Abstract:
With the widespread implementation of electronic bidding, the bidding platform carries a large amount of bidding and procurement data, including procurement price data, procurement result data, procurement catalog, supplier basic information data, bidding behavior data, and procurement process data, etc. Facing the massive and continuously growing procurement data in the platform, the management of data needs to be further optimized and improved, and the value application scenarios of data need to be explored and mined. Based on big data analysis and mining technology, this paper conducts multi-dimensional analysis of procurement data in the platform, designs multi-dimensional application blueprints based on goals and values, builds application scenario pools for different subjects, and finally constructs an evaluation matrix model to evaluate multi-dimensional data scenario applications. The evaluation matrix model evaluates the application value, development convenience and development priority of the scene theme.

Abstract:
With the increasing demands of the public on living environment and government service level, China’s digital urban governance is also developing and improving. At present, Dongguan’s digital urban governance is in the development stage, and the system structure, system construction and work process have been formed and achieved certain results. However, there are still many problems in Dongguan’s digital city governance, such as a series of problems in the imperfect organiza-tional system, the imperfect assessment and evaluation system, the stability of the workforce and the low business ability. By analyzing the causes of the problems, relevant suggestions are put forward in terms of improving the management system and mechanism, establishing a comprehensive digital evaluation system and guiding social forces to participate in multiple ways, further enhancing the digital city governance to serve the economic development of Dongguan, and promoting the digital city governance and development of Dongguan.

Abstract:
If the nation wants to be revived, the countryside will be revitalized. With the continuous progress of mobile Internet technology, the development of short video we-media is also increasingly prosperous. The high-quality development of rural we-media promotes rural revitalization. The short video of “agriculture, countryside and farmers”, as the backbone of it, provides a new carrier for the publicity of the image of new farmers and the transmission of local culture, and also promotes the rapid development of rural economy. This paper studies the relationship between six principal factors, namely, technical factors, time factors, spatial factors, representative factors, social factors and economic factors, and focuses on exploring and analyzing the development of short videos on agriculture, countryside and farmers under the background of rural revitalization, looking forward to its high-quality development trend, finding some existing problems, and putting forward corresponding countermeasures and targeted suggestions.

Abstract:
This paper selects China’s A-share listed companies from 2016 to 2020 as the research sample. Based on agency theory and rent-seeking theory, this paper uses empirical tests to explore the impact of executive compensation incentives on corporate tax avoidance, and examines the moderating effect of internal control between them. The study found that executive compensation incentives are significantly negatively correlated with the degree of corporate tax avoidance; and when the internal control quality of the company is weaker, the negative impact of executive compensation incentives and corporate tax avoidance will be deeper.

Abstract:
The protection of intellectual property is the protection of innovation. As a policy pilot to promote the national intellectual property strategy, the construction of intellectual property demonstration city is of great significance to urban innovation. Based on the panel data of 283 cities in China from 2006 to 2018, this paper uses the double difference method to evaluate the impact of Intellectual Property Demonstration City Construction on urban innovation. The results show that: 1) The intellectual property demonstration city has a significant effect on urban innovation level, and the effect is robust; 2) The mechanism shows that the key to the success of the construction of the demonstration city lies in the government’s financial support and property rights protection, and thus, participating in innovation activities in these two ways to improve the level of urban innovation.

Abstract:
Based on the reality that creative enterprises are subject to serious resource constraints and rigid capabilities, this paper constructs a “resource-capability” research framework to study the effective ways for creative enterprises to realize digital transformation through two-way resource acquisition. By conducting a questionnaire survey on 314 enterprises, the linear regression model and structural equation model were used to empirically analyze the relationship between resource acquisition behavior and digital transformation. The results show that: 1) Resource acquisition behavior, such as resource patching or resource mobilization, positively affects the digital transformation of creative enterprises. 2) Cross-boundary search and absorptive capacity have a positive impact on the digital transformation of creative enterprises. 3) Cross-boundary search and absorptive capacity have a positive chain mediation effect between resource patchwork and digital transformation, but not between resource mobilization and digital transformation. On this basis, this paper further puts forward some suggestions on resource acquisition, capacity building and the synergy between them.

Abstract:
The financial situation of agricultural insurance companies directly affects the operation of enterprises. Taking H Agricultural Insurance Company as an example, this paper discusses the common problems of financial risk management in the insurance industry and puts forward corresponding countermeasures. The study found that the financial management of H Agricultural Insurance Company has problems such as weak solvency, low profitability and frequent changes in senior management. The main reasons are that customers have low awareness of insurance, fierce competition in the insurance industry and too fast business expansion. In order to further improve the company’s financial risk control ability, we should slow down the pace of expansion, reduce the flow of senior managers, and strengthen the construction of corporate culture.
