Indonesia agreed and has compiled related rules to be able to align the direction of national development with SDGs, up to the regional level, following UCLG ASPAC directives to localize SDGs. However, the alignment effort is only at the provincial level and still in the planning stage despite the running of SDGs nearly reached its one-third period. This research aims to trace the efforts of the Bukittinggi Government in synchronizing RPJMD for 2016-2021 with SDGs. A qualitative approach with the case study method by Yin (2018) was used in this study, with data collection techniques in the form of documentation comparison between RPJMD and SDGs. It is found that out of 17 goals of the SDGs, the Bukittinggi RPJMD synchronized 76% of SDGs goals or with a total of 38 performance indicators with different distributions to the SDGs goals. The SDGs with the most aligned/synchronous indicators with Bukittinggi RPJMD are in SDGs number 16, and the most out of sync goals are to SDGs number 7, 14, 15, and 17.

The allocation of development budget can accelerate the pace of economic growth in the implementation of fiscal decentralization. Through locally-generated revenue management and regional government, balance funds can increase their income through the use of appropriate capital expenditure however economic growth is not always linear with all sources of revenue. The purpose of this study is to analyze the effect of regional revenue and balance funds partially and simultaneously on capital expenditure and its impact on economic growth. The research method is quantitative with a longitudinal research time-series design. The study was conducted in the Regency / City of West Sumatra Province with secondary data from the Central Statistics Agency in 2009-2018. Research analysis using multiple linear regression test and path analysis. The results showed that Locally-generated revenue, general, and special allocation fund partially and simultaneously have a significant effect on capital expenditure, but the profit-sharing fund partially has no significant effect on capital expenditure. Locally-generated revenue, profit-sharing funds, general and special allocation fund, and capital expenditure partially and simultaneously have a significant effect on economic growth. Likewise, capital expenditure has a positive effect on economic growth which is mediated by locally-generated revenue and special allocation funds, while capital expenditure does not significantly influence economic growth mediated by general allocation funds and profit-sharing funds

Stunting is a chronic condition that represent growth retardation due to long-term malnutrition, indicated by a z-score of TB / U less than -2SD. Padang Gelugur is a sub-district located in Pasaman Regency with the highest stunting rate of 27%. The purpose of this study was to determine the factors that caused the incidence of Stunting at the Padang Gelugur health center in Pasaman Regency. Type of analytic descriptive study with cross-sectional design, conducted in April 2019. The population is 1,020 infants. with Multistage random sampling technique and a sample size of 150 infants. Data collection uses questionnaires and anthropometric observations and data analysis includes univariate analysis and bivariate analysis with chi square test. The results of the study obtained the incidence of stunting in infants due to non-exclusive breastfeeding (p = 0.022 and OR = 2.708), lack of food diversity (p = 0.023 and OR = 2.326), and low economic status (p = 0.034 and OR = 3.630. Based on the results above, it was found that a significant relationship between low economic status, non-exclusive breastfeeding, and lack of food diversity with the incidence of Stunting.

The decision to use contraception can vary according to the level of understanding of husband and wife to the concept of family planning. Therefore it is necessary to know the factors that influence decision making in the family, because this will affect the sustainability of family planning programs in the future. In bivariate analysis (chi square test) only 3 factors have a significant effect, namely age of first marriage, area of ​​residence, and knowledge of family planning, while other factors, such as age, education, occupation, wealth quintile, number of children, taking decisions, and exposure to family planning messages by family planning staff do not have a significant effect on contraceptive use. The results of the research show that the husband's influence is still strong in making decisions related to women's reproductive health. This condition shows the strong influence of gender and culture in a family. Perception of the value of children, namely as future investments and children as current investments affect family decisions in determining the number of children desired. The research aimed to test the 2015 Integrated Data Base (IDB) reliability as a source in selecting poverty alleviation program’s target and to develop community's empowerment model. The research conducted in 12 Kelurahan in Palembang City and 2 villages in Ogan-Komering-Ilir Regency from February 2017 to November 2018. Two-hundred-and-fifty-six participants were systematically selected from the 2015 IDB list. The data collected through FGD, interviews and participatory observation. The data analyzed and interpreted based on the input-process-output approach. The research used three stages i.e. problem formulation, system’s components identification, and empowerment model development. The research showed the use of the 2015 IDB resulted in 44.53% right-on-target within range 14.29 to 73.68% per kelurahan/village. The replacement of the targeted participant tended not in the 2015 IDB list. The unfamiliarity of Head of RT to the 2015 IDB suspected as the cause. The replacement was caused by: had moved to another location (91.74%), already work (4.13%), impaired health (3.30%) and died (1%). The participant with different education level had an equal chance to accept empowerment program. The influence of the community’s leader was an important factor in the empowerment program. The reliability of the 2015 IDB depended on the ability of program manager in diminishing of identity politics at the location. To increase the responsiveness, the community's assets also need to be developed alongside individual assets. The empowerment program is indeed an iterative process rather than linear, the program manager should aware of the constant changing of the participant needs. Keywords:

ABSTRAK Penelitian bertujuan untuk memperoleh kandidat varietas durian unggul lokal yang berasal dari kabupaten Padang Pariaman. Penelitian dilakukan di Kabupaten Padang Pariaman, Sumatera Barat mulai Maret sampai November 2018. Kegiatan eksplorasi dilakukan secara pemilihan bertujuan (purposive sampling) dengan penentuan lokasi berdasarkan informasi dari petani, pengepul durian dan data yang ada di Dinas Pertanian Kabupaten Padang Pariaman. Hasil eksplorasi diperoleh 2 kandidat durian unggul yaitu durian Pandan dan durian Kunyit Basri. Durian Pandan memiliki karakter ukuran buah 2,03 kg/buah, rasa manis, daging pulen, warna daging kuning krem (yellow group 11C) dan porsi daging buah dapat dimakan 26,29%. Durian Kunyit Basri memiliki karakter ukuran buah 1,59 kg/buah, rasa manis, daging pulen, warna daging kuning jingga (yellow orange 15C) dan porsi daging buah dapat dimakan 35,15%. Tingginya intensitas curah hujan didaerah Pangkalan mengakibatkan kadar air tanah > 50% (tanah encer atau basah) sehingga tanah berada pada titik jenuh dan rawan longsor. Tujuan penelitian adalah untuk mengatasi terjadinya longsor / keruntuhan lereng didaerah Pangkalan, mengunakan metode dinding penahan tanah kantilever. Sample tanah diambil dititik pangkalan 10, 16 dan 20 menggunakan handbor. Pengujian laboratorium dilakukan untuk menentukan kadar air, batas atterberg, berat volume, specific gratify, analisa saringan, direct share dan UCST. Data diolah dengan melakukan analisis kadar air tanah asli, kadar air batas atterberg limit dan kadar air variasi, serta melakukan perhitungan dinding penahan tanah menggunakan metode kantilever untuk mendapatkan nilai faktor keamanan terhadap guling, geser dan faktor keamanan terhadap daya dukung tanah. Hasil penelitian menunjukkan dengan adanya dinding penahan tanah dapat meningkatkan nilai faktor keamanan lereng terhadap guling sebesar 3.72, faktor keamanan terhadap geser sebesar 2.4, dan faktor keamanan terhadap daya dukung sebesar 34.89. Penelitian selanjutnya juga dapat dilakukan untuk antisipasi dinding penahan tanah pada titik pangkalan 10, dan titik pangkalan 20.
