Abstract:
The processes of development of civil society in Crimea after the entry of the peninsula into the Russian Federation in March 2014 are analyzed. The authors conclude that in recent years it has developed and passed from inertia to a state of civic activity. However, an integral system of civil structures has not yet been formed.

Abstract:
The article identifies and reveals objective political and legal correlations between international peacekeeping activities and international criminal justice, which allows positioning the latter as the final phase of the UN peacekeeping practice. The need to take into acco unt such correlation in domestic peacekeeping is substantiated on the basis of lobbying in the world for the perception of such practice of Russia from the angle of reconciliation of the conflicting parties; geopolitical obstacle to the implementation of any form of genocide; ensuring international peace and security. The need is substantiated to increase the international significance of our country using unconventional foreign policy approaches and technologies in the interests of systematically getting ahead of Russia’s geopolitical competitors in the international political, legal, and peacekeeping sphere.

Abstract:
The article is devoted to the consideration of the reasons and a number of areas of cooperation between Russia and China in the Arctic region. The importance of this region for Russia and China is analyzed. The advantages of the Arctic for the two countries in terms of territory, economy, and politics are revealed. The conclusion is made about the relationship between the COVID-19 pandemic and the exacerbation of the crisis of political and economic relations between China, Russia, and the United States.

Abstract:
The article discusses educational practices and forms of interaction among enterprises, universities, colleges, educational centers and other structures in the process of training for innovative enterprises of Ulyanovsk region. In this regard, some differences in the approaches of new industries and enterprises that have existed since the Soviet era are indicated. In particular, this concerns the development of various intracorporate retraining and advanced training programs, including their own educational centers. At the same time, such formats are not devoid of the contradictions and are different for workers and specialists, for universities’ and colleges’ graduates. In general, the development of innovation sector poses new requirements for training and readiness of the education system to take into account the constantly changing demands of enterprises with new technologies and new products. On the other hand, the role of non-institutional forms of training of employees, their desire to improve, develop and the ability to independently search for and receive new knowledge in constantly changing conditions are emphasized. In this regard, the ability to self-study, including the involvement of online educational portals was highlighted. The importance of the early orientation of children to study technical disciplines and the role of children’s technology parks, joint school classes with innovative enterprises, and the importance of interregional competence centers for secondary special education was emphasized.

Abstract:
The article considers the problem of the stages of evolution and the main trends in the functioning of the foreign policy mechanism of the Russian Federation. The degree of influence of specific elements of the mechanism of formation and implementation of Russian foreign policy from 1991 up to the present has been characterized. It was shown that in 2000-2008 certain changes took place in the system of the state foreign policy mechanism, which were due to the specifics of the leadership style of the incumbent President and his team. By 2012, the system evolves and acquires modern features.

Abstract:
The constitutional evolution of the system of state administration in modern Russia is considered based on the theory of treaty state. The system-forming features of the permanent process of separation of powers are the constitutional and monopoly exclusivity of powers. Monopoly exclusivity ensures, on the one hand, the dynamic stability of political systems, and, on the other, generates a unique disproportion based on the independence and self-sufficiency of the branches of government. The main directions of development and signs of separation of powers within the framework of existing theories are highlighted. A tool for analyzing the experience of institutional and organizational transit of the state and municipal management system is developed.

Abstract:
This article examines some features of PR activities of local governments during the self-isolation regime introduced in March 2020 in connection with the spread of coronavirus infection. Based on content analysis of messages posted on the official accounts of three administrations of Russian cities with millions of people (Kazan, Yekaterinburg, Voronezh) in the social network Instagram, the authors determine prior directions of PR activities of local governments in a crisis caused by the coronavirus pandemic.

Abstract:
The article presents the analysis of the problem of domestic violence on the basis of domestic and foreign statistical data and the research results. Attention is focused on the aggravation of this problem during the pandemic of the new coronavirus infection COVID-19 in many countries of the world. The situation of uncertainty, a long stay in a confined space, the fear of contracting a new coronavirus infection, the inability to receive adequate medical care due to the congestion of the healthcare system, loss of financial stability, disruption of the usual rhythm of life led to the escalation of psychological tension. This resulted in the increase of domestic violence. The important role in resolving the situation and helping the victims of domestic violence under quarantine conditions was performed by specialized state and non-governmental organizations. Their activities underwent the structural, financial, and technological changes in the post-Covid-19 period. At the same time, in Russia there is a need of adopting a new federal law on combating domestic violence which will reduce the number of domestic crimes and increase the family values.

Abstract:
On the basis of the comparison of modern foreign and Russian sociologists’s views, a structural and factorial operationalization of the concept of “social capital of political parties and public organizations” is developed. The material and cultural resources are available for the accumulation of social capital in the region. But regulatory measures (legislative, information and educational) are still needed to strengthen the social interaction between political parties and public organizations and the government structures representing regional society.

Abstract:
Empirical base of this article is comprised of five monographs by A.V. Fedorov and his colleagues published from 2013 to 2015. The author highlights several, from his point of view, the most urgent and important issues touched on in the writings considered. An idea is substantiated that necessity to develop social and political model of media education is becoming patently obvious nowadays.
