POBREZA, DEMOCRACIA E DESENVOLVIMENTO HUMANO NO SÉCULO XXI: A ÉTICA DIALÓGICA DO DIREITO NO ACESSO À JUSTIÇA

Abstract
Our goal is the study of poverty, citizen participation and human development against a backdrop of globalization in the twenty-first century. We are faced with cultural, economic inequalities, and social policies between central and peripher al countries and between rich and poor. The material progress of mankind over the centuries was not able to end poverty, indigence, exclusion and segregation of crowds all over the world. The research uses the historical method, and dialetical procedur e from bibliographic and documental reference on poverty, human development, ethics and your relationship with the right, poverty is not only in the economic field, but ethical, legal. Aim as a result the need for participatory citizen empowerment in the public sphere to respect fundamental rights. One of the biggest causes of institutional crisis is a result of an illegitimate law deprived culture on acess to justice. We conclude that the dialogical ethics of law is an instrument of human emancipation and inclusion. From the culture of values and principles combined participatory democracy we will have na effective standard. So the more social participation in the deliberations, the greater the degree of effectiveness of fundamental rights.
