Abstract:
Raskin adalah subsidi pangan untuk rumah tangga berpenghasilan rendah sebagai upaya pemerintah untuk meningkatkan ketahanan pangan dan memberikan perlindungan sosial kepada rumah tangga. Ketahanan pangan di Desa Sidodadi tidak hanya mencakup pada pengertian ketersediaan pangan yang cukup, tetapi kemampuan dalam mengakses juga termasuk dengan pembeliaan bahan pangan 1 dan tidak terjadinya dalam ketergantungan pangan pada pihak mana pun. Raskin merupakan salah satu dari berbagai program-program pro rakyat yang diluncurkan oleh pemerintah Indonesia sebagai upaya percepatan dalam penanggulangan kemiskinan. Hal ini telah diatur dalam Peraturan Presiden Republik Indonesia Nomor 15 Tahun 2010 tentang Percepatan Penanggulangan Kemiskinan dan Instruksi Presiden Nomor 3 Tahun 2010 tentang Program Pembangunan yang Berkeadilan. Tujuan Penelitian ini adalah Mengetahui proses penyaluran beras bersubsidi kepada masyarakat yang berpenghasilan rendah (Raskin) dan mengetahui pandangan terhadap praktek distribusi beras bersubsidi untuk masyarakat berpendapatan rendah (Raskin) secara merata di Desa Sidodadi Kecamatan Waylima Kabupaten Pesawaran. Metode penelitian yang penulis gunakan yakni metode deskriptif dengan jenis penelitian kualitatif. Kemudian menggunakan teknik pengumpulan data dengan cara observasi, wawancara dan dokumentasi. Informan dalam penelitian ini adalah Kepala Desa dan Kepala Bidang di Sekretariat Desa Sidodadi. Hasil dari penelitian ini dapat diketahui bahwa jika dilihat dari pendekatan sasaran (Goal Approarch), pelaksanaan bantuan Raskin Di Desa Sidodadi dan Tim Raskin kecamatan Sidodadi belum terlaksana secara efektif, ini dilihat dari target Tim Raskin Desa Sidodadi yaitu 150 kepala keluarga, itu artinya masih kurangnya 64 Kepala keluarga miskin lainnya yang belum mendapatkan bantuan Raskin ini. Abstract:
Based on Article 117 paragraph (1) of Law Number 43 of 1999 concerning Amendments to Law Number 8 of 1874 concerning the Principles of Personnel, it is determined that civil servants are appointed in positions and ranks. To ensure objectivity, transparency, and conformity between the job demands and the employee who will occupy the position, it is necessary to carry out a job analysis. The results of the job analysis in the form of job information can be used for institutional, management, and staffing purposes. In this study, researchers conducted research on the effectiveness of Job Analysis in the Indonesian Civil Servant Cooperative (KPRI) SAPTAWA, Lampung Province. The method used in this research is a qualitative research method with a descriptive research design. The results of this study are from various indicators used to measure the achievement of goals, acquisition of resources, internal processes and satisfaction of strategic constituencies. From the points of achievement of the effectiveness indicators, the researcher concludes that the Job Analysis at the SAPTAWA Province Employee Cooperative of the Republic of Indonesia (KPRI) in Lampung Province has been effective and has made the quality of service provided to customers and the internal working atmosphere well done. The supporting factor in the implementation of this job analysis is a clear legal basis, then the inhibiting factor in the job analysis at the Indonesian Civil Service Cooperative (KPRI) SAPTAWA Lampung Province is the ideological difference between employees. Abstract:
Enforcement carried out by the Lampung Province civil service police enforcement officers in implementing the 2020 regional regulation Number 3 regarding the adaptation of new habits in preventing, controlling COVID-19, by coordinating with the Bandar Lampung City enforcement apparatus. From the observations made by the researchers, the task of the competent authorities in carrying out COVID-19 prevention measures in implementing the Governor's Regulation has not been maximized due to the lack of budget so that operational vehicles and equipment used are limited. Besides that, many people also ignore health protocols when they are outside. This study aims to determine the duties of the Lampung Provincial Civil Service Police and to find out the Prevention and Control of Covid 19 carried out by the Lampung Provincial Civil Service Police. The research method used is qualitative research methods, data collection techniques through observation, interviews, and documentation. The task of the Civil Service Police has not been maximized in enforcing the 'Lampung Provincial Regulation Number 3 of 2020 concerning the Adaptation of New Habits in the Prevention and Control of Covid-19'. Based on the results of the study, it is known that the cause has not been maximized due to the minimal budget so that operational vehicles and equipment used are limited and in the prevention and control of Covid-19 there are still many people who do not wear masks when outside. Abstract:
Drug problems are not a common problem but are something urgent, complex and a serious threat. As a form of attention from the Indonesian government, the government formed an institution, namely the National Narcotics Agency which has a legal basis, namely Law No. 39 of 2009 concerning drugs in charge of prevention, eradication of abuse and illicit trafficking of psychotropics, precursors, and other addictive substances except materials for tobacco and alcohol. . Drug users are no longer criminals according to PP 25 of 2011 concerning Self-Reporting at the Recipient Institution for Compulsory Reporting (IPWL). In this case, drug users will carry out rehabilitation both outpatient and inpatient with counseling activities. The study used the outpatient method. The purpose of this study was to determine the effectiveness of outpatient counseling at the National Narcotics Agency of Lampung Province. This study uses a qualitative method with a descriptive approach. The results of the study indicate that outpatient client counseling at the National Narcotics Agency of Lampung Province has been quite effective but facilities and infrastructure need to be improved to support the implementation of counseling. In the implementation of counseling, it is inseparable from the supporting aspects, namely having qualified and professional human resources and the use of advice and infrastructure can be maximized by the counselor for good counseling and the inhibiting aspect is related to commitment or the presence of clients who sometimes like to pass the session. Abstract:
By-Law No. 12 of 1995 concerning Correctional Services, PKBM Bugenvil's Work Skills Program (PKK) was established. The purpose of this research is to describe the problem of the process of implementing the Work Skills Program (PKK) PKBM Bugenvil which is less than optimal and has an impact on the built citizens. The research method used is qualitative. The results of the research that the implementation of PKK in PKBM "Bugenvil" has been carried out properly based on the content of existing policies and situations with the implementation model approach by Meriee. S. Grindle. In the Implementation of the Work Skills Program (PKK), there are inhibiting factors, namely; lack of government roles, tutors, managers, and policy advocates by local governments. Therefore, the local government is expected to pay special attention to the implementation of the PKBM Bugenvil Work Skills Program (PKK) through training, socialization, supervision, providing direction, motivation, advice, and improving communication with PKBM administrators. Abstract:
This study analyzes the implementation of the First In First Out (FIFO) program in SIM making in supporting the Smart Service Polresta Bandar Lampung. The study was conducted to determine and analyze the effectiveness of the program, the inhibiting and supporting aspects of the First In First Out (FIFO) program in SIM making in supporting the Smart Service Polresta Bandar Lampung. In analyzing the Effectiveness of Program Implementation, the author uses Richard's (2009) Effectiveness theory with the variables of Achieving Goals, Integration and Adaptation and supported by Edward III's Theory (Purwanto: 2015) with variables, Resources, Communication, Disposition and Bureaucratic Structure which are used as tools to measure program effectiveness. , so that it will be seen whether the government's efforts in implementing a series of Program Implementation have been effective or not. This research uses a qualitative research type, with a qualitative descriptive approach/case study. Case studies are research on humans (in the form of groups, organizations, or individuals) and events/phenomena that occur in the community. Data collection was obtained from the interview process with several informants, observations and documentation. The results of the research are the implementation of the First In First Out (FIFO) program on SIM making which has not been effective in an effort to improve the Smart Service of the Bandar Lampung Police. This is indicated by the lack of coordination between stakeholders, the aspect of resources that have not been effective in terms of quality and quantity and the communication and socialization strategies that have been carried out have not been maximized. Abstract:
The existence of villages in Indonesia is quite a lot, which is accompanied by various complexities of problems and obstacles in it. Circumstances like this illustrate that the heavier the burden of the village head to empower the people of his village. The purpose of this research is to find out the strategy carried out by the Head of Srikaton Village to empower the community through the development of tourist attractions. The birth of the tourist village encouraged various village heads to explore the tourism potential possessed by his village by introducing the characteristics possessed by his village to realize the independence of the village. Abstract:
Sumber daya manusia merupakan asset utama organisasi yang menjadi perencana dan pelaku aktif dari setiap aktivitas organisasi. Kebutuhan sumber daya manusia yang memiliki kualitas dan kuantitas yang baik seharusnya disesuaikan dengan kebutuhan organisasi supaya dalam mendukung tercapainya suatu tujuan organisasi dapat terselenggara dengan efektif dan efisien. Kantor Kecamatan adalah salah satu kecamatan yang terletak di Kota Bandar Lampung. Untuk pelaksanaan tugas pokok dan fungsi di Kecamatan perlu ditingkatkan sumber daya manusianya dan dukungan sarana prasarana. Setiap pegawai memiliki beban kerja yang bervariasi, mengingat banyaknya jumlah aparatur dengan status kepegawaian. Fokus dalam penelitian ini adalah mengenai beban kerja pegawai tidak tetap, secara umum para pegawai tidak tetap biasanya untuk usia rata-rata masih muda dalam aparatur sipil negara. Dan mereka memiliki jiwa semangat dan loyalitas yang tinggi untuk harapan bisa diangkat menjadi aparatur sipil negara. Sehingga dapat ditemukan hasil dari penelitian ini mengenai tingkat beban kerja yang diterima para pegawai tidak tetap Kantor Kecamatan Tanjung Karang Timur Kota Bandar Lampung. Abstract:
Penelitian ini di latar belakangi oleh adanya berbagai permasalahan sosial- budaya- hukum-ekonomi seperti kenakalan remaja, narkoba, kriminalitas, KDRT, Perceraian, prostitusi, anak terlantar, pengangguran, kemiskinan, kesehatan dan permasalahan perumahan. Tingkat kepadatan penduduk yang sangat tinggi ini tentunya berdampak terhadap permasalahan sosial, salah satunya masalah hukum selama tahun 2020 di Kota Bandar Lampung. Penelitian ini menggunakan metode penelitian deskriptif kualitatif, penelitian yang dilakukan untuk mengetahui nilai variabel mandiri, baik satu variabel atau lebih (independent). Hasil penelitian terdapat beberapa muatan peraturan daerah tentang ketahanan keluarga yaitu; Ketentuan, Ruang Lingkup, Pelaksanaan, Fungsi dan Tanggung Jawab Keluarga, Ketahanan Keluarga, Kelembagaan Pendampingan Ketahanan Keluarga, Pembinaan dan Pengawasan, Peran Serta Masyarakat, Sistem Informasi Ketahanan Keluarga, Pendanaan, Ketentuan Peralihan, dan Penutup. Oleh karena itu Peraturan Daerah Tentang Ketahanan Keluarga tersebut akan menjadi acuan dan dasar bagi tatanan kehidupan masyarakat terkecil berbangsa dan bernegara yaitu keluarga yang mengatur tentang arah jangkauan, ruang lingkup, materi dalam peraturan, juga agar memenuhi komponen ketahanan keluarga yaitu komponen legalitas, struktural, ketahanan fisik, ketahanan sosial, ketahanan psikologis, ketahanan sosial budaya, tentang komponen ketahanan ekonomi menjadi patokan utama dalam Ketahanan Keluarga secara keseluruhan terutama di Kota Bandar Lampung, maka yang diperlukan antara lain pendapatan daerah perkapitas masyarakat, lingkungan, lapangan pekerjaan dan kesehatan yang memadai. Abstract:
Kompetensi yang dimiliki oleh seseorang dan dilaksanakan dalam lingkungan kerja dapat mendukung tercapainya tujuan organisasi. Pegawai akan memperlihatkan kinerja yang baik dan menunjukkan kontribusi bagi institusi tempat bekerja. Dinas Pengairan Lampung Tengah ialah salah satu Dinas di kabupaten Lampung Tengah yang merupakan tempat penelitian. Penelitian ini bertujuan untuk mengetahui pengaruh kompetensi dan lingkungan kerja terhadap kinerja pegawai Dinas Pengairan Kabupaten Lampung Tengah sebagai parsial maupun sebagai simultan. Belum maksimalnya kinerja pegawai sebagai kajian permasalahan dalam penelitian ini. Penelitian ini menggunakan metode survey eksplanasi. Populasi dalam penelitian ini sebanyak 32 pegawai beserta sampel seluruh populasi menjadi sampel penelitian sebanyak 32 pegawai. Pengumpulan data menerapkan angket dengana analisis data dan analisis regresi sederhana serta regresi ganda. Perolehan analisis data memperlihatkan bahwa: (1) kompetensi berdampak signifikan terhadap kinerja pegawai secara parsial, diperoleh F hitung > F tabel yaitu 7,845 > 1,694 (2) lingkungan kerja berpengaruh signifikan terhadap kinerja pegawai secara parsial. Diperoleh F hitung > F tabel yaitu 4,783 > 1,694. dan (3) secara simultan kompetensi dan lingkungan kerja berdampak positif dan signifikan terhadap kinerja pegawai. Diperoleh F hitung ≥ F tabel adalah (77,478≥ 3,29). Oleh sebab itu, untuk menumbuhkan kinerja pegawai, harus mencermati kompetensi pegawai dalam pendelegasian tugas serta meningkatkan fasilitas lingkungan kerja sehingga pegawai merasa nyaman dan dapat berkontribusi optimal dalam bekerja.
