Abstract:
The IT industry, like any other, has its own specifics. There are developed and tested methods for creating and managing IT projects at all levels of formalization from waterfall to flexible. However, the processes of forming and managing the team of any IT project remain poorly structured and uncertain. Modern life is constantly changing the attitude of customers and users of a project's product to project management methodologies. The criteria for assessing the success of a project are steadily shifting towards ensuring the satisfaction of its main stakeholders. To do this, develop new, or use previously unused means. Among them are the technology of design thinking and the concept of creating a minimum viable product (MVP). These tools began to be used in project management processes with the aim of maximizing stakeholder satisfaction. The paper analyzes the technology of using design thinking and shows the feasibility of its use as an element of the IT project management methodology, which applies client-oriented and value-oriented management approaches. However, at this stage, the technology of design thinking is more developed in a psychological and communicative context. Therefore, the use of the algorithm for creating the MVP will allow formalizing the stages of design thinking when creating an IT project product, and the MVP itself will be used as the current version of the IT project product, unlike the existing IT project management tools, it will exist almost from the very start of the IT project. It is clear that the proposed tools will be applied in practice by the IT project team, which usually suffers from "sudden deadlines", constant temporary overloads in the implementation of an IT project. Therefore, it is important to develop mechanisms for the formation, management and training of an IT project team based on design thinking with a minimum viable product as the basis for development.

Abstract:
The work is devoted to the study of changes in modern challenges and threats to the development of higher education in Ukraine and the construction of a model of balance of managerial functions based on the use of the methodology of I. Adizes. The current conditions of the pandemic and its impact on reforming approaches to the transformation of higher education management are analyzed from the standpoint of the project approach. It is established that the current state of work in the education system is accompanied by insufficient readiness of teachers, difficulties in technical equipment, low efficiency of production and training practices, increased individual work of teachers with students and low culture of distance learning. It is noted that the higher education system and some universities responded as quickly as possible to the force majeure situation and changed working conditions, introduced measures and practices aimed at reducing the spread of coronavirus infection and maintaining the quality of staff and student education. Areas for protection against the existing threat of a pandemic and further development of the higher education system are singled out, namely: measures of international cooperation, measures by the state and measures taken within the institutions of higher education themselves. The use of the Adizes code to build a balanced and effective management of a higher education institution that will help the organization to function effectively now and in the long run is considered. Managers must be proactive to be effective. Only integrated organic systems can be truly effective, in which there is interchangeability of the components of the overall structure, and the internal interdependence between them is carried out at the physical level.

Abstract:
Project management methodology is widely used in various aspects of educational activities, including in the field of adult education. In-service training projects implemented by higher education institutions in the field of adult education, mainly at public expense, are limited, on the one hand, in terms of implementation, which leads to the impossibility of increasing project implementation time, then in the amount of funding regulated by relevant provisions and resolutions on the organization of professional training (advanced training) of specialists, and on the other hand, the internal regulations and rules of educational institutions on the organization of training and implementation of educational projects in the field of higher education, aimed at working with students. At the same time, the implementation of such projects is subject to increased requirements for their quality. Under such conditions, the implementation of educational projects of professional development is quite difficult. Teams of educational projects of advanced training are formed mainly of persons selected from among the internal employees of the educational institution, who are able to work with an adult audience. To form such teams, it is necessary to take into account the peculiarities of adult learning, the peculiarities of educational projects of professional development and the peculiarities of the teams of such projects. Accordingly, the management of such teams is associated with certain personnel risks that may affect the success of the project. In turn, working with teams whose members have a high creative potential requires effective management methods, one of which is the process of forming a single, coherent team of like-minded people who can effectively achieve the project goal. A method of forming teams of educational projects of advanced training, obtained as a result of cross-evaluation of qualities (creativity) of team members of such projects, taking into account their personnel risks and "degrees of trust", is proposed. It is concluded that this method allows the head of the educational project to increase the efficiency of decision-making on team building or planning of executors for the educational project of professional development, by selecting applicants with the highest "degrees of trust".

Abstract:
Typical approaches to test soil compaction, along with technical possibilities are assessed with a purpose of scaling best approaches in production. Modern soil works related technologies, GPS accuracy aspirations for precision agriculture are addressed. Two most popular technologies in Ukraine to measure soil compaction are «The Top Soil Mapper» and «CTS-1000», although they function differently, most commonly are used independently. Simple mathematical calculations bringing together timing needed to gather reliable data to form variable depth soil ripping machinery and scale of Ukrainian production demonstrate irrelevance of applying typical mechanical methods. At the same time, sensor technologies have their own limitations. Thus, this article introduces the benefits of the mutual use of «The Top Soil Mapper» and «CTS-1000». Soil compaction models presented in the article include: 1. Smallest possible grid approach of soil compaction data presentation and interpolation for further use to create variable depth soil works assignment proves to provide a very good set of results and can be used as a standard, but at the same time it consumes so much time that production scaling is not achievable. As an example we can state that a grower with 1000 fields would need about 3 years to test all the fields, when production needs are to test all the fields within two or three months (depending on weather and crop rotation). 2. Small, midsize and large grid approach of soil compaction data presentation and interpolation for further use to create variable depth soil works assignment proves to vary from being still time inefficient to having gaps to gather enough data as main approach of any data processing for further interpolation makes an unproven assumption that the sample location is a center of a zone. In case with a smallest possible grid, that difference would be minimal, with a larger distance difference can be significant. 3. Depending on detecting zones to test compaction based other parameters does not prove to work and lacks scientific background. Thus it has been suggested to combine use of «Top Soil Mapper» and «CTS-1000».

Abstract:
The research and substantiation of the conceptual procedure of evaluation of efficiency of IT projects which are realized on the basis of application of flexible methodology of Scrum is offered. This procedure will increase the efficiency of the IT project, as well as reduce its implementation time. The substantiation and choice of the criterion for evaluating the effectiveness of the IT project, which takes into account the human factor, is presented. Evaluation is based on human resources research, namely the characteristics of project team members. Conceptually, the procedure for evaluating the effectiveness of an IT project is a complex multi-stage iterative process that requires consideration of the team implementation of IT project processes. The transparency of Scrum's general terms and standards of flexible methodology provides the possibility of the expected result. Therefore, continuous evaluation of performance at each stage of Scrum will increase productivity and help to identify deviations at an early stage, when they can be quickly eliminated or corrected. Based on this, we can identify the following main stages of evaluating the effectiveness of IT projects implemented in the flexible methodology of Scrum. An integrated indicator of project team competence was obtained, which provides opportunities to reconcile the company's IT goals and opportunities to reduce requirements, as well as the decision to continue research by expanding existing options or synthesis of new options with appropriate variation of indicators, weights, composition of elements. Conclusions are made about the possibility of applying the research in the development of an intelligent system for evaluating the effectiveness of the IT project based on determining the level of competence of project team members, which will reduce project implementation time and increase IT project efficiency.

Abstract:
The state use analysis of the project-oriented management in the enterprises of various subject branches is executed. The expediency of hybrid projects portfolios forming of motor transport enterprises and method developing for performing the specified management process is substantiated. The proposed method of hybrid projects portfolios forming of motor transport enterprises involves the implementation of four stages and twelve systemically related management processes, which take into account the characteristics of the subject area and project activities in it, as well as the design environment. In contrast to the existing methods of project portfolio formation, the proposed method proposes the experience usage of previously implemented hybrid projects. The peculiarities of the project environment of individual hybrid projects of motor transport enterprises and temporarily available resources (vehicles, contractors) are taken into account. Simulation of hybrid projects is envisaged to assess their value, which provides high-quality forecasting of the level of satisfaction of stakeholders of individual hybrid projects carried out under different scenarios. The balance of the hybrid projects portfolio is offered by using cluster model of their value, which provides the identification of priority hybrid projects that have the maximum value for stakeholders.

Abstract:
From September 2020 to April 2022, the “DIGI-WOMEN, digital entrepreneurship tools and support for women entrepreneurs” project is being implemented within the “Erasmus +” program. Project coordinator is the University of National and World Economy, Sofia, Bulgaria. Project partners are National Technical University “Kharkiv Polytechnic Institute”, Ukraine; Bit-management Beratung Gesmbh, Austria; Baltijas Juras Regiona Klasteru Eksperti, Latvia; Consulenza Direzionale di Paolo Zaramella, Italy; CEPOR Centar za politiku razvoja malih i srednjih poduzeća i poduzetništva, Croatia; Greek Association of Women Entrepreneurs – SEGE, Greece. Project overall objective is to develop a training program that will train experts in order to offer trainings and mentorship sessions that are tailored to the needs of the female entrepreneurs digitalizing their business and help them overcome the obstacles they face in the digitalization. As a result of analyzing the relevance of digitalization in small business for women entrepreneurs in Ukraine the conclusion was made that important areas of digitalization are: search for ideas for business and substantiate these ideas using digital technologies; creation and promotion of business websites; presentation and promotion of business in social networks; implementation of a CRM system at the enterprise. A training program is proposed to prepare experts who will then train women entrepreneurs who run small businesses. The program is designed in such a way that women entrepreneurs have mastered precisely those areas of knowledge that are recognized as the most important in the studies. The program consists of a number of trainings on the following topics: "Training techniques for women entrepreneurs in small business", "Search and Substantiation of Ideas for Business", " Development, deployment, analysis and promotion of the web site ", "Introduction to Social Media Marketing (SMM), "Implementation of digital technologies on the example of the Bitrix24 CRM system".

Abstract:
The article is devoted to the study of the features of the life cycle of an ecological system project, the functioning of which is based on the principles of circular economy as a modern economic model that allows achieving the goals of sustainable development. The relevance of the presented research is confirmed by the need to take into account the eco-destructive impact on the environment in the implementation of economic activities, since the technogenic linear type of economy created over the past centuries has led to an environmental crisis and turned out to be unable to ensure balanced civilizational development without damage to the environment. The issues of the structure of the life cycle of an ecological system project are considered, which takes into account the ecological orientation of this type of projects. It is proposed to include five phases in the life cycle of an ecological system project: pre-investment, investment, operational, regenerative and revitalization, which are divided into stages during which the intermediate result of the project is created. Using the tools of category theory, a graphical model of the project life cycle was created, in which successive and overlapping links are established between phases. The links between the stages of the life cycle are analyzed, represented by objects (domains and codomains) and morphisms (sequential and parallel, incoming and outgoing) of the category «Life Cycle of an Ecological System Project». The relationship between the duration of stages of the same or different phases of the project life cycle has been determined. The time parameters of the phases, stages and time intervals of the project life cycle have been determined. A mathematical model of the life cycle of an ecological system project is presented for two options for determining the duration of the life cycle: strictly and loosely defined. A compensation mechanism has been proposed to stabilize the life cycle duration in the case of its strict definition, which provides for the adjustment of the duration of codomains in certain morphisms of the category.

Abstract:
The article is devoted to the study of theoretical and methodological aspects of strategic risk management of environmental risks of the transport enterprise. The urgency of the issue is due to the acceleration of changes in the external environment of economic activity of transport enterprises, which determines the need for adjustments to the management system. Strategic environmental risk management is currently the main direction for its effective management. Statistical data on the number of enterprises in the transport industry, the introduction of new fixed assets, the financial result of enterprises are given. The prerequisites for improving the risk management system of the transport enterprise, which is currently defined as one of the main tools for sustainable development of the enterprise. The need to take into account the trends of changing the prerequisites for risk management, which leads to the transformation of the system of strategic management of economic activity of the transport company to ensure the implementation of projects. The diagram of environmental risks in the context of the foresight approach of risk management of a transport company is presented. The definition of environmental risk is proposed to be carried out on three «horizons»: operational; tactical and strategic. It is proposed to determine the probability of environmental risk and losses from its occurrence using the formula for calculating the mathematical expectation from the PERT (Program Evaluation and Research Task) system. Management must understand the probabilities of risk and the results of its impact on the enterprise, its projects. This approach will provide: an understanding of the trend of risk change and, accordingly, will develop the necessary measures to respond to it; adjustment of risk management policy taking into account forecast risk values; identification of long-term prospects for environmental risk management. Forecasting environmental risk at the operational, tactical and strategic levels is a necessary element of the risk management system of the transport company.

Abstract:
The programs of bi-adaptive development of project-oriented organizations as a basis for ensuring their competitiveness are considered. The task is to improve the individual competencies of employees, organizational competence and key competence of the project-oriented organization based on cognitive models. The methodological approach to the implementation of programs of bi-adaptive development of project-oriented organizations on the basis of cognitive improvement of their key competencies is formulated. The concept of key competence has been further developed. The concepts and ways of development of key competence of project-oriented organizations as bases of the cognitive mechanism of maintenance of success of programs of their bi-adaptive development are formulated. In the development of existing research, a model of the key competence of the program of bi-adaptive development of a project-oriented organization is proposed. It is concluded that to solve complex problems of bi-adaptive development programs, the use of standard methods of linear optimization is not enough, because the classical problem of linear optimization does not take into account additional conditions arising in the transition from one state to another in bi-adaptive development programs. competencies. For such problems it is proposed to use the dual problem of linear optimization. The proposed formalization will help solve the problem of synchronized development of staff competencies in order to obtain cognitive synergy and improve the cognitive potential of the project-oriented organization in bi-adaptive development programs. The approach of holacracy as a means of bi-adaptive cognitive improvement of competencies of the management team of the program of by-adaptive development of project-oriented organizations is offered. Prospects for further research in the chosen direction are outlined.
