Abstract:The voter data update shows that there were still data on the TMS voters when the DPS determined in Padang Panjang City at 4,307 or 10.96% of the voters. This research was carried out with the descriptive qualitative method through in-depth interviews with various informants, namely election organizers in Padang Panjang City and Disdukcapil and campaign teams. The results of this study show that the problem of the voter list is due to PPDP Performance Culture in the voter data updating process which is seen from 6 aspects, namely (1) the responsiveness of PPDP can understand the needs of voters and not constrained population administration factors, (2) professionalism, work according to rules and has a high competence and understanding of territories, (3) productivity, can reduce voters who do not meet the requirements significantly and nil double voters in DPS (4) accountability, PPDP is ready to answer internally the process and results of updating voter data to the KPU and externally in the level of results, (5) cooperation, PPDP has collaborated with internal KPU and external KPU in voter data summary and (6) quality of service, PPDP and KPU along with their staff conduct socialization to the public for the categories of voters eligible and not eligible in the list voters. Voters registered in the voter list are de facto and de jure voters to be one solution to fulfill the comprehensive, accurate and up-to-date principles in voter data collection

Abstract:One of susceptible area that occurs the conflagration is Kampung Rawa Mekar Jaya, Subdistrict of Sungai Apit, Siak Regency, Province of Riau where a big part of its area possesses peat moss. The conflagration can be caused some factors among others dry season, canal making in the peat moss soil and the deliberateness of human in speeding up the plantation open. For saving and preventing and coping with the environment and the conflagration needs to have the good environment proces and it certainly needs to get the support and the role and the society. In the village, there is an institution that focuses on the environment process, the pure from the society self-support is namely The Institution of The Caring Society of The Fire that has duty on the activity of the prevention, the extinguishing and the handling of postconflagration of the forest and the land. The research has goal to know the obstacle or the hindrance for the staff of The Institution of The Caring Society of The Fire in implementing the role. The research method that is used is descriptive qualitative in sampling in census namely as many 23 people. The data is obtained through the observation, the direct interview by using the questioner. Based on the research result, The obstacle of staff of the Caring Society of The Fire in implementing the role known from the work environment, the society environment, the nature environment and the lack of the support especially from the side of the government and the private.

Abstract:This paper answers the question of how the construction of the meaning of the Peusijuek tradition is available in Aceh culture. Two important things that will support this thesis is how the mind and culture of Islam and Aceh combined into one formulated in a way. Therefore, how the processes, forms and philosophical meanings of the Peusijuek tradition available in Aceh culture will be discussed in this paper. The results of this study indicate that the Peusijuek tradition is one of the relics of Hindu Culture in Aceh. According to historical records, the implementation of the Peusijuek tradition before the sending of Islam still uses certain mantras and prayers. However, since the arrival and development of Islam in Aceh, the Peusijuek tradition has been changed by incorporating Islamic teachings in it, such as prayer, prayer, and other Islamic teachings. That is why the Peusijuek tradition in Aceh can still be up to now. In practice, the Peusijuek tradition is carried out by religious leaders and elders of Aceh, such as ulama, tengku, ustadz and ustadzah. This is done because the Peusijuek tradition is considered a sacred Acehnese procession. The practice of Peusijuek tradition in Aceh is carried out in religious and cultural activities, such as performing pilgrimage, marriage, circumcision, prayer, arena, buying new vehicles, and so forth. The purpose of this Peusijuek tradition is to appeal for the satisfaction, peace, happiness, and glory of the guests.

Abstract:Many think that the primate hunting is done by the Mentawai people caused the primate extinction in Mentawai whereas forest exploitation on Siberut Island has been going on for a long time like HPH, poaching, and development. Indeed, the Mentawai people have Arat Sabulungan guidance on their environment which not only regulate natural environment but the social and cultural environment. Based on the research of results found that the people of Buttui and Tepu’ know their world is divided into two parts, namely purimanuaijat (porak, manua, baga, oinan and leleu); and sabulungan (Saikamanua, Si Bara Ka Baga, Saikoinan and Saikaleleu). The world purimanuaijat in fact both the living things and inanimate objects have a soul (simagere) and spirit (ketsat). So the Mentawai people should maintain the relationship. Because human life that always utilize nature, can trigger the relationship, so they do punen and puliaijat. Because the balance is not only about the world purimanuaijat, but also the world sabulungan. So the Mentawai people perform the hunting activity at the end of the ceremony, due to the hunt for a form of respect for the spirits of the ancestors, Saikaleleu and fellow creatures who are spirited and have spirits by making ute 'simagere. The ethno-ecological Mentawai people have a categorization of the environment that are uma, pumonean consisting of pumonean saina and also pumonean leleu or siburuk; and leleu. Leleu this is a place of hunting and place of life for 4 species of endemic primates in the Mentawai. One of them are bilou, joja, simakobu and also bokkoi. As for the pumonean saina and pumonean leleu, it is advantageous to these four primates at the time of food to the four species of primates will descend to the fruit field as well as the bokkoi who can go down to the ground to take surappik. Likewise some taboos that save some primates while for the ceremony is not always the ending ceremony of hunting, so the ceremony and hunting are the mechanism of the Mentawai people in balancing the natural, social and cultural environment with a balance for the Mentawai people about the relationship between the world of purimanuaijat and the world of sabulungan.

Abstract:Joseph Campbell explains one of the four mythical functions is a pedagogic function that is how humans live life as human beings under any circumstances. Some forms of folklore with pedagogic educative function are as a tool or complement in education and enculturation values such as stories to educate children disciplined, obedient, diligent and intelligent. The enculturation process to ensure the individual achieves maturity and cultural maturity so as to support the social order. In addition to the family as the first institution for the enculturation values in children, the social environment system that becomes interaction area will also affect each other's attitude and parenting ways and the environment. From the preliminary research, it was concluded that the observed myths of education were no longer present in the daily lives of the five families of informants. On the 5 myths traced, only the Malin Kundang myth is still well known. The substance of the values contained in the myth is accepted but is considered to be no longer to be found in the realities of everyday life. In the changing context, the enculturation process of the Minangkabau has shifted along with the swift entry of new values through new communication media

Abstract:Sari A high level of knowledge in society will increase the level of participation, especially the participation of health. This impact on cultural behavior of public health, especially maternal and child health issues have started well. Most of the mothers in the Pasar Lama Muara Air Haji village already have a system of knowledge that is high enough on the problem of health care of pregnant women and their children. This is also supported by the role of midwives and health volunteers help disseminate health through education programs and integrated health services

Abstract:Sari AbstraksThe third Nawa Cita of Presiden Jokowi is build Indonesia on the outskirts, it is meaningful that national development focused on villages oriented throughout Indonesia, so that Indonesian villages become self-sufficient village and competitiveness. Nawa cita is an orientatation of the national development planning 2012 -2019. The government has budgeted rural development on average earn 800 - 1M rupiahs for every village in accordance with the Act mandates. Based on the findings of the Coruption Eradication Commission of RI occur irregularities in the management of the Village Fund (Dana Desa/DD), including the use of DD does not correspond to the needs of the community. DD management principle is transparent and acomodate public participation, however it has not been made by manager DD. Women's participation and transparency for the public should be rise the public trust in the village officials in managing the funds of the village, however it never been taken. Role of women in planning the work program of the village called APBDes, can filter aspirations in accordance with the needs of society based on values, norms and culture. By optimizing the women role can capture the aspirations of society and openness in the management of the fund that all can be used as social capital village to village governance in the management of DD.
