Abstract:
The article is devoted to the solution of a topical issue- improving the efficiency of road transportation process on the basis of improving the methods of vehicles selecting for the transportation of certain agricultural cargo under the given operating conditions. It has been proved that significant number of parameters influenced on the efficiency of road transportation in agricultural production. In addition to the generally accepted factors (maintenance costs and fuels and lubricants), transportation conditions, type of cargo, type of unloading and loading operations have a significant impact in agricultural production conditions. It is proved that variety of agricultural cargo within one farm encourages enterprises to form a universal automobile park. As a result of the analysis of purchases of vehicles by agricultural enterprises, it has been determined that there are no stable approaches of enterprises to forming the automobile park, which confirms the thesis of the influence as big number of factors on the choice of vehicles for transportation in agricultural production conditions. The approaches to the definition of the reserves for increasing the efficiency of the available automobile park and to the formation of the optimal structure for certain operational conditions have been considered. The objective need for proper grounding of the choice of vehicle for the conditions of agricultural production, due to the need to take into account a large number of parameters that characterize both the vehicle and the cargo and transportation conditions. In this context, the authors have proposed for practical use an algorithm for selecting a vehicle to perform specific transport work on the transportation of agricultural products, which takes into account the set of vehicles characteristics, cargo type and transport conditions. Attention has been drawn on the need for a systematic approach to the selection of transport vehicles estimation criteria in agricultural production. Taking into account the size of the bulk density, the availability of loading and unloading facilities, the peculiarities of transportation conditions, the amount of average expenses per unit of transport allows to comprehensively assess a single vehicle, optimize the choice of vehicle transportation of concrete agricultural cargo, minimize financial losses, thus, to increase the efficiency of the transportation process in agricultural production. Consideration of the optimal list of vehicle parameters provided by the presented algorithm will increase the efficiency of the transport process in agricultural production, both by reducing operating costs and by saving cargo and time. The clear structure of the proposed algorithm, with justification of each of its steps and, the purpose of each step, certainty and discreteness makes it easy to solve with available software.

Abstract:
One of the most relevant scientific studies of social economic policy of countries around the world is the development of bio-oriented economy. Many countries are creating new models of innovative development, one of which is bioeconomy. The purpose of the study is to determine the priorities of implementation bioeconomics model of innovative development in Ukraine. The main task of the study is to outline the possibilities use of new innovative methods of production on the basis of development of a bio-oriented economy. General scientific and special research methods: method of theoretical generalization for the formation of their own approach to understanding of the new paradigm of economic development on a bioeconomics basis; morphological analysis to clarify the conceptual and categorical apparatus regarding the researched problem; method of system analysis for the study of scientific and legal principles bioeconomy development. The article describes a new direction of economic development at which is reused and recycled, conditions are created for multiple, cyclical use of resources that creates a basis for the formation of the bioeconomy. The necessity of using modern knowledge in economics is considered human activities to restore the environment on the basis of the latest production technologies and biological resources. Characterized State bioeconomics strategies of the EU and Ukraine for development bioeconomy. One should notice that the bioeconomy is considered a key basis of modern innovative areas of economic development. It is based on extensive use of biotechnology and the use of biological renewable resources for production and energy production. Attention is drawn to the fact that the priority areas of the bioeconomy are creating preconditions for the economical use of natural resources, minimization of environmental risks and integration of biotechnological knowledge in different sectors of the economy and the establishment of economic ties between industries that were not previously the subject of the study. It is concluded that the role of the core of the bioeconomy is performed by the rural economy, as it is the main raw material base. Bioeconomy based on biomass and biotechnology where the main components are renewable biomass sources, in particular of agricultural origin.

Abstract:
The securities market is a powerful platform to accumulate capitals for further investment in favor of structural reconstruction of economy, increasing population welfare level at the cost of fund financial instrument holding. As one of financial instruments the government debt securities gained widespread use as reliable, easy-to-use and readily obtainable financial assets. The place of bonds of domestic government loan in the formation of Ukraine’s public debt and financing of the state budget deficit is highlighted in the article. The modern statistics confirms the safety and viability for the use of internal government debt securities, and the author in made research proves significant increase of amounts attracted to budget financial fund from Ukrainian domestic government bonds settlement. The article systemizes the data on main indicators of the domestic market of Ukrainian domestic government bonds, determines the portfolio structure on the basis of ownership and describes ways to expand range of potential investors, for example, by involving physical entities. Several banks – primary dealers were chosen to analyze the purchase terms of Ukrainian domestic government bonds for citizens of Ukraine on the primary market. The directions of developments of domestic internal bet market was determined, and they are to strengthen communication with fund market participants, to concentrate liquidity in certain instruments, to protect investors multilateral trading systems, to make pricing transparent on the Ukrainian domestic government bonds market, to arrange auctions regularly, diversification of foreign currency debt structure portfolio etc. The well-structured process of Ukrainian domestic government bonds emission in the part of public debts management strategy will allow to hold investors with such investment time frame interested to obtain instruments in the mid-run.

Abstract:
The article presents a study on the justification of the economic feasibility of processing cereals into biogas. Аt the first stage the sown areas and productivity of separate agricultural crops in the investigated enterprises of Brovarsky district, Kyiv region were analyzed. The tendency to increase the yield of agricultural crops in the studied enterprises was revealed. This was seen as evidence that they could potentially be fully self-sufficient in raw materials for the production of gaseous biofuels. At the second stage of the study, the potential volume of the raw material base for biogas production in the studied enterprises was calculated, potential volume of biogas production and economically feasible volume of biogas production for each enterprise. It is proposed to use part of the grown grain for bioenergy production, and this part should be 10-15% of the gross harvest of grain enterprises in order to prevent the food crisis in the country. At the third stage of the study to determine the economic efficiency of biogas production from wheat and corn, investment costs were calculated, necessary for the implementation of the project to install a biogas plant in the studied enterprises. The authors calculated the investment costs required to implement the project of installing a biogas plant at the studied enterprises. The authors also analyzed the costs of each company for future projects. Finally, the economic efficiency of the proposed project for biogas production in the studied enterprises of Brovary district, Kyiv region is calculated, the economic efficiency of the project in the long run is analyzed with the use of discounted indicators of economic efficiency with a life cycle of 5 years. It was found that the implementation of projects for biogas production may be accompanied by high efficiency, all enterprises will receive profits from the implementation of investment projects for the production of biogas and biofertilizers with the subsequent sale of biogas and the use of biofertilizers for their own needs.

Abstract:
In modern conditions, an important role is played by the ability to manage the assets of the enterprise, which depends on the effective development of production, maximizing profits and increasing the competitiveness of the enterprise. In order to achieve high results of the enterprise it is important to monitor and analyze the state, the dynamics of the use of assets, to assess their impact on the main performance indicators of the enterprise. To do this, it is necessary to have timely and relevant analytical information. That is why the aim of the study were theoretical, methodological and practical issues of analysis of non-current assets in the management system of development of production potential of enterprises. The study was conducted on the materials of Agricultural Company "Svoboda", Odessa region, Izmail district, p. Stara Nekrasivka. The company’s reporting data for 2000 - 2019 were used. During the research general scientific and applied methods and techniques were used, in particular: dialectical method of cognition, analysis and synthesis, system approach (for studying theoretical issues of analysis of non-current assets); comparison, questionnaires, expert assessments, coefficient analysis (study of the practice of analysis of non-current assets); econometric modeling (assessment of the value of non-current assets in the management system of the production potential of the enterprise). The results of the modelling indicate the impact of the value of non-current assets, including fixed assets, the degree of their depreciation on the performance of the enterprise. We consider that for high performance of the enterprise it is important to monitor and analyze the state, the dynamics of the use of assets, to assess their impact on the main performance indicators of the enterprise. To increase the efficiency of formation and use of non-current assets in the analyzed company it is necessary to: implement all opportunities to increase production, improve its quality, increase competitiveness, ensure high return on investment and capital investment; reduce construction time and work in progress; to improve the acquisition of fixed assets, especially in the direction of optimizing the relationship between their individual species, groups.

Abstract:
The article is devoted to the quantitative relationship between greenhouse gas emissions and agricultural land productivity in EU member states and Ukraine (a country that continues to integrate into the EU). The author made a comparative analysis of the productivity of agricultural land in EU member states, other leading players in the world agricultural market, Ukraine and the world average. The method of statistical grouping to determine the reason for the different productivity of agricultural land (the value of gross output per 1 hectare of agricultural land) in the EU member states and in Ukraine was used. The author identified the cause of high levels of greenhouse gas emissions (carbon dioxide equivalent) per hectare of agricultural land in the most developed EU countries by using the graphical method. Based on the calculated target level of greenhouse gas emissions per hectare of agricultural land in the EU until 2030, required by the European Green Deal, the probable threat to EU member states and Ukraine in terms of possible decline in agricultural production has been identified. By using the econometric method and the method of regression analysis, the author identified the existence of a positive and strong quantitative relationship between emissions of carbon dioxide equivalent and value of agricultural production per hectare of land in EU member states and Ukraine. The magnitude of the increasing of carbon dioxide equivalent emissions under condition of increasing the value of gross output per hectare of agricultural land by one euro is calculated. Based on the results of the study, the author concluded that there is a high probability of reducing the productivity of agricultural land in developed EU countries, if greenhouse gas emissions are reduced to the level of the target value. The author also substantiated the practical lack of opportunity for less developed countries of the EU and Ukraine to increase the economic productivity of land, according to realize the requirements of the European Green Deal. Recommendations for avoiding a possible threat in agricultural production of the studied countries are summarized.

Abstract:
Ukraine’s European integration is a multilevel, dynamic, and long process that has a complex, sometimes dramatic evolution and depends on many internal and external factors. Ukraine has favorable geographical, climatic, resource and other prerequisites for rural development, so it is potentially able to become a country with priority agricultural development and one of the main suppliers to world markets of environmentally friendly food products. However, today the problem of inconsistency between the level of development of the Ukrainian agricultural sector and rural areas in general at the world level and the standards of the EU countries remains unresolved. The prerequisites for Ukraine’s integration into the EU are analyzed, considering the advantages and disadvantages of this process for the country’s agricultural market. The necessity of transition to the investment and innovation model of development of this market was proved. Optimization of the development of all sectors of the agricultural market should become a significant direction for improving the management of innovative financing. The article considers the current state of development of the agri-food market in the foreign economic activity of Ukraine. The assessment of the level of competitiveness of agricultural products is summarized. Factors influencing the improvement of competitive positions of agricultural products in the domestic and foreign markets are proposed. Global trends indicate that Ukraine can gain a lasting push for development and even become a world leader, becoming a breadwinner for almost the whole world. The adoption of EU norms and standards in Ukraine, together with duty-free trade, should attract investors who want to introduce the latest technologies into the country’s economy. This will help turn Ukraine’s economy into an exporter of value-added products, and exports of raw materials will be a thing of the past. These global changes would have to be accompanied by a qualitatively new steps to create conditions for the liberalization of markets. This should also apply to markets for agricultural products and food products. In this way, we can expect success only if we increase the competitiveness of agricultural products. And this, in turn, can only be realized in conditions of innovative development.

Abstract:
The article substantiates the directions of investment activity of the small and medium enterprises of the agrarian sector of Ukraine. The role of the small and medium sized enterprises is well-grounded in modern economic conditions and the need to intensify their investment activities is shown. The current situation with the development of such enterprises is analyzed and the specific measures to stimulate the investment activity are indicated. It is proved that the investment activity of small and medium-sized agrarian enterprises should be intensified. It is obvious that the large agrarian enterprises possess more abilities in attracting investments in particular in implementing the new technologies. However, these are the small and medium sized agrarian enterprises able to reach both economic and social goals and serve as an elevator for the youth in the villages. Also the food security function is implemented by the small and medium-sized agrarian enterprises. The analysis of the data on the development of small and medium-sized agrarian enterprises in Ukraine shows the importance of them for the economic growth and the development of the national economy. Their development was unfortunately negatively affected by the fast spread of the corona virus in the world and the following quarantine restrictions. The data on the development of small and medium agrarian enterprises in Ukraine and in Germany has been presented in order to compare and to use the positive German experience in domestic conditions. In current conditions it is necessary to implement urgent measures to support the small and medium enterprises, i.e. to reduce the tax burden, to provide access to markets, in particular by stimulating the export activities of small and medium enterprises, to increase the level of digitalization of them. Presently there are public programs for support of the small and medium agrarian enterprises introduced by the Government. If these measures prove to be effective there are positive anticipations concerning the renewal and intensification of the development of small and medium enterprises in Ukraine.

Abstract:
Income generation is a problem that cannot leave anyone indifferent. It is known that income in a market economy is a fee for the use of production resources or a reward for the contribution to the creation of the product. It is the main source of meeting the needs of consumer goods and services, due to their accumulation and consumption, and the level and quality of life is determined by the quantity and quality of goods that can be purchased for their income. Income determines the level and quality of life of the population and is an indicator of its well-being. In Ukraine, the differentiation of incomes is growing every year, which weakens the economic development of the country. Half of the country’s population lives below the poverty line, and skilled labor emigrates abroad as a result of growing social tensions. Political instability, military confrontation in the east, low living standards, the epidemiological situation associated with the coronavirus pandemic, the development of the shadow economy, high levels of corruption, low wages, and impoverishment have led to income differentiation. Therefore, the state should focus all its activities not only on socio-economic development of the country, finding effective methods, norms, standards to improve the quality and quality of life, but also pursue a reasonable and balanced income regulation policy that will reduce the ratio between poor and rich. The income of the population should reflect the social status of the individual or household. However, currently incomes do not show the real standard of living of the population, so they are studied and studied together with the costs. It should be noted that in Ukraine in recent years there has been deterioration in living standards population, which leads to a reduction in household savings (accumulation of non-financial assets). The results of the study show that the population spends most of its income on consumption, namely on food and do not have the opportunity to make savings, which can be investment resources. Therefore, the lack of monetary resources in the domestic market forces the government and economic entities to attract them abroad, which leads to an increase in external debt and a decrease in the welfare of the population. It is possible to overcome income differentiation, but it is difficult, it requires financial resources and an effective and competent socio-economic policy aimed at improving the standard and quality of life.

Abstract:
The article examines the state and trends in the development of the deposit guarantee system for individuals in Ukraine. The challenges and needs of improving the mechanism of centralized insurance protection of depositors are identified. The authors emphasize the growing role of the Deposit Guarantee Fund of individuals in the banking market and expanding the scope of its modern mechanisms to reduce the negative effects of bank bankruptcy, which is an important factor in ensuring the stability of the banking system. Emphasis is placed on considering the disposable income of domestic households, as this indicator is an eloquent indicator of improving the country’s economic well-being. Parallels were made in the analysis of quantitative indicators of state social guarantees, namely: the expression of the living wage and the amount of the minimum wage for 2016-2020. The size of the household savings growing is estimated. The importance of converting household savings into investments for economic development is determined and the number of deposits and the value of deposits for households in 2016-2020 are analyzed. The authors also illustrate the dynamics of changes in the UIRD indicator. The deposit guarantee system is presented as an important factor in the financial stability of the state economy. The article emphasizes the successful steps of legislative regulation of the subject composition of the Deposit Guarantee Fund of Ukraine and reformation of compensation limits, which brings the domestic insurance field closer to European standards of depositor’s protection. According to the results of attracting deposits from the top-9 commercial banks of Ukraine, tables have been formed, the data in which allow making conclusions about the leaders of the deposit services market and the amount of potential reimbursement. Proposals have been formulated to improve the deposit guarantee system, aimed at optimizing insurance schemes and relations in accordance with the threats to financial security as an objective phenomenon of a market economy and the conditions of globalization.

Abstract:
The article analyzes the peculiarities of the functioning of the beef market and its impact on the development of the country’s economy. It is emphasized that the importance of national food security and the country’s export potential is an indisputable fact. It is emphasized that an important role in this mission of the state is played by livestock, which provides the population with valuable food. Therefore, the state of development of this branch of agriculture is relevant at present and is one of the priorities of agricultural policy. The importance and role of cattle meat in food security are substantiated. Based on the calculation of five concentration indicators (concentration ratio, Herfindahl-Hirschman index, Hall-Tidman index, market share variance, coefficient of variation, entropy coefficient, relative entropy coefficient), the peculiarities of competition in the domestic meat market are determined. Calculations show that this market is moderately concentrated with a limited oligopoly, has weak market power of economic entities, and a high level of competition in the foreign market of cattle. It is established that ensuring the competitiveness of domestic beef is possible due to the revival of the meat industry based on the development of specialized enterprises, which will reduce production costs, provide affordable prices for beef in rising food prices and product quality standards to enter foreign markets. It is emphasized that the effective development of the meat market will contribute to the sustainable development of the agricultural sector in Ukraine and increase the competitiveness of domestic products. There is still a wide field for research on the mechanisms of state support for the development of livestock in order to restore the potential of the industry and provide the country with stable international positions.

Abstract:
Theoretical principles and mechanisms of innovative marketing development substantiated and covered taking into account the best European practices and national characteristics. The research is uses dialectical methods of cognition of processes and phenomena, uses a monographic method, which analyzes the evolution of scientific achievements of Ukrainian and foreign scientists on the development of innovative marketing, an empirical method of comprehensive assessment of the current state of innovation as an effective tool for business success, comparative analysis of diversity types of innovations, which creates opportunities and preconditions for their more active use by enterprises of different spheres of activity and contributes to the success of business, comparative analysis of the diversity of types of innovations, which creates opportunities and prerequisites for their more active use by enterprises of different fields and contributes to business success, as well as abstract-logical method, which developed theoretical generalizations and conclusions. Process of studying is development of innovative marketing in Ukraine and in some European countries, the current state of innovation is highlighted and its economic aspects are analyzed. The main results of modern transformations in innovation marketing are identified and it is determined that it is a systematic integration of the full innovation cycle: from consideration of market conditions of innovative products, their business planning, sales, promotion of innovative products, innovation and revenue generation. Innovation marketing differs from traditional marketing in that it is not related to a real product, but to innovations and evaluation of the effectiveness of their development and promotion in innovation. Along with the constant changes, it is advisable to formulate a definition of innovative marketing as a comprehensive system of enterprise aimed at analyzing and managing innovations based on marketing information and marketing tools and provides for the implementation of tasks using innovative marketing tools, which will contribute to business success.

Abstract:
In the article, the author has focused on analyzing the current state of land use by types of enterprises’ economic activity, regional economic and financial data to propose a new robust model for cost-effective land use planning for commercial and non-commercial enterprises. The research results can serve as an important material for the decision-making process on how to develop the land and the city areas in the context of new global economic development. It provides extensive overview of existing land use trends for Kyiv city based on analytical data and scientific assumptions. The author believes that this research will be beneficial for government organizations, local government authorities, international organizations, private institutions, and researchers. The goal of the research paper is to build a solid scientific model based on a general understanding of underlying economic challenges of efficient land use considering past data, short-term and long-term planning. The paper has an overview of city planning documentation and city statistical data in the context of real estate, urban population, economic data, including research of real estate and currency exchange rate data to median salary in Kyiv starting from the 2000s. It is important not to put too much focus on the existing models and systems, as they rely too much on the assumptions and complicated calculations that are hard to make use of in real-world planning. Instead, we build our research on real-world data and developed a forecast for the size of investment in land use, average real estate prices for the next 5 years. The paper noted an existing problem of inconsistency of the existing norms and regulations in Ukraine concerning rational and effective land use and planning, especially for local authorities and commercial organizations. The author substantiates why the economy in the context of urbanization needs a new look. The paper uses the planning of Kyiv city. It is a suitable example of a developing city, so the proposed model can be developed based on the city’s economic and land use data. This research can help solve the existing problems of urbanization in Ukraine and have a positive impact on the economic development of the city and the region.

Abstract:
The processes of globalization, technology improvement and increasing competition put banks and insurance companies in need of increasing and changing the range of their services. The requirement to increase the level of profitability of their own activities stimulates the integration processes of banks and insurance companies and is one of the options to increase the supply of financial assets and increase demand for them. Was determined that when considering the integration processes between banks and insurance companies, it is important to study such areas of cooperation as the joint formation and use of financial resources, the creation of joint financial products and the conduct of joint marketing policy. During the analysis was proved, that bank deposits occupy the largest share among all other financial instruments and, as a result, provide insurers with the largest share of financial income, and investing in the capital of insurance companies remains a priority source of credit and investment resources for banks. The article proves that in Ukraine the most promising in the functioning of banks and insurance companies is a form of cooperation such as banсassurance, as the population has a greater demand for banking products and trusts more banks than insurance companies do. This concept of cooperation will lead to a synergistic effect, i.e. the demand for the purchase of one product (banking) will facilitate the purchase of another (insurance), which is the main purpose of bancassurance. The study identified the main benefits of cooperation between banks and insurance companies, including increased service because of a combination of banking and insurance products, providing non-traditional banking services, creating sources of additional income, reducing the cost of certain insurance services.

Abstract:
The article is devoted to the development of methodological tools for budget financing of the agricultural sector of the economy of Ukraine. It is substantiated that the agricultural sector is a basic component of sustainable development of the national economy, a multiplier of general economic growth. The low quality of budget planning was diagnosed, which negatively affected the formation of the system of budget financing of the agricultural sector of the Ukrainian economy. Systemic shortcomings of the financial support of the agricultural sector of the economy from the State Budget of Ukraine identified: repeated adjustment of planned expenditures for the general and especially for the special fund, due to non-fulfillment of planned volumes and untimely budget allocations for the needs of the agricultural sector, lack of continuity the amount of funding for government programs, etc. It is established that agriculture of Ukraine is financed by 2/3 from the general fund of the State budget, from the special - by a third; the main source of funding for other sectors of the agricultural sector is the general fund. The types of models of state regulation of the agricultural sector of the economy in terms of basic features are identified - the type of financial policy, the level of state intervention, targeting, consequences for the market environment, and countries that apply the relevant models. According to this set of features, American and European types of models are distinguished. The type of capital reproduction model in the agrarian sector of Ukraine's economy is diagnosed as an intermediate type (between American and European) with a specific mechanism of financial regulation, in which direct methods of state regulation with appropriate levers and tools are preferred. It is emphasized that the target vector of state support should be positive dynamics in creating added value in the agricultural sector of the economy and stabilizing the financial stability of agricultural enterprises, which will form the basis of expanded capital reproduction and encourage accelerated sustainable development of the agricultural sector. The main directions of budget financing of the agrarian sector of the economy of Ukraine are formed: increase of absolute volume and specific weight in the general expenses of the Consolidated budget of Ukraine at the level of the contribution of the branch to the GDP of the country; improving the quality of budget planning of expenditures, limiting the possibility of adjusting their volumes for the general and special fund; expenditures to support food security and export potential of the agricultural sector of the economy under protected items; ensuring structural changes in favor of the development budget and its formation on a medium-term basis; prohibition of discretion in the financing of state and regional target programs in accordance with the approved passports, specification of these expenditures in accordance with the departmental and program classification, to ensure the transparency of the budget process.

Abstract:
The article is devoted to the organizational and basic procedures of the Management Report’s structural synthesis and informational content. This reporting form introduction is due to the implementation of the Directive 2013/34 / EU provisions “On annual financial statements, consolidated financial statements” in the legislation of Ukraine. Accordingly, the requirement has been established for large enterprises, including public interest entities, to prepare a Management Report concerning the financial and non-financial information disclosing. Medium-sized enterprises are entitled to submit the Report in abridgement, highlighting only the finance indicators of their activities. Management Report is an information support source and a comprehensive assessment of the state and potential, financial, economic, social, labor and environmental enterprise activities, identified risks and uncertainties, etc. The information obtained allows both internal and external users to assess the consequences of the enterprise activities impact on the environment, society and the economy, in particular, the certain segment development potential. Domestic and international regulatory support on the Management Report preparation has been analyzed as part of the study. It has been established that the form, structure and content of the Management Report is not regulated and is generated by enterprises independently in any form, taking into account the Methodological Recommendations for its preparation. The Management Report content has been proposed in accordance with the requirements of different management levels particularly concerning disclosing relevant information on agricultural enterprise activities in economic, social and environmental areas. The purpose of such informational content is to reflect the specifics and technological features of the enterprise activities for crop production. The implementation of these recommendations will provide information on the results and specifics of agricultural enterprise activities; the headcount analysis and the social policy state in general at enterprises; impact on the environment and mechanisms to minimize it. It also has determined that disclosing these key performance indicators contributes to the increase in information transparency, accountability and comparability, as well as agricultural enterprise investment attractiveness and sustainable development.

Abstract:
The authors emphasize the acute relevance of the topic of startup development because the high speed of information exchange causes changes in the field of innovation. A startup is defined as the process of introducing a newly created enterprise to the market in a short time with an innovative project at a minimal cost. The essence and characteristic features of a startup are given. The scheme of interaction of the entrepreneur-manager of the business project with the potential consumer of services is presented. The classification and description of startup development stages (pre-seed stage, seed stage, startup stage, growth stage, expansion stage, exit stage) are demonstrated. It is emphasized that the successful creation and development of a startup requires a favorable environment at each stage of development of the newly created business entity. The article substantiates the need to reveal the innovative potential of startups, in particular the involvement of highly qualified human resources, the creation of appropriate infrastructure and startup ecosystems. Ukraine’s place in the ranking of innovation of the world’s economies is assessed. An important achievement is the twenty-seventh place of Ukraine in the overall ranking of “knowledge and research results”. Features of the theory of startup management in the domestic sphere of education are considered. An example of the most famous program to support innovations and startups at universities in Ukraine is given. The article analyzes the information on the state funding of innovation and technology transfer activities during 2016–2018. The priority directions of innovation activity under the budget financing of innovations and technology transfer in Ukraine are defined. The authors identify the current problems associated with the functioning of startups, outlines ways to overcome these problems. The development of the innovative business environment, startups, traditional business in Ukraine stimulates scientific and technological progress, promotes the introduction of the latest world achievements, so it is necessary to develop this area of activity.

Abstract:
He article substantiates and analyzes the main approaches to the interpretation of economic categories “investment support” and “investment support for development”. Peculiarities of investment support for domestic enterprises engaged in the production of organic products are analyzed in the article. The necessity and prospects for the development of organic production of agri-food products as an innovative direction of agrarian business are substantiated. It has been proven that the investment support of organic agricultural enterprises involves systematic management and includes several interrelated components. The expediency of determining the sources and volumes of investment resources that can be attracted by the enterprise for the production of organic products is substantiated; priority areas for the development of effective methods of using investment resources have been identified. The main types of investments aimed at the production of organic products are identified. Theoretical and practical aspects of organic production in Ukraine are considered. The main indicators of organic production by domestic producers are analyzed. The main types of organic products in Ukraine, the total number of certified enterprises, and the area involved in the production of organic products are identified. The main ecological, economic, and social advantages of organic production are described. The main factors hindering the attraction of investments in the development of organic production are investigated. The system of financial, economic, organizational, social, and legal measures that will ensure the formation of a system of investment support for the development of agricultural enterprises engaged in the production of organic products were offered.

Abstract:
The article examines theoretical formation foundations of functioning system of the agricultural land market in foreign countries. It is analyzed basic and special parameters of the legislative framework on land, protection of rights and opportunities of land owners, purchase and sale procedures in the context of land relations. It has been determined that the success of land reforms and the effectiveness of implementation and functioning of the land market depend on the level of their scientific substantiation, state regulation and measures to coordinate interests of its participants. Land relations are governed by norms of civil, administrative law, or by special laws dedicated to certain types of land relations, as well as laws on agrarian and land reforms in foreign countries. Such key aspects of public regulation are considered in: the taxation system, the credit and financial mechanism, antimonopoly policy, special targeted programs. There is various level of centralization and decentralization of land management, representative bodies of territorial communities that have different powers to regulate land use, organizational and legal forms of land use and forms of ownership of land resources that are not the same in countries with different socio-political systems. It has been determined that the legal regulation of land potential should contain effective aspects of the practical application of norms in real context. That is not only the normative existence of functioning rules, but also the practical aspect of ensuring the implementation of the state's land potential through local authorities within the land areas. This issue can be analyzed by the experience of foreign countries, such as the USA, Germany, France, Italy, Poland, Cyprus, Israel.

Abstract:
The article considers the forecast of the International Labor Organization on the unemployment rate caused by the COVID-19 pandemic. The real indicators of unemployment in Ukraine in terms of months during the introduced quarantine in 2020 are analyzed and these data are compared with the indicators for the same period in 2019. The main possible ways of preserving jobs with compliance with quarantine measures, as well as minimizing labor costs and maintaining the level of productivity. Each of the methods listed in the article is described. Emphasis is placed on the peculiarities of their documentation at enterprises. The accounting of payroll calculations under different conditions during quarantine has been studied. In particular, a detailed study of the payment of various types of leave during quarantine, their documentation and conditions of granting. Particular attention is paid to the provision of free vacations, its duration and features of extension. The issue of accrual of the Unified social contribution when granting an employee vacations without pay is considered. The peculiarities of payment of part-time employees and employees transferred to shift work during quarantine are compared. Peculiarities of overtime pay for hourly forms of payment have been studied. Remuneration for remote work and the the regime under which the performance of official duties may be performed are analyzed. The possibility of providing employees with other benefits for work is considered. Possible payments to employees, and also features of accrual and payment of taxes during downtime are highlighted. The views of scientists on this subject are analyzed. The experience of other countries on the issue of payment in a pandemic is considered. Suggestions are given on possible measures and details of accounting for payroll during the quarantine period. The form of the internal economic reporting for control of the used and unused days of vacations is offered. Conclusions are made on the information presented in the article.

Abstract:
The article reveals the essence of modern bank insurance and new challenges and prospects for development in Ukraine. The definition of "bank insurance" is theoretically substantiated and the general financial and economic characteristics of Ukrainian banks are realized. The normative indicators of commercial institutions are analyzed and the main risks affecting banking and insurance activities and the possibility of their leveling are identified. Theoretical and practical information on the process of merging the capital of banks and insurance companies, financial and economic analysis of one of the largest banks in modern Ukraine - JSC "PrivatBank", and assessed the financial stability of its insurance partners. A study of the insurance market of Ukraine with the definition of possible prospects for cooperation with the studied bank. From the calculations, it was found that PrivatBank can be recommended to find new partners for cooperation between leading companies such as AXA Insurance and Providna. It is established that banking insurance technologies have a significant place at the present stage of development of the domestic financial segment. Using a large customer base and a wide network of branches and outlets, banking experts expect that revenues from the sale of insurance products in 2021 may amount to 15% of total bank revenues, as the volume of bank insurance in "PrivatBank" is growing quite rapidly. The activity of banks in market conditions is subject to its general laws, and therefore requires the development of a viable mechanism for managing financial activities, aimed at increasing the competitiveness of banks. Thus, the ability of bank managers to determine the degree of financial stability of their own bank, competing banks and counterparties plays an important role. Therefore, one of the principles of further rapid development of the banking system of Ukraine is the search for ways to optimize the financial condition of the bank.

Abstract:
The COVID-19 pandemic has created unprecedented challenges for businesses and organizations in the public and private sectors around the world. It has forever changed the business environment and pushed companies to a turning point in technology change. The catastrophic consequences of the pandemic for human health, its psychological endurance, emotional resilience and moral consciousness are striking. The results of the study show that in the near future it is necessary to prepare for overcoming the consequences of the pandemic not only in terms of medical and practical aspects, but also in terms of ethical issues. The article considers the challenges and consequences of the COVID-19 pandemic for the world economy, professional moral norms. Six megatrends that transform the world after the end of the pandemic, identified by the United Nations, including the advent of the big data economy: hyper-connected society; the wellbeing economy; low-carbon economy; the circular economy; the bio growth economy; the experience economy. It is noted that the likely emergence of new approaches to professional activities may create new threats or affect the level of previously identified threats to the basic principles of professional ethics and lead to certain ethical dilemmas in the performance of professional duties. These examples of the application of the basic principles of professional ethics in modern conditions will help to formulate the necessary ethical values for each person and better guide professionals in solving complex problems that currently arise in decision-making and create an ethical infrastructure that will improve the culture of business management at the operational and strategic levels. This will increase the efficiency of managing the economic development of the country. The emphasis is on the ethical responsibility of professionals in any field in the post-pandemic period. The results of the study suggest that the risk of discrediting ethics increases against the background of a pandemic. The article outlines the main directions of overcoming these challenges, trends in the development of professional ethical systems. There is a growing need for ethical regulation of professional behavior and actions in vital areas of human life.

Abstract:
The article is devoted to the research of the institutional foundations of interaction between agricultural advisory services and amalgamated hromadas (AH). The goal of the article is to generalize the institutional framework for cooperation between agricultural advisory services and AH. The institutional components of the state regulation of agricultural advisory services are determined. Also the main subjects among Central executive authorities for solving these issues are defined. The results of questionnaire survey to determine of aspects of attitude of the community leadership to the solution of their problem and reciprocity with advisory services are presented. Three groups of AH actual problems have been determined. In the context of realization of institution provisions is substantiated the order of advisory services for solving of these problems. The results of the research of self-government bodies readiness to participate in the financing of the agricultural advisory activity are represented. The order of solving of the priority tasks for formation of the agricultural advisory system in rural hromadas is grounded. The priority tasks are include: 1) establishment of system communications between advisory services and AH; 2) preparation of mechanisms (models) for involving of local communities in agricultural advisory activity. Rural communities can count on different types of state support on the base of cooperation with agricultural advisory. It seems expedient for the Ministry for Development of Economy, Trade and Agriculture of Ukraine to initiate the elaboration of mechanisms for state stimulation of community cooperation in the advisory sphere. The priority measures for convergence of the system of agricultural advisory and AH have been identified. It connect with coordination of activity for information exchange between executive authorities, self-government communities and subjects of agricultural advisory. This is an objective necessity and will permit to obtain a synergistic effect: increasing the ability of rural amalgamated hromadas to solve their own problems independently, improving the living standards of the rural population. An extremely relevant topic is launching of pilot projects for the development of advisory services in AH, including the use of mechanisms of inter-municipal cooperation. International technical assistance projects should be more actively involved in this work. Prospects for further research are conclude in elaboration of the specific mechanisms of cooperation between the subjects of advisory services with the AH leadership in solving of existing problems.

Research on the development of the tourism business during the pandemic is an urgent problem today. The pandemic era has given us a new set of priorities. We need more advanced but easy-to-use innovative technologies now than ever before. An innovative approach in the tourism business can be reduced to the use not only of advanced information technology and the release of new services, but also a range of innovations that affect all areas of management (quality management, finance, personnel, etc.). In this case, the most effective innovation policy of the enterprise will be in the case of simultaneous implementation of different types of innovations. The article summarizes and systematizes modern innovative technologies used in the tourism business during a pandemic to increase the competitiveness of the industry. It is stated that innovative technologies are the most important part of the tourism and travel industry, helping businesses in their daily work, as well as improving the quality of customer service. Technological advances that currently leave their mark in the industry and, according to various studies, will lead to significant short-term changes in technological trends for 2021 are considered. It is stated that during the pandemic caused by COVID-19, it was tourism that suffered the most, in particular due to restrictive measures imposed by states on the movement of citizens, quarantine, air travel bans and more. It is emphasized that the development of innovative technologies is the most important condition for ensuring efficient and profitable management of the tourism sector during a pandemic. In order to meet today's challenges, the tourism business needs to implement creative ideas to minimize their losses, which is possible thanks to innovative technologies.

Abstract:
In recent years, there has been a tendency for a rapid growth in organic crop production both in Ukraine and in the world. Due to the dynamic increase in organic production, crop production provides food security of the state, as well as becomes the template for creating new jobs in rural areas and remains a key budget-forming factor for the Ukraine’s gross domestic product’s growth. The purpose of the study is to analyze the state of organic crop production, disclose its specifics in order to effectively form accounting at agricultural enterprises in terms of the organic fertilizers’ reasonable cost breakdown. The article systematizes information on the development trends in organic crop production, compares the state of organic crop production in Ukraine with the world’s major economies, and forecasts the prospects for the organic production development in Ukraine until 2030. It has been determined that organic crop production is a competitive industry and is gradually developing. It has been established that organic crop production has the following organizational and technological characteristics: the production process is associated with biotransformation; the production cycle lasts for a year; the main production tool is agricultural land with organic status. It has been proven that these organizational and technological characteristics of organic crop production impact on accounting at agricultural enterprises. The study has analyzed the cost structure for organic crop production at agricultural enterprises in Kyiv region. It has been determined that the largest percentage in the crop production cost structure is occupied by the costs of fertilizers. It has been proven that this cost item needs to be breakdown when keeping records of costs for growing organic crop production in order to control them and obtain economic benefits for agricultural enterprises. The offered cost breakdown for organic fertilizers provides the information flows to control costs taking into account their worthiness, physical and chemical characteristics, analytical accounting, rational cost accounting and economic efficiency of organic crop production at agricultural enterprises.

Abstract:
The article examines theoretical foundations of socio-economic consequences of land reform in Ukraine. Prospects and possibilities for opening of the market of agricultural land in Ukraine through foreign experience in land reform are analyzed. It is determined that threre are a lot of agricultural enterprises, which use agricultural land mainly for maximum self-enrichment, while neglecting norms of rational land use. It is determined that attracted capital will be played the critical role in the process of agrarian reform, which within the legal framework of the mechanism of circulation of agricultural land will be used by all participants, namely the state and owners / sellers with buyers / tenants. The effectiveness of implementation and functioning of the land market will be carried out on the basis of the established scientific base, the operating activity of state bodies and taking into account the interests of market participants. The level of centralization and decentralization of land potential management is taken significant value in foreign countries, representative bodies of territorial communities have specific powers for land use, organizational and legal forms of land use and forms of ownership of land resources are exceptional. It is determined that results of land reform are assessed by identifying the social, economic and environmental consequences, which are considered in physical and qualitative terms. The consequences of land reform are manifested in real economy and have the long-term impact not only on it but also on life of society in general. Totally, this will concern not only the regulatory implementation of the rules for organizing of the market of agricultural land, but also the practical aspect of ensuring the implementation of land reform.

This category shows the increase in producƟon volumes and at what price for the products and what costs of resources for the producƟon of these products this increase is achieved, that is, it indicates the quality of economic growth. To determine the economic efficiency of producƟon, it is necessary to study the results of producƟon and sales acƟviƟes, to analyze expenses, sales prices, cost and profitability. The milk market is part of the structure of the food market of any country. The state of the country’s economy, its food security, the standard of living and health of the populaƟon depend on its development. Such factors as a constant and unpredictable change in the economic situaƟon in the country, changes in legislaƟon, inadequate state regulaƟon of producƟon and sales of products, poor quality of raw materials and auxiliary materials, lack of moƟvaƟonal levers, a decline in the populaƟon’s income, reducƟon in the animal feed base and high-quality livestock influence the milk market. The pricing situaƟon on the milk market in Ukraine, the producƟvity of cows and the costs of producing the milk are considered to evaluate the effecƟveness of milk producƟon. A method is proposed for calculaƟng a variable assessment of the economic efficiency of milk producƟon depending on costs, cow producƟvity and selling prices in an unstable market, which takes into account the possible market situaƟon, milk producƟon technologies, price factors, opƟmisƟc and pessimisƟc condiƟons for the development of the industry. Variable calculaƟons of the break-even price of milk sales have been carried out depending on the producƟvity of cows, producƟon costs and the projected market condiƟons for milk. The proposed methodological approaches enable the government of the agro-industrial complex to monitor the livestock producƟon market and develop sound strategies to support agricultural producers, taking into account tax policies, internal and external condiƟons in food markets.

Abstract:
As a consequence of the pandemia of coronavirus 19, in 2020-21, there is an increasing demand for the internal tourism, and among the alternative touristic products, the village- and agrotourism gaining higher popularity, as the other rural lifestyle touristic products. Thus, as a result of this fact, the Hungarian Touristic Agency, and The National Union of Rural-and Agrotourism (FATOSZ), togeather with the Government, decided to increase the quality of the touristic products. The aim of the ammendment of the National Strategy of Development of Tourism 2.0, is to establish sustainable, quality, rural tourism, and taking working people in agriculture into tourism. It benefits supplementary income for local people working in agriculture, and thus helps to implement integral rural development. Within the rural tourism, the agrotourism connected directly to the agricultural production, to the produced products, the realization of them, and running of the accomodation. To implement sustainable tourism, the responsible tourist aim to do the less impact on the environment and culture of the visited countryside. The caused harm is minimized by a responsible tourist, and interested in active way of life, and get acquanted with the local folk art.

Abstract:
The paper is devoted to studying the economic and social connections between the urbanization process and agricultural land use in Ukraine. It is worth noting that both urbanization and agriculture require new lands for their future development. The important part of this connection is ecology and effective use of the available resources, as well as land use in the context of urbanization. After all, the process of urbanization can have a significant negative impact on the state of land resources. The research work determines which economic factors of urbanization are the most relevant to the land use in city suburbs and agricultural regions. The article introduces the notion of economic feasibility of land use by purpose and studies cases of food and processing companies. Food and processing industries were chosen as the main research subjects since they are the most promising fields for the future economic development of each individual region and country as a whole. These industries are centered around both import and export, besides producing added value products. Cities without a doubt are the main consumers of food products and at the same time, they drain labor resources from the countryside. In this research work, we studied the global situation in Ukraine, how 21-century urbanization has affected the agricultural sector in the country. This sector has experienced rapid growth in past decades, as opposed to industrial and manufacturing sectors, and increased the national wide level of land use. While the national wide level of urbanization might not be the highest in modern history (20th to 21st century), it continues to have a wide impact on the national economy. The scope of this impact falls outside of this research work as it consists of multidimensional data and a wide range of interdependencies, including policies and regulations. Research models require a large amount of data and cases, that’s why we focused on the food and processing sector in this paper. They proved to be a good test ground to study the urbanization impact patterns as well as make economical modeling more convenient. In this context, the peculiarities of land use models were studied, as food and processing industries use land resources, can be located both inside the city, suburban area, or in remote farmland region. It is evident that cities and businesses form large supply and demand of natural resources, labor, and financial investments.

The internal factors of strategy formaƟon of the enterprises of branch of beekeeping concern: organizaƟonal structure; flexibility of the management system; system of organizaƟon of markeƟng acƟvity; principles of acƟvity of managerial staff and taking into account markeƟng opportuniƟes and goals when making decisions; quality and speed of receiving informaƟon related to markeƟng acƟviƟes; formaƟon of incenƟves for markeƟng staff (or those employees who perform markeƟng funcƟons). External factors have a strong influence on the long-term goals of markeƟng acƟviƟes and are related to the current economic policy, the degree of development and development trends of internaƟonal trade, the structure of the country’s markets, changes in demographic characterisƟcs and consumer preferences. It is determined that the choice of markeƟng strategy of the enterprise of the beekeeping industry goes through stages: - analysis of the current state of the producer-enterprise of beekeeping products and market acƟvity of the enterprises of the branch; - analysis and assessment of market potenƟal; - analysis of opportuniƟes for the development of enterprises in the beekeeping industry; - analysis of economic condiƟons and the legal field; - analysis of trends in the world economy with export-oriented acƟviƟes; - selecƟon and development of a strategy with a focus on long-term development. In the context of developing a markeƟng strategy, general scienƟfic methods determine the general logic of research and precede special methods. Special research methods used in the process of forming markeƟng strategies can be divided into matrix, mathemaƟcal, staƟsƟcal, forecasƟng methods and expert methods.

Abstract:
The European integration is the way of current reforms in Ukraine. The main goal of the socio-economic development is to increase the well-being of people in the country. The bioeconomy strategy leads to a sustainable bioeconomy with the higher employment in agriculture, food and drink manufacture as a result of new green jobs, healthy ecosystems, and the new bio-based products. Purpose of this article is to establish effective directions for the intensive development of the bioeconomy strategy in Ukraine, then to determine the features response to European priorities and policies and to demonstrate the role of Ukraine in fulfilling global Commitments as Paris Agreement, SDGs, Bioeconomy strategy. Our comparative analysis of existing national and international strategies in particular European, with a focus on governance, builds on existing legislative documents, knowledge base network and previous work. Scientific abstraction, analyses and synthesis, logical approach and statistics on the development of the bioeconomy in the EU emphasize its socio-economic potential for the intensive development of the bioeconomy strategy in Ukraine. The article analyze the works of scientists on the preconditions, modern features of development, indicators of macroeconomic analysis, conceptual foundations of bioeconomy strategies, mechanisms of state regulation of the agricultural economy in general and the bioeconomy in particular. Biotechnology plays a key role in the following sectors of the economy: construction, agriculture, food and beverages. The importance of biotechnology is substantially reaffirmed once again during the COVID-19 virus pandemic, so that biotechnology could create the vaccine to combat the virus. Bioeconomy development is a mainstream research in the world and in Ukraine in accordance with food security, biotechnologies and environmental protection, circular economy and sustainable development. The different political approaches have many common measures to advance the economic growth with an ecological sustainability and biotechnological innovation, which increase efficiency and value-added potential. Based on the study, the authors propose to focus the attention of entrepreneurs, scientists and local governments on the measures of regional bioeconomy strategies development for further approval of the initiative at the state level.

Abstract:
The use of Internet markeƟng tools in the communicaƟon acƟviƟes of dairy enterprises in Ukraine is analyzed in the arƟcle. In parƟcular, the connecƟon between the intensity of the use of Internet technologies and consumer preferences for the products of the studied enterprises was traced. An analysis of their websites using the SimilarWeb service is done. It has been idenƟfied that four of the five leading companies in terms of consumer website popularity are also leaders in the ranking of consumer preferences for milk of various brands. The indicators of efficiency of the websites of the researched enterprises and socio-demographic characterisƟcs of the users are given. It is determined that, despite a significant increase in the number of users who use mobile devices to search for the necessary informaƟon, the share of users who visit sites from desktop devices, ie PCs, laptops and netbooks, is higher. The channels of aƩracƟng traffic to the sites of enterprises and data on the distribuƟon of traffic from various social networks are given. It is determined that the main channels of aƩracƟng traffic for the surveyed companies are organic traffic and direct acƟons in the browser at the site address. Indicators of acƟvity in social networks of dairy enterprises are given. It is established that the effecƟveness of aƩracƟng traffic through social networks depends on the goals of the enterprise, the content offered to the consumer, and the specifics of the targeted acƟon required to make the transiƟon to the site. The adverƟsing campaigns conducted by enterprises in social networks are analyzed. Most of them are aimed at acquainƟng the target audience with new products and promoƟng the company’s products. Another goal is to increase the subscriber base on YouTube and Instagram and promote sites.

Abstract:
The arƟcle analyzes price posiƟons of Ukrainian wheat on the world market, detects main compeƟtors and its target market. Also, tasks for cereal market operators in connecƟon with an increase of Ukrainian share in world trade due to surge in Ukrainian wheat sales more than 3 Ɵmes for the last 7 years is considered in the arƟcle. The Ukrainian share in wheat sales of the Black Sea basin countries was 23,1%, Russian share – 48,4%, Romania – 10,1% in 2019/2020 markeƟng year. The main compeƟtor of Ukraine among the Black Sea basin countries is Russia that has increased its wheat exports more than 3 Ɵmes and has enough poliƟcal and economic moƟvaƟons to use predatory pricing strategies. Other worthy compeƟtors are France and Romania. They have strong market posiƟons because of the European Union protecƟonist policy. The rise in stock for crops in 2020 caused price escalaƟon on the world market. We should use internal and external methods such as macroeconomic stabilizaƟon, in parƟcular exchange rate, opƟmizing technology for producƟon and storing to prevent losses, adherence to the principles of business ethics in the execuƟon of contracts, improvement of the remaining infrastructure, logisƟcs and informaƟon-based promoƟon to provide raising the image of Ukrainian products on the world market. Today the agricultural businesses should make informed decisions regarding further export of Ukrainian wheat, realisƟcally assess the capaciƟes of its sales considering world market demands and own economic acƟvity results.

Abstract:
The issues of the development of inclusive tourism in Ukraine are considered, taking into account the socio-economic aspects of the development of the regions of Ukraine. The international experience of introducing inclusive tourism as a product of the tourism sector is analyzed, with the provision of estimated indicators of the economic prospects for the development of this direction, as well as the requirements of ЕТАN. A socio-economic model for the development and implementation of inclusive tourism in the regions of Ukraine is proposed, taking into account the resource and infrastructural potential of the regions. The problems and prospects for the implementation of this direction of rehabilitation in Ukrainian society, especially for an inclusive group of tourists with disabilities of various forms and nosologies have been identified. For Ukraine, the problem of social assistance to people with disabilities, who belongs to one of the categories of inclusive tourism, is relevant and requires a serious approach to practical solutions. This issue is of particular importance for Ukrainian society, given the significant increase in the number of people with disabilities as a result of hostilities in eastern Ukraine (military, civilian population of the occupied territories, internally displaced persons). Their rehabilitation requires special methods and professional rehabilitation approaches and measures, taking into account the length of stay in the zone of military conflict and the level of stressful situations. Attention is focused on the procedure for providing high-quality comprehensive assistance to rehabilitants, which will solve the issue of correcting the physical condition of people and give them the opportunity to work adaptation in modern society in the presence of financial and material capabilities of the regions.

Abstract:
The paper discusses the current state and prospects of production and sale of organic production in Ukraine. Certain empirical factors were characterized, such as the available resource potential for the production of organic agricultural goods. Its exports and consumption on the domestic market. It is determined that the organic sector is a very promising direction in Ukrainian agriculture. The necessity of forming and implementing a marketing strategic approach aimed at developing the organic production sector is considered. The main conceptual elements and basic priorities of the marketing strategy for the development of the organic market are presented. The article presents a model and algorithm which helps to create a marketing strategy for the development of organic production in Ukraine, which considers the core features of enterprises in the agricultural sector of the economy, which will ensure that all factors affecting the results of production are taken into account. The author emphasize that the novelty of the proposed strategy will consist in focusing on the areas of improving the system of development of the organic sector in Ukraine. The article concludes that the implementation of the proposed marketing strategies for the development of organic production will bring this area of activity to a new level of efficiency.

Abstract:
Problems of the environmental degradation, declining life quality and the need to meet the needs of consumers in organic food determine the relevance of research the market of organic products. The purpose of the article is the consideration of the development history, analysis of world experience and trends in the market of organic products in order to develop mechanisms that will contribute to the development of this market segment in Ukraine. There are considered the history of the development of organic farming, its main stages, and significant events in this article. It is determined that the production of organic products was formed in the late nineteenth and early twentieth centuries in the modern interpretation and get widespread in the 80s of the twentieth century. The authors analyze the current state of the market of organic products in countries that have leading positions in the world. The special features of the formation of this market in the EU, where the area of organic farming is about 7.5% of the area of agricultural land, are considered. The analysis of volumes of consumption of organic products in the different countries is done. It is determined that the leaders in the production and consumption of organic products are the United States, Germany, France, Italy, China. Special attention is paid to the functioning of the market of organic products in Ukraine. It is determined that Ukraine has a leading position in exporting of organic products to the world market. But the vast majority of such exports are raw materials. Based on the world experience of organic market development, the main mechanisms have been identified. Its application will help to further development of organic market in Ukraine.

Abstract:
The arƟcle deals with the problemaƟc aspects of mutual coordinaƟon of acƟons between society and nature in the process of applying the tools for regulaƟng the use of both water, fish and land resources. In this context, the basic principles of forming the mechanism of funcƟoning of the circular economy are studied. Strategic direcƟons of idenƟficaƟon of basic bases and search of modern economic models of development which could posiƟvely influence communicaƟons between economic growth and depleƟon of water, fish and land resources for their preservaƟon are substanƟated. It is established that the strong economic development of the naƟonal economy affects the increased use and depleƟon of resources, including land under water in the new economic condiƟons. It is proved that the maximum conservaƟon of resources contributes to the growth of capital producƟvity, which leads to an increase in the amount of profit at the micro level, improvement at the macro level of macroeconomic indicators, including gross domesƟc product, net naƟonal product. Approaches to determining the index of assessment of the degree of integraƟon of the circular economy are considered. The following indices are offered for pracƟcal use: The Material Circularity Indicator (MCI), The Regional Circular Economy Index System (RCEIS), The Circular Economy Performance Index (CEPI), A Circular Economy Index for the Consumer Goods Sector (CEICGS), Circular Economy Development Index (CEDI). Emphasis is placed on approbaƟon of regulatory measures, which are carried out under the condiƟon of realizaƟon of the concept of circular economy through creaƟon of addiƟonal stages of waste processing (Ev1), prolongaƟon of service life (Ev2), destrucƟon of unprocessed waste. The expediency of introducƟon of the newest tools, measures, methods, mechanisms of regulaƟon of process of resource saving with applicaƟon of economic model with orientaƟon on aspects of bioeconomy through model of circular economy is substanƟated. When applying the latest economic model, we can anƟcipate and maximize the available water, fish, land resources by minimizing the occurrence, destrucƟon of unprocessed waste, as well as extending the service life of products.

In modern condiƟons of innovaƟon development there is an insufficient level of employee moƟvaƟon of agricultural enterprises to intensify innovaƟon acƟvity. There is a problem in understanding the essence of moƟvaƟon, due to the mulƟplicity of approaches and methods of its study. The interpretaƟon of the concept of “moƟvaƟon” by Ukrainian and foreign scienƟsts is given. In modern condiƟons to ensure, the effecƟve funcƟoning of agricultural enterprises there is a need for innovaƟve acƟvity of employee. ScienƟsts’ interpretaƟon of the concept of “innovaƟon” is presented. Based on the generalizaƟon of different views of scienƟsts, it is established that there is no single posiƟon on the definiƟon of “innovaƟon”. In modern economics, the quesƟon remains: is innovaƟon the result of innovaƟon or is it a process of implemenƟng a new idea? Employees must form effecƟve management of agricultural enterprises based on the percepƟon of innovaƟons. The mechanism of employee moƟvaƟon of agricultural enterprises in the condiƟons of innovaƟve development is offered, which provides response to innovaƟve, economic, social, ecological changes, where the emphasis is made on increase of business acƟvity of workers, on their encouragement to introducƟon and fast percepƟon of innovaƟons. In modern condiƟons, the development of innovaƟve acƟviƟes of agricultural enterprises is on the verge of synthesis of scienƟfic knowledge and tangible assets. The modern management system of an economic enƟty should be based on the principle of development of its staff and the development of a mechanism for moƟvaƟng employees of agricultural enterprises to intensify innovaƟon. It was found that the percepƟon of innovaƟons by employees of the enterprise is their ability to implement innovaƟons, which is characterized by the Ɵme of implementaƟon. It is established that a well-built mechanism of staff moƟvaƟon contributes to the formaƟon of appropriate incenƟves and working condiƟons under which employees will work to achieve the goals of the enterprise. PosiƟve results of moƟvaƟonal measures to intensify innovaƟon in the agricultural enterprise will be achieved by encouraging employees to self-development to ensure their professional growth.

Abstract:
This article deals with the problem of insufficient provision of credit resources to agricultural enterprises in Ukraine, which hinders the further development of production in the industry and increases its share in the country's GDP. Bank lending of agricultural production remains limited due to the fact that banks still consider agricultural enterprises to be objects of high risk and low creditworthiness, and in the segment of agricultural lending, they prefer large enterprises that audit their financial statements and insure crops. A noticeable demand for loans from farmers is constrained by high interest rates, the prevailing short-term nature of loan agreements, the requirements for high advance payments, floating charge or guarantees. The point of the article is to show the possibilities of expanding lending of agricultural enterprises both through bank lending and alternative forms and types of agricultural lending, such as leasing, promissory note lending or a combination of various forms and instruments. These forms are more "tolerant" to farmers than bank lending. Comparative calculations made on the materials of a number of Ukrainian banks confirmed that lease payments are lower than on the loan, and on the avalized bill of exchange are lower than on leasing. In addition, these forms allow you to avoid high advance payments, strict requirements for property collateral, for a positive credit history, and guarantees, which are the main barrier to obtaining loans by farmers. The use of these forms and types of lending will expand the ability of farmers to obtain credit resources of their need and optimize the price of credit resources and business taxation.

Abstract:
The arƟcle discusses the accounƟng treatment for intangible assets. The authors note that intangible assets are the result of economic and technological development. On this basis, the classificaƟon of economic eras according to the relaƟonship between the use of tangible and intangible assets has been considered. The arƟcle also highlights the main criteria for intangible assets, namely legal and economic. The authors note that intangible assets are a group of balance sheets, in which the intellectual resources of the new economy could be reflected. It is noted that UNAS 8 “Intangible Assets” does not contain a certain part of the secƟons that are reflected in IAS 38 “Intangible Assets”, in parƟcular, separate acquisiƟons of an asset and acquisiƟons as part of the business associaƟon, acquisiƟons through government grants, etc. AccounƟng systems and items relaƟng to intangible assets are considered. Intangible assets, and especially intellectual capital, are considered to be an important source of capital deepening in European countries, albeit with significant differences among countries. It is noted that one of the biggest challenges in accounƟng for intangible assets is their valuaƟon and, according to certain requirements of the legislaƟon, the enƟty may revalue at fair value at the balance sheet date but if there is no acƟve market, the revaluaƟon may be carried out on the basis of an expert assessment of the subject of the evaluaƟon acƟvity. The authors maintain that the presƟge or importance of intangible objects can be assessed by expert judgment, as many factors constrain the implementaƟon of the excepƟonal features or properƟes specific to these objects. The authors discussed various methods for intangible asset valuaƟon and the prioriƟes for applying expert valuaƟon approaches to intangible assets and intellectual property objects in foreign pracƟce. The arƟcle also deals with staƟsƟcal data on the value of intangible assets in the balance sheets of Ukrainian enterprises.

The article reveals the role of the digital competence of employees in the marketing management of agricultural enterprises. It has been noted that marketing management is one of the novel approaches to managing an agricultural enterprise. It has been found that the successful all-levels marketing management of agricultural enterprises essentially depends on the holistic development of employees, so it is crucial to devote attention to professional knowledge of specialists, their ability to respond swiftly to market demands, ability to communicate, assume responsibility for performance results, as well as be engaged in life-long learning. It has been noted that cutting-edge technologies and equipment demand from employees to be digitally competent. The essence of digital competence has been revealed. The key components of the application of digital competence by agricultural commodity producers, which are crucial when looking for buyers and suppliers, or studying the market, have been considered. Since the state-of-the-art digital technologies require an Internet connection, the possibility of the rural population of Ukraine to have access to the Internet has been analyzed. It has been noted that the formation and development of the digital competence of employees constitutes an integral part of marketing management in agricultural enterprises thus improving the knowledge and skills of personnel when making managerial decisions, and providing competitive strengths and justification of enterprise development strategy.

Abstract:
Given Ukraine's high dependence on imported energy, primarily natural gas, and the availability of great biomass potential, it has been proven that bioenergy is one of the strategic directions of the sector's development in renewable energy sources. It is determined that the pace of bioenergy development in Ukraine still lags significantly behind European ones. It is established, that in the developed countries of the world use of biomass as a source of energy continues to play an important role because of a significant increase in prices for oil and gas, as well as the growing demand for protection of the environment. Therefore, the introduction of modern technologies for continuous energy production from biomass is an important condition for the solution of problems of supply of energy and prevent degradation of the environment. The possibility of using biofuels in the Kyiv region is proved, the investment attractiveness of this region as a source of thermal energy is revealed. The methodical approach to estimating the theoretical potential of waste due to the use of alternative energy sources is substantiated. The theoretical energy potential of the biomass of by-products of agricultural crops of private enterprise "Sosnova" was assessed, which made it possible to determine the prospects of an agricultural enterprise in the energy supply of the Kyiv region at the expense of biofuels. According to the generally accepted method, the theoretical energy potential of straw and vegetable waste of private enterprise "Sosnova" was calculated, which in the market turnover in 2019 amounted to 8392 tons of oil equivalent. It was determined that the predominant type of biomass in the studied enterprise were corn stalks and wheat straw. On the example of the object of the school, which is located near the investigated enterprise, the calculation of savings on heating by replacing the traditional type of fuel (natural gas) with biofuel. The calculations show that due to biofuels the company can provide 28% of the school's need for the heating season. The savings will be - 60.6 thousand UAH and its use allow you to save about 43% of fuel annually.

Abstract:
At the present stage of financial market development, the needs of individual clients are constantly growing. Competition in the market of traditional services between banks, as well as between banks and non-banking institutions is intensifying. With this in mind, banks must constantly work to diversify their sources of income, develop new services for the banking system; as a result, there are products of cooperation such as bancassurance. However, the level of their development is quite low, which requires appropriate research and generalization of their results in order to develop appropriate recommendations to improve the efficiency and further development of this type of cooperation. The leader in the provision of parabanking services in Ukraine is the insurance market, but its level of development is much lower than in foreign countries. The combination of banking and insurance services is one way to maintain and even increase the number of customers and assets. The interaction of banks and insurance companies can take various forms, including bank insurance and the provision of banking services to insurance companies – placement of funds, settlement services and others. The article examines the emergence of the concept of bancassurance, as a relatively new type of interaction between banks and insurance companies. The formation of such cooperation in Ukraine took place during three main stages. The main advantages of bancassurance singled out separately for insurance companies, for banks and for the clients themselves – consumers of financial services. An analysis made in terms of five banks in the Ukrainian financial market, and the most relevant insurance products they offer and with which companies work closely selected. The study found that in the insurance market of Ukraine, the dynamics of net insurance premiums and payments tends to increase. Insurance companies through the sale of services in banking institutions receive about a third of income. For the purpose of generalization, a SWOT analysis of bancassurance presented, with a clear identification of advantages, disadvantages and opportunities for further development in the Ukrainian financial market. It is determined that bancassurance has many advantages and potential opportunities for further improvement and expansion within Ukraine, while the shortcomings and threats are based on the existing shortcomings of the domestic financial market.

Abstract:
The article examines the functioning of agricultural land market in Ukraine. The basic parameters of the existence of legislation on land, the protection of the rights of owners of land plots, the possibilities of buying and selling in the context of land relations, the activities of agricultural holdings are analyzed. It is determined that land, labor and capital should function as goods in market economy, as factors of production. The significant role can be played by state that has capabilities for determination the presence of appropriate levers of power. The land, like other natural resources located within the territory of Ukraine, are objects of property rights of Ukrainian people. The Basic Law entrusts state with the function of protecting rights of all subjects of property as well as business rights. It has been determined that reforming of land sector is in one way or another affects interests of almost all citizens of country. The basis of agrarian reforms is land reform. The land market in Ukraine will be introduced on July 1, 2021. Citizens of Ukraine, legal entities of Ukraine, territorial communities and the state will be able to acquire ownership of agricultural land plots. The total area of agricultural land plots owned by citizen and legal entity may not exceed 10,000 hectares. It is determined that the limit of 100 hectares and the right to purchase the land plot have only individuals by January 1, 2024. Until January 1, 2030, the sale price of agricultural land plots allocated in kind (on the ground) to the owners of land shares (shares) cannot be less than their normative monetary value. Calculations are made in non-cash form. According to the Ministry of Economy, the average cost of renting a hectare of land in Ukraine is 1,700 hryvnas per year. After the introduction of the market, it can grow to 4000 hryvnas in 2024. According to government data, the average cost of hectare of land after the opening of the market will be about $ 2,200, but if the sale of land to foreigners is prohibited, this amount may be lower.

The purpose of the study is to analyze the current state of innovation activity of industrial enterprises and to formulated irections for its improvement. The methodological basis of the study is the current abstraction, analogies and theoretical generalizations - generalization of existing approaches to ensuring the innovative activities of industrial enterprises, justification of the need and highlighting the main problems of introducing innovation processes in domestic enterprises; methods of system, comparative and economic-statistical analysis - to study the state of innovative activity of industrial enterprises of Ukraine; graphic - for visual representation and schematic and graphic construction of theoretical and practical provisions of the study; abstract-logical - for the logical generalization of theoretical principles and formulation of research conclusions. The object of research is innovation. The subject of the research is the current state and directions of increasing the innovative activity of industrial enterprises. Dynamics of innovation activity and process of introduction of innovations in the domestic industryare analyzed. Data on implementation of innovations at domestic enterprises are presented. The structure of sources of financing of innovative activity of industrial enterprises of Ukraine is formed. The factors that impede the activation of innovative activity in modern industrial enterprises are considered. The ways and directions of the problem of activation of innovative development of the enterprises are offered. The directions for innovative activity increase of the industrial enterprises of Ukraine are offered. Thus, based on the conducted research, the most promising areas for increasing the innovative activity of industrial enterprises should be: effective cost management and reducing the cost of production; application of international product certification and standardization of production processes as components of quality management; support of innovation ideas and proposals; improving the level of production organization through the use of upgraded equipment and advanced software; introduction of the latest production technologies and reduction of the duration of the production process; use of modern methodical methods of financial support of innovation activity; introduction of innovative products into the production process and increase their share in the total volume of products; establishing close cooperation with business partners. Conclusions and prospects for further research. Thus, the results of the research indicate the presence of a number of problems in intensifying the innovative activity of industrial enterprises. With the help of the analysis of innovative activity of domestic industrial enterprises the main problems which constrain innovative development of the enterprises are revealed. Mostly financing was carried out at the expense of own funds of enterprises, and the volume of expenditures on innovation activities at the expense of foreign investors, the state budget and lending is observed at a fairly low level. The declining dynamics in the areas of innovation in domestic enterprises and their low share in the volume of industrial production is a manifestation of forced compulsion to increase imports of new equipment and technologies, manufactured products and reduce export operations for domestic innovative products. According to the obtained results the directions directed on activization of innovative activity of the industrial enterprises are formed. The implementation of the proposed measures will significantly increase the level of innovation activity of industrial enterprises in Ukraine, stabilize the accelerated process of renewal of production, effectively use domestic and foreign investment for innovation. Further research on the issue may concern the formation of modern methods of assessing the innovation potential of industrial enterprises and the formation of a mechanism foren hancing the irinnovation activity, which will provide a significant increase in the level of innovation activity of industrial enterprises, stabilization of production renewal processes, expedientuse of internal and attracted external investment ininnovation.

Abstract:
Organizational and economic principles of poultry production, which are formed by the system of internal and external factors, have been researched in the article. To diagnose these factors, the system of developed economic indicators has been used. The evaluation and analysis of these indicators make it possible to determine the state of organizational and economic level of poultry production enterprises. The main purpose of this research is to highlight the study outcomes of poultry industry development at Ukrainian enterprises. It is planned to analyse the structural dynamics of poultry number, the impact of factors affecting gross production of poultry products, research on impact of feed on the enterprise economic efficiency and profit increase by reducing the production cost. The relevance of this research is conditioned by further scientific research of development trends and regional features of poultry enterprises efficiency and competitiveness increase and substantiation of strategic perspectives. In the process of solving these tasks, general and special methods have been used: abstract and logical – to clarify the essence of main economic categories; analysis and synthesis – to analyse the development and economic efficiency level of poultry enterprises; comparative analysis – to compare different phenomena and processes regarding their impact on economic efficiency of poultry enterprises. Ukraine has been chosen as a research object. The expediency of efficient poultry development is necessitated by the need to tackle the most important socio-economic challenge – food security guaranty – not only for the individual region but also for the country as a whole, as poultry farming is rapidly growing industry. But the problem is the restoration and development of poultry farming with the involvement of a wide range of specialists, the study of poultry enterprises economic efficiency, taking into account the features of technological processes in this industry. Results of the study may be useful for the analysis and effective development of poultry industry as part of agricultural sector.

Abstract:
For the development of aquaculture, each country must develop a strategic plan for sustainable aquaculture development, taking into account the spatial planning of aquaculture areas and ensure its implementation. It is important to take into account the experience of European countries, where the driving force of aquaculture is its social perception, which requires taking into account the interests of society when planning the development of the industry. It is important to further study the main factors of development of the fisheries industry in order to economically justify the implementation of measures and proposals that will contribute to the intensive growth of domestic aquaculture. The purpose of the article is to substantiate the strategic directions of sustainable development of aquaculture in Ukraine. Methods of analysis and synthesis, induction and deduction, comparison, analogy, abstraction, system approach are used to determine the principles of introduction of sustainable development of aquaculture. The generalization method is used to formulate conclusions on the practical aspects of implementing the strategy of sustainable development of aquaculture. It is established that in the new economic conditions unfavorable external and internal factors of aquaculture development have led to the dominance of imported fish and seafood in the Ukrainian market, so for the development of aquaculture it is necessary to develop a strategic plan for sustainable development of the industry. The sustainable development of aquaculture aims to create the conditions for aquaculture producers to supply sufficient healthy and safe fish to the market without leading to environmental degradation. In the future, aquaculture in Ukraine should acquire the status of a sustainable industry that guarantees long-term preservation of jobs and development of rural and coastal areas, creating alternatives to traditional fishing both in terms of products produced and employment opportunities of the rural population. To guarantee employment and prosperity, aquaculture must become an economically viable and self-sufficient industry. The market should be the driving force behind the development of aquaculture; production and demand for fish must be balanced and any increase in production above market expectations should not lead to a decrease in producers' incomes. The product range needs to be expanded, and effective market strategies need to be put in place to balance aquaculture production and demand.

Abstract:
Ukrainian fertile lands and favorable climate conditions provide enormous opportunities for the agricultural sector development and formation of a highly efficient economic cluster. With a practical management approach, the agricultural potential could meet domestic needs and form a significant part of export earnings. The volume and quality of agri-food may satisfy not only internal food security but also contribute to the European, Asian and African. However, due to the longer production cycle compared to industry, agricultural enterprises at the stage of choosing a production program can not anticipate and respond quickly to changes in market conditions, increasing the competitiveness of goods and attractiveness to consumers based on existing production schemes. Therefore, the primary purpose of our study is to create a roadmap of management decisions when planning a production program through efficiency evaluation of growing winter wheat in a typical farm in Central Ukraine. For this purpose, we opt for a methodology based on marginal revenue, total costs, production and profitability thresholds along with payback of production factors. Due to climate change, the importance of growing winter crops is becoming increasingly essential and superior attention should be paid to improving their economic efficiency. Thus, the problem and relevance of the article is due to the requirements for sustainable successful operation of agricultural enterprises in a market environment and, therefore, the feasibility of using available calculation methods to assess the economic efficiency of production to facilitate management decision-making.

Abstract:
The article determined that the economic activity of agricultural enterprises is associated with fixed assets that make up the bulk of their capital. The study determined that the condition and efficiency of the use of fixed assets is an important factor in ensuring the competitiveness of enterprises. The article examines the features of fixed assets management in agricultural enterprises. The following main research methods were used in the article: comparison, monographic, abstract-logical, economic-statistical, methods of analysis and synthesis. Theoretical aspects of defining the economic essence of the concept of "fixed assets" and their classification are studied. The main problems of using fixed assets in modern agricultural enterprises are identified. The need for fixed assets for agricultural production for the period up to 2025 has been studied. The basic conditions of providing enterprises with fixed assets are determined. We are also established that in agricultural enterprises the management of fixed assets is carried out based on such approaches as a functional, process, strategic, systemic, situational, and integrated. It is determined that the purpose of fixed assets management is to ensure the production of competitive products and the formation of competitive advantages of the enterprise. The goals and objectives of fixed assets management at the strategic, tactical and operational levels are studied. Based on of the processed sources, the directions of increase of efficiency of use of fixed assets in the agricultural enterprises are offered: timely replacement of the outdated equipment; improving the organization of logistics of enterprises; use of modern effective systems of material incentives for employees; attracting investment resources of domestic and foreign investors to modernize the material and technical base of enterprises; application of leasing operations. The study investigated that the efficiency of fixed assets management of the enterprise can be considered from the standpoint of the efficiency of their use in economic turnover.

Abstract:
Population, man, human resources, human capital are the defining concepts in the consideration of issues related to the functioning of the national economy in modern economic conditions. It is generally recognized that labor activity is the main prerequisite that determines the material and spiritual wealth of man and society as a whole. Therefore, human resources at the present stage is one of the main components of the production potential of management in Ukraine, increasing the efficiency of use and reproduction of which are especially relevant. On the level of efficiency of human resources depends the level of welfare of the population, the development of productive forces, the scale of material production, etc. The development of intellectual productive forces and the strengthening of the influence of innovation and information factors contributes to the formation of a new socio-economic role of man in the modern economy and requires appropriate research. The article reveals the theoretical issues of trends in human capital development, a thorough analysis of the current state of human capital development and its importance in the modern economy. Based on the generalization of different views of scientists, the main stages of human capital formation in the agricultural sector of Ukraine's economy are identified and characterized. The problems of human capital use have been studied and proposals for its improvement have been worked out. It is revealed that the process of reproduction of human capital in agricultural enterprises and its effective use in the conditions of market transformations should be based on the principles of active policy aimed at reviving the economic situation in agriculture; scientific substantiation; development of measures in order to increase jobs and increase the labor needs of agricultural enterprises; improvement of the system of remuneration, social protection of agricultural workers; formation of the mechanism of social partnership, etc.
