of two subsystems: innovative personnel potential of technological entrepreneurship (vocational, scientific and research) and economical and ecological (infrastructure, production, investment-financial, market and ecological). It is recommended to quantify the level of innovative potential of technological entrepreneurship in the region on the basis of integrated indicators. The eight-step structure of data integral indexes is given, the algorithm of their calculation and the methodical approach to identifying the level of innovation potential of technological entrepreneurship of the region by means of an estimation scale are given. An information database was formed for calculation of integrated indicators of innovative potential of technological entrepreneurship on the meso-level and the economic burden of each of them was disclosed. The range of users of this methodical approach is indicated. An integrated assessment of the potential of technological entrepreneurship, such as: human potential, economic-ecological and innovative, is carried out according to the regions of Ukraine. In order to improve the level of provision of regions with the innovative potential of technological entrepreneurship, it is proposed to develop an economic mechanism for ensuring the effective use of the innovative potential of technological entrepreneurship at the regional level. Abstract:Topicality. The imperfection of the management of urban planning systems and urban areas, the lack of consideration of the environmental component, leads to deteriorating conditions and quality of life in cities, which necessitates the further development of theoretical and methodological principles of environmental management of urban areas.Aim and tasks. Substantiation of the necessity of formation of ecologically oriented urban areas management system.Research results. The basic problems of functioning of city territories and their management are determined; the necessity of forming a system of ecologically oriented management of urban territories is substantiated; the regulatory-legal and organizational preconditions for improving the management system of urban areas, taking into account the environmental component; the interpretation of the system of ecologically oriented management of urban areas as a set of principles, methods, means, forms and tools for managing the elements of the urban environment and processes that take place in it in order to ensure a high level of quality of the urban environment in general, environmental safety, social attractiveness and economic efficiency in particular; Its subject, object, basic principles, purpose, criteria of efficiency of functioning are specified.Conclusions. The study found that there is a significant deterioration in the quality of the urban environment, which is largely due to the imperfection of the management of the processes of urban development, management of the city economy, social and economic environment of the territory; a significant part of the problems of the functioning of urban areas is associated with ignoring the ecological component of city management; regulatory-legal and organizational preconditions exist for the formation of ecologically oriented urban land management system; the basis of the formation of a system of ecologically oriented management of urban areas, it is necessary to put ecologically-oriented principles, methods, tools and tools that will ensure a high level of quality of the urban environment in general, environmental safety, social attractiveness and economic efficiency.

Abstract:Topicality. The processes of the reforming and transforming of the state administration system in the country, which have been going on for more than a quarter of a century and do not lead to a significant increase in the level of well-being and do not allow to achieve even the values of indicators of socio-economic development of the 1991th year’s level, determine the relevance of the development of conceptual and scientific- methodological approaches to the organization of management system and public administration in the national economy. The main conceptual idea is to determine the direction of further socio-economic development of society and to regulate the transformation of the national economy management system on the basis of the prevalence of the actual significance and effectiveness of the system of state administration over the fact of its functioning for the sake of its own existence.Aim and tasks. The purpose of the article is to determine the conceptual framework for the regulation of transformation processes in the system of public administration and management in order to effectively influence the changes in national economic system and facilitate its restructuring from the raw material type to the economic system oriented on creation of the maximum possible value added.Research results. The interrelation and interdependency of the power and the system of public administration are analysed. It is defined the character and degree of influence of civil society on political and socio-economical processes which take place in the state. The essence of problems of real democratization processes in society reducing and the emphasis on arising threats that are caused by alignment of the reform processes and the failure of the tasks fulfill for the transformation of the economic system are analyzed and solved.The threat of curtailment of the processes of democratization and attainment of objects of radical socio-economical reforms going on in the country are emphasized. The specific measures on forming of civil society as an active state governor and on creation of effective system of public administration and regulation are justified and proposed. The appropriateness and validity of the proposed regulatory measures has been proved.Conclusions. It is established that one of the necessary and priority tasks is to maintain and create conditions for the rise of civil society sprouts in our country and for developed civil society establishment, which will become the basis and the key to successful implementation of the public administration reform, and will facilitate the efficiency of state power, will increase the welfare of the population. It is also necessary to support political will and aspirations of political elites to build an effective national economic system.
