Abstract:
PTSL is a policy implemented by the Government to provide legal certainty and protection for land ownership rights for the community. The BPN Sleman is an institution that also implements the PTSL program. The success of the implementation of the program requires quality service performance in order to provide satisfaction for the community. Therefore, this study aims to determine the quality of the PTSL program in the BPN Sleman in providing services to the community. The research method used in this study is a descriptive analysis method with a qualitative approach. Data collection methods used were observation and interviews during the period of January - February 2020. The Servqual dimension is used as a model to identify the quality of a complete PTSL service. The results of this study explain that the BPN Sleman already provides good quality of services as a whole. The dimensions of tangibles, responsiveness, and empathy tend to have good quality, however, it is necessary to improve the quality of service based on the dimensions of reliability and assurance. The results of this study provide managerial implications for the BPN Sleman to improve the quality of its services to the community, especially in the PTSL program.

Abstract:
Optimization of the agropolitan sector as an effort to recover the economy impact of the covid 19 pandemic is strategic step teken by the East Java Provincial Government. Empowerment of the agropolitan community is an option considering its position as the spearhead of agricultural commodities. All these actions must be carried out through the development of an efficient system. The research method used is literature study by compiling data, then analyzing data, and finally drawing conclusions. The conclusions for these strategic steps including the following ; 1) Maximizing of writted regulation in institusional strengthening in the agropolitan sector, 2) Expanding cooperation between local, central goverment, financial institution, BUMN, and all related group. 3) Product Diversification, 4) Marketing Education, 5) Digital Marketing, 6) Ease of acces to capital sector. Then the advice that can be given is that the government must be consistent in supporting and providing assistance to the agropolitan community in developing agropolitan areas for local economic recovery.

Abstract:
Micro, Small, and Medium Enterprises are one of the pillars and drivers of the economy. This can be seen from the significant small business activities from both the traditional and modern sectors. This activity is one of the absorbers of labor and is the main pillar of economic growth in the development of a country. Problems in this activity are human resources who do not understand technology, limited marketing, technology is beyond the reach of business actors, and also does not allow investment in new technology. This study aims to analyze the role of the government in fostering small and medium enterprises to face the 4.0 industrial revolution in Pekanbaru city and to find out the government's obstacles in fostering small and medium enterprises facing the 4.0 industrial revolution in Pekanbaru city. The method used in this research is descriptive qualitative, collecting data by means of interviews, observations, and documentation with Small and Medium Enterprises and the Office of Cooperatives for Micro, Small, and Medium Enterprises. The results of the study indicate that the Government's Role in Fostering Small and Medium Enterprises to Face the Industrial Revolution 4.0 in Pekanbaru City seen from the indicators of facilitators, regulators, and catalysts can be concluded that it has been carried out quite well. There were several obstacles encountered, namely the lack of budget from the Regional Revenue and Expenditure Budget, the low mindset of Small and Medium Enterprises actors, and the lack of information received related to the guidance carried out.

Abstract:
Public services according to Article 1 paragraph (1) of Law Number 25 Year 2009 are activities or a series of activities aimed at meeting the service needs of every community and population for goods, services & administrative services provided by the state as public service providers.in an effort to realize a public service innovation through its flagship program, namely SIPRAJA. This study aims to determine the effectiveness of the SIPRAJA program as a public service innovation in Sidoarjo District, Sidoarjo Regency. In this research, the type of research used is descriptive research with qualitative methods. Overall the SIRPAJA program in Sidoarjo District, Sidoarjo Regency has been effective. However, if there are technical problems in the following applications and there are people who choose to do offline, the author's advice is that the operator still helps to register it and guide the community to perform services through the SIPRAJA program. Abstract:
This study aims to find out how the service delivery provided to women victims of sexual violence during the Covid-19 pandemic in Samarinda City was identified based on 6 (Six) standard components of service delivery as stated in PANRB Ministerial Regulation Number 15 of 2014 concerning Service Standard Guidelines. This study uses qualitative methods with data collection through interviews, observation, and documentation. In determining the informants of this study using purposive sampling and snowball sampling techniques. Data analysis uses the concept of an interactive model. The results of the study show that the service delivery provided to women victims of sexual violence during the Covid-19 pandemic in Samarinda City includes 1) the existence of 6 main service products that are provided with due regard to health protocols, 2) free service fees, 3) the length of service time depends on client's condition, 4) service requirements consist of Identity Card (KTP), Family Card, marriage book, and birth certificate 5) service procedures have been listed in the UPTD PPA Samarinda SOP, and 6) during the Covid pandemic -19 complaints can be made indirectly via hotline 112, hotline 082324421313, and through the SIPPEKA application.`

Abstract:
The global covid-19 pandemic has affected all sectors of human life. Humans have to adapt the new ways of life. One of the new ways of life is to use a mask when doing activities outside the home. Health protocol policies, including the use of masks, are a form of government responsibility in overcoming the covid-19 pandemic. The policy will not be able to achieve success if it is not supported by the public. Health protocol policies, including the use of masks, have the main goal of breaking the chain of the spread of covid-19. In Jombang regency regulation of health, protocols are regulated in Peraturan Bupati no. 57 Tahun 2020. This study was conducted to find out how the public adheres to these policies and regulations. This study uses qualitative methods using primary and secondary data. Data collections techniques used are interviews, observation and, documentation. The data analysis used in this study is the Miles and Huberman model which consists of data reduction, data display and, conclusion drawing or verification. The results of this study indicate that the public is obedient to the policies and rules for the use of masks, only to obey the regulation and avoid sanctions and not to realize the main goal of the policy, which is to break the chain of the spread of covid-19 so that the pandemic can end soon.

Abstract:
Based on the 2014 Regional Autonomy Law, the implementation of legal metrology in the form of calibration, re-calibration and supervision is now the authority of the district/city. This study is expected to provide information related to legal metrology in general and particularly the importance of implementing metrological supervision in the regions. This research was conducted with a qualitative approach with the method of literature review and case studies in Bangka Selatan Regency. The low number of Measuring, Dosing, Weighing Equipment and Their Equipment (UTTP) and Packaged Goods (BDKT) in accordance with the provisions of the legislation is the main factor that causes the importance of this metrological supervision activity to be carried out, in addition to the low level of public understanding or knowledge regarding metrology. legal. In the end, effective metrological monitoring activities can help create an Orderly Measurement Area that is able to provide protection to consumers, especially in trade transactions.

Abstract:
The electronic ID card program has only been launched in the last few years. This aims at the effectiveness and efficiency of public services and minimizes illegal immigrants entering the country. In its implementation, the last few years have had many unexpected obstacles, such as cases of e-ID card corruption and lack of blanks. In this research, the aim is to know directly the function of e-KTP which in its implementation is given by one person and one database. The method used is qualitative to be able to know thoroughly. The results have been seen from this study are that the e-KTP function has actually been running but has not met the expectations of the community. Income is very much needed from improving individual personal data which is summarized in the e-KTP of each resident. Making e-KTP also plays a role in the follow-up process, namely data collection. That’s a government job and the provision of public services or public services so that an accurate and credible database can be created

Abstract:
Implementation of SME’s development in Tuban District. The development of SME’s becomes an responsibilty for every region, because of this sector is able to absorb a lot of labor and also have positive developments in economic development efforts in the region. The theory used are economic development and SME’s. The results of this study are 1) Local government commitment in the development of MSMEs is still not optimal and can be improved further by strengthening the various sectors supporting the development of SME’s. 2) In the development of SME’s in Tuban Regency is the responsibility of several parties, but there are still some parties whose role and business is still not optimal. 3) The types of activities that have been carried out varied and attempted responsively may be undertaken by local governments, but there are still some important records that need to be improved. Abstract:
Influence of health service quality to user satisfaction of social insurance provider institution (BPJS) at Bhayangkara Hospital Surabaya 2016. The hospital is as a public health care provide services that are effective, efficient and required to each patient. The patient satisfaction is as a benchmark level of quality health services. This study aims to determine and analyze the influence of the quality of hospital services Bhayangkara Surabaya to client satisfaction BPJS users as well as identify and analyze the application of Community Satisfaction Indicators according to the rules Menpan and Bureaucratic Reform Indonesia. The research method is descriptive used a questionnaire or questionnaires by interviews and observation. Mechanical analysis used quantitative descriptive analysis. There are 20 respondents surveyed in this study by answering questions based on a questionnaire given to assess public opinion about the quality of sevice and its effects on people's satisfaction. Independent variables namely the quality of service and the dependent variable is community satisfaction. The results based on the results of the processing of qualitative data through interviews and observations in general satisfaction of the public regarding the quality of hospital services Bhayangkara especially give well satfisfaction to members of BPJS. This indicates that the RS Bhayangkara constantly working on providing the best service for society to improve and try to give satisfaction to the public.
