Abstract:
Pariwisata merupakan sektor penting bagi suatu wilayah, dalam hal ini pariwisata akan memberikan dampak positif dalam pertumbuhan ekonomi terutama bagi mereka yang berhubungan langsung dengan kegiatan pariwisata seperti restoran dan penyedia penginapan. Cimahi menjadi salah satu daerah yang memiliki potensi besar dalam sektor pariwisata melalui ciri khas dan sumber daya yang dimilikinya, ciri khas tersebut adalah Cimahi yang dikenal sebagai Kota Militer (Kota Hijau) dikarenakan terdapat sejarah, bangunan, dan fasilitas kemiliteran yang cukup lengkap. Penelitian ini menggunakan tipe pendekatan deskriptif analisis, data-data yang digunakan berasal dari teknik pengumpulan berupa wawancara, observasi, dan dokumentasi. Pemerintah Kota Cimahi memiliki beberapa strategi untuk memanfaatkan sumber daya yang dimiliki Kota Cimahi agar dapat memajukan sektor pariwisata, beberapa upaya tersebut adalah dengan mulai membentuk kerja sama dalam konsep sister city, meluncurkan program Cimahi Military Heritage Tourism dengan Sekoci (Serba Kota Cimahi) sebagai transportasi utama, program Cimahi City Tour, serta melakukan koordinasi dengan pengelola daerah-daerah wisata. Kesimpulannya program-program tersebut harus dilaksanakan dengan baik melalui koordinasi dengan berbagai pihak, contohnya dengan kementerian dan dinas-dinas terkait serta lembaga swadaya masyarakat.

Abstract:
The war between Russia and Ukraine has very serious implications for global markets. Russia is the world's third largest producer and exporter of oil, the second largest exporter of natural gas, and the third largest exporter of coal. Moreover, Ukraine is just as important in meeting global markets as the largest sunflower oil exporter, the fourth largest exporter of maize and the fifth largest exporter of wheat. These two countries are very important suppliers for deficit countries such as Southeast Asia where more than 37 percent of oil and gas imports to Southeast Asia. In absolute terms the war that occurred resulted in an increase in world oil prices which affected Southeast Asia. This study aims to explain and analyze the influence of the war between Russia and Ukraine on the economies of countries in the Southeast Asian region. This study uses a qualitative method with descriptive analytic research type so that researchers not only explain the influence of the war between Russia and Ukraine on the Southeast Asian economy, but also analyze the economic relations between Southeast Asian countries and Russia. The results in this study are that in 2017, Russia was ranked eighth among ASEAN's main trading partners, with total bilateral trade only 0.66% of ASEAN's total trade turnover. The war that occurred between Russia and Ukraine certainly had an impact on the economic sector and of course the conflict led to the restructuring of international trade and countries that have relations with Russia and Ukraine will have a major influence on the national interests of their countries. Southeast Asia is feeling the direct effects of the war such as disruption of global supply chains and rising energy and food prices. In addition, fuel prices have increased in some countries. This makes the impact of the war between Russia and Ukraine have a great influence from various sectors, causing a restructuring of the global economy.

Abstract:
Unemployment is an economic problem that is quite complicated and always appears from year to year in various regions in Indonesia, one of which is the city of Cimahi in the province of West Java. Unemployment that occurs in Cimahi City is caused by several factors, namely population density which increases every year, the Covid-19 pandemic and the imbalance between job seekers and available job opportunities. The purpose of this study is to critically analyze the effectiveness of training programs and labor productivity using the theory of program effectiveness with indicators of program targeting, program socialization, program objectives, and program monitoring. Methods of data collection were carried out such as observation, interviews, and documentation. The results of the study based on four indicators of the effectiveness of the program have been running well, as indicated by the decrease in the percentage of the unemployment rate from 13.30% to 13.07%. where the purpose of the training is to provide provisions for the people of Cimahi City to be able to work and open their own business fields. The Cimahi City Manpower Office has maximized the best possible in reducing unemployment in Cimahi City by organizing training programs and labor productivity, and this job training program in general has worked effectively.Keywords: Department of Manpower, Manpower Training, Unemployment

Abstract:
Research on the implementation of policies regarding the Family Planning Village Program in Arjasari District, Bandung Regency was conducted to determine the implementation of these policies by exploring various sources of primary and secondary information using a descriptive qualitative approach that describes a certain situation from the facts that occur in the research process, both in the form of behavior, perceptions, motivations, actions and others without manipulating the observed phenomena. The dimensions that are used to measure implementation are: basic measures and policy objectives, policy resources, inter- organizational communication and implementation activities, characteristics of implementing agencies, economic, social and political conditions, and implementing tendencies. (Implementors).The results of the study indicate that the IMPLEMENTATION OF POLICIES REGARDING THE FAMILY PLANNING VILLAGE PROGRAM IN ARJASARI DISTRICT, BANDUNG REGENCY, the ideal measure of achieving program target standards has not been optimally achieved, human resources are adequate, financial resources and facility resources are still relatively lacking, communication with transmission / distribution information is running well, clearly and consistently, the organizational structure can work well, the Standard Operating Procedure (SOP) is complete and clear, but in terms of cooperation still needs to be improved, the influence of the program on economic and social conditions, on public opinion is quite positive , good political elite support, response, understanding and serious attitude from implementing agencies that are already good but need to be improved.

Abstract:
Tulisan ini bertujuan untuk melihat bagaimana konsistensi antara perolehan suara partai politik pada pemilu tahun 2019 dengan perolehan suara calon presiden/wakil presiden tahun 2019. Selain itu penelitian ini sedikit banyak mencoba membedah mana yang memiliki peran besar dalam kontestasi pemilihan presiden pad atahun 2019 yang lalu. Tekanan utama adalah melihat dan membuktikan apakah ada konsistensi perolehan suara parpol calon presiden/wakil presiden. Tujuan akhir dari penelitian ini adalah untuk menunjukkan bahwa tidak selamanya parpol yang mengusungnya memiliki kontribusi yang signifikan terhadap perolehan suara calon presiden/wakil presiden. Bahkan antara keduanya bisa menimbulkan gap, dimana perolehan suara parpol yang mengusungnya bisa lebih besar dari capres/cawapres yang diusungnya. Metode yang digunakan adalah pendekatan deskriptif kualitatif. Peneliti menggunakan data sekunder dalam bentuk laporan dan dari rekapan hasil pemilu Capres dan Cawapres 2019 yang lalu. Hasil penelitian menunjukkan antara akumulasi perolehan suara antara partai pengusung dengan capres cawapres menunjukan kecenderungan tertentu. Artinya ada kecenderungan bahwa suara partai pengusung dengan paslon capres/cawapres yang diusung tidaklah linear, berbeda atau tidak sama. Perolehan suara parpol pengusung 01 dengan paslon capres/cawapres 01 tidaklah sama persis atau terdapat selisih, dan hal ini terjadi pula pada perolehan suara parpol pengusung 02 dengan paslon capres/cawapresnya 02.

Abstract:
The application of the concept of smart government in the region is certainly an interesting thing to study because each region has its problems and efforts in realizing the concept, one of which is in the South Lampung Regency. The implementation of smart government in South Lampung Regency is one of them with the online population administration service website (PAKe-Oli). The innovation of the program is present to meet the needs of the community related to basic services, facilitate the community, effectively, efficiently by the concept of smart government to realize an orderly society of population administration. The purpose of this study is to analyze and explain the influence of system quality, information quality and quality of service on the use of smart government by the South Lampung Regency Government. Using quantitative research methods, the results of this study explain that the quality of the system, the quality of information and the quality of services have a positive and significant effect on the use of smart government in South Lampung Regency in 2021. Evidenced by hypothesis tests that show that these three variables affect the use of smart government positively and significantly.

Abstract:
The Covid-19 pandemic has had a negative impact, namely the number of children being victims of violence. Based on data from the Online Information System for the Protection of Women and Children, cases of violence against children in the midst of the Covid-19 pandemic experienced a significant increase. The purpose of this study is to find out government policies in overcoming violence against children in the midst of the covid 19 pandemic. This type of research is an approach that is carried out by literature studies in scientific journals, books, documents, websites, and other sources. The results showed that the government through the ministry of women's empowerment and child protection (PPPA) issued several policies in the form of the Joint Movement to Take Care of Our Families, Optimizing the role of Community-Based Integrated Child Protection (PATBM) activists, Opening telephone service for women and children's friends (SAPA) 192, and Issuing Government Regulation (PP) Number 78 of 2021 concerning Special Protection for Children.

Abstract:
This study aims to evaluate the Level IV Leadership Education and Training Program (Diklatpim) using the COPP evaluation model developed by Stufflebeam. The CIPP evaluation model is expected to produce a complex evaluation of the 2016 Level IV Diklatpim program in the Lahat District Government. Based on the use of the evaluation model, the qualitative research method with a case study approach was chosen by the researcher. Data collection was carried out by interviewing and studying documentation related to the implementation of Level IV Diklatpim in 2016. The informants in this study amounted to 15 people who came from the Agency for Personnel and Human Resources Development (BKPSDM) Lahat Regency, South Sumatra Province, Regional Human Resources Development Center. (BPSDMD) South Sumatra Province and participants of Level IV Training and Education in 2016 in the Lahat Regency government. When viewed from the aspects of the process and product implemented, the results of the study show that the 2016 Level IV Education and Training program in Lahat Regency has been in accordance with applicable regulations and is considered successful. However, based on the context and input aspects, there are several things that are not in accordance with the aims and objectives of the Level IV Diklatpim program in the Lahat Regency government.

Abstract:
Artikel berjudul Analisis Inovasi Birokrasi di Unit Pelaksana Teknis (UPT) Cimahi Techno Park bertujuan untuk menganalisis inovasi birokrasi di Unit Pelaksana Teknis Cimahi Technopark dan menganalisis faktor pendukung dan penghambat inovasi birokrasi di Unit Pelaksana Teknis (UPT) Cimahi Technopark. Metode penelitian menggunakan deskriptif dengan pendekatan kualitatif. Cara memperoleh data dilakukan dengan studi kepustakaan dan observasi. Hasil penelitian menunjukkan inovasi birokrasi di Unit Pelaksana Teknis Cimahi Technopark berada pada tipe inovasi Top Down Innovation to Bottom-up Innovation dengan tingkat inovasi, inovasi birokrasi yang dilakukan pada UPT Cimahi Technopark berada pada tingkat inovasi perbaikan layanan, inovasi sistem dan inovasi konseptual. Faktor pendukung inovasi birokrasi di Unit Pelaksana Teknis Cimahi Technopark terdiri dari kebijakan Pemerintah Pusat dan Daerah yang mendukung, infrastruktur yang memadai, ketersediaan sumber daya manusia yang melimpah, jaringan kerja sama yang sudah mulai terbentuk, adanya sumber teknologi dalam klaster, sumber permodalan dan kondisi permintaan sektor terkait. Faktor penghambat inovasi birokrasi di Unit Pelaksana Teknis Cimahi Technopark terdiri dari jumlah anggaran yang kurang, sosialisasi yang dilakukan masih belum menunjukkan hasil yang optimal, perkembangan industri bisnis digital sangat dinamis, Jumlah SDM pengelola sarana prasarana pendukung masih kurang seiring dengan jumlah anggaran yang kurang dan minimnya sertifikasi dana akreditasi untuk pelaksana Creative Business Digital.

Abstract:
Badan Penghubung Pemerintah Aceh, adalah badan Daerah yang satu-satunya terletak di Ibu Kota Negara, setelah diterbentuknya Badan Penghubung Pemerintah Aceh sebagai fasilitator kebutuhan daerah dalam melakukan kerjasama dengan pemerintah pusat maka peneliti ingin mengetahui bagaimana efektivitas Badan Penghubung Pemerintah Aceh dalam memfasilitasi urusan Pemerintah Aceh ke Pemerintah Pusat dalam membantu memajukan pembangunan Daerah Aceh, penelitian ini dilakukan dengan metode deskriptif kualitatif, hasil penelitian menunjukkan 1) Krakteristik Organisasi Badan Penghubung Pemerintah Aceh terdiri dari Kepala Badan yang dipimpin oleh Eselon III, Subbidang tata usaha, Subbidang Pelayanan dan Informasi, Subbidang Hubungan Antar Lembaga, Subbidang Promosi dan Pameran,yang seluruhnya dipimpin oleh Eselon IV. 2) Karakteristik Lingkungan Badan Penghubung Pemerintah Aceh berada dalam lingkup pemerintahan kota yang sangat dekat dengan pemerintahan pusat. 3) Karakteristik Pekerja sebagian besar pegawai berasal dari daerah Aceh yang memiliki nilai adat dan budaya yang sama.4) Kebijakan dan Praktek Manajemen dalam Renstra 2017-2022 tertuang yang menjadi kebijakan pemerintah daerah dalam memyusun usaha-usaha untuk membangun daerah aceh berpointkan pada terwujudnya reformasi birokrasi yang berkualitas, terwujudnya tata budaya adat istiadat dan seni ke-Acehan yang Islami, terwujudnya informasi dan data yang terintegritas. Abstract:
Penelitian ini berjudul: �Efektivitas Program Pengembangan dan Pengelolaan Jaringan Irigasi Oleh Dinas Pekerjaan Umum dan Penataan Ruang di Kecamatan Pakisjaya Kabupaten Karawang�. Fenomena yang terjadi di Kecamatan Pakisjaya adalah kekeringan irigasi. Permasalahan yang terjadi dalam penelitian ini yaitu Pengelolaan air jaringan irigasi di Kecamatan Pakisjaya tidak merata sehingga menghambat produktivitas petani yang ada di Kecamatan Pakisjaya. Metodologi penelitian yang dilakukan pada penelitian, yaitu deskriptif dengan pendekatan kualitatif. Teori yang digunakan adalah Efektivitas program menurut Makmur. Hasil penelitian menunjukkan bahwa efektivitas program pengembangan dan pengelolaan jaringan irigasi di Kecamatan Pakisjaya memiliki permasalahan dalam beberapa dimensi yang dikemukakan oleh Makmur sehingga, belum tercapainya efektivitas pada program tersebut. Hal ini dapat dilihat dari ketepatan waktu dalam pelaksanaan normalisasi belum sesuai, ketepatan perhitungan biaya yang dapat dilihat dari sarana dan prasarana kurang memadai, ketepatan dalam pengukuran dalam pelaksanaan tugas dan pertanggungjawaban belum tepat, ketepatan dalam menentukan pilihan sudah tepat dalam metode pelaksanaan kegiatan program, ketepatan berpikir sudah sesuai dalam memahami konsep dan metode mempunyai pedoman untuk memahami dan proses evaluasi dilakukan dengan baik, ketepatan dalam melakukan perintah sudah sesuai karena mempunyai kriteria tertentu dalam pelaksanaan program, ketepatan dalam menentukan tujuan belum sesuai karena dapat dilihat dari ketentuan dan peraturan sudah ada namun dilihat dari sisi pengawasan yang dilakukan oleh Dinas Pekerjaan Umum dan Penataan Ruang belum maksimal, ketepatan sasaran belum sesuai karena masyarakat Pakisjaya masih belum terpenuhi kebutuhan airnya. Abstract:
Kebijakan privatisasi menjadi tren global yang terjadi baik di negara maju maupun negara berkembang. Privatisasi atau penjualan aset negara dipandang sebagai program ekonomi yang diperlukan untuk menghindari penghematan yang tinggi dengan membebaskan BUMN dari kerugian. Program privatisasi dapat meningkatkan efisiensi dan mendorong pertumbuhan ekonomi, terutama di bidang infrastruktur, pendidikan, dan kesehatan. Privatisasi adalah kebijakan yang dilaksanakan oleh pemerintah yang mengalihkan sebagian atau seluruh aset yang dimiliki oleh negara kepada pihak swasta. Privatisasi BUMN telah menimbulkan banyak kontroversi di kalangan masyarakat Indonesia. Selama privatisasi dapat membawa manfaat yang lebih baik, beberapa akan baik-baik saja dengan privatisasi, sementara yang lain akan dianggap non-nasionalis dan menolak privatisasi untuk mengkonsumsi aset negara. Tujuan yang dicapai melalui kebijakan privatisasi adalah untuk memberikan kontribusi keuangan kepada organisasi negara dan komersial, akses terbuka ke pasar internasional, dan transfer teknologi ke organisasi komersial. Di Indonesia, privatisasi dianggap penting karena mempromosikan tata kelola perusahaan yang baik. Privatisasi didasarkan pada prinsip transparansi, independensi, tanggung jawab, akuntabilitas, kewajaran dan harga terbaik, dengan memperhatikan kondisi pasar. Dengan demikian, pertumbuhan ekonomi Indonesia akan meningkat.

Abstract:
Public Service-Based Information Technology and Communication (ICT), Electronics Neighborhood/Pillars of Citizens (e-RT/RW) (Study of e-Government in Kelurahan Talang Semut Kecamatan Bukit Kecil Kota Palembang). This study is based on the new way to manage public sector-oriented management services to the community forward, rather than the interests of the government. E-Government Program is a program of e-RT/RW Surabaya. Abstract:
Tujuan dari penelitian ini adalah untuk menganalisis efektifitas program Tuka Tuku Purbalingga sebagai media pemasaran UMKM di Kabupaten Purbalingga tahun 2019. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif deskriptif yang dilakukan pada tahun 2020. Adapun yang menjadi objek dalam penelitian ini yaitu sekertariat program Tuka Tuku Purbalingga, pelaku UMKM, dan masyarakat di Kabupaten Purbalingga. Pengumpulan data dilakukan dengan wawancara, dokumentasi dan observasi. Dalam pelaksanaan program Tuka Tuku berkaitan dengan (1) Ketepatan sasaran program Tuka Tuku Purbalingga sudah menyasar pelaku UMKM, namun perlu peningkatan dalam hal jumlah UMKM yang bergabung dalam program. (2) Sosialisasi program Tuka Tuku dapat disimpulkan bahwa sosialisasi dilakukan dengan strategi yang cukup baik, namun perlu ditingkatkan lagi dalam penyampian informasi program karena masih banyak masyarakat yang belum menerima informasi program Tuka Tuku secara keseluruhan dan belum dilakukan secara intens atau terus menrus. (3) Tujuan program Tuka Tuku dapat dirasakan manfaatnya oleh pelaku UMKM dan masyarakat, sehingga hasil dari pelaksanaan program Tuka Tuku sudah sesuai dengan tujuan yang direncanakan sebelumnya. (4) Pemantuan program sudah dilakukan terhadap pelaku UMKM yang bergabung dalam program terutama berkaitan dengan masalah dan hambatan yang dialami pelaku UMKM.

Abstract:
Tujuan dalam penelitian ini adalah Untuk mengetahui dan mendeskripsikan Peran Kodim 0818/Malang-Batu Dalam Pemberdayaan Wilayah Pertahanan Guna Mengamankan Pilkada Serentak di Kabupaten Malang Tahun 2020. Metode dalam penelitian ini menggunakan penelitian kualitatif, dalam penelitian kualitatif menggunakan metode kualitatif yaitu pengamatan, wawancara dan penelaahan dokumen. Berdasarkan hasil penelitan dapat di simpulkan bahwa Peran Satkowil Kodim 0818/Malang-Batu dalam mengamankan pilkada 2020 di Kabupaten Malang, telah mampu mendukung terciptanya kondisi masyarakat yang aman dan tenteram serta mengawal pembangunan nasional, sehingga mendapat apresiasi dan penghargaan dari seluruh stakeholders yang ada di wilayah teritorial Kodim 0818/Malang-Batu, terutama apresiasi yang sangat tinggi dari masyarakat umum. Hal ini menjadi modal sosial yang sangat berharga bagi satkowil untuk terus meningkatkan kinerja dan profesionalismenya sebagai �tentara rakyat dan tentara pejuang.

Abstract:
Kasus stunting di Kabupaten Sleman setiap tahunnya mengalami penurunan, tahun 2015 sebesar 12,86%, tahun 2016 sebesar 11,88%, tahun 2017 sebesar 11,99%, tahun 2018 sebesar 11%, dan ditahun 2019 sebesar 8,38%. Permasalahan stunting tidak dapat diselesaikan oleh satu pihak, melainkan perlu campur tangan dari pihak lain. Maka dari itu tujuan dari penelitian ini adalah untuk mengetahui model collaborative governance, peran setiap stakeholder, dan desain kelembagaan dalan upaya penanggulangan stunting di Kabupaten Sleman. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Data yang diperoleh menggunakan teknik wawancara, observasi, dan dokumentasi. Selanjutnya teknik analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan collaborative governance yang diukur dengan dinamika kolaborasi yakni keterlibatan berprinsip, motivasi bersama, dan kapasitas aksi bersama secara keseluruhan sudah cukup baik, namun beberapa indikator belum berjalan dengan baik, yaitu belum tersedia forum komunikasi secara khusus di tingkat Pemerintah Kabupaten dan masih kurangnya peran swasta. Tindakan kolaborasi berbentuk inovasi kegiatan dalam penanggulangan stunting pelaksanaannya terdapat faktor penghambat seperti penolakan dari masyarakat, kondisi lingkungan kurang sehat, dan pekerjaan orang tua yang mempengaruhi pola asuh. Faktor pendukung sendiri seperti sumber daya manusia, sumber daya alam, dan anggaran. Dampak collaborative governance ini adalah menurunnya angka stunting dan masyarakat lebih teredukasi. Kolaborasi ini menghasilkan desain kelembagaan berupa pola akuntabilitas. Berdasarkan hasil penelitian maka penulis memberikan saran kepada Pemerintah Kabupaten Sleman berupa perlunya melakukan monitoring dan evaluasi, meningkatkan peran swasta, seluruh stakeholder memperkuat komitmen, dan meningkatkan koordinasi antar stakeholder.

Abstract:
Tulisan ini merupakan kajian komparasi antara Vietnam dan Indonesia dalam merespon penanganan Covid-19. Komparasi kedua negara tersebut melalui pendekatan politik pemerintahan, yang mana Indonesia sebagai penganut demokrasi dan Vietnam sebagai negara komunis. Tesis utama dari tulisan ini adalah negara dengan bentuk pemerintahan komunisme (sentralistis) memiliki ketegasan komando dan koordinasi yang lebih baik, dibandingkan negara demokrasi (desentralistis) saat menghadapi krisis yang dalam hal ini adalah Covid-19. Tulisan ini adalah kajian kualitatif dengan teknik pengumpulkan data menggunakan library research. Teori yang digunakan dalam tulisan ini adalah teori perbandingan politik yang melihat bagaimana sistem demokrasi dan komunisme bekerja dalam menghadapi Covid-19. Temuan dari tulisan ini adalah adanya perbedaan perlakuan saat Indonesia dan Vietnam menangani Covid-19. Perbedaan penanganan ini terkait dengan sistem komunisme yang sentralistis atau satu komando membuat intruksi jelas dan tegas dalam menyikapi Covid-19 sehingga korban bisa diminimalisir. Berbanding terbalik dengan Vietnam, Indonesia sebagai negara demokrasi yang desentralistis mempunyai langkah yang lamban dan kebijakan yang berbeda-beda antara pusat dan daerah. Kondisi tersebut menimbulkan kekeliruan informasi yang menyebabkan masyarakat mengalami misinformasi dalam memahami terkait Covid-19, sehingga kasus Covid-19 semakin meningkat.

Abstract:
Penulisan ini bertujuan membahas perkembangan dinamika dan kinerja Dewan Perwakilan Daerah Republik Indonesia (DPD RI), setelah empat periode dihasilkan anggota-anggota DPD tetapi karena kewenangannya yang minimalis menyebabkan kinerjanya tak memuaskan. Malah, DPD bukannya diwacanakan kembali untuk diperkuat justru keinginan yang menguat adalah membubarkan DPD yang dianggap pemborosan anggaran negara saja. Sebab, tak dapat dipungkiri kinerja dan kiprahnya selama empat periode tidaklah istimewa selain hanya aksesoris belaka dari lembaga perwakilan kita yang lainnya.

Abstract:
E-Government sebagai suatu mekanisme baru dalam interaksi antara pemerintah dan masyarakat, dalam pemanfaatan teknologi informasi terutama internet harus dapat memperbaiki layanan kepada masyarakat. Dengan adanya E-Goverment yang telah disediakan oleh pemerintah kulon progo melalui pelayanan berbasis online, maka dapat dianalisis bagaimana implementasi e-government dalam meningkatkan pelayanan publik di Kabupaten Kulon progo sebagaimana yang telah dikembangkan sedemikian rupa dalam upaya inovasi peningkatan pelayanan di kabupaten kulon progo yang efektif dan efisien. Penelitian ini menggunakan metode kualitatif. Data yang digunakan dalam penelitian ini bersumber dari data sekunder, dengan Metode yang berasal dari dokumentasi yang dimana data diperoleh dari berbagai macam sumber literatur sebelumnya yaitu web resmi instansi dan jurnal-jurnal untuk keabsahan penelitian. Aplikasi e-Goverment di Kabupaten Kulon Progo bertujuan untuk meningkatkan efisiensi dan keterpaduan penyelenggaraan SPBE, namun perkembangan SPBE tersebut masih dalam proses pengintregasian. Implementasi e-government di kabupaten kulon progo bisa dikatakan belum efektif karena Pemkab Kulon progo kurang dalam penggunaan aplikasi dibanding pemda-pemda lain di Daerah Istimewa Yogyakarta. Namun Dengan adanya pemeriksaan kinerja pendahuluan Sistem Pemerintahan Berbasis Elektronik (SPBE) diharapkan dapat meningkatkan penggunaan aplikasi sehingga pelayanannya bisa tepat dan memudahkan dalam pengelolaan keuangan, sehingga bisa tepat waktu dan akurat.

Abstract:
Pelayanan publik merupakan suatu kinerja yang dilakukan oleh pemerintah bagi masyarakat. Pelayanan publik bertujuan untuk membentuk suatu kenyamanan bagi kedua belah pihak. Tulisan ini akan membahas mengenai berbagai jenis inovasi pelayanan publik di Dinas Kependudukan dan Catatan Sipil Kota Bandung. Penerapan inovasi pelayanan publik oleh Dinas Kependudukan dan Pencatatan Sipil Kota Bandung seperti e-SPASI, Kartu Identitas Anak, e-PunTEN, Mepeling dan Delivery Service. Penelitian ini menggunakan metode kualitatif berupa pengumpulan data dari internet yang mana untuk mendeskripsikan bagaimana inovasi yang dikembangkan dari perkembangan pelayanan publik di Dinas Kependudukan dan Catatan Sipil Kota Bandung. Penelitian ini bertujuan untuk mengetahui bagaimana jenis inovasi pelayanan publik di Dinas Kependudukan dan Catatan Sipil Kota Bandung. Temuan penelitian menunjukkan bahwa semakin berkembangnya teknologi di masyarakat maka dalam suatu pelayanan publik pun harus diikuti dengan perkembangan teknologi. Dengan adanya berbagai inovasi ini diharapkan Dinas Kependudukan dan Pencatatan Sipil Kota Bandung dapat melayani masyarakat Kota Bandung dengan baik.

Abstract:
Indonesia memiliki iklim tropis, maka Indonesia hanya memiliki dua musim sepanjang tahun yaitu musim penghujan dan musim kemarau. Namun tetap saja kedua musim tersebut dapat berubah tergantung dari kondisi global yang tak menentu. Penelitian ini bertujuan untuk mengetahui peran Pemerintah Desa dalam menanggulangi Bencana Kekeringan di Desa Hargomulyo, Kecamatan Kokap, Kabupaten Kulon Progo. Hal ini juga untuk mengidentifikasi faktor pendukung dan penghambat dalam menanggulangi bencana kekeringan di Desa Hargomulyo, Kecamatan Kokap, Kabupaten Kulon Progo. Penelitian ini menggunakan pendekatan kualitatif deskriptif.Teknik pengumpulan data menggunakan wawancara mendalam, dan dokumentasi.Data yang telah diperoleh dinalisis melalui tahap reduksi data, teknik pengolahan, analisis data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dengan adanyakeberhasilan dalam penanggulangan bencana kekeringan di Desa Hargomulyo ditunjukkan dengan tersedianya air bersih dari truk tanki pada bencana kekeringan di setiap tahunnya. Ada tiga peran yang mempengaruhi keberhasilan penanggulangan bencana kekeringan ini. Tiga peran tersebut adalah perencanaan, pelaksanaan, dan evaluasi. Dalam keberhasilan penanggulangan bencana kekeringan di Desa Hargomulyo terdapat faktor pendukung dan penghambat dalam setiap prosesnya. Pemerintah Desa diharapkan untuk membantu masyarakat dalam mengajukan proposal pengadaan toren ke Pemerintah Daerah apabila keterbatasan dana desa. Masyarakat dan pemerintah diharapkan dapat mencetuskan dan menjalankan program penanaman pohon sejak dini untuk pencegahan di masa yang akan datang.

This research is entitled � The Supervision Of Public Works and Spatial Planning In Over The Conversion Land In North Cimahi Subdistrict Of Cimahi City�. The limitations problem in this study is not yet optimal controlling by Publick Works Control and Spatial Planning in the North Bandung Area. Then the research can be detail by identification the problem as follow : How the controlling of Public Works and Spatial Planning of Cimahi City areas in maintainance the availability of land that conversion does not occur continuously in? The method used in this reseach by using descriptive method of analysis with qualitative approach. While the technique on data collection is done through, literature study, interview, observation and by studying the local regulation, and performed data analysis techniques with three stages of data reduction, data presentation and conclusion. The interview was conducted in this reseach to Head of the Spatial Use Control Section, Head of North Cimahi Subdistrict and Staff of Permissions The Spatial Section. While the main instrument in this reseach is the researcher themselves. Based on the result of the research is population growth became one of the facts of conversion land, controls conducted by Department of Public Works and Spatial Planning has not been optimal because it has not been able to act witch regulations and commitment to built in to implement local regulations with the spatial fungction which resulted in land conversion occurred in The Area of North Bandung; North Cimahi Subdistrict; Cimahi City.

Abstract:
The research title is "The Effectiveness of the Hope Family Program in Poverty Control Efforts in Lembang District, West Bandung Regency". The problem in this research is the ineffectiveness of the Family Hope Program (PKH) in Lembang District. In this study, using a descriptive method with a qualitative approach. Teaching techniques through literature study, interviews with informants and use of documents. The key informants in this study were the Lembang PKH Assistance Coordinator, as well as supporting informants consisting of UPPKH staff in West Bandung Regency, the Secretary of Lembang District and several PKH participants in Lembang District. Based on the results of the research that the implementation of PKH has been able to reduce the burden on poor community PKH participants, and is able to increase PKH participant participation in accessing health and education, however, there are still some obstacles that show that PKH implementation is less than optimal, this is evidenced by PKH being right on target causing problems , PKH funds that are not in accordance with the circumstances of PKH participants and PKH facilitators, the minimum number of mentors, and disbursement of PKH funds that are not on time. Efforts to overcome these obstacles include updating data, increasing PKH funds, increasing counterpart quota, and extending the time for distribution of funds.

Abstract:
In West Java, there have been many religious conflicts with the background of the construction of houses of worship. The construction of places of worship, especially churches, often triggers conflicts with the communities around the location where the houses of worship are built. This conflict occurred mainly because the church was established in the middle of a predominantly Muslim settlement. By identifying the problem. How is the conflict resolution process in the establishment of the Indonesian Bethel Church in Kebonlega Village? This study using descriptive research methods with a qualitative approach. The result of this research is that the conflict resolution in the establishment of Indonesian Bethel Church Houses of Worship in Kebonlega Subdistrict, Bojongloa Kidul District, Bandung City is optimal. The perception is that conflicts that have been handled through surveillance in conflict areas routinely coordinate with each other to maintain a conducive situation, through deliberations and negotiations to produce solutions. with the result that the community agreed with the establishment of houses of worship and the Church Committee assisted in the form of CSR for the community, thus cooperation had been established in the community and it was hoped that it could remain in a state of long-term peace.

Abstract:
The title of this research is "The Role of the Health Office in Tackling Child Malnutrition in Ngamprah District, West Bandung Regency". The problem in this research is not yet optimal implementation of the Health Office in Overcoming Malnutrition in Children in Ngamprah District, West Bandung Regency. The research method that researchers use is descriptive research methods with a qualitative approach. The technique of determining the informants used was purposive sampling technique. The results showed that in carrying out its duties and functions, the health office, the Health Office had implemented a sufficiently optimal role seen from the six indicators of success in overcoming malnutrition, namely: All Posyandu carry out weighing operations at least once a month All toddlers are weighed, All cases of malnutrition are referred to the Puskemas Nursing or Home Sick, all cases of malnutrition are treated at the health center. Nursing or hospitalization is handled according to the management of malnutrition. All post-treatment malnourished toddlers receive assistance.

Abstract:
The title of this research is "Community Empowerment through Active Alert Village Program by the Pangauban Village Government, Batujajar District, West Bandung Regency". The phenomenon in this study saw the optimal Community Empowerment through the Active Alert Village Program by the Pangauban Village Government, Batujajar District, West Bandung Regency. The research method that researchers use is descriptive research methods with a qualitative approach. The technique of determining the informants used was purposive sampling technique. The results of this study indicate that the implementation of the Active Alert Village Program by the Pangauban Village Government has been optimal, it can be seen from (1) Building relationships with related parties regarding health empowerment, cooperation and coordination have been well and sustainable. A sense of empathy is well established through mutual cooperation between communities. (2) How to build communication that is manifested is more focused on people who have actively participated in the Active Alert Village Program (3) are involved in problem solving in strengthening community participation has gone well, the community has been involved in decision making and evaluation. (4) Reflecting the attitudes and values ??of the social work profession, there is no form of discrimination in the application of the Active Alert Village program.

Abstract:
The research title is "Local Government Policies on Manpower Implementation in the Social Security Administering Body (BPJS) Program in Cimahi City". The research problem is not yet optimistic of the Regional Government Policy on Manpower Implementation in the BPJS Program in Cimahi City, seen from the many workers who have not registered for BPJS in Cimahi City. The identification of the problem of How Local Government Policies on Manpower Implementation in the BPJS Program in Cimahi City. The purpose of this research is to describe and analyze the Local Government Policies on Manpower Implementation in the BPJS Program in Cimahi City. The research method used is descriptive method with a qualitative approach. Data collection techniques through library research and data field studies (observation and interviews). The data analysis technique starts from data reduction, data presentation and at the final stage by drawing conclusions. The sampling technique was done purposively. The results of this study indicate that the implementation of local government policies on the implementation of manpower in Cimahi City has been optimal. This can be seen from the following dimensions; (1) fairly clear policy size and objectives, (2) well-established communication between policy implementers, (3) fairly firm and good characteristics of implementing agencies in managing policy target data, (4) an appropriate socio-economic environment . However, there are some things that are still not optimal. This is because, in terms of the quality of human resources, it is good, but the quantity of existing resources needs to be increased so that the implementation of policies regarding the implementation of manpower in the BPJS program can run more effectively because the quantity of available resources is not comparable to the number of companies in Cimahi City which must be handled Then there is still a lack of accountability and government responsibility towards policy targets, namely the company that feels burdened by the BPJS fees that must be paid for its employees.

Abstract:
This research is motivated by a problem in the capability of local government officials in providing population administration services so that it needs to be further investigated. The research objective was to determine the extent of the improvement in the performance of the Gempolsari family officers in providing population administration services in Gempolsari Village, Bandung City. The research method used is descriptive research with a qualitative approach. The data is processed using data reduction, data categorization, synthesis, and formulation of working hypotheses as to the final step in the data compilation process. The results showed that the capability of Regional Government Officials in providing Population administration services in Gempolsari Village, Bandung City has not succeeded in increasing their performance as expected because the services provided by Government officials have not been optimal for applicants for demographic administration services.

Abstract:
Patimban Port, which is located in Patimban Village, Pusakegara District, Subang Regency, West Java Province, is designated as a national strategic project as regulated in Presidential Regulation No.3 of 2016 concerning the Acceleration of Implementation of National Strategic Projects. The implementation of Patimban Port as a national strategic project, according to this Presidential Decree, includes planning, development, operation and exploitation activities, technical guidance and development of port operation management, as well as guidance to ensure shipping safety and the environment. This port development is the Government's strategy to reduce excess capacity at Tanjung Priok Port. Basically, ports have an important role in the development of industry, trade and services and hope that Subang Regency will become a metropolitan industrial city. Data collection techniques, namely: observation, interviews and documentation. The data validity techniques used in the study were source triangulation and method triangulation. The data analysis technique used is qualitative data analysis techniques, namely data collection, data reduction, data presentation and conclusion. Based on the results of the discussion obtained about the Analysis of the Impact of the Development of Patimban Port in Pusakegara District on the Socio-Economic Conditions of the Surrounding Community, there are three points, namely: the impact of socio-economic conditions, the impact of livelihoods and the impact of population mobility. The socio-economic impact of the occurrence of public perceptions of positive and negative changes. A positive change is the location of Patimban Village, which has become more famous than before the port development. A negative change is the development of the Patimban Port where there will be social interaction where there will be many residents who come from outside the region who come as job seekers because later there will be many companies operating in the Patimban Port. Of course this will gradually change the habits of the surrounding community along with the development of Patimban Port. The impact of livelihoods will be the displacement of their former livelihoods as farmers and fishermen, where farmers will have less agricultural land as a result of land acquisition for the benefit of ports and fishermen who are increasingly distant to sea. The impact of population mobility caused by the development of Patimban Port includes three patterns, namely being regulated by the government, their own will and depending on others.

Abstract:
This research entitled �the system of Recruitmen and the prosperous justice party cadre recruitment in West Java�. The real problem in this research not yet optimal recruitment and cadre recruitment system which applied the PKS in West Java, as seem fro, the existence of a decrease in the percentage of the vote in legislative elections West Java, so the researchers took factors influencing the process of cadre recruitment patterns according to Harun who are institutional, cadre recruitment patterns, quality and time. As for the identification of the problem as follows : (1). How the system of recruitment and the Prosperous Justice Party cadre recruitment in West Java?, (2). What are the Factors that inhibit recruitment and cadre recruitment system in the Prosperous Justice Party in West Java?, (3). Any efforts to overcome barriers in the system of recruitment and the Prosperous Justice Party cadre recruitment in West Java? In this study, researchers used a descriptive research methods wit qualitative approaches. The techniquw of data collection was done through literature study, observation and interview key informants in depth with DPW PKS West Java, and the informants supporters chairman of cadre recruitment and PKS cadre. Determination of informants/purposive sampling done in a resource that is chosen with consideration and specific purpose. While the main instrument in the study are researchers themselves. Based on the result of the study showed : (1). Recruitment and cadre recruitment pattern have not been implemented optimally so that the need for renewal in the methods of recruitment and cadre recruitment conducted by the Prosperous Justice Party in West Java. (2) The role of the instituations existing in the PKS cadre recruitment namely recruitment of members through Dakwah movement in various walks of the life by means of an intensive approach towards prospective. (3). Phasing in any cadre recruitment agenda is a method to improve the quality of cadres of the the PKS candidate in West Java. (4). The PKS used the system semester in each recruitment agenda and cadre recruitment. (5). There are barriers that exist in the system of recruitment and the PKS cadre recruitment. (6). Efforts continue to be made to overcome existing barriers.

Abstract:
The title of this research is "The Effectiveness of Integrated District Administration Services in Ngamprah District, West Bandung Regency". The problem in this research is that the implementation of Integrated District Administration Services is not optimal which causes the implementation of these services to be less than optimal. The research method that researchers use is descriptive research methods with a qualitative approach. The technique of determining the informants used was purposive sampling technique. The results showed that the implementation of Integrated District Administration Services was still not optimal, this can be seen from: (1) inaccurate service time, (2) inadequate number of human resources, (3) mismatch of service mechanisms in licensing services, (4) lack of availability and maintenance of facilities and infrastructure, (5) lack of socialization and provision of information by the Ngamprah District Government, (6) the community's participation in providing evaluation is not maximal.

Abstract:
West Java Provincial Government in order to create innovation in order to accelerate the achievement of the vision of the Governor of West Java through the development of a strong regional economic structure. The innovation in question is to produce policies in the form of Regional Regulation Number 13 of 2010 concerning the Development and Development of West Java International Airport and Kertajati Aerocity. Various efforts have been made by the West Java Provincial government in order to accelerate the development of BIJB. The problem led to problems in land acquisition which was hampered by the rejection of some residents of the implementation of the BIJB and Kertajati Aerocity development. Another problem also arises related to the analysis of the readiness of the BIJB as the manager and support of the government in implementing BIJB and Kertajati Aerocity policies and related to the carrying capacity of water resources which are important for the sustainability of the existence of an area which is taken into consideration for implementing BIJB and Kertajati Aerocity in Majalengka Regency. West Java province. This basically requires qualified strategic steps for the realization of Kertajati aerocity in Majalengka Regency. Penelitian ini membahas terkait dengan Implementasi Kebijakan Pemerintah Desa Tentang Pembentukan Badan Usaha Milik Desa Di Desa Tanjungsari Kecamatan Sukaluyu Kabupaten Cianjur. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis Implementasi Kebijakan Pemerintah Desa Tentang Pembentukan Badan Usaha Milik Desa, Di Desa. Tanjungsari Kecamatan Sukaluyu Kabupaten Cianjur. Metode penelitian yang digunakan dalam penelitian ini yaitu menggunakan metode deskriptif kualitatif yakni untuk memberikan gambaran secara jelas mengenai masalah yang diteliti. Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Pemerintah Desa Tentang Badan Usaha Milik Desa Di Desa Tanjungsari Kecamatan Sukaluyu Kabupaten Cianjur dapat dikatakan belum optimal. Hal tersebut dikarenakan antara lain (1) tujuan kebijakan tersebut bahwa BUMDes Desa Tanjungsari belum mampu memberdayakan seluruh masyarakat desa, (2) Pengurus BUMDes yang ada pada saat ini kurang dari segi kuantitas dan kualitas lalu cenderung sibuk dengan pekerjaannya masing-masing sehingga dalam mengimplementasikan kebijakan Pemerintah Desa tentang pembentukan badan usaha milik desa ini tidak diikuti dengan pengembangan jenis usaha yang baik, (3) Sumberdaya finansial yang tidak bisa mengembangkan seluruh jenis usaha, (4) Karakteristik dari agen pelaksana BUMdes berbeda-beda, (5) adanya sikap ketidaktegasan dan ketidakpatuhan dari para pelaksana kebijakan (6) kurangnya komunikasi antar Organisasi dan Aktivitas Pelaksana (7) lingkungan eksternal yang terdiri dari lingkungan politik, sosial dan ekonomi di desa tanjungsari berjalan dengan kondusif. Abstract:
The existence of street vendors (PKL) in several big cities in Indonesia has caused a polemic which is still hot in discussion, where this relationship with spatial planning patterns in an area is causing problems. The problem of street vendors is not a new problem that only exists in Indonesia, even in Latin America and the Middle East itself experiencing the same thing, and the problem of the places where they sell sales and licensing is also a problem. The handling pattern by prioritizing synergy between the government and other parties in the handling process can answer problems related to the existence of street vendors in an area. Bandung city as a metropolitan city "Paris van Java" which provides location centers and tourist centers in the city center. Of course, this cannot prevent the city of Bandung from being at street vendors. The synergy that exists between the government and street vendors in the city of Bandung has resulted in several innovations including Monday without street vendors, this idea is the concern of street vendors for the condition of the city of Bandung with their existence who are often accused of being the cause of several problems and breakthroughs of the Bandung City Government that previously were not conducted in other urban areas in Indonesia, namely the construction of the "Skywalk" in the Cihampelas area of ??Bandung city. Abstract:
This research entitled "The role of Village Government in Increasing Public Participation in Economic Development Village Rancapanggung Cililin District West Bandung Regency". The problem in this research is not optimal the Village Head in monitoring the development of society so that it can cause the lack of society in participating in planning, execution, utilization and also supervision and evaluation of economic development in Rancapanggung Village. As well as, concerning the low level of public awareness and lack of socialization of agencies that will carry out development activities to the community resulting in lack of ownership of the results of development and lack of coordination between agencies. The purpose of this study is to describe and analyze the Role of Village Government in Increasing Public Participation in Village Economic Development. The research method used is descriptive qualitative. Data collection techniques conducted by researchers is to learn to study books as reference materials, field observations, and interviews. In sampling the researcher using technique Purposive Sampling. Informants in this research are Village Head, Village Community Empowerment Institution, and Community Leader. From the research results found that the role of village government in improving community participation in the field of village economic development is still not optimal. There are several weak points such as (1) lack of village heads in monitoring the development of the community, (2) lack of community in participating in planning, implementation, utilization and monitoring and evaluation of economic development in Rancapanggung Village, (3) lack of socialization from agencies that will carry out development activities to the community, (4) lack of ownership of the development result and lack of coordination between agencies. Abstract:
The research entitled "Village Head Leadership in Creating Independent Villages in Bojongmalaka Village, Baleendah District, Bandung Regency" This research is motivated by looking at the condition of Bojongmalaka Village which was chosen as the best in Baleendah District, Bandung Regency so that this village will create an independent village.The research methodology used is descriptive research method with a qualitative approach, with the intention of focusing on the phenomena and problems that occur at the time the research was conducted. Data obtained from observations, documentation and interviews with key informants as primary data. Key informants were determined based on several criteria, at least 3 sources were used as research objects, namely the Village Head, Village Secretary, and the Head of the Village Consultative Body (BPD). The data is processed by means of data reduction, data categorization, synthesization and formulation of working hypotheses as the last step in the data compilation process.The results showed that the leadership of the village head in realizing an independent village in the village of Bojongmalaka, Baleendah District, Bandung Regency has been achieved well and optimally. However, the program being carried out is still in the process of turning the village into an independent village. The village head and village officials are working on the concept and program of the village in order to get maximum results so that this village can be said to be an independent village. This paper examines the Policy for Parking Services Policies on the Side of Public Roads in Bengkulu City as a result of the monitoring results from the analysis of the implementation of Parking Service Policies on Public Roadside of Bengkulu City In the implementation of the parking service retribution policy in Bengkulu city, the standards and procedures are clear, but in the field implementation, especially the Panorama area is still there. The targets in this policy are in accordance with Perda no. 07 of 2011. Implementation of parking policies that affect the social conditions of the people in the city of Bengkulu with the number of parking spots is the stage of the Bengkulu city community. Abstract:
The problems that occur in Batujajar Timur Village are the mismatch of village fund allocations received according to the realization, the delay in disbursing village fund allocations, the uneven physical development in Batujajar Timur Village. The management of village fund allocations cannot be said to be effective, if it is reviewed correctly, quickly, economically, and safely. This study uses a descriptive research method with a qualitative approach. The data obtained through the results of library research, field studies through in-depth interviews and observations, and documentation. The results showed that the management of Village Fund Allocation in Physical Development in Batujajar Timur Village, Batujajar Subdistrict, West Bandung Regency, cannot be said to be effective, due to the lack of community participation in musrenbangdes, the village fund allocation received is not by government regulations which in theory were obtained in January. and it was reported in December, the facilities for infrastructure funds were not yet supported, the allocation of village funds obtained did not match the realization. Abstract:
The problem of this research is explore licensing dan non-licecensing policy services in Bekasi Regency. That must be carried out properly to the community. but in practice, the implementation of licensing in Bekasi Regency is still not going well, this condition actually keeps the concept of licensing away from the ideal concept, standard rules regarding the institution and authority of the Investment Agency and One Stop Integrated Service which are not yet clear have triggered various problems in the permit processing process. existing businesses in Bekasi Regency. The researcher conducted an in-depth analysis using a qualitative descriptive analysis method where the results of this study concluded that efforts to improve and improve licensing and non-licensing services in Bekasi Regency were divided based on several series of priority choices. Determination of priority options based on parameters of depth of resolution efforts, length of time for problem handling and readiness of human resources executing policies, programs and government activities in Bekasi Regency. Errors in the interpretation of national regulations related to licensing and non-licensing policies will result in the unclear function of permits. The same function is regulated in different regulations so that it is over regulated. It is necessary to improve the licensing and non-licensing policies, where based on the results of this study there are still many permits that were born because of the discretion of the regional government, or were born in the daily practice of governing. Abstract:
The purpose of this research is to know and describe the efforts of Kesbangpol Cianjur Regency in Minimizing Conflict during the Preparation Period for the Presidential Election and Vice President in 2019. The method in this study uses qualitative research, in qualitative research using qualitative methods namely observation, interviews and document review. Based on the results of the research, it can be concluded that in minimizing conflict during the preparation for the 2019 Presidential Election and Vice President, it tends to be good. Kesbangpol Cianjur Regency's efforts to minimize conflicts during the preparation for the 2019 Presidential and Vice Presidential Election were in the form of effective communication between all elements and the community. Supporting factors for human resources, budget, SOP and technical guidelines, and optimization of social media. Meanwhile, the inhibiting factors are human resources, budget, facilities and infrastructure, weather, and the low literacy culture in the community so that they are easily provoked by hoax information. Abstract:
Kesenian Wayang Golek merupakan kesenian yang berasal dari Provinsi Jawa Barat. Akibat perkembangan jaman, kesenian Wayang Golek mengalami penurunan pada paguyubannya, khususnya yang berada di daerah Kabupaten Bandung Barat. Untuk itu perlu ada upaya pelestarian yang dilakukan oleh Pemerintah Kabupaten Bandung Barat. Wayang Golek sendiri sudah diakusi oleh UNESCO sebagai Masterpiece of the Oral and Intangible Heritage of Humanity. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif, dengan informan 2 orang, yaitu : (1) Kepala Seksi Bina Seni Dinas Kebudayaan dan Pariwisata Kabupaten Bandung Barat,(2) dan Seniman Wayang Golek. Teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi lapangan. Hasil penelitian menunjukan bahwa pelestarian kesenian Wayang Golek yang dilakukan Dinas Kebudayaan dan Pariwisata Kabupaten Bandung Barat dapat dikatakan belum optimal. Hal tersebut dikarenakan (1) belum adanya regulasi yang secara khusus mengatur tentang upaya pelestarian kesenian Wayang Golek (2) pemberdayaan yang dilakukan belum mampu meningkatkan partisipasi masyarakat dalam pelestarian kesenian Wayang Golek (3) belum optimal dalam menyediakan fasilitas berupa sarana dan prasarana penunjang dalam upaya pelestarian kesenian Wayang Golek. Abstract:
This research reviews about how Sri Hartini – Sri Mulyani couple optimize their political capital in the winning of Klaten General Election in 2015. The triumph of Sri Hartini– Sri Mulyani has a huge political capital influence. There are some important fundamental considerations, such as: First, Sri Hartini – Sri Mulyani is a figure who is known in Klaten folk because both of them are the wife of the former Regent of Klaten. Second, Sri Hartini – Sri Mulyani is carried by the winning party of general election that is PDIP and supported by some qualify parties for general election as Nasdem, PPP, Hanura and PKS. Third, Sri Hartini – Sri Mulyani has a high financial which is strength enough. The theory which is used in this research is theory of the political Capital of Pierre Bordieu. This research uses descriptive research methods with qualitative approaching. As for the result of this research is Sri Hartini – Sri Mulyani is a couple with the highest capital accumulation than other spouses. From the four political capitals that consist of economic capital, social capital, cultural capital and symbolic capital Sri Hartini – Sri Mulyani couple has a very strong social capital than other candidate, especially in terms of the network that supports both, network of non formal and formal. PDIP as the party which brings SriHartini – Sri Mulyani is the party with the highest base mass in Klaten. in other hand, the popularity of Sri Hartini – Sri Mulyani as the wife of a former Regent of Klaten and as political figure of women who be able to take the sympathy of the citizens to choose Sri Hartini – Sri Mulyani as head of their region. The solidarity of political parties and civic organizations that support the role of klaten local elites are able to muster the mass votes to win the couple Sri Hartini – Sri Mulyani in Klaten Election 2015. Abstract:
The implementation of public services at the Department of Population and Civil Registration of Bekasi Regency has not been optimal. If public services in the Department of Population and Civil Registration are seen from the implementation of the principles of Good Governance, such as aspects of accountability, transparency, and participation, they are still not optimal. This study uses a descriptive method with a qualitative approach. Observation data collection techniques and interviews with several informants related to research. The results of the study, which led to the implementation of the principles of Good Governance in population administration services at the Population and Civil Registration Service, have not run optimally, judging from the accountability of the mismatch between implementation and operational standards (SOP), as well as unclear service completion, not timely in providing services to the community. When viewed from the transparency aspect of the lack of availability regarding population administration services, the Department of Population and Civil Registration has not maximally used the official website in providing information to the public. And from the last aspect, namely participation, the community has not been fully involved in providing criticism and suggestions and the community is not involved in evaluating services. Abstract:
Reforma agraria merupakan salah satu bentuk perwujudan komitmen Indonesia sebagai negara hukum yang berkewajiban untuk memberikan jaminan dan perlindungan terhadap hak-hak warga negaranya. Masalah pendaftaran tanah merupakan masalah yang sudah sangat lama namun hingga saat ini belum menemukan solusi untuk percepatan proses dalam rangka mewujudkan tertib administrasi pertanahan. Salah satu sumber konflik agraria yang dapat ditemui di lapangan adalah ketidakakuratan data di desa yang timbul karena belum terlaksananya tata sistem informasi dan administrasi pertanahan yang baik dan tertib. Berdasarkan hal tersebut, peneliti membatasi masalah yang diteliti untuk mencari upaya hukum yang dapat dilakukan untuk menciptakan penataan sistem informasi dan adminstrasi pertanahan di kelurahan/desa. Dengan tujuan dapat menciptakan suatu tataan sistem informasi dan adminstrasi pertanahan di Kelurahan-kelurahan khususnya di Kota Cimahi. Penelitian ini menggunakan metode deskriptif kualitatif. Hasil dari penelitian ini diharapkan mampu memberikan jawaban untuk menciptakan suatu tataan sistem informasi dan adminstrasi pertanahan di kelurahan khususnya di Kota Cimahi.

Abstract:
A participatory and sustainable village development process should actively involve women so that their essential interests can be realized in gender responsive village planning and budgeting and gender budgeting. Consciously, women and girls in supporting village development are quite high. However, qualitatively, village women are less capable and brave enough to convey ideas and criticism in village deliberation forums. The power relations and women's access to village resources are still limited due to the strong authoritarian-faced village oligarchy regime. The presence of authoritarian power relations is also perpetuated by the culture and low levels of education and the experiences of village women. Thus strengthening the capacity of individuals or groups to improve education and skills in various fields is a necessity.

Abstract:
The title of this research is : "The Effect of Local Government Policy Implementation on the Effectiveness of Changes in the Public Transportation Route Network in Cianjur Regency". The background of this research is the ineffective implementation of local government policy. This research used an explanation survey with a quantitative approach. This research was conducted at the Cianjur Regency Transportation Service Office, Rawabango Terminal, Pasirhayam Terminal, Main Market, Jalan Siliwangi, Jalan Dr. Muwardi. Collecting data in this research is through survey, observation, and documentation. The sampling technique used is probability sampling with simple random sampling. The theory of this research is policy implementation from Mazmanian and Sabartier and for the theory of effectiveness by Siagian. The results of the research showed that there is no affect of the implementation of local government policy on the effectiveness of changes in the network of public transport routes in Cianjur Regency. Marked by the characteristics of the problem can not be identified, then the carrying capacity of regulations and non-regulations that can affect the process of implementation can not be implemented properly.

Abstract:
The title of this research is �Coordination Between The Department of Agriculture, Plantation, Food and Horticultural with Agricultural Extension Center in Preservation of Rice Varieties Pandanwangi in Cianjur Regency". The problem is focused on the lack of coordination undertaken by the Department of Agriculture, Plantation, Food Agricultural with Extension Center Horticultural the resulting in lack of optimization in the preservation of Pandanwangi Cianjur rice. Identify the problem of how coordination undertaken between the Department of Agriculture, Plantation, Food and Horticulture at the Agricultural Extension Center. The research objective describe and analyze the coordination of the Department of Agriculture, Plantation, Food and Horticulture at the Agricultural Extension Centers. The methodology that used is descriptive method with qualitative approach. The data collection techniques through library research and field studies (interviews, observation). Perform data analysis using data classification phase, doing deepening through in-depth interviews and verified through a search and additions. The related informants is Section Head of Production of Rice, Coordinator of Agricultural Extension Centers, Community Conservation Pandanwangi Rice Cianjur (MP3C), Farmers Rice Pandanwangi Cianjur. The results showed that the coordination is done by the Department of Agriculture, Plantation, Food and Agricultural with Agricultural Extension Center in the preservation of rice Pandanwangi not optimal. It can be seen from the less than optimal enforcement of the rules, a lack of integration between each other, building mutual agreements as not optimal and there is some purpose yet implemented. The results are not run optimally, because of all the dimensions that have not been optimally applied research undertaken. Abstract:
In this paper the author will discuss the pros and cons of the deliberation process of Law no. 8 of 2016 the hospitality of the nation that caters to people with disabilities, whether it is difficult access to public facilities, being excluded, etc. So that in this paper the author will look at whether the new law rules suit the needs of persons with disabilities, and when this rule is made, whether legislators are involved with people with disabilities in the law-making process, and what are the reasons the legislators change this regulation. . The method used in this paper uses normative law, the data used comes from the results of previous research, news or newspapers, laws. The results of this paper indicate that the making of laws is based on the needs of persons with disabilities. In addition, in the process, many actors, NGOs are involved to see the needs of persons with disabilities.

Abstract:
This study aims to analyze the new normal policy implementation during Covid-19 to deliverance the economy of Indonesia. New normal is one of the options to become a milestone in Indonesia's economic revival. The government has decided to run a new normal policy to encourage economic recovery. Although, the Covid-19 pandemic has not shown any signs of ending. Previously the handling of Covid-19 in Indonesia by seeking social distancing to large-scale social restrictions. However, this policy seems to make the economy in Indonesia stuck, so the government's step is to implement new normal. The method used in this study is qualitative-descriptive, with secondary data obtained from various sources such as government websites, journals, books, and online media. As a result, this new normal policy is aimed at all business sectors. To support this policy, the government has made working guidelines in new normal situations. If economic activity returns, the most noticeable impact will be reduced unemployment and the availability of various jobs. Therefore, people's purchasing power is expected to recover as before the Covid-19 pandemic emerged. New normal activity amid the Covid-19 pandemic is like two sides of a coin. On the one hand, there is the potential to boost the economy; however, there is a risk of increasing the coronavirus's positive cases. This study found that health protocols can be easily formulated, but implementation may not be comfortable in the field. For this reason, various multidisciplinary studies need to be considered by the government in implementing the new normal policy.
