Abstract:
The article presents the results of the search for optimal forms of cooperation between teachers and students in the context of the COVID-19 pandemic and distance learning. New realities require teachers to react quickly, make extraordinary decisions and take adequate action for the proper functioning of the education system. The expediency of using the competence approach and interactive teaching methods in the distance educational process is substantial. The dynamics of the use of e-learning elements in Ukrainian higher education institutions is trace in the dynamics, the advantages and disadvantages of this form of education are noted. Modern education should ensure the formation and comprehensive development of a spiritually rich person who not only has a holistic system of scientific and practical knowledge, but also able to realize themselves according to their own aspirations and abilities, able to navigate the rapid flow of information, has a high culture of thought, social relations and communications. Therefore, one of the important tasks of education is the formation of soft skills. They help to achieve success in life, to find a reasonable balance between academic knowledge and practical skills. The peculiarities of soft skills formation during distance learning are clarify. It is proposed to involve not only teachers, but also all stakeholders, first of all – students, from whom a lot of good advice can be heard. An example of a modern vision of the role of a teacher and a set of his/her qualities necessary for the successful organization of the educational process from the point of view of the student is presented. Such qualities include high level of knowledge, involvement in professional communities, ability to learn throughout life, use of the latest technologies, participation in social networks, stress resistance, ability to recover from stress, love of the profession and a certain sacrifice.

Abstract:
The article substantiates the expediency of using case technology in the process of studying chemical disciplines, which is not only one of the top priorities of modern professionally-oriented learning technologies, but also adapted to the formation of professional competence of future specialists in the field of pharmacy. The tendencies of introduction of the case study method in the practice of professional higher education are revealed; the main tasks and objectives of application of the case method in the process of professional training of students are formulated. Case-study based lessons are reviewed and described, major stages of “case” use are highlighted, as well as the role of the teacher and the student at each corresponding stage is indicated. Authors’ own case-study based technologies and experience of their successful and effective practical application and exploitation in the process of studying chemical disciplines in Zhytomyr College of Pharmacy are revealed and substantiated. The article contains the results and analysis of the responses of undergraduates and first-year students about the need for chemical knowledge, which were collected through an anonymous survey. The role, criteria, stages of realization of professional orientation of teaching chemistry as a complex multifunctional process aimed at students' awareness of motives, needs of future professional activity, combination of theoretical and practical components of educational content are clarified. The value of the case study method in the professional development of a pharmaceutical specialist during college studies is argued. The aim of the study is to expand the range of opportunities for teachers of professional higher education to use the latest technology of case-study in the process of forming the professional competence of future pharmacists in the process of studying chemical disciplines. The result of the use of case technology is the training of a qualified competitive specialist, as well as the formation of key competencies of the student, his/her ability to self-development, self-determination, self-education.

Abstract:
The article analyzes the process of forming the creative potential in prospective nurses in the course of professional training. The main reason for the existing problems connected with forming the creative potential in prospective nurses lies in the predominance in the students the external motives for choosing a profession since a significant number of the prospective nurses lose interest in the profession in the educational process. This takes place due to the imperfect methods, tools and forms used in the professional training in the educational institution. Other reasons of this situation are connected with the small number of practical activities, imperfections and outdated content of educational material. This, in turn, leads to a reproductive style of thinking and low cognitive motives in the perspective nurses when they do not want to develop pertinent skills and abilities, to improve their personality due to low level of inquisitiveness and weak persistence in achieving the goals. It is proved that modern requirements to professional functions and social role of specialists in the sphere of nursing activity necessitate the modernization of the educational environment for the prospective competitive nurses. This presupposes the creation of innovative systems of professional development with taking into account the changes and consequences of their impact on professional activities of the prospective nurses. This can be realized by implementing a special course "Skills and professional inspiration of a nurse", designed to train the prospective nurses in the 5th semester. It is established that one of the effective directions of developing the creative potential in the prospective nurses is related with updating the prospective nurses' professional training through the introduction of innovative educational technologies and interactive teaching methods into the educational process. It is also found out that the reform of professional and professional before-higher education determines the tendency to actualize individualized training in medical institutions concerning self-development of specialists' personality in the context of their future professional activity, as well as forming individual psychological qualities, professionally significant qualities in all participants in the educational process, providing opportunities for individual research activities, improving the educational process in different types of medical institutions. To accomplish this, the prospective specialist must turn from an object of educational influence into a subject whose main features are activity, individuality and independence. This, in turn, presupposes the integration of the students into the creative educational environment of the educational institution, strengthening its development capabilities as a complex of systematized innovative educational resources with pertinent methodological, technological, organizational support.

Abstract:
The relevance of this topic is due to the burning issues and challenges of today, namely, a detailed review of the organization and functioning of out-of-school educational institutions during quarantine. Given the fact that currently the entire system of education is undergoing a period of fast adaptation to work in the newly created information educational environment, the system of out-of-school education does not stand aside and quickly progresses its developments in this direction. The article presents the results of the analysis of organization of institutions of out-of-school education during the transition to the provision of educational services using remote technologies in Ukraine under severe quarantine restrictions. The stages passed by all participants of the educational process are clarified and considered in detail, including the mechanisms used by pedagogical workers in establishing communication with pupils, parental community and administration. A number of normative documents was identified as critical for the sphere under consideration, for they regulated the work of out-of-school educational institutions during the period of mass transition to the distance form of providing educational services. The mechanism of realization of the newly introduced legislative documents by out-of-school educational institutions is reviewed. The main digital resources used by out-of-school teachers for the organization of distance learning are highlighted. The issue of organizing the work of the administration for the transition to a remote form of educational services provision is described in detail. The mechanism that provides generalization of information about students’ feedback is analyzed. The work of the psychological service regarding the possible consequences and negative impact of digitalization of learning on the major categories of participants (teachers, students, parents, state officers) is considered and analyzed. The author points out and highlights the positive and negative aspects of the impact of the introduction of distance learning in selectives and creativity clubs on its members and personnel. The current state of readiness of out-of-school educational institutions for work in near-to-critical or crisis-based conditions is generalized and described. A number of identified issues requires further investigation into the possibility of providing educational services by corresponding educational institutions with the help of distance learning technologies and ICTs.

Abstract:
The article highlights the importance of English reading as a type of linguistic activity that has great cognitive value and actually implements communicative, educational, and developmental function for high school students, and at the same time, considers the specifics of usage of innovative technologies as modern tools for English reading and learning a foreign language in general, as well as the suitability of using innovative technologies in the process of learning foreign languages at schools for high school students. There are many new methods of teaching English, and a necessary condition for choosing a particular method of teaching that is suitable for both teacher and student - knowledge of innovative learning technologies. Innovative technologies have become an integral part of a holistic educational process and can increase its effectiveness, as they affect the student's consciousness, feelings and will, form a creative personality that is able to effectively apply the acquired knowledge, skills and abilities in practice in any sphere of public life. English reading is a type of linguistic activity that allows not to imitate, but to reproduce one of the forms of real communication in English. With the help of reading in a foreign language, students get acquainted with the world of their foreign peers, with songs, poetry and fairy tales, available samples of children's fiction of the country whose language is studied. Looking at the process of reading from a psychological point of view, we can say that the process of perception and understanding of the text is directly related to thinking and memory. When a student perceives a text, he identifies the most important links in it and synthesizes them into a single whole. At the same time, memory helps logical and technical thinking. The main principles of integration of innovative technologies in the process of learning English are: movement from whole to separate, student-centred classes, purposefulness and relevance of classes, their focus on achieving social interaction facilitated by teacher’s faith in their students' success, language integration and language acquisition using knowledge from other fields of science. As a result of the use of innovative technologies, an information-rich educational process is created.

Abstract:
The changes taking place in the modern world and in the education system in particular are characterized by continuity and abruptness, but they have a strong impact on people. Modern education is designed to help adults be resilient to change and capable of reactive adaptation based on lifelong learning. The actualization of non-formal and informal education is associated with a change in the social role of education in the information society, the transition from the implementation of the compensatory function to a comprehensive individual personal development. Active life position, participation in social projects, awareness of one's own life and educational goals are important components of ensuring the quality of life of modern man. The modern concept of quality of life emphasizes the need to implement an authentic way of life, creating opportunities for the development of interpersonal relationships, conditions for various types of leisure, providing those needs that can’t be met only by material values, including educational. An adult during life has a steady need for education, due to the need to realize professional inclinations and abilities, personal interests and aptitudes. In this context, adult education is a tool for ensuring the quality of human life. In today's world, improving the quality of life is inextricably linked with the development of education, which is a prerequisite for the country's competitiveness in the global division of labor. Successful are those countries that invest in education, its development and long-term growth. Therefore, education is a significant component of the process of ensuring the quality of life of the individual. Participation in trainings, professional communities, workshops, seminars contribute to the formation of an active life position and life trajectory, personal development of an adult and his goal-setting.

Abstract:
The article studies the main stages of development of national legislation regulating the management of a higher education establishment. It conducts the analysis of the works of modern scientists having dealt with the issues of regulating the activities of a higher education establishment in various aspects, issues of management information defining and systematizing, problems of legal regulation in the higher education establishment management and certain aspects of its statutory and regulatory support by international and foreign legislation, theoretical and practical aspects of administrative and legal regulation in Ukrainian education in the context of European integration. The paper analyzes and highlights three main periods of national legislation development on the higher education establishment management. The first stage of development of legislation on the higher education establishments management (XIX – 1920) is associated with the adoption of the Provisional rules about the higher education establishments management of the Ministry of public education of August 27, 1905 and legislative acts regulating the higher education establishments management. The second stage of development of legislation on higher education (1920-1990) is associated with the fact that during the existence of the USSR, the management of higher education had its own peculiarities, as far as the political system of Soviet government and the state apparatus differed from the modern state democratic structure, and on its territory there were state bodies that existed only under the communist regime. Higher education management was carried out centrally by legislative acts of both the republican and all-union levels, in the complete absence of autonomy of higher education establishments. Third stage of development of the national legislation on higher education management is characterized by the reform of the higher education system on the basis of adopted legislative and bylaws, especially, Ukraine’s Higher Education Act of 2014, the creation of conditions for the autonomy of the higher education establishment management, the introduction of bodies and institutions for monitoring the higher education quality standards and recommendations of the European Union.

Abstract:
In modern conditions formal education is unable to meet the various educational needs of teachers, especially when it comes to ICTs and computer science (CS), so informal adult education is becoming an increasingly urgent personal need of modern educators. Taking into consideration the challenges of today and the demands to the teachers, the state has provided for the possibility of continuous teacher training in the new Law on Education. Despite the fact that the issue of professional development of educators was given considerable attention in the researches of community, the problem of professional competence of modern CS teachers in the field of informal education remained insufficiently covered and was not the subject of a dedicated special research. The aim of the article is to outline the optimal ways to develop the professional competence of computer science teachers in the system of informal education. Theoretical research methods were used during research, namely: study and analysis of psychological-pedagogical, normative and special literature on the above-mentioned issue(s); analysis of state educational standards, programs, textbooks and teaching materials. Some its aspects are defined and the ways of organizing the process of development of professional competence of teachers in the conditions of informal education are described. It is determined that further research is aimed at processing and testing the research-based materials in real conditions. The analysis of the legal framework in the field of education showed that the state is currently taking a number of measures to ensure the continuous development of professional competence of modern CS teachers as well as the development of professional competence of modern educators in general, which should include such areas that will allow teachers to exploit new approaches and educational technology that can improve and amplify the learning process of students.

Abstract:
Among current educational trends one may observe the transition from the technological paradigm, accentuating the curriculum and the central position of the teacher, to the humanistic paradigm, based on the subjective perception of the child/student. It is their needs and abilities that determine the process of upbringing and education, and the task of the teacher is to support the child in their development. The guiding principle of communication is dialogue based on mutual respect. It turns out that the origins of the concept of subjectivity can be traced several centuries back in time, in the views of distinguished pedagogues, psychologists, writers. The following examples illustrate this.J.A. Komensky (1592-1670) believed that one of the conditions of pedagogical success is individualization which complies with the child's needs and developmental capabilities. Also, J. Locke (1632-1704) appreciated the role of needs in the child’s development, which should be satisfied in the course of education. J.J. Rousseau (1712-1778) emphasized the importance of children's rights in education as each child constitutes an individuality and an entity that requires respect and delicacy. Similarly, J.H. Pestalozzi (1746-1827) recognized children's rights and appealed for respect for them. In turn, J.W. Dawid (1859-1914) postulated that while working with children, their developmental and environmental conditions should be taken into account, and the tasks should be adjusted to their capabilities. J. Dewey (1859-1952), for whom childhood was as important as other periods of development, appealed for respect for the child’s freedom and an individual approach towards them. The significance of childhood was also emphasized by M. Montessori (1870-1952) who claimed that it gives shape to the whole personality of the child, which means that the child should be treated with respect.Supporting the development of the individuality and independence of the child, as an expression of an individual subjective approach towards them, falls within the ideas that form the pedagogical system created by C. Freinet (1896-1966). The great contribution to thedevelopment of the idea of subjectivity was made by J. Korczak (1878-1942). The main principles of his pedagogy are cognition, respect and love for the child. The main idea of the child's rights in teaching is: a child is a human being. Wasyl Suchomliński (1918-1970), an outstanding Ukrainian educator, made the notion of humanity the axis of his educational concept. Following this, there was a place in it for the human soul, for the faith in human good nature, for kindness, cordiality and care.The teacher’s love for children is connected with cognizing them and providing conditions for their free creativity. And all this is satiated with the idea of respect for people at every level of education. As one may see, history is the teacher of life, also in the area of education. It leads to a reflection on what used to be there, what has remained, what exists now. He also realizes that there is a certain continuity between the past and the present that allows of saving the most valuable essence in the theory and the educational practice.

Abstract:
The main goal of ongoing paper is to emphasize on the top priority benefits dealt with the urgent modern time issue such as digitalization and computerization of the educational process at higher educational institutions. The background of the survey states that the use of information technology facilitates and improves learning process, activates and stimulates the mental activity of students and allows to diversify and increase its efficiency. The main findings of the survey can be summed up in three blocks. Firstly, we have presented plenty of definitions of the term "digital learning", which not only differ in their formulation and the terms used, but also, in some cases, they have opposite, sometimes narrower focus. To add, the present study shows various definitions: Dutch, Portugal, Serbia, Serbia and Austrian. Secondly, the results were connected with general overview of five competences, such as: information and data literacy, communication and collaboration, digital content creation, protecting personal data and privacy, problem solving. identifying digital competence gaps. Thirdly, the ten sufficient benefits of digital learning have been identified as well. They were titled in the following way: personalized learning, expanded learning opportunities, high engagement learning, competency- based learning, collaborative learning, quality learning products, relevant and regularly updated content learning, next-gen learning for educators. The uniqueness of the research findings is approved with: the broad multi-exemplifications of the term definition "digital learning" in different countries; the presentation of more precise term substitute "one-to-one technology- enhanced learning"; the provision of the key digital learning competences and benefits among the great number of the in the scientific researches. Moreover, we must mention that proper consideration and application of all five competences and ten benefits of digital learning in the higher education process will: improve students’ motivation, accountability; help them to become more engaged in the process, more interested in growing their knowledge base; assist them to acquire problem-solving skills and familiarity with emerging technologies. In particular, the practical value of digital learning skills is of a great assistance during learning English, using numerous on-line digital free available sources.
