Abstract:
Purpose: this article identifies strategic directions for the development of digital infrastructure that affect the level of employment in the segments of small and medium-sized businesses in the Russian Federation, including identifying opportunities and threats for their implementation.Methods: the research involves the use of a complex of scientific methods – general (analysis, analysis, synthesis, comparison, comparison); econometric (tools of linear regression using the least squares method); elements of the strategy methodology of Professor V.L. Kvint (OTSWanalysis).Results: the study examines China's experience in developing and integrating digital infrastructure into the economy. The impact of these system-forming transformations on employment in various business segments is considered. The current policy of the Russian Federation in the aspects of digital transformation and digitalization is analyzed. The results of the implementation of this policy and the consequences of its implementation in the Russian economy are studied. By constructing an econometric model, the strategic directions of digitalization have been identified, which determine employment in the segments of small and medium-sized businesses in the conditions of economic and technological realities. Based on the OTSW-analysis, the opportunities and threats posed by the digitalization process were considered in terms of their impact on small and medium-sized businesses and employment in these segments of the economy.Conclusions and Relevance: the authors found that the most important strategic aspects of digitalization processes that directly affect the development of employment in the Russian segments of small and medium-sized businesses are: internal costs for research and development of digital solutions; the share of the population with access to the Internet; the absolute volume of investment in ICT. A clear understanding of the potential opportunities and threats of the planned strategic priorities will contribute to the effectiveness of the further development of the Russian digital infrastructure.

Abstract:
Purpose: this article analyzes India’s innovation development model. In this regard, the author aims to examine the current state of India's innovation policy as well as its features as one of the tools for solving the socio-economic problems of the state.Methods: the author applies general scientific methods of logical analysis, comparison and generalization, as well as quantitative methods (graphical and tabular methods, and descriptive statistics). In addition, the article embraces a systematic approach that contributes to a holistic consideration of the research subject.Results: the article provides an overview of the fundamental documents and projects of the state's innovation policy, studies India’s positions in world innovation ratings as well as notes the unique features of the Indian model of innovative development associated with the government strategy adjusted to the socio-economic, cultural and civilizational features of this country.Conclusions and Relevance: the article addresses the distinguishing characteristics which have eventually become disadvantages of the existing system and touches upon the reasons that hinder the development of innovations and prevent the country from achieving tangible results in this domain. The author concludes that without systematic government support, appropriate staffing, and functioning triple helix model involving academia, industry, and government, the country's innovative development will be limited, and India will fail to address the ever-widening gap between grassroots and high-tech innovation sectors will continue to grow. Still, Russia may learn a lot from the Indian experience as it also aims at solving its “grand challenges”, including those of social and economic nature, by the means of innovations.

Abstract:
Purpose: the main purpose of the article was to study the trends in the global pharmaceutical industry, as one of the most knowledge-intensive in the world economy, against the background of the 2020 COVID-related crisis. The task was to study the impact of the economic crisis on the priorities of the largest pharmaceutical multinationals, to link them with trends in the restructuring of health care systems, as well as to analyze and assess the potential impact of Brexit on the European pharma industry, starting from 2021.Methods: the work is based on a comparative analysis of trends in the restructuring of global value chains in pharmaceuticals, the digitalization of pharmaceuticals and health care, as well as a quantitative analysis of the revenue and value added by the largest European pharmaceutical multinational companies.Results: the COVID-19 pandemic has accelerated the process of digitalization of big pharma; the intensified transition to a continuous production model can be expected in the coming years. Also, the second largest industry market, the EU-27, will suffer less from Brexit than the UK itself, and industries in developing countries will benefit from additional growth opportunities. The digitalization of healthcare remains an important underlying factor for the transformation of pharmaceuticals and further growth of innovation competition. This paper presents the problems of pharma and how to address them, as well as possible ways to restructure healthcare systems to reduce the likelihood of new pandemics – this will be at the heart of regulatory solutions in the medium term.Conclusions and Relevance: governments and state regulators will be actively involved in the process of recovery of the pharmaceutical industry after the crisis. For small regional pharmaceutical producers in developing countries there is a growing need to digitalize production and diversify supply chains. Implementation of continuous production technologies allows expecting growth in the number of small pharmaceutical producers, deepening competition in the industry. The Brexit deal will also have significant implications for the industry, leading to a restructuring of supply chains within the EU from early 2021, reducing the UK's competitiveness.

Abstract:
Purpose: the main purpose of this article is to analyze the state and prospects of science and technology (S&T) cooperation between the Russian Federation and the PRC in the context of the global S&T cooperation trends.Methods: research is based on a combination of desk and field methods. The article is based on the data from official documents of the Russian Federation, state companies, institutions for development, and other structures, as well as media sources. A series of non-focused expert interviews with representatives of the innovation and expert community, linked to Russia-China S&T cooperation, was also conducted.Results: the main trends and directions of the S&T cooperation between Russia and China in 2000–2020s have been identified, including: large projects in traditional medium- and high-tech industries; horizontal academic cooperation; bilateral activities in developing innovation infrastructure (science parks, investment funds, etc.); tech activities of big corporations – with special focus on Huawei. Several factors, limiting the potential of bilateral S&T cooperation, were identified. Among the most important are: differences in the structure of real (not declarative) S&T priorities; weak complementarity of both economies and unwillingness to form harmonized trade and investment regimes (also because of the different size of Russian and Chinese economies); the techno-nationalist ideology of state policies of both nations; mismatching areas of scientific leadership that impedes synergy in academic research. The fragmentation and insufficient financial support of the Russian S&T and innovation sectors are noted as separate factors.Conclusions and Relevance: despite high mutual interest in intensification of Russia-China dialogue is declared, there are clear limits for bilateral S&T cooperation. Existing restrictions predetermines the preservation of a relatively small scale of S&T cooperation for the foreseeable future, with P2P interactions of groups of actors at its core. However, some of these interactions may be large-scale and long-term, as is the case of Huawei. One of the ways to change this dynamic (not saying about urgent need to optimize economic situation in Russia) is to develop a comprehensive strategy of cooperation with China – with subsequent focus on a small group of most important initiatives and creating favorable conditions for interaction of private and academic actors.

Abstract:
Purpose: the purpose of the research is to determine the essence and role of the value approach to setting and solving goal-setting tasks in the system of state strategic planning in conjunction with the analysis of the correlation of goals and interests of economic agents in the conditions of realization of property rights to natural and intellectual resources of the development of the social state.Methods: the issues of identifying the essence and studying the characteristics of the axiological foundations of goals-setting for national development in the sphere of public power, as well as determining the motivational role of ownership relations in the initiation and coordination of purposeful activities are considered using the methods of logical, content and statistical analysis in the framework of a systematic approach to the study of problems and tasks of improving the methodology and tools of strategic planning in the conditions of digital transformation of society, economy and management.Results: the issues of improving the goal-setting mechanism in the context of reforming the state strategic planning system of the Russian Federation in the context of digital transformation of the economy and management are considered. Assessments of the validity and effectiveness for setting and achieving goals in strategic planning documents in the framework of development programming at the federal, regional and municipal levels of government are presented. The state of institutional support for the tasks of setting goals of socio-economic development in the multi-level structure of public administration bodies is characterized. Axiological aspects of targeting coordinated activities in various types of organizational systems are described. The article analyzes the features and role of ownership rights to natural and intellectual resources by the implementation of the concept of sustainable development in the social state. The features of the implementation of property rights to natural and intellectual resources in the context of the implementation of the concept of sustainable development of the social state are analyzed. The role of property relations in the initiation and coordination of purposeful activity of economic agents in the space of national development has been determined.Conclusions and Relevance: The results of the study allow us to formulate a number of conclusions. Firstly, further improvement of the methodology of strategic management should be carried out in the context of the interrelated modernization of national models of economy, development and management. Secondly, the advance of methods and tools for substantiating long-term development goals should take into account the axiological foundations of goal-setting. And third, digital transformation allows to differentially describe the motivational function of public ownership by natural and intellectual resources of development.

Abstract:
Purpose: this article includes the review of the Japanese policy on the digital transformation transformation of the agricultural sector, description and analysis of the implementation cases, as well as identification of obstacles to achieve the expected results.Methods: the study uses the methods of structural, comparative and systems analysis and the principle of formal logic. The article is based on the analysis of scientific and analytical materials devoted to the problem of research. The factual basis is the framework documents of the Cabinet of Japan, media, reports of Japanese research institutes.Results: the article provides a brief review and analysis of the Japanese public of digital transformation of the agricultural sector, provides some cases, summarizes the interim results of the measures taken, identifies problematic factors that prevent the achievement of the expected results. The hypothesis is put forward about the key role of the government in the process of developing new standards for the digital transformation.Conclusions and Relevance: Japan agricultural sector is facing a severe labor shortage. The situation is expected to get worse in the next 5 years. The Japanese government expects that digital technologies and autonomous equipment will compensate for the lack of labor on farms, as well as provide a new stage in the development of the traditional agricultural sector. However, the digitalization of agriculture sector is not limited to the introduction of the latest technology, but also involves the development of new safety rules for the use of robotic tractors, unmanned aerial vehicles, improving farmers ICT education, and standardizing new agricultural terms. However, despite the promise of using digital technologies, the high cost of new equipment and the complexity of its use is a significant obstacle to the digitalization of agriculture in Japan. The study of the features of the digital transformation of the Japanese agricultural sector is very important for the effective implementation of industry projects that exist today in Russia.

Abstract:
Purpose: the main purpose of this article is to analyze the main trends and directions of development of industrial robots, as well as the problems associated with their distribution. To achieve these goals, the following tasks were solved: analysis of the dynamics of the stock of industrial robots, the structure of the stock of robots by region (Europe, America, Asia / Australia), as well as the annual volumes and structure of world sales of robots by key industries; analysis of the main tasks of industrial robots, performed by them in these industries, and the directions of their use; analyze the dynamics of the robot fleet by industry in different countries (Japan, USA, South Korea, China, Germany, etc.); analysis of indicators and problems of using industrial robots in Russia.Methods: the research methodology consists in a comparative analysis of the use of industrial robots in different industries (automotive, food, chemical, electronic, etc.) based on statistical data by country. A systematic approach, tabular and graphical interpretation of information was applied, analysis of the dynamics of the levels of the time series, the calculation of growth indices of indicators.Results: the analysis showed that the use of industrial robots reduces injuries at the workplace, production costs and improves the quality of the final product, productivity, flexibility and safety, which contributes to a significant increase in their use in both developed and developing countries.Conclusions and Relevance: recently, robotization has become available even in non-industrial countries. The introduction of robotization into production processes increases the competitiveness of the economy. The acceleration of digitalization and automation, as well as the ease of use of industrial robots, are driving their proliferation. In Russia, the wider use of industrial robots, the development of the industrial Internet of things and the implementation of digitalization are possible only on the basis of the restoration and further development of mechanical engineering, electronic and other manufacturing industries.

Abstract:
Purpose: this article is devoted to the study of issues and the creation of proposals for the formation of a model of indicative planning in the Russian Federation.Methods: the study is based on system analysis methodology. Program and strategic documents of the Russian Federation and modern scientific publications on the topic of research were used as materials for the work.Results: the author analyzed modern ideas about indicative planning and identified the problems of the lack of a systematic scientific and methodological approach in this area. Modern scientific literature does not have a single opinion on the theoretical and methodological provisions of indicative planning. Based on the analysis of foreign experience and Russian practice, the author presented proposals on the role and place of indicative planning in the system of strategic planning and project management documents in order to achieve the established development and security goals. On this basis, proposals are formulated for the formation of a domestic model of indicative planning. It was noted that the popular tools for implementing coherence, monitoring and adjusting goals through digitalization of strategic documents are part of indicative planning.Conclusions and Relevance: The approach to indicative planning is recommended as a process for the formation of a system of indicators (indicators) and the development of measures of state impact on economic processes based on indicators. In this regard, indicative planning should be considered as a combination: 1) the system of goals and objectives described by the corresponding indicators (indicators), 2) the system of measures aimed at achieving these indicators. This measure system also includes an indicative planning tool.As a toolkit, an approach is proposed that determines the conjugation of the two indicated blocks of indicative planning:architecture, which includes rules for building the system and structured on the basis of goals, objectives, indicators;tools that include balance calculations and mathematical modeling, as well as implementing on the basis of indicators the task of resource determination of goals for the development of a system of measures and management decisions.

Abstract:
Purpose: to consider in detail the impact of the COVID-19 pandemic on the modern world, in relation to three dimensions – the economy, society. Politics, to outline the most problematic points of negative effects generation, to propose directions for the restoration of the world system within the framework of the formation of a new post-COVID-19 ”normality”.Methods: includes the principles of systemic, theoretical-cognitive, institutional, instrumental and interdisciplinary approaches, mediated by the accepted in social science ideas about the relationship and interaction of subjective and objective factors in social processes with relative independence of the subject.Results: today, the world around us and human civilization, together with the impressive process of globalization, has entered the stage of the emergence of new challenges that were not previously presented to it or were not manifested so powerfully. The first of these challenges of the current 21st century is undoubtedly the COVID-19 pandemic. Today it is stated that, according to the most optimistic estimates, the fall of the world economy may exceed the crisis of 2008–2009. In terms of social practices and communications, COVID-19 is already forcing us to design a new “normality” that will become a reality in the post-COVID-19 era. In the field of politics, it is stated that in authoritarian and authoritarian regimes, a more effective public response to restrictive measures was ensured.Conclusions and Relevance: at the present stage, the market and the signals it gives, by asset class, recession and recovery patterns, should be closely monitored not only by economists, but also by sociologists. political scientists, politicians and public figures. Urgent and decisive political action is needed not only to contain the pandemic and save lives, but also to protect the most vulnerable in our society from economic collapse and to maintain economic growth and financial stability.

Abstract:
In this article a research of the nature of modern enterprises development is presented, characterized by moving from material-based to information-based economic products. It was discovered that economically developed enterprises have almost exhausted their potential for further growth due to organizational improvements, previously affecting mainly the material part of the economic product. Therefore, studies on improving the efficiency of the production organization of information economic products are becoming more and more relevant.Purpose: the main purpose of this research is to develop extended principles of lean manufacturing of information economic products. To achieve this goal following tasks were resolved: material intensity analysis was implemented, the structure of information economic product (IEP) was examined, traditional principles of lean manufacturing were reviewed and expanded for information economic product creation.The object of the research are modern industrial enterprises that apply the concept of lean manufacturing or similar. The subject of the research are the principles of lean manufacturing for creating an information economic product.Methods: the time series extrapolation method and the empirical analysis method were used to calculate the material intensity index of products. Abstract and comparative analysis methods were applied to develop the extended principles of IEP lean manufacturing. In addition, methods of analysis and synthesis, the historical method, as well as elements of factor analysis were used for the study.Results: the material and information structure of the economic product is considered and proposed. The nature of the dynamics of its changes in the process of changing the stages of technological and economic development of scientific and technological progress is justified, which allowed us to argue the vector of changes in the structure of costs for creating a modern material product in terms of increasing information and reducing material components. The constantly rising costs of creating information increasingly characterize it as a market product that has its own cost structure, which gave reason to classify it as an information economic product (IEP). In this regard, the structure of the information economic product was studied and developed, based on the analysis of the term of "information" both from the perspective of the organization and operational management and from the perspective of related branches of knowledge. As a result of the comparative analysis, extended principles of IEP lean manufacturing were developed.Conclusions and Relevance: the analysis of the material intensity index revealed a tendency to a continuous decrease in the material intensity of the economic product and an increase in the information component. As a result of the study of the structure of the information economic product, it was revealed that the potential for increasing the economic efficiency of modern industrial enterprises is primarily laid in improving logical data processing. It is proposed to achieve this by using the developed extended principles of IEP lean manufacturing, among which the main one is the principle of intellectual and creative reciprocity.

Abstract:
Purpose: this study aims to examine the influence of changes in inflation, changes in the rupiah exchange rate, changes in the money supply, changes in SBIS, changes in foreign exchange reserves and changes in interest rates on the return of Indonesian Islamic stocks.Methods: this study is focused on looking at conditions of macroeconomic changes that have an impact on the activity of the Islamic capital market, particularly on the return of Islamic stocks listed in the Jakarta Islamic Index. This empirical evidence is related to variable macroeconomic changes, namely changes in inflation, rupiah exchange rate, money supply, foreign exchange reserves, Indonesian Syariah Bank Certificates (SBIS) and interest rates on sharia stock returns for the period January 2014 – December 2019 obtained from Financial publications. Service Authority (OJK) and Bank Indonesia. The analysis technique used is quantitative analysis using multiple regression analysis tools.Results: the results of this study are (1) Variable Changes in Inflation, Changes in the Amount of Money Supply, Changes in Foreign Exchange Reserves, Changes in SBIS have a positive and significant effect on Stock Returns listed on the Jakarta Islamic Index, (2) changes in exchange rates have a negative and significant effect on Stock Returns listed in Jakarta Islamic. Index, (3) the Interest Rate variable has no effect on Stock Returns listed on the Jakarta Islamic Index.Conclusions and Relevance: the approach used by each variable starts with the conventional followed by the study of Islamic macroeconomics, in order to provide a philosophy of science and economics that refers to Baqir Sadr in the Iqtishaduna book. In this study, researchers examined macroeconomic variables on sharia stock returns to prioritize people's welfare and pay close attention to every investment process based on sharia principles. Therefore the public, entrepreneurs, investors and company performance must pay attention to information regarding changes in inflation, changes in the rupiah exchange rate, changes in the money supply, changes in Bank Indonesia Sharia Certificates (SBIS), changes foreign exchange reserves, and changes in interest rates in order to minimize risks for both investors and entrepreneurs. This variable can affect the movement of the capital market so that the return on Islamic stocks also has an effect.

Abstract:
Six years of the implementation of the Federal Law “On Strategic Planning in the Russian Federation” were focused on the development of documents and recommendations for them. This determined the fragmentation of public administration and strategic planning. However, according to the author, the basis of the strategic planning system that meets modern challenges and threats should not be documents, but processes. The introduction of new tools will allow the transition from project management and strategic planning to strategic management in the Russian Federation. Such tools include the introduction of management cycles of strategic planning, resource support for the realization of goals, the organization and implementation of the monitoring and control process, a system of continuous indicative planning and balance sheets.

Abstract:
Purpose: is to study the experience of mass implementation of remote work (telecommuting) in Russian companies during the isolation regime caused by the COVID-19 pandemic, to assess the opportunities for further development of this type of labor relations and emerging trends in the labor market.Methods: to accomplish the research tasks, universal general scientific methods are used: analysis, synthesis, abstraction, generalization, analogy, comparison, forecasting. The paper uses secondary analysis and interpretation of applied research data related to remote work issues. Also in the study the elements of statistical and structural-functional analysis are used. Results: we have studied the research conducted during the pandemic in relation to the opinions of employers and staff of Russian organizations about the experience of remote work. This made it possible to identify groups of its negative and positive factors. The main problem for everyone was the shortcomings of the organization of the remote work process, which affected the efficiency of labor. The main advantage was the economic benefits of the remote format. According to experts, today Russians have an interest and sufficient readiness for remote work. This is confirmed by the identified characteristics of the domestic labor force and data on the level of their digital literacy. However, on the part of employers, the continuation of this practice raises a considerable number of questions. Their problems are caused by a whole list of organizational factors that can neutralize the positive effect of the introduction of a new type of labor relations. At the same time, experts expect to increase the use of remote work in Russia, as well as expanding the scope of its application. The reviewed foreign experience shows a number of very successful examples of remote activities of English-speaking companies. International research reports predict a further increase in the spread of remote work. This will affect even those countries of the world where remote work was not widespread before the crisis.Conclusions and Relevance: despite the advantages and disadvantages, the practice obtained during the isolation regime revealed the potential of remote work and played a role of a catalyst in the development of this format of labor relations in Russia. Among the main trends emerging in the labor market are: improving the legal framework of remote labor relations, developing forms of remote work and labor management, applying it in new areas of activity and increasing the staff of companies working remotely.

Abstract:
Purpose: determination of the opportunities and definition of prospects of diversification in the field of production of new products (in the case of the nuclear industry), which allows to match the level of a new technological stage and to achieve state goals for import substitution, production of high-tech civilian products of the defense enterprises, creation of mechanisms for state support of leading industries.Methods: the research is based on a comprehensive analysis of diversification and production of new products using scientific and technical, institutional, organizational, and marketing approaches. Methods of empirical analysis were used to assess the opportunities and prospects for the production of new products by nuclear industry enterprises. The research also used methods of comparison, generalization, classification, and graphical representation.Results: as part of the study of diversification processes, the need for a special understanding of the term "new" in relation to technologies and products that correspond to both global technological trends and novelty from the point of view of the manufacturer has been identified. The reasons that motivate nuclear enterprises to develop new products (the need to diversify activities related to nuclear energy, expanding the production of high-tech products by defense enterprises) were determined. Global and national markets, major competitors, government support measures for a number of new products manufactured by the enterprises of the ROSATOM State Atomic Energy Corporation – wind energy, additive technologies, composite materials, digital technologies – were evaluated. It was shown that ROSATOM in some cases forms these markets in Russia creating opportunities for other enterprises. ROSATOM activities meet the world's leading manufacturers practice – the entire technology chain from materials to finished product building, key manufacturers combining. ROSATOM is developing the directions that require interaction between the state and business.Conclusions and Relevance: diversification, including the production of new products, corresponds to both promising organizational and technological trends (industry 4.0, etc.) and the needs of import substitution and diversification. The effective organizational approach is the competencies unification that allows to cover all redistributions and compete with leading global manufacturers. It is necessary to create national markets using public-private partnership where public corporations can play a leading role in order to develop the most promising technological areas. The state should form a system for supporting promising areas in new technologies and products fields.

Abstract:
Purpose: the study methodological approaches to assessing the level of development of the digital economy and develop recommendations for improving digitalization development management processes.Methods: the research methodology is based on the use of elements of various types of analysis, statistical methods and macroeconomic modeling methods. The empirical base is represented by a set of thematic materials, including statistical data from European Union countries.Results: the study presents various interpretations of the content of the concept of "digital economy", indicating its content in accordance with the evolutionary development of society and the progress of scientific and technological progress. Approaches to measuring the level of development of the digitalization of the economy on a global scale are considered. The absence of the universally recognized universal indicators and methods recognized in this field has been revealed. An analysis of the development of the digital economy in the countries of the European Union using the Digital Economy and Society Index (DESI) is carried out. A model has been developed that allows the grouping of EU countries taking into account the level of development of the digital economy and the characteristic features for each selected group of countries, which will increase the efficiency of managerial decisions in the direction of the development of CEs in specific conditions.Conclusions and Relevance: the differentiation in the level of development of the countries of the European Union determines the presence of significant differences in strategic priorities in the implementation of the digitalization of the economy. The main direction of digitalization of the economy should be considered industrial production. A new production paradigm is the formation of intelligent production based on the introduction of digital production and digital information technologies in the main stages of the product life cycle. Sociocyberphysical systems capable of solving key problems, both in the digitalization of production systems and becoming the locomotives of the growth of the new economy, are being formed in this context. They have the ability to interact with both the environment and the social sphere through the creation of new jobs. The developed model is focused on taking into account the specific features of the development of a country (group of countries), allows you to identify key problems in the development of the digital economy and timely take the necessary measures to solve them.

Abstract:
Purpose: to consider the evolvement of relationships between the structural elements of the financial mechanism in the public procurement framework and estimate their qualitative change under the influence of financial and economic instruments from the point of view of increasing the efficiency of using financial resources in the context of a program-oriented approach to budget expenditure planning.Methods: the research was conducted with the application of general and specific scientific methods, which include statistical analysis, analytical data processing methods, analogies, scientific generalizations, etc.Results: based on the analysis of changes in legal framework the author of the research performed evaluation of the interaction of structural elements of financial mechanism on the stages of planning, supplier selection, performance of contract; there were analysed perspectives of its development through transformation of integrated use of instruments, and defined evaluation marks of procurement monitoring within the governmental programs. The research demonstrated that, as the result of state procurements made within the period from 2017 – early 2020, upon the modernization of tools applied in the system, there can be observed a qualitative enhancement in interconnection of structural elements, which means decrease in labour efforts and duration of procurement procedures, as well as higher level of transparency on different stages of the process.Conclusions and Relevance: the analysis of legislative framework in state procurements segment and statistical data of the practice of their application demonstrates that the intensive reforming in state procurements segments is reasoned completely by the need to achieve the main foal of the public administration funding, which lies in the enhancement of effectiveness in the use of common financial resources. The fulfilment of the governmental order through the system of competitive procurements is aimed at the most complete satisfaction of the demands of all economic agents, including state, society, and population. The quality modernisation of tools applied on the state of procurement process provides an opportunity to lower the ordering customers’ labour efforts for elaboration of a schedule, diminish the terms envisaged for the planning, deciding on the supplier and performance of the contract. The switch to the electronic form of interaction among the participants, including the procurement documentation, reveals the opportunity to optimize the mechanism of financial control management and organization.

Abstract:
Purpose: the article is devoted to the ways to create adaptive production systems, taking into account the experience of the economies that have successfully emerged from the terminal crisis. One of the tasks is to improve the adaptability of the production system or, at the best, of the socio-economic system as a whole, in a now situation of uncertainty and unpredictable social, technological, structural, economic dynamics.Methods: an approach is based on the provisions of systemic economic theory, specifically on the representation of the socio-economic system in the form of a tetrad, comprising several key subsystems (sectors) that exchange resources (powers) that they possess.Results: noticeable contemporary conditions and the characteristics of the global socio-economic system are identified as a terminal crisis, which is determined by the depth and breadth to cover the regions, countries, industries with serious changes of a new quality in the functioning of economic objects at the different hierarchy levels. Such a crisis, in contrast to a structural crisis, affects all social groups, spheres of subject affairs and actors relations. The paper argues the quite relevant issue of how to make a systemic transition to a new model and paradigm of the economy. With this purpose, we have identified three groups of factors on which a model of the economy in a post-pandemic world can be based at least. Theoretical grounds and practical conclusions are given in order to carry out system assembly (synthesis) of a production system based on the model of the tetrad.Conclusions and Relevance: it is shown that the synthesis of all types of systems – socio-economic, industrial, innovation system – should be carried out on the basis on systemic economic paradigm, taking into account both the new current phenomena and peculiarities on the different economic levels. According to the author conclusion, some of the principles, proposed to organize and manage the corporate systems by Deming, can be used to increase adaptive ability of the production systems at least at the micro level of the Russian economy, which will inevitably be being transformed in a post-pandemic world.

Abstract:
Purpose: the main goal of the research is to develop a humanistic approach to digital transformation management based on the principles of social responsibility in the current uncertain environment.Methods: the research is based on the integration of conceptual approaches to understanding the specifics of the functioning of a modern organization in the context of digital transformation and the impact of the new crisis on Russian business. The author attempts to determine the emerging trends in the impact of the coronavirus pandemic on the decisions made by company managers in relation to their employees. The basic concepts of the research cover the areas of digitalization of the economy, humanization of economic growth, human capital, personnel management, and social responsibility of business.Results: the analysis of the combined influence of factors of economic, technological, demographic and cultural Genesis on the formation of a new approach to the construction of interaction between organizations and people in the direction of greater emphasis on anthropocentrism. It is determined that this kind of relationship should be based on the principles of socially responsible business behavior, recognizing the person as the main resource for digital transformation, achieving commercial success and sustainable development. The article assesses the real situation in the labor market and in Russian companies under the influence of digital challenges and the coronavirus pandemic. It is emphasized that the demand for social orientation of business increases many times during crisis periods, during which there is a rethinking of values and the formation of new foundations for future development. Recommendations are given for eliminating or minimizing the conflict between humanistic and technocratic approaches in the management of companies based on the principles of social responsibility.Conclusions and Relevance: the solution of a set of tasks for the digital transformation of the economy, saturating the business environment with new technological solutions, in the current conditions of uncertainty formed under the influence of the coronavirus pandemic, actualizes the problem of preserving humanity in a technologizing world. It is imperative to find ways to remove the generally accepted (perhaps far-fetched?) contradictions between human essence and technological transformations. Companies, while adopting strategic guidelines in the field of goal setting, building their potential and building prospects, should give priority to the development of human resources as an integral element of technological progress and a key factor in creating long-term value for companies and society as a whole.

Abstract:
Purpose: this research is about the impact of the product quality, price, halal labeling, and brand ambassador for the purchasing decision of halal cosmetics product.Methods: the research samples involves 400 female respondents with age 20–49 based on income category, education and kinds of jobs in Palembang city, analysis using the Logit Analysis Method.Results: (1) the probability of the dominant factor in affecting the purchasing decision of the halal cosmetics product namely price; (2) the product quality, income, halal labeling, and brand ambassador have positive and significant impact; (3) the price has negative and significant impact for the purchasing decision of the purchasing decision of the cosmetics product.Conclusions and Relevance: overall, there are five potential factors which affect the purchase of the halal cosmetic product. This important aspect should be attention in the cosmetics halal purchase, because it is not only about the price but also the religiosity aspect such as knowledge, attitude, Islamic brand and subjective norm before deciding to buy the product.

Abstract:
Purpose: the purpose of the study is to analyze the state of technological development and technological structures of the region, identify the features of knowledge management and develop a model for using new knowledge using digital technologies.Methods: the research is based on the use of the methodology of the system approach, the use of methods of economic and statistical analysis, scientific abstraction, analogies and scientific generalizations. During the development of the proposed topic, classical and modern works of domestic and foreign scientists, statistical and empirical material collected in the course of field research were used. In the part concerning the technological development of the region, aspects of the theory of technological structure are used in the interpretation of domestic and foreign researchers. The experience of determining the integral indicator of the state of technological structure in the region's subjects was used.Results: the study showed that in the economy of the studied district there is a high lack of demand and immunity of scientific results from the real sector, as well as significant demand constraints, which in turn are associated with the fact that the conditions for competition are insufficiently developed here. The district subjects have not developed strategies for switching to a new format of development using innovation and digital technologies.Conclusions and Relevance: it is necessary to change the existing practices and policies, each region needs to develop its own mechanism and approach to the digital economy and technology transfer, depending on its characteristics. The proposed model of knowledge management based on the use of digital technologies and artificial intelligence can become one of the tools for realizing the potential that the district has. Using new technologies and technological developments, it will be able to fit into the new technological order and ensure economic growth.

Abstract:
Purpose: the main purpose of this article is to present and develop a cyclic approach in the theory of innovation. This section of economic theory is based on the understanding of the innovation process as a dynamic system that develops (depending on the type of innovation) within the medium or long-term cycle. The cyclic approach has an insufficiently studied subject of research. In theoretical and practical aspects, this approach is very poorly developed, despite its prospects for this method. The application of the cyclic approach in the practical sphere will increase the effectiveness of activities planning in the field of the state innovation policy, as well as increase the efficiency of the state resources using.Methods: a set of methods of theoretical research is used, including: logical, system and abstract methods, as well as specific scientific (special) research methods. Based on the study of a wide range of scientific literature, as well as statistical and factual information on innovative issues, models (modeling method) were drawn up, which were graphically fixed in the figures illustrating the main provisions of the article.Results: this article develops the cyclic approach to the innovations study, proposed in the works of foreign and domestic scientists. The article describes and presents a scientific method of innovative processes management, called "triad of innovative and transformative activity". The article also contains a brief overview of the cyclic method development in the works of domestic and foreign researchers, giving a general idea of the elaboration degree of the scientific question.Conclusions and Relevance: the analysis of the main theories and concepts in the field of innovation, gives reason to argue that scientific views on the implementation of the innovation process contain a serious omission. It consists in the fact that it does not take into account the influence of cyclical conditions of various medium-term cycle phases or long-term cycle stages. In practice, this leads to asynchronous processes that prevent the effective innovation activities.

Abstract:
Purpose: to reveal possible directions of the development of the radio electronics industry of Saint-Petersburg on the basis of the research of its features, and to propose economically reasonable alternative in relation to the current situation.Methods: the article is based on the analysis of modern literature on the development of Russian mechanical engineering, in particular the radio electronics industry, processing of annual financial statements of enterprises of the radio electronics industry of St. Petersburg for the period 2013–2017. The article uses the following methods: analysis, synthesis, grouping, comparison, observation, generalization.Results: the literature devoted to the radio electronics industry, its transformation and development is critically analyzed. It is concluded that there are only theoretical developments and it is necessary to research the dynamics of cost indicators and qualitative transformations of the production activity of enterprises. The scheme of composition of radio electronics industry products in relation to production processes is presented. Data sources for the enterprises of the radio electronics industry are described. The author presents a sample of enterprises.To obtain the results of the study, the following feature of the radio electronics industry in Saint Petersburg is highlighted: the concentration of many manufacturers of various products with almost identical production processes. Various scenarios of development of the explored enterprises are described.On the basis of research of coefficients of input of the equipment and sales growth for the period of 2013–2017 we grouped the enterprises. We revealed, that the greatest economic effect from optimizing the organization of production activity can be achieved in medium-sized enterprises.A way of the most effective use of the current situation in the industry is proposed, which consists in creating a software platform that unites the production equipment of enterprises of the radio electronics industry. The prerequisites for the implementation and usage of the proposed software platform are researched.Conclusions and Relevance: the author propose the option of the most efficient use of the existing situation in the modern industry (nonoptimal distribution of the equipment). The option consists in creating a software platform that will unite all the production equipment of the enterprises in the information network for the purpose of optimization of the machine utilization. This suggestion matches the trends of modern scientific researches and may be carried out by using modern digital technologies. The proposed recommendations and results are reasonable to use in the development of the state industrial policy and in designing a strategy for the production by the enterprises.

Abstract:
Purpose: development of an economic-mathematical model for quantifying the economic processes of the constituent entities of the Russian Federation as part of the implementation of regional strategic planning procedures as an instrument for solving the problems of modernizing the Russian economy. To achieve this goal, the following tasks were solved: requirements for the model were formulated; composition fixation and categorization of economic processes completed; the layout of numerical indicators; justified the use of the modeling method; the proof of model performance.Methods: in the study of the problem, the search and development of solutions, methods of comparative analysis, economic and mathematical modeling (regression analysis, correlation analysis, factor analysis, index methods), statistical data processing methods, as well as specially developed application software were used. The regional economic system is considered as a structure that includes a number of autonomous subsystems, each of which is characterized by certain objectively measurable indicators.Results: an economic-mathematical model of the regional economic system of the subject of the Russian Federation has been developed, the functionality of which is sufficient to justify causal relationships between indicators characterizing its current state. Seven systemic economic processes are formalized, the corresponding pairs of «factor-indicator» are arranged, where the factor is an indicator directly controlled by regional authorities, and the indicator mainly shows the macroeconomic quality and dynamics of the process. The proof of the model’s performance was carried out by the experimental method, including in the calculations the indicators of the constituent entities of the Russian Federation that are part of the North-West, Volga and North Caucasus federal districts.Conclusions and Relevance: applying the developed methodological and practical approaches in practice, it is possible to reasonably solve the problems of regional strategic planning, that is, to form a system of priority long-term guidelines that can be achieved using the appropriate set of measures. It is assumed that the applied solution developed for the purposes of this study, subject to its refinement and adjustment to the tasks of a particular region, can become the core of a development management decision support system.

The solution to the problem of managing the creation of new generation technologies is presented as the fastest possible implementation of projects to search for innovative solutions that meet the requirements of competitiveness. Mathematical models of the formulated problem are considered. Examples of practical tasks for managing the development and development of new generation technologies are given.Conclusions and Relevance: the dynamics of development and the economic conditions for the transition to technology modernization are determined by the need for further development of new generation technologies in the interests of full use of the innovative potential of this generation. Purpose: the article analyzes the tax policy of the Russian Federation and judicial practice of the cases related to tax legislation from the standpoint of business safe development and protection of state interests; contains measures that allow the formation of adequate tax relations between the state and business aimed at the development of the national economy.Methods: tax relations consider in two aspects: from the position of state interests, on the one hand, and subjective perception of business, on the other. In the research process, economic and statistical methods for processing analytical data, graphical and tabular methods for visualizing research results used, as well as methods for complex, system, comparative and structural-functional analysis and traditional general scientific methods: analysis, synthesis, induction, deduction, comparisons, generalizations, analogies, etc.Results: the author has performed an analysis of the structure and dynamics of tax revenues to the budget system of the Russian Federation and the results of the consideration of tax legislation application in terms of meeting the claims of various parties and the amounts recovered from lawsuits of tax authorities and taxpayers. The features of the regulatory framework to protect the interests of the state and business in the field of tax relations have considered. The key threats and opportunities for development at different levels of the functioning of tax relations have identified and specific measures aimed at improving the mechanism of tax relations between the state and business have proposed.Conclusions and Relevance: analysis of judicial practice shows an increase in the fiscal focus of the results of the consideration by the Arbitration courts of the cases related to tax legislation. The formation of a set of specific organizational and legal measures in the field of taxation aimed at improving business protection is necessary for protection of the state interests and the safe development of the national economy. They are the organization of effective interaction of business with regulatory authorities; reduction of taxation of investments in fixed assets; development of mechanisms for protecting the rights of investors.

Abstract:
Purpose: this article aims to determine key characteristics features of venture capital investments models in the context of the development of innovative enterprises. For this purpose the authors conducted analysis of the current state and key differences of venture capital investments models in Russia and in the USA, determined fields and ways for further improvement of domestic models of venture capital investments.Methods: to achieve the stated goal, theoretical research methods - abstraction, analysis and synthesis were used. Adoption of these methods, led to analysis of the theoretical basis of venture capital investments models and identification of key features having the greatest practical significance. The models of venture capital investments in Russia and the USA were studied, and a quantitative and qualitative comparative analysis of the elements characterizing the models of venture capital investments was carried out. The study was based on the data published by the national associations of venture investors and the information database of venture capital companies Pitchbook.Results: this article reveals the importance of venture capital investments as the main factor affecting the innovative development of the Russian economy. In modern conditions, venture capital investments are a key tool that helps bring financial resources to young innovatively active companies. This article summarizes results of the study of the theoretical base of venture capital investments models and the historical dynamics of venture capital investments in Russia and the USA. A comparative analysis revealed similarities and differences between the following elements, characterizing the models of venture capital investments in Russia and the USA: stages of development of venture capital companies, types of investors and sources of venture financing, distribution of venture investments by industry, exit strategies and organizational forms of venture capital investments. The paper as well summarizes fields and ways for further improvement of models of venture capital investments based on a comparative analysis.Conclusions and Relevance: based on the conducted research and comparative analysis of venture capital investment models in Russia and the United States, the proposals for further improvement of Russian venture capital investment models were developed and presented in the article.

Methodological approaches of risk management models include concepts, approaches aimed at the problems of risk management in the formation and implementation of regional innovative development programs, studied in domestic and foreign literature; mathematical apparatus of dichotomous and network programming.Results: the article provides a methodological justification and description of the criteria aspects of managing such tasks, risk analysis, develops a theory of project risks of a complex of innovative development programs for regions, presents models for assessing complex risk of a program, gives a statement of the problem of risk management and the formation of multi-purpose programs taking into account complex risks, as well as limitations for financing medium-risk and high-risk programs, algorithms for solving the risk management problem by dichotomous methods and networks are presented of programming. The transition from program-targeted management to integrated (joint system use of the project and scenario approaches) was completed, which allowed us to consider them holistically, form a complex of projects–programs, apply risk management mechanisms based on qualitative assessments and propose quantitative models for managing project and program risks of a program complex.Conclusions and Relevance: the proposed approach can be used in the formation and implementation of many program-targeted documents of the state and regional level with the transition to project management, as a tool for analysis and accounting of risks.

Purpose: of the article is to prepare evidence-based proposals for the formation of document architecture, strategic planning, fundamental for modern needs and ensuring the integrity of the strategy for all levels of government and business, as well as to ensure the implementation of the principles of unity, integrity, continuity, continuity and delineation of powers in organizing and system functioning, strategic planning as part of a single management cycle. In the framework of the task of creating the architecture of documents, strategic planning also solves the important task of linking issues of socioeconomic development and ensuring national security, and as a result – improving the efficiency of public administration, ensuring coherence and coordination of the country's strategic priorities. Methods: the main method of work is the disclosure of the principles of strategic planning. The architecture of strategic planning documents under development is based on the disclosure of regulatory acts of the Federal Law dated 28.06.2014 N 172-FZ “On Strategic Planning in the Russian Federation”. Results: the absence of normatively fixed principles and a system for ensuring strategic planning, as well as the procedure for implementing strategic planning, leads to inconsistency of the approved strategies and forecasting, the development of new documents and studies in the Federal Law “On Strategic Planning in the Russian Federation” and other violations of the systematic approach. In this regard, it is necessary to determine the architecture of the system of strategic planning documents developed as part of the target definition, forecasting, planning and programming.Conclusions and Relevance: the architecture of strategic planning documents proposed in the article is based on the creation of a three-level document system with a central place in it the National Security Strategy of the Russian Federation as the main document of strategic goalsetting. In accordance with Federal Law N 172-FZ, the level of forecasting, target definition, planning and programming allows you to add a conceptual level that ensures the quality of the overall ideological superstructure, which should provide an idea of what kind of character for the state and its position in the world the strategic planning system should provide. Taking into account the task of minimizing amendments and clarifications to the Federal Law “On Strategic Planning in the Russian Federation”, the proposed changes are more in the nature of clarifying the provisions of this law. The architecture of the documents built in this way will allow implementing and, if necessary, further detailing the principles of strategic planning defined by law 172-FZ and, above all, the principles of continuity, balance of the strategic planning system.

Abstract:
Purpose of the article is to consider the features of the integration development of the Eurasian economic Union and identify possible priority strategic directions.Methods: the presented study is based on a systematic approach. Such universal methods of scientific knowledge as analysis and synthesis, induction and deduction are applied. The elements of comparative, strategic, functional and economic analysis are used. Analytical documents of the Eurasian economic Commission, EAEU statistics, profile and thematic reports were used as materials for the work.Results: the study reveals the goals set by the participating countries of modern world integration associations. The motives that induce different states to form economic unions are considered. Negative trends in the development of modern integration processes in countries with developing economies are revealed. The reasons impeding the expected efficiency of their integration are highlighted. The existing models for the implementation of economic strategies that are used today in most integration communities are analyzed. These models make it possible to make the best use of existing competitive advantages and unlock the potential of the participating countries. Special attention is paid to the study of the features of the integration processes of the Eurasian economic Union, which directly affect the possibilities of its development. The approach of the governing body of the EAEU, the Eurasian Economic Commission, to the development of the development strategy of the association is considered. Priority directions on the basis of perspective industries are recommended. Their joint development will allow the most effective disclosure of the competitive potential of the Eurasian economic Union in the framework of the chosen strategy.Conclusions and Relevance: for the successful development of the EAEU, it is necessary to refer to the experience of existing models for the implementation of integration potential. Today for the union it is advisable to use elements of practically all variants of strategies in various combinations and apply them to the selected list of priority industries. Currently, the main task of the leadership of the EAEU states is a joint compromise definition of strategic development directions. At the same time, it is important that all participating countries in the process of implementing the strategy contribute to the removal of barriers that impede the effective development of the identified strategic directions.

Abstract:
Purpose: the aim of the article is to develop a methodology and practical tools for effective digital transformation of high-tech enterprises. For this, a number of tasks were solved, including the development of original economic and mathematical models that describe the change in the functional business strategies of a high-tech enterprise; selection and formalization of model variables; development of organizational design methods for flexible robotic structures and models for determining the parameters of flexibility and productivity of a robotic structure; software development of digital transformation processes.Methods: in preparing the article, methods of systems theory, project management of an innovative focus, mathematical modeling and a number of other methods were used.Results: a set of information systems for decision support in the areas of design and economic activities of a high-tech enterprise has been developed. The design of such systems was due to a number of circumstances. Firstly, the need to transform traditional information technologies used in the practice of a high-tech enterprise into digital information technologies. Secondly, the need for a high-tech enterprise in original applied software applications that provide solutions to innovative and economic problems, taking into account the specifics of the enterprise. To do this, an analysis was performed and models of data collection and storage were proposed for solving the problems of information support of the economic activity of a high-tech enterprise. The possibility of using a consistent data model in organizing the management of receivables and payables is shown. Cross-platform software was developed for the support system for decisions made by a high-tech enterprise, and a convenient user interface was implemented.Conclusions and Relevance: the study showed that it is advisable to create information systems as hierarchical structures covering the strategic, tactical and operational levels of management. In order to bring the automation level of the control and production subsystems into conformity, industrial robotics must be integrated into the created production links.

Abstract:
Purpose: this article includes the review of the Japanese policy on the national economy Digital Transformation, using the case of implementation of artificial intelligence for production and services, description and analysis of the current results, as well as identification of obstacles to achieve the expected results. Methods: the article is based on the analysis of scientific and analytical materials to the problem of research. The factual basis is the framework documents of the Cabinet of Japan, media, reports on research conducted by Japanese research institutes. Results: the article provides a brief review and analysis of the Japanese public policy of the development of AI technology, summarizes the interim results of the measures taken, identifies problematic factors that prevent the achievement of the expected results. The hypothesis is put forward about the insufficiency of government efforts to monitor and analyze the activities already implemented, the lack of practice of taking into account failures in the formation of new programs and projects. Recently, significant attention to the development of AI technology is paid in Russia. In 2019, Russian President Vladimir Putin approved the "National strategy for the development of AI until 2030". It is expected that the using of digital technologies, will increase the competitiveness of the national economy, improve the welfare of society. In this regard, the study of Japan's experience as one of the technological leaders in the development and using of digital transformation, is especially important. Conclusions and Relevance: To solve the current socio-economic problems, Japan government relies on the development of the advanced technologies. At the same time, the government continues to develop measures to stimulate the cooperation of the academic and industrial sectors to conduct joint R&D on priority technologies. However, due to the "closed" nature of Japanese corporations and the relative independence of government plans in determining the technological priorities development, the corporate sector is reluctant to follow government recommendations on the using new technologies in management and production processes, as well as joint projects with the academic sector are not large-scale and are rather formal. This situation indicates the continuing unpreparedness of key NIS participants for the perception of the advanced technologies and digital transformation.

Abstract:
Purpose: the purpose of this article is to study the challenges of higher education in the digitalization of the economy and ways to overcome them. Achieving the goal is provided by identifying the system attributes of the digital economy, the gaps between the needs of the digital economy and the possibilities of providing them with the current education system, the problems that arise and the possible directions for solving them in connection with the tasks of innovative development of Russia. Methods: the study is based on a systematic approach, including a functional-structural method, multi-level and hierarchical in combination with the historical-dialectical method. These methods make possible to identify the occurrence of qualitative transformations of the system from reaching quantitative boundaries, a change in the main opposing forces and the nature of their interaction in the system, the direction of negation of the previous stage of the system and the fundamental characteristic of its new state. The combination of these approaches predetermined the choice of specific research methods: phenomenological, comparative, inductive. Results: the fundamental difference between the digital economy as the fifth technological paradigm and all previous ones have been formulated in the context of biological and socio-cultural evolution. The connections of digitalization with innovative development, technological and social singularity were shown. The system challenge of digital economy to the education, that includes the functional-structural, psychological, pedagogical and institutional ones, has been revealed and disclosed. Directions of interdisciplinary research are proposed that allow answering these challenges, as well as some methodological innovations that allow to accelerate and to increase the efficiency of the learning process, in particular, programmable learning applications that self-adjust using individual dynamic cognitive profiles of students formed in the learning process. Conclusions and Relevance: the functional and structural challenge to the education system creates significantly complicated requirements for the qualitative characteristics of human capital. They are manifested in an increase in the volume of relevant competencies and the speed of their obsolescence, shift of emphasis from standard unidisciplinary to inter- and multidisciplinary problem tasks, in new relations between the depth of professional knowledge and the breadth of general cultural orientation. The incomplete readiness of cognitive psychology and pedagogy to bridge the gap between the explosive growth in the volume of relevant knowledge and the limited speed of its development forms the content of the psychological and pedagogical challenge, and the organizational and economic disconnection of education and business exacerbates the challenge with the institutional component. Abstract:
Purpose: the main purpose of this article is to systematize scientific approaches in the field of innovation research, as well as to identify the leading trends and directions of development of innovation theory.Methods: a wide range of research methods was used during the preparation of the article, in particular: system, logical and conceptual-methodological methods.Results: this article contains a detailed review of the leading scientific approaches to the innovation study formed in the last century. The analysis of these scientific theories is carried out. The periodization of the innovation theory development formed by V.Y. Yakovets in 2004 is also updated and supplemented. The author proposes to conduct the process of development of this theory, including the periodization and chronology of stages, starting from the period of origin of the innovation doctrine to the present day.Conclusions and Relevance: the analysis of the leading concepts and theories suggests that scientific ideas about the role of innovation in the economic process have undergone a significant evolution in the 100-year period of their development. From the technical and technological perception of their role, these scientific ideas have progressed to the present time in the direction of the socio-humanitarian paradigm of innovation.

The article discusses the impact of the formation of a digital platform in the public administration system on the nature of the management tasks of strategic planning. The mainaspects of the assessment of changes in the spectrum and content of strategic planning tasks due to the digitalization of management technologies are formulated. The composition of the tasks of strategic planning is described taking into account the state of the current institutional base. Modernization of information technology along with a general change in the conditions for the development of socio-economic systems determines the corresponding changes in methods and mechanisms of public administration. If the general purpose of all work is to study problems of development and implementation of strategic programs of STD in regions of the Russian Federation with different level of modernization, at the first stage the question of organization of work in regions with external, infocommunicative side was raised, and at the second stage from subjective position, on the basis of assessment of the situation from the social and organizational side. Hence the similarities and differences in methodology, methods and outcomes at each stage. Each of them is of interest in assessing the work in this direction, but the comparison of the data obtained is of particular importance. If the first phase involved work to inform the public and potential participants about the forthcoming work on the STD and, Accordingly, on the readiness of the authorities and management to implement it on the materials of remote analysis of official sites of the regions, The second phase focused on finding out: How it is perceived by specialists in terms of creating a favourable social and organizational environment in the regions for the implementation of the adopted strategies.Purpose: obtaining an assessment of the readiness of regional authorities to create favorable social and organizational conditions for successful activities according to certain criteria and elements of innovative and technological systems.Methods: the methodology of the study takes into account the logic and content of the elements of the first stage of the program, but it is markedly different from them. General is the setting of the problem, the presence of related elements of the program (problem, object, subject, hypotheses, goal and tasks, nevertheless there is a difference in methods and procedures), in terms of using empirical scales and interpreting the results. Abstract:
Purpose: the main purpose of this article is to improve forecast-oriented management of the segmentation of regional labour markets for the professions that are in greatest demand in the main groups of the All-Russian Classifier of Occupations. The following tasks should be addressed towards this goal: 1) to group Subjects of the Russian Federation and identify, on forecast basis, the influence factors behind the dynamics of the vacanciesposted; 2) todevelopatoolkitandprioritisetheinfluencefactorsestablishedandtheirinter-relationshiplevel; 3) to preparegroupingsof the regions with the maximum number of vacancies posted in the All-Russian Database of Vacancies for the most needed professions, specialities, and occupations as per the ОК 010-2014 All-Russian Classifier of Occupations using the results of two waves of longitudinal investigation; 4) to justify the methodology and toolkit for calculating the integral ratings of Subjects of the Russian Federation; 5) to find out, on an expert basis, the level of high technology employers’ interaction with job centres; and 6) to summarise the instrumental and methodologicalaspects developed and the proposed measures for qualification-based management of the segmentation of regional labour markets.Methods: this article is based on the introduction of elements of a forecast-oriented approach to employment support using the results of regular monitoring efforts by the Russian Ministry of Labour in this area.Results: the article shows that the increase in the number of the vacancies posted by employers in the “Work in Russia” All-Russian Database of Vacancies results from their active engagement with job centres, raises the level of the realisation of businesses’ needs for skilled and professional employees and relieves tensions in regional labour markets. Support of employment is closely related to labour productivity growth, particularly in high technology sectors.Conclusions and Relevance: the materials discussed in the article present elements of forecast-oriented management of job centres aimed at regional labour markets’ segments for the professions and skilled levels required by them. The studies presented develop labour market economics with a view to better regulation of demand for and supply of employees with the required qualifications in the light of the current challenges, including the digitalisation of the economy. The practical use of the results of this article will help update the practice of management of the employment authorities at the federal, inter-regional and regional levels in the light of the results of the “Labour Productivity and Support of Employment” national project that is being implemented.

Abstract:
Purpose: it is to determine the most important factors that condition the ability of an enterprise to successfully implement the big data as a new economic resource.Methods: the methodological foundation of this research is the analytical framework of the resource-based view, which is applied to highlight the most important factors of the organizational capacity for the implementation of big data into economic activity. These factors are classified by blocks of internal factors of the organizational capacity in two hierarchical levels (organizational and individual). The study is based on the primary information obtained through a survey in the form of semi-structured interviews of managers and experts of the companies pioneering in implementation of big data.Results: a based on the analysis of scientific publications in accordance with positive and normative approaches to the understanding of big data, the concept of "big data" as an economic resource is developed. Its attributes are identified with emphasis on the heterogeneity of big data which allows filtering information about the subsystems of a complex economic system representing the modern enterprise. This information cannot be obtained from traditional sources of economic data. By systematizing the primary information on the projects of implementation of big data into economic activity by foreign companies by applying the analytical framework of the resource-based view, the key conceptual factors of the organizational capacity for the use of big data and relationship among significant factors have been identified. These key internal factors emerge as a result of the revolution in information technology and represent the necessary condition to ensure the transformation of the analytical procedures for decision making at the corporate level based on big data. The study reveals that sufficient condition represents a system of intangible resources and organizational capabilities, the most important of which is the capability to coordinate data processing and analysis. This capability, in a system with the other key organizational level capabilities, enables the integration of analytical and data processing technologies, on the one hand, and individual competencies of employees, on the other.Conclusions and Relevance: the implications of this study are aimed at researchers studying the problems of the information and networked economy, and practitioners of the Russian companies that are implementing or consider the implementation of the big data into economic activity. In business perspective, the most important implication of this research is that effective implementation of big data is not a technical challenge but an organizational and economic one. The basis of the organizational capacity for the implementation of big data is information resources, human resources and corporate culture and systems (technologies) for data processing and analysis.

Purpose: the main goal of the work is to study conceptual approaches to the essential basis, architectonics and conditions for the formation of intelligent companies, as well as to identify criteria for assessing the maturity of intelligent systems at micro and macro levels.Methods: the study is based on a systematic approach to the understanding of intellectual capital, which defines it as a complete structured system, which is the basis of an intellectual company. The concept of intellectual organization was considered in logical connection with the concept of learning organization, which, in turn, was the result of the evolutionary development of the theories of human and intellectual capital, organizational culture, the theory of network organization.Results: the analysis of conceptual approaches to the interpretation of the basic categories of research – "intellectual capital" and "intellectual company". The conceptual scheme is presented and the structural and functional analysis of intellectual organization is carried out. Conditions of formation of the intellectual company are revealed, the contour of application of intellectual systems in a number of spheres of economic activity is outlined. Examples of foreign and Russian companies positioning themselves as intellectual are given. A review of methodological approaches to assessing the maturity level of intellectual systems of companies with the possibility of building national and global ratings of intellectual companies. The assessment of a real situation on indicators of intellectual assets of the Russian companies at the national and global levels is given. The measures aimed at Russia becoming one of the leaders of intellectual progress are proposed.Conclusions and Relevance: in the context of the growing intellectual trend of the global economy, Russia has no other way than the way of intellectualization of the national economy, the key resource of which is the human intellect. Abstract:
Purpose: the purpose of this article is to consider the usage of targeted methodological and organizational methods of complex socio-economic development management, as well as to research the practice of developing national-scale projects and programs.Methods: the methodology of the study is based on the theoretical foundations of target processes management for solving complex development problems, system analysis methods, research of operations and economic analysis of complex system development.Results: consideration of the implementation experience of the Russian Federation national projects and programs since 2005 helps to identify both advantages and disadvantages in solving social and economic problems. Organizational and methodological shortcomings of national projects development, as well as estimation of limitations and difficulties for complete goals achievement in the chosen case projects have been presented.Conclusions and Relevance: the presented national projects aimed at achieving the goals of the May Decree of the President of the Russian Federation should serve as a guide for the concentration of financial, logistical and intellectual resources to solve national large-scale complex problems. Abstract:
Purpose: this study aimed to examine the factors affecting millennial consumers’ demand for halal labeled bakery products (sweet bread).Methods: this research used a quantitative approach to estimate the dominant factors affecting Muslims’ demand, based on multiple regression analysis using the Ordinary Least Square (OLS) method.Results: (1) The prices and income had a positive and significant effect on millennial consumers’ for halal-labeled bakery products. (2) The halal issue had a positive but insignificant effect on millennial consumers’ demand for halal-labeled bakery products. (3) millennial consumers’ demand for halal-labeled bakery products did not vary depending on taste and method of payment.Conclusions and Relevance: the price was a determinant factor in the demand for halal bakery products. So we recommend that millennial consumers should consider both bread price and quality and whether it is halal or not. The halal concern had actually a positive but insignificant effect, because millennial generation students are expected to pay more attention to the halal issue by considering halal labeling and composition of bakery products (sweet bread) and by having knowledge of halal products.

To achieve this goal, the following tasks were solved: formulated the main aspects of process-oriented quality assurance services in health care; a model was built for the implementation of a process-oriented system for ensuring the quality of services in the conditions of the Arctic territories; developed guidelines for the practical implementation of a process-oriented system to ensure the quality of medical services in the Arctic regions of the Russian Federation.Methods: this article is based on an interdisciplinary concept of ensuring the quality of medical services provided in relation to the specifics of the functioning and development of treatment-and-prophylactic organizations based on a process-oriented approach.Results: the most important direction of development of the national economy is to ensure an adequate level of quality of medical services provided in health care organizations and in the formation of patient-oriented service for end users (patients), which is especially important for the Arctic zone of the Russian Federation. The article analyzes foreign sources regarding the use of a process-oriented approach to the issues of ensuring the quality of medical services provided. Also in this publication a model of process-oriented quality assurance of medical services in the conditions of the Arctic territories of the Russian Federation is formed. Practical recommendations for the effective use of process-oriented mechanisms ensuring the quality of medical services in the Arctic regions of the Russian Federation have been developed.Conclusions and Relevance: the materials presented in the article show the special role of the health care system in social and economic processes. The proposed model of ensuring the quality of medical services is recommended for use not only in the represented region, it could be effective for all organizations in the field of health care, regardless of the form of ownership and organizational-legal form, as well as territorial location. Research conducted in this article represents the development of scientific ideas about modern technologies to ensure the quality of medical services in a regional perspective. Abstract:
Purpose: the aim of the thesis – analyze the innovation development of the regions belonging to the Russian’s Arctic area.Methods: the methodological foundations of the research are based on modeling scenarios, analysis of open statistical sources, projected estimates and calculations, projected methods. As open statistical sources were used the data of the official statistics, analytical materials of international organizations, federal and regional authorities.Results: the result of the study is existing methods for assessing the innovative development of the regions, analyze of the innovation development among regions belonging to the Russian’s Arctic area. In addition, on the basis of the calculations carried out, the advantages and obvious drawbacks of the methods common today, as well as the presence of a connection between them, were identified.Conclusions and Relevance: the calculations, which allow to evaluate the innovative development, showed that in the regions of the circumpolar zone there is a low level of innovative development, which in turn becomes an obstacle to the implementation of large investment projects for the development of new fields. In such conditions, it is necessary to create research and development sites, however, since there are no prerequisites, not in the territory of the Arctic zone, but adjacent regions, where prerequisites for scientific research have already been created.

The scientific review carried out by the authors is positioned in the existing set of studies and sets the directions for future research in the field of the economic security of business that are necessary for understanding this phenomenon.Conclusions and Relevance: Russian and foreign studies in the field of mergers and acquisitions differ in the methods and form used to substantiate the findings and results of research. The problems of business security and protection against hostile takeovers have interdisciplinary nature, while the threats of hostile takeovers can be both external and internal. Improving the legal framework along with economic mechanisms will allow creating conditions for protecting the interests of investors, enhancing business activity and business efficiency. The measures used in world practice for protection against hostile takeovers are of limited use in Russia due to the relative youth of the phenomenon itself and the domestic capital market, as well as due to the specifics of Russian legislation. In this regard, it is necessary to continue further research in this sphere.

Abstract:
Purpose: in the Arsenal of economic theory, there are many models applicable to the development of the country's economy. Currently, along with the need for the development of the digital economy, various paradigms are proposed, including advanced development. The purpose of the study is to show that advanced development is a multidimensional phenomenon, it includes many factors, including technology. The task is to reveal the role of technology in the advanced development of the region.Methods: the methodological basis of the study is based on the use of a systematic approach and General scientific methods: scientific abstraction, analysis and synthesis, generalization, system-structural analysis, methods of statistical analysis and groupings.Results: it is proved that in the conditions of increased competition between the countries the most acceptable is the transition to the paradigm of advanced development. The structure of the model of advanced development includes various factors, one of which is the technology with the capabilities that allow you to become important drivers of development. The adoption of the proposed approach will ensure sustainable technological development and increase the level of independence from external factors.Conclusions and Relevance: in order to manage emerging new technologies a new way of thinking and behavior is needed, they must be supported by appropriate institutions. This conclusion is due to the fact that the development of new technologies is subject to a certain rule, which is mandatory. The implementation of advanced development becomes possible in the event that economic entities will be able to fully master all the functionality of new technologies.

Abstract:
Purpose: to study the significance of small and medium enterprises for the functioning of the modern Russian transaction sector.Methods: the paper used General scientific research methods: analysis and synthesis, abstraction, generalization. The study used a comparative method and elements of economic analysis. The article also uses a graphical method of presenting information. The study was carried out on the basis of official statistical data provided by the Federal State Statistics Service of Russia.Results: to achieve this goal, the article solves the following tasks: 1) A review analysis of the current state of the domestic transaction sector based on the study of statistical data on the activities of Russian enterprises and organizations. This formed the basis for further research. 2) Analyzed indicators of small and medium enterprises in the transaction types of economic activity. This made it possible to identify their role in the functioning of the transaction sector. 3) Studied the statistical indicators of the financial condition of small and medium organizations of the transaction sector, which showed the problems of their activities.Conclusions and Relevance: currently, the transaction sector is a significant part of the domestic economy. This is evidenced by a General analysis of the statistical characteristics of the activities of Russian enterprises and organizations. At the same time, the majority of enterprises engaged in transactional activities have a private form of ownership. The study of the activities of small and medium enterprises showed that today more than half of them work in the transaction areas. In this regard, small and medium businesses can be considered an integral and very important part of the modern transaction sector. The flagship of the transactional activity in the business environment is small businesses. Their indicators significantly exceed the corresponding values of medium organizations. In addition, the main role of small enterprises is due to the immanent properties of small-scale companies. Nevertheless, the analysis of indicators of the financial condition of small and medium enterprises of transaction activities revealed their weak business and commercial efficiency, the presence of problems of solvency and financial stability. This threatens not only the viability of enterprises, but also the efficient functioning of the transactional sector. In this regard, there is a need to develop and conduct systemic activities aimed at supporting the development of Russian small and medium enterprises, as well as stimulating the development of the entire domestic transaction sector, consistent with the general strategy of economic development of Russia.

Abstract:
Purpose: the aim of the work is to study the problems of innovative development of the Republic of Kazakhstan and its regions, to consider the management of innovative development of regions on the basis of integrated management (sharing project and scenario approaches).Methods: the methods of system analysis, the concept of system-integrated management, including the combined use of project and system approaches, outlined the methodological outline of the study.Results: the proposed theoretical and methodological approaches to the management of innovative development of the region; considered the concept of project management of the region, made the transition from consideration of the economy itself to a complex of state programs for their development, taken as an interconnected system. The state programs themselves are considered as a set of projects (programs). Further it is proposed to use scenario management for their analysis and implementation. A cybernetic model of the region's innovative development management system is proposed.Conclusions and Relevance: to manage the innovative development of the country and its regions, it is possible and necessary to use the transition and system management of a complex of strategic and planned development programs of the country and its regions, which are an integrated system of interrelated documents. The cybernetic model of the region's innovative development management system allows making a transition to using an integral approach of sharing scenario and project management in system modeling of the formation and implementation of IRR programs and effectively selecting management solutions for the further implementation of development programs (projects).

Abstract:
Purpose: the purpose of the work is to prepare reasonable proposals for the development of state support for investment activities – programs of diversification of enterprises and organizations of the defense industry. The relevance of the topic of this article is because the current state support mechanisms do not effectively stimulate the implementation of projects to diversify enterprises and defense industry organizations. Therefore, it is necessary to develop special regulatory documents that take into account the specific features of the organization of production and production of defense-industrial complex (first of all, the “State program for diversification of enterprises and defense-industrial complex organizations”) for a rather long period of time.Methods: the methodological basis of the work is the dialectical method of scientific knowledge, as well as systemic and institutional approaches. In the course of the study, the procedures and instruments of state support for investment activities of business entities used methods of analysis and synthesis, comparison and analogies. The methodological basis of this article was legal documents in the field of investment promotion (Decrees of the President of the Russian Federation, Decrees of the Government of the Russian Federation, orders of ministries, etc.).Results: the article formulates proposals on the methods and procedures of justifying calculations, as well as the procedure and conditions for the provision of target funds. The proposals were developed on the basis of the analysis of the specific features of the organization of production and military products manufactured by the defense industry, as well as existing legal documents in the field of state support for investment activities.Conclusions and Relevance: аt the present stage of development of the Russian economy, the state must not only provide support to enterprises and organizations of the defense industrial complex in the form of concessional loans, subsidize interest rates on them, but also finance research and development costs from the federal budget. It should create interest among potential buyers in their acquisition of civilian products not only by economic, but also by administrative methods. At the same time, projects should be evaluated according to three criteria: the level of competitiveness of products in the world markets, commercial (financial) and budgetary efficiency.

Abstract:
Purpose: purpose of the scientific article is assessment of social and ecological and economic efficiency of an environmental system development on the example of railway transport. This purpose suggests the following objectives implementation: 1) to identify social and economic components of the environmental system on the basis of the developed model and to describe their features; 2) to develop assessment indicators of managerial decision effect and efficiency on the basis of the identified components of the environmental system; 3) to develop indicators of environmental and economic assessment of the effect and effectiveness of management decisions based on identified components of the system; 4) to suggest an algorithm for implementation environmentally safe and cost-effective management decisions based on the developed assessment indicators.Methods: methodological base of the research is based on the following scientific methods: mathematical modeling, statistical analysis method, formalization.Results: the authors develop the simulation game model which allows identifying social and economic components of environmental system and to develop ecological and economic indicators of efficiency assessment on the basis of previous periods. Upon the model the authors of the article have developed the algorithm of efficient social oriented managerial decisions-making.Conclusions and Relevance: the developed game model allows assessing development efficiency of social and economic environmental system. In the development of the model the authors apply the concept of games with nature, also criterions of maximax, Laplace, Wald, Hurwitz. In addition, the model allows identifying components which influence managerial decisions, namely, environmental damages before and after implementation of a managerial decision, capital and operational costs indicators. On the basis of it the indicator and the criterion of managerial decisions risk-adjusted ecological and economic effect and efficiency assessment indicators have been developed. The algorithm of implementation of the environmentally friendly, socially oriented and cost-effective management decisions.

Abstract:
Medical errors and adverse events are a global problem of strategic importance, accompanied by economic costs that impose a burden on the health care system, the country's economy and society as a whole. The article presents the results of a review of world experience in developing approaches to assessing the safety of medical care in medical organizations, systematization and analysis of factors affecting the patient safety.Purpose: the purpose of the article is to study and assess the risks associated with medical errors and adverse events in the activities of medical organizations that affect the patient safety in order to reduce the loss of public health, improve the system of identification and monitoring of risk indicators that affect the safety of medical care.Methods: the method of rapid assessment and content analysis of published evidence, including who experience in safety of medical care, was used to highlight the issue. The methodology of functional benchmarking, which included the collection and analysis of the necessary information, the choice of individual functions, processes, methods of work of medical organizations working in similar conditions, was used in the study.Results: the approaches allowing to predict occurrence and development of risks in ensuring safety of medical care, reduction of losses of public health and social and economic costs of the state are considered and offered.Conclusions and Relevance: the materials presented in the article show that safety is a fundamental principle of providing medical services to patients and a critical component of the quality management system of medical care. To reduce the loss of public health, direct and indirect socio-economic costs of the state, comprehensive efforts are needed to reduce the risks that threaten the patient safety and improve the activities of medical organizations.
