Abstract:
Abstrack: In today's era, employee welfare is very important. Because with the welfare of employees, it can improve the quality and quality of the employees themselves in an agency or company. Often we still find problems in the field regarding the welfare of employees, such as temporary employees. There are still many honorary employees who do not feel or enjoy the welfare of their hard work. Especially in areas and in remote areas. Therefore, the central government in order to accommodate the aspirations of honorary employees and civil society, the government created a program for non-PNS ASN (State Civil Apparatus) employees, namely the PPPK Program. It is hoped that this program will be able to improve the welfare of the community and provide a sense of calm in the community for their lives. The Probolinggo City Government is one of the cities in Indonesia that has begun to select and implement the PPPK program in the scope of its personnel. This is reflected, in 2019, the Probolinggo City Government recruited PPPK. The PPPK program is an implementation of the regulation of Law No. 5 of 2014. The PPPK program or also called Government Employees with Work Agreements, every ASN with PPPK status gets the same rights and facilities as civil servants. PPPK has the same obligations and rights as civil servants with civil servant status. It is hoped that this journal will be able to provide broad and specific knowledge of the PPPK program, especially within the Probolinggo City Government.Keywords: PPPK, Welfare, Employees, Regulations.

Abstract:
The aims of this study were to test and analyze the impact of reputation, equity and brand competence to the handphone brand loyalty in Ambon city. The Population in this study were all the handphone users in Ambon City. The sampling technique used in this study was purposive sampling which took 75 respondents matched with the criteria. Multiple linier regression was used to analyze the data. The result showed that the variable of reputation, equity, and brand competence had positive and significant impact on the handphone brand loyalty in Ambon City. This can be proven through the regression coefficient of reputation, equity, and brand competence in which if the score of reputation, equity, and brand competence improves, the score of loyalty will also improve. Therefore, it can be said that the improvement of reputation, equity, and brand competence will improve the loyalty of handphone brand in Ambon City.

Abstract:
This study was a replication of conceptual model of empirical studies aimed to analyze the effect of professional skepticisms, auditor experience, competency, independence and time pressure on the fraud detection of financial statement. The result of this study was expected to be able reducing the gap among the so many empirical studies existing. This study could be categorized as explanatory research. The samples in this study were all the auditors in BPKP Maluku and Papua consisting of 88 auditors. The analysis tool used was multiple linear regression analysis with questionnaire instrument as data collection instrument.The result of this study showed that (1) Professional skepticism and auditors experience hand significant impact on the author ability in detecting fraud on financial statement. (2) Competence and independence of auditors had not significant effect on the auditors ability in detecting fraud. (3) Time pressure affected the auditors ability in detecting fraud but it was not significant.

Abstract:
The sports problem seen in Southeast Maluku Regency is that government policies have nottouched the substance of sports development. This writing focuses on coaching athlete achievement. This study aims to evaluate government policies in fostering athlete achievement in Southeast Maluku district. The population in this study were the administrators of the Southeast Maluku Regency KONI and the Southeast Maluku Regency Sports Management Athletic Branch. This research will be analyzed descriptively qualitatively. The results of the study suggest that the Southeast Maluku Regency government and the local KONI Management, as well as the Sports Branch Management are more consistent in coaching athletes and coaches to achieve achievements.

Abstract:
This study was almet at learning the view of Nuaulu tribe toward the early marriage of women also to know how women of Nuaulu which is still and education can avoid the early marriage. The result showed that 2 major culture factors influenced the early marriage, are Nuaulu people tend to consider the women in the lowest position in the their tribe also people of nuaulu are not well educated. The influenced their way of the thinking and prompted the early marriage within their tribe.Meanwhile, being kept marginalize by the situation such as when the girl is labled as dowry, it is consider that the girl can produce the money to help her parents by being married. Moreover, after the girl have their first period, they will Pinamoukan.Therefore the solution to this early marriage is the women of Nuaulu must get an education to a high level.

Abstract:
This study was conducted to examine whether Financial Literacy, Lifestyle, Financial Attitude and Locus of Control have an effect on Financial Management Behavior in Accounting Students at Yapis University, Papua. The population in this study were all active and registered accounting students at Yapis University Papua. Samples were taken using purposive sampling method with a sample size of 50 respondents. The data used in this study were obtained using a questionnaire. Data analysis was performed using multiple linear regression analysis.       Based on the results of the study, it shows that financial literacy and locus of control have a positive and significant effect on financial management behavior in accounting students at Yapis University, Papua. While lifestyle and financial attitudes have no positive and insignificant effect on financial management behavior in accounting students at Yapis University Papua

Abstract:
The objective of this essay is to examine the aboru people's attitudes about the unitary state of the Republic of Indonesia (NKRI), as well as the internal and external reasons that contribute to their loss of love for their motherland. The focus of this study is on the Aboru people's perceptions of the Republic of Indonesia as a unitary state, as well as the internal and external variables that influence it.         The study's findings reveal that there are differing perspectives on the Republic of Indonesia's unitary state, with those in favor of the unitary state outnumbering those in favor of the Maluku liberation movement, which the Aboru people appear to be quite enthusiastic about in marking the Republic of South Maluku's (RMS) Independence Day, which falls on April 25 every year. Meanwhile, the perceived injustice, both in the handling of nature and at the level of the Indonesian bureaucracy, is the internal influence behind the collapse of Aboru Nationalism. External elements that influence them include the media's influence and liberalism's worldview, which drives them to be unconcerned about the government.

Abstract:
Local Government Accountability is one of the indicators in realizing Good Governance or good governance. The background of this research is the emergence of indications of the phenomenon, namely the Sorek modern market which has not been managed and functioned properly, this shows that the accountability of the Pelalawan Regency government has not been maximized. This study aims to determine the accountability of the Pelalawan District Government in the functioning of the Sorek modern market and to determine the factors that hinder the accountability of the Pelalawan District Government in the functioning of the Sorek modern market. This study uses a purposive sampling technique with a qualitative descriptive approach with case study methods and the required data, both primary and secondary data obtained through observation, interviews, and documentation, for further analysis. This study uses the dimensions of accountability according to GS Koppell. The results of this study indicate that: first, the accountability of the local government of Pelalawan Regency in the functioning of the Sorek modern market in Pangkalan Kuras District, Pelalawan Regency has not run optimally, because there has been no real action from third parties. and the Pelalawan District Government. Second, the inhibiting factors in implementing the policy are communication between local governments and third parties, cooperation partners, and the inaccuracy of local government strategies. Abstract:
Primary role of nurse is fulfill requirement of basic human needs and to reach satisfaction to own self and also its client. Nurse attitude in giving nursing care will be perceved by patient to favorable and unfavorable. During the time BPJS  patient assess about nursing care that had been given was unfavorable of compared to nursing care that had been given to Non JPS patient. And so do Non BPJS patient assess that service of given by nurse was unfaforable. This research was aimed to identify difference perception of BPJS and Non BPJS patient to nursing care in  Surgical Room, Piru Hospital. Design used in this research was comparative descriptive study. The population were all BPJS patient and Non BPJS patient in  Piru Hospital. Chousy sample were selected by strutified random sampling 15 BPJS and 15 Non BPJS. Risearch instrument used questioner. Data were analyzed by using fisher’s exact test with level of significance of 0,05. Result of this research showed that most BPJS patient had negative perception (80 %), while Non BPJS patient had perception (66,7 %). Through fisher’s exact test showed the existence of difference of perception between BPJS patient and Non BPJS patient to nursing care with value of p = 0,025. It can be concluded that there was difference of perception between BPJS patient and Non BPJS patient to nursing care.

Abstract:
Social institutions are rules that apply in regulating human behavior in acting based on considerations of norms and values ​​that live in the life of society. This study aims to determine the existence and benefits of socio-cultural institutions in the Nuaulu tribe community. Data collection techniques with observation and in-depth interviews. Research informants came from elements of the state government, traditional leaders, youth leaders, educators and community leaders.The results of the data analysis concluded that hereditary customs strongly influenced the life of the Nuaulu people with the loyalty of the people in carrying out the prevailing institutions. The economic system and the community's livelihood system are farming, processing sago, gathering and laboring. The socio-cultural institutional arrangements are in the form of an adult ceremony for boys (Brokeneri), an adult ceremony for girls (pinamou), a wedding ceremony, a pregnancy ceremony, a birth ceremony, a haircut ceremony (tihtikuau) and a funeral ceremony. The structure of the kinship system is a patrilineal (male lineage) and it is not required to have intermarriage. Religious institutions and beliefs are tribal religions. Educational institutions, knowledge, and technology are based on experience (local knowledge) from generation to generation, and children of school age have attended various levels of education to tertiary education. Keywords: Social Institutions, Nuaulu Tribe Community.
