Abstract: “Maozhi Conference” is an important military conference with historical turning point in the history of Chinese revolution. By analyzing the historical background of “Maozhi Conference” and deeply excavating its value connotation, it is of great significance for the development of Chaozhou’s red culture. However, restricted by various factors, developing red culture in “Maozhi Conference” falls into the thinking limit of “inner rolling”. Based on this, this paper puts forward the research idea of “external unfolding” of red culture, and tries to solve the development dilemma faced by Chaozhou’s red culture from the perspectives of cultural selectivity, extensibility and transcendence.
