Abstract:
The importance of education for every citizen of Indonesia is to improve the quality of human beings with good character and morals, however, until now the problems regarding education are still not resolved. One of them is that the 9-year Compulsory Education policy is not evenly distributed throughout Indonesia, as happened in Bogor Regency which has guaranteed the implementation of compulsory education in all its regions, but there are still districts that have made the policy a success to date. This study aims to describe or describe the 9 Year Compulsory Education policy implemented in Bogor Regency, especially in Cibinong and Sukamakmur Districts. The method in this research is a descriptive method with a qualitative point of view. Regarding information retrieval techniques that researchers make using interviews, observation and documentation. Actions in data analysis are data reduction, data presentation, drawing conclusions and verification and using the theory of policy implementation from George C. Edward III which includes communication, resources, disposition and bureaucratic structures. The results of this study show that the implementation of the 9-year compulsory education in Bogor Regency is not evenly distributed in every district. This is because the communication carried out to the community is still not optimal, there is still a lack of available resources, and it is not maximized in carrying out tasks and the support of the bureaucratic structure that is still not optimal.

Abstract:
Tata Kelola Pasar Tradisional di Kota Makassar masih terkesan semraut kumuh dan becek sehingga pasar tradisional tidak mampu bersaing dengan perkembangan pasar modern. Oleh karena itu, tujuan penelitian ini adalah untuk mengetahui dan menganalisis Tata Kelola Pasar Tradisional Berdaya Saing di Kota Makassar dari aspek perlindungan dan pemberdayaan pasar tradisional. Metode penelitian yang digunakan adalah metode kualitatif. Pengumpulan data dilakukan melalui, wawancara, observasi, telaah dokumen. Wawancara mendalam terhadap informan penelitian dilakukan untuk menggali informasi terkait permasalahan pokok penelitian. Selanjutnya observasi dilakukan terhadap kondisi Pasar Pa’Baeng-Baeng, Pasar Toddopuli, Pasar Terong dan telaah dokumen dengan melakukan kajian mendalam dokumen laporan, peraturan-peraturan. Hasil penelitian menunjukkan bahwa tata kelola pasar tradisional di Kota Makassar ditinjau pada aspek perlindungan pasar tradisional belum berjalan dengan efektif. lokasi usaha atau pasar yang sulit diakses sehingga pedagang kadangkala lebih memilih berjualan di pinggir. Selain itu, juga disebabakan karena masih lemahnya keberpihakan pemerintah daerah terhadap para pedagang di pasar tradisional. Sementara pada aspek pemberdayaan pasar tradisional juga belum berjalan dengan efektif. Hal ini ditandai dengan masih rendahnya pembinaan yang dilakukan oleh pihak PD Pasar Makasasr Raya terhadap para pedagang. Oleh sebab itu, peneliti menyarankan agar pihak PD Pasar Makassar Raya perlu mengidentifikasi ulang terkait dengan kebutuhan pengelola yang akan ditempatkan pada setiap pasar. Selanjutnya dengan pembangunan gedung yang layak dan penyediaan lahan parkir serta menata ulang konsep penataan posisi lods sehingga tidak ada lagi pedagang yang berjualan di pinggir jalan dan pelataran. Sistem kerja pegawai terutama petugas kebersihan perlu diubah agar bekerja setiap 2 jam untuk membersihkan area.

Abstract:
This paper describes the structure forming voting behavior Central Mamuju community in providing support to Aras Tammauni. Structures that shape the behavior of the public choose the reciprocation, emotional, traditions, and economic capital. By using qualitative research methods, this study shows that people give support to Aras Tammauni as a form of payment for services Aras Tammauni, especially the migrants Mamuju Central, from the first set foot in Mamuju Middle society homesteader got a lot of help from Aras Tammauni form economic and security needs. Another aspect is the old ideas (conservatively) Central Mamuju original community of the status of nobility attached to Aras Tammauni, indigenous people believe in Aras Tammauni as heir to the heroism inherited from his father and grandfather Daen Tammauni na Maccerinnai. In addition to having the status of nobility, Aras Tammauni also known by the public as a person who is friendly and humorous, people never hesitate to communicate or ask for help against Aras Tammauni, with a friendly personality and humorous as it can change the emotional connection people with Aras Tammauni that should hesitate because nobility status to be close. Finally, the economic capital Aras Tammauni donated in social activities and to assist the needs of life, the economic capital transmission becomes eligibility for Aras Tammauni moral because society considers such actions are a reflection of the generous and morals.

Abstract:
Desa dituntut untuk dapat memanfaatkan dana desa sebaik dan semaksimal mungkin. Pemerintah Pusat telah mengalokasikan anggaran dana desa mencapai Rp 257 triliun sejak 2015 hingga 2019. Total anggaran dana desa sebesar Rp 257 triliun selama 5 tahun tidak pernah mengalami penurunan setiap tahunnya. Berdasarkan data Badan Pusat Statistik (BPS) terdapat 83.931 wilayah administrasi setingkat desa di Indonesia pada tahun 2018. Kalimantan Barat memiliki 14 Kabupaten/Kota. Alokasi dana desa khususnya untuk Kabupaten Sambas berjumlah 204.977.785 (dalam ribu rupiah) atau sebesar 204 Milyar Rupiah. Alokasi dana desa untuk Kabupaten Sambas sebesar 0,3% dari jumlah alokasi nasional. Desa Sebunga merupakan salah satu desa yang terdapat di Kecamatan Sajingan Besar, Kabupaten Sambas, Kalimantan Barat. Pemanfaatan Dana Desa telah dilaksanakan di Sebunga, Kecamatan Sajingan Besar, Kabupaten Sambas. Tujuan dari penelitian ini ialah menganalisis pemanfaatan dana desa di Desa Sebunga, Kecamatan Sajingan Besar Tahun 2019.Penelitian ini menggunakan metode deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah studi dokumentasi, observasi, dan analisis data. Sumber data dalam penelitian ini adalah hasil observasi dan dokumen-dokumen yang diperoleh dari Desa. Jumlah pendapatan Desa Sebunga Tahun 2019 berjumlah 1.414.324.377,00. Jumlah pendapatan dari Dana Desa adalah sebesar 918.324.585,00. Anggaran belanja pada realisasi pendapatan dan belanja sebesar 918.324.599,00 dan sebesar 879.446.700,00 pada realisasi belanja yang digunakan untuk belanja langsung dan belanja tidak langsung. Sisa Lebih Perhitungan Anggaran (SILPA) pada realisasi pendapatan dan belanja desa Sebunga Tahun 2019 sebesar Rp 38.877.899,00.Pemanfaatan dana desa di Desa Sebunga telah digunakan untuk 30 kegiatan. Kegiatan tersebut terkelompok dalam 5 Bagian dan 9 Sub Bagian.

Abstract:
Kecamatan Bontoa merupakan daerah pesisir yang sebagian besar wilayahnya dihuni oleh penduduk nelayan. Pada masyarakat ini berlaku tatanan sosial yang sangat dipengaruhi oleh sistem kepemilikan material atau sumber daya ekonomi dari sektor kelautan yang menjadi sumber penghasilan utama mereka. Sumber daya tersebut meliputi modal dan alat tangkap yang hanya dimiliki oleh segelintir nelayan. Hal tersebut sebagai faktor utama lahirnya pembagian kerja yang berdampak pada stratifikasi sosial di dalam kehidupan masyarakat nelayan setempat. Nelayan yang tidak memiliki alat tangkap disebut sawi, bekerja pada nelayan yang memiliki alat tangkap disebut punggawa. Sistem ini telah berlangsung secara turun temurun. Terjadi hubungan timbal balik yang saling tergantung satu dengan lainnya. Akan tetapi, hubungan tersebut tidak sejajar. Punggawa memiliki posisi sebagai patron dan nelayan pekerja sebagai klien. Punggawadi Kecamatan Bontoa merupakan tokoh kuat yang pengaruhnya hampir menyamai pengaruh seorang bangsawan pada masa lalu. Dalam kegiatan elektoral pengaruh punggawa ini dimanfaatkan secara maksimal oleh aktor politik yang berkontentasi memperebutkan kursi kepala daerah. Sebagian nelayan menyadari bahwa hubungan ini tidak sehat karena menciptakan ketergantungan secara ekonomi, sosial, dan bahkan politik. Sebab itu, berusaha menciptakan budaya demokrasi melalui kelompok nelayan.

Abstract:
Preman ialah orang yang menggunakan bentuk kekerasan verbal maupun non verbal untuk mencapai tujuan, serta seringkali menggunakan kelompok. Penelitian ini bertujuan mengetahui keterlibatan preman pada pemilihan legislatif tahun 2019 di kota Makassar dan mengetahui bentuk keterlibatan preman pada Pemilu. Jenis penelitian ini adalah analisis kualitatif dengan observasi dan wawancara mendalam dengan pertanyaan terbuka. Penelitian ini disajikan secara eksploratif dan memberikan informasi mendalam dengan gaya fenomenologi. Sumber data dalam penelitian yakni, yakni data primer dari observasi dan wawancara mendalam serta dokumentasi lapangan dan data sekunder dari telaah pustaka yang terkait dengan penelitian terkait, yaitu buku, foto, media massa dan sumber informasi lainnya. Hasil penelitian menunjukkan bahwa keterlibatan preman dalam pemilihan legislatif di Kota Makassar didasari atas empat hal yakni rasional instrumental, rasional nilai, tindakan afektif dan tindakan tradisional. Bentuk-bentuk keterlibatan preman pada pemilihan Pemilu tersebut yaitu memperlebar jaringan pemenangan, mobilisasi massa, mengawal basis suara dan mengintimidasi lawan politik. Secara garis besar keterlibatan preman didasari aspek tradisi, tekanan dan rasionalitas.

Abstract:
Model kebijakan inkremental merupakan model kebijakan yang bersandar kepada kebijakan sebelumnya dengan sedikit modifikasi. Program peningkatan kesempatan kerja adalah bentuk program hasil dari model inkremental yang tidak dimodifikasi. Rendahnya lapangan pekerjaan secure menjadi pokok perhatian dalam persoalan ketenagakerjaan dan target dari agenda tujuan pembangunan berkelanjutan Provinsi Riau. Penelitian ini bertujuan mengevaluasi program peningkatan kesempatan kerja melalui evaluasi kebijakan sistematis melalui metode penelitian kualitatif dengan teknik analisa reduksi data, penyajian data dan penarikan kesimpulan. Hasil menunjukan bahwa model inkremental program peningkatan kesempatan kerja berorientasi kepada peningkatan skill individu dan tidak mampu menjawab persoalan ketenagakerjaan yang membutuhkan lapangan pekerjaan dan penciptaan lapangan kerja baru melalui penciptaan wirausaha baru, kemudian ditemukan tidak ada integrasi target program dengan target agenda tujuan pembangunan berkelanjutan Provinsi Riau.

Abstract:
Information Communication Technologi (ICT) merupakan sarana yang sangat berperan atas perubahan kehidupan masyarakat. Kebisaan masyarakat kini bergeser masuk kedalam pemanfaatan TIK, meninggalkan cara lama menuju cara baru. Demokrasi digital adalah salah satu bentuk penggunaan TIK dalam area politik. Demokrasi digital merupakan istilah yang digunakan untuk menggambarkan penggunaan media internet dalam ruang lingkup politik. Pemanfaatan media internet dengan beberapa jenis platform kini menjadi wadah bagi pelaku politik praktis untuk melakukan kampanye politik. Pengunaan media internet dalam ranah politik bukan hanya dilakukan oleh para kontestan politik melainkan juga dilakukan oleh para penyelenggara dan pengwas pemilihan seperti KPU, BAWASLU dan beberapa Lembaga lain dengan peran dan koridor masing-masing. Media internet dengan beberapa jenis platform media sosial adalah wadah dalam menyampaikan pesan politik kepada masyarakat. Penelitian ini menggunankan pendekatan kualitatif yang menghasilkan data derskriptif berupa kata-kata tertulis atau lisan dari orang-orang dan perilaku yang diamati. Tujuan penelitian ini untuk mengetahui efektifitas pemasaran politik (pull marketing) terhadap kemenangan ABM-Enny. Hasil penelitian menunjukkan bahawa pemasaran politik Pull marketing ABM-Enny bersama timnya dalam kemenangan pada pemilihan gubernur Sulawesi Barat tahun 2017 cukup efektif. Hal itu tercapai karena kemampuan aktivitas pemasaran politik yang dilakukan, dengan menggunakan strategi pull marketing yang dikombinasikan dengan strategi pemsaran politik yang lainnya seperti startegi push marketing dengan pass marketing. Yaitu pemanfaatan media sosial dalam mobilisasi massa yang sebelum melakukan kunjungan langsung kelapangan (pull marketing). Pemasaran politik yang dilakukan melalui media sosial juga dimanfaatakna dengan strategi menghadirkan para figur yang dianggap berpengaruh sehingga dapat pula mempengaruhi pilihan masyarakat (pass marketing).

Abstract:
The geographical conditions of Indonesia which are on the Pacific Ring of Fire and are crossed by three world plates, the Eurasian plate, the Indo-Australian plate and the Pacific plate make Indonesia the most disaster-prone country, especially earthquakes. The large number of population in Indonesia contributes to the risk of life and social loss, physical loss, and economic loss. Based on this, the government seems to need more attention to disaster management efforts, which are multidimensional. On the other hand, disaster management in Indonesia have not yet become a national strategic issue and development goals so that resulting in disaster management in Indonesia are still not optimal due to the collaborative management processes that are not comprehensive and sustainable between the various levels of actors involved.The purpose of this study is to analyze collaborative governance in the prevention of earthquake reconstruction rehabilitation in the Western Island of Java. This study uses a post positivism approach with qualitative research methods through in-depth interviews and documentation studies.The results of this study indicate that it is needed: the objectives in post earthquake disaste management must consider providing solutions that can reach ordinary people, community independence and participation, human resources, technology, finance and legal as well as derivative rules, leader support, and collaboration between governments, non-governmental institutions, private sector, donor agencies, international agencies, universities and the community

Abstract:
Bangka Belitung is the largest national pepper producing area with the trademark Muntok White Pepper. In line with that, the Provincial Government of the Bangka Belitung Archipelagohas formulated the first strategic policy in Indonesia towards the warehouse receipt system on pepper commodities. The policy arose in an effort to improve the welfare of pepper farmers. This study aims to determine the implementation of the warehouse receipt system policy on pepper commodity in Bangka Belitung and the factors that influence it.This study uses qualitative research methods. This study focuses on discussing how to implement the warehouse receipt system policy in the pepper commodity in Bangka Belitung by looking at four aspects that serve as a reference in analyzing policy implementation, namely: communication, disposition, resources, and bureaucratic structure. Data collection techniques use in-depth interviews, observation and documentation techniques.The results show that the implementation of the warehouse receipt system policy on pepper commodities in the Bangka Belitung Archipelago Province was not running optimally. One of factors that affect that policy is the aspect of communication. There are still many farmers who do not get information clearly related to the warehouse receipt system. From the aspect of disposition, there is no synergy among stakeholders in running the program. From the aspect of resources, the competencies of the management team must be increased. From the aspect of bureaucratic structure, there is a split between organizational units, namely between the Bangka Belitung Archipelago Provincial Government and the Pepper Management, Development and Marketing Agency (BP3L).

Abstract:
Governance perspective appears as a solution to the limitations of the government’s concept. The development of increasingly smart technologies makes the concept of ‘smart’ not only applied to a variety of devices, but also to various systems and orders. So that management changes by linking information technology in government organizations are needed. This effort is considered effective to improve government performance, especially in public services. This research using qualitative methods. This aims of this research is to find out how management changes of the Magelang City as a smart city and to find out whether are all components of both the government environmental and the communities are ready for the existence of smart city. The results of this research are management changes of Magelang City as smart city has begun. That is can be analyzed in the form of framework thinking changes, changing the structure, re-empowerment, and renewal. Readiness of the government of Magelang City is already exist to confront as smart city, but it still needs more improvement. Therefore, in the implementation of smart city program, the government of Magelang City should encourage socialization to the society that there is a form of public service through utilize information technology and carry out deliberations on it to stakeholders in order to create cooperation to realize the actual concept of smart city in Magelang City.

Abstract:
AbstrakPenelitian ini membahas mengenai pemanfaatan utang pemerintah dalam bentuk Surat Berharga Syariah Negara atau Sukuk untuk membiayai proyek pada Kementerian Pekerjaan Umum dan Perumahan Rakyat (PU-PR). Kementerian PU-PR merupakan instansi yang mendapatkan alokasi anggaran proyek berbasis Sukuk paling besar dalam kurun waktu 2015-2019. Data penelitian berasal dari data sekunder berupa pagu anggaran dan realisasi pelaksanaan proyek dan dianalisis secara deskriptif dengan hasil wawancara dengan pelaksana proyek dan pengelola proyek Sukuk di Kementerian Keuangan. Hasil penelitian menggambarkan bahwa Sukuk merupakan salah satu sumber pembiayaan pembangunan infrastruktur pemerintah yang prospektif karena pasar keuangan syariah yang masih terus tumbuh dan berkembang. Namun demikian, kendala pada pelaksanaan proyek yang berimbas pada tambahan biaya utang perlu diminimalkan. Peningkatan kualitas perencanaan dan pengusulan proyek, penilaian kelayakan yang lebih ketat, serta mekanisme reward and punishment untuk menjamin proyek berjalan tepat waktu harus diterapkan oleh pihak-pihak yang berkepentingan sehingga pembiayaan proyek yang didanai dari utang terutama Sukuk dapat dilakukan dengan lebih efektif dan efisien.AbstractThis study aims to discusses Government Islamic Debt Securities or Sukuk used to financing the projects at the Ministry of Public Works and Public Housing. The Ministry had the largest Project Based Sukuk allocation in 2015-2019. The research uses data from budget allocation and the realization of project implementation using descriptive analysis and combined with interviews from project implementers and debt managers. The result shows that Sukuk are prospective sources for government infrastructure development as the Islamic financial markets are still growing. However, problems on project implementation need to be minimized. Quality of project planning preparation should be improved, rigorous feasibility studies, and suitable mechanism of reward and punishment has to be implemented to ensure the effectiveness of the project.

Abstract:
Sebagai upaya membangun kebersamaan bagi masyarakat, maka pemerintah Kabupaten Sumbawa Barat menerapkan sebuah kebijakan dalam wujud Peraturan Daerah tentang Program Daerah Pemberdayaan Gotong Royong (PDPGR). Program ini diharapkan mampu memberikan sebuah perubahan terhadap kehidupan masyarakat yang sudah dilaksanakan di 57 desa sejak tahun 2016 dan salah satunya adalah Desa Kelanir Kecamatan Seteluk melalui kegiatan Pembangunan Jamban, Rehab Rumah Tidak Layak Huni (RTLH), Bariri Tani, Bariri Ternak, Pariri Lansia dan Pariri Disabilitas. Penelitian ini bertujuan untuk mendeskripsikan implementasi Peraturan Daerah Nomor 3 Tahun 2016 tentang PDPGR dan juga untuk menganalisis faktor yang mempengaruhi Strategi pemerintah dalam penerapan PDPGR di Desa Kelanir. Adapun metode yang digunakan dalam penelitian ini adalah kualitatif deskriptif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi.Berdasarkan hasil penelitian menunjukkan bahwa secara umum Strategi PDPGR di Desa Kelanir mampu membangun kebersamaan daam meningkatkan kesejateraan dan perekonomian masyarakat setempat melalui kegiatan PDPGR, namun dalam pelaksanaanya dipengaruhi oleh banyak faktor seperti komunikasi, sumber daya, disposisi dan struktur birokrasi. PDPGR di Desa Kelanir tidak berjalan optimal dikarenakan tidak adanya sosialisasi program kepada masyarakat, rendahnya kaulitas agen Pemberdayaan PDPGR Desa Kelanir sebagai ujung tombak keberhasilan program serta tidak adanya Structure Operational Procedure (SOP) sejak tahun 2016 yang dijadikan pedoman pelaksanaan program.

Abstract:
Pemerintah memiliki tugas utama yaitu mencerdaskan kehidupan bangsa. sebagaimana tertuang dalam “PembukaanuuUndang-Undang Dasar 1945”, diartikan secara mendalam dan menyeluruh bahwa melalui pendidikan setiap warga dapat meningkatkan taraf kehidupannya dari tingkat terendah hingga ketingkat pencapaian tertinggi. Survei Kepuasan Masyarakat merupakan media untuk mengetahui persepsi masyarakat terhadap kualitas layanan pemerintah dalam bidang Pendidikan. Penelitian ini merupakan deskriptif kuantitatif yang berpedoman pada Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi Nomor 14 Tahun 2017 Tentang Pedoman Penyusunan Survei Kepuasan Masyarakat Unit Penyelenggara Pelayanan Publik yang menggunakan metode survei dengan pengukuran skala Likert. Skala Likert merupakan skala psikometrik untuk dipergunakan dalam mengukur sikap, pendapat, dan persepsi seseorang atau sekelompok orang terhadap suatu jenis layanan publik yang biasanya digunakan dalam riset berbentuk survei. Responden dalam penelitian ini merupakan pengguna pelayanan publik dalam bidang pendidikan di Kabupaten Bintan. Melalui survei ini diketahui bahwa nilai kesenjangan pelayanan yang diberikan dan ekspektasi atau harapan penerima layanan dalam Bidang Layanan Pendidikan yang diselenggaran Pemerintah Kabupaten Bintan secara keseluruhan unsur yang dinilai memperoleh klasifikasi baik dengan nilai GAP berada di kisaran 0,8- 0,99.

Abstract:
Penelitian ini membahas tentang Implementasi kebijakan program Posbindu PTM di Puskesmas Sinar Baru pada tahun 2018. Program Posbindu PTM merupakan salah satu program pemerintah Kabupaten Bangka dalam menanggapi masalah Penyakit Tidak Menular (PTM) di Puskesmas Sinar Baru. Adanya program Posbindu PTM ini bertujuan untuk menurunkan persentase Penyakit Tidak Menular (PTM). Tujuan penelitian ini adalah untuk mendeskripsikan implementasi kebijakan program Pos Pembinaan Terpadu Penyakit Tidak Menular (Posbindu PTM) di Puskesmas Sinar Baru pada tahun 2018. Jenis penelitian yang digunakan adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data menggunakan wawancara, observasi, dokumentasi dan trianggulasi. Teori yang digunakan yaitu teori Jones dalam Widodo (2007:89-96) yang terdiri dari dimensi organisasi, dimensi interprestasi dan dimensi aplikasi serta untuk melihat faktor-faktor yang mempengaruhi keberhasilan implementasi, peneliti menggunakan teori Edward III dalam Nugroho (2017:747) yang terdiri dari komunikasi, sumber daya, disposisi dan struktur birokrasi. Berdasarkan hasil penelitian yang telah dilakukan peneliti menunjukkan bahwa para pelaksana Program Posbindu PTM personil kurang lengkap dan mempunyai tugas rangkap. Untuk faktor-faktor yang mempengaruhi keberhasilan komunikasi sangat mempengaruhi implementasi kebijakan program Posbindu PTM di Puskesmas Sinar Baru pada tahun 2018.

Abstract:
Penelitian ini telah dilaksanakan di Desa Batulayar, bertujuan untuk mengetahui efektivitas indikator peranan kepemimpinan Kepala Desa dalam meningkatkan partisipasi masyarakat dalam pembangunan fisik pasca gempa. Metode penelitian yang digunakan dalam penelitian ini yaitu dengan teknik analisis kualititatif dan analisis kuantitatif, untuk analisis kualititatif menggunakan data primer yang bersumber dari informan Kepala Desa dan Sekretaris Desa, sedangkan analisis kuantitatif ( prosentase baris ) menggunakan data primer yang bersumber dari 110 orang responden ( masyarakat, tokoh masyarakat, dan aparat desa ).Hasil penelitian yang dicapai, bahwa peranan kepemimpinan Kepala Desa untuk meningkatkan partisipasi masyarakat dalam pembangunan fisik pasca gempa, meliputi 8 indikator yaitu kepekaan terhadap lingkungan, keteladanan, kesetian pada janjinya, kemampuan mengambil keputusan, kemampuan menggerakan potensi masyarakat, kemampuan melaksanakan tugas pemerintah, kemampuan melaksanakan koordinasi dan kemampuan melaksanakan tugas yang telah menjadi tanggung jawab berada pada kategori“Cukup Baik”(72,16 %).Meskipun ada beberapa factor penghambat terkait peranan kepemimpinan Kepala Desa, antara lain : masih terbatas sarana dan prasarana serta masih terdapat visi-misi kepala desa yang belum terealisasi. Akan tetapi juga terdapat sejumlah faktor pendukung, anatara lain : tokoh masyarakat setempat aktif memberikan masukan / saran untuk perbaikan dan koordinasi antara institusi terlaksana secara intensif dalam penanganan berbagai masalah di desa.

Abstract:
Abstrak: Fokus dalam penelitian ini adalah berupaya untuk meningkatkan kinerja pegawai di BKKBN dengan menggali hubungan antara kinerja pegawai dengan faktor-faktor yang dapat mempengaruhinya, yakni organizational commitment, happiness at work, dan motivasi kerja. Pendekatan penelitian ini menggunakan metode kuantitatif. Pengumpulan data primer dilakukan dengan menyebarkan kuesioner. Analisis data dilakukan dengan analisis deskriftif dan analisis inferensial menggunakan pendekatan Structural Equation Model melalui perangkat lunak SmartPLS3 terhadap 200 data responden. Hasil penelitian menunjukkan bahwa organizational commitment dan happiness at work berpengaruh positif dan signifikan terhadap motivasi kerja dan kinerja pegawai. Adapun saat hubungan antara organizational commitment dengan kinerja pegawai dimediasi oleh motivasi kerja, menunjukkan hasil bahwa motivasi kerja dapat memediasi hubungan secara signifikan. Begitu juga saat hubungan antara happiness at work dengan kinerja pegawai dimediasi oleh motivasi kerja hasilnya memperlihatkan bahwa motivasi kerja berhasil memediasi hubungan secara signifikan The focus in this research is to improve employee performance in The BKKBN by exploring the relationship between employee performance with factors influenced, include of organizational commitment, happiness at work, and work motivation. The approach of this research uses quantitative methods. Primary data were collected by distributing questionnaires. Analysis of data processed by descriptive analysis and inferential analysis using the Structural Equation Model through SmartPLS3 software to 200 respondents' data. The results showed that organizational commitment and happiness at work had a positive and significant effect on work motivation and employee performance. As for the relationship between organizational commitment and employee performance is mediated by work motivation, showing the results that work motivation can mediate significantly. The same of the relationship between happiness at work and employee performance is mediated by work motivation, the results show that work motivation successfully mediates the relationship significantly.

Abstract:
This research aims to determine the role of Pokdarwis in the development of the Sumbur Suma Hill in Telok Kombal, North Lombok. This research uses the case study method. Focus of the research is to examine the role of Pokdarwis with the role indicators presented by Minztberg: Interpersonal roles, Roles related to information, and the role of decision makers. The main data collection by interview was collaborated with the results of observation and documentation. Data were analyzed using an Interactive Model technique that passes through two types of triangulation (data triangulation and methodological triangulation). In an effort to develop the Sumbur Suma Hill ecotourism, Pokdarwis Telok Kombal has performed its role as it should, although it is still faced with various obstacles. For product development, Pokdarwis plays the role of decision maker. In terms of standardization development, Pokdarwis plays two roles, the role associated with information and the role of decision makers. Then community empowerment, Pokdarwis plays two roles, interpersonal role and decision maker role. The stakeholder part, Pokdarwis has been able to carry out its entire role.

Abstract:
The purpose of this study is to describe the management of the Village Fund in empowering villagers and to find out the results of managing village fund allocations in community empowerment. The Village Fund Allocation Management Research in Community Empowerment was conducted at the Deket Kulon Village, the Deket District, Lamongan Regency. Village fund allocations are central and regional financial balance funds received by regencies / cities which are distributed in proportion to each village proportionally, at least 10% (ten percent). The allocation of village funds is intended for the administration of village government and community empowerment. This research uses a qualitative method with a descriptive approach. The results show that the results of village fund management can be used for environmental, economic and community empowerment. By emphasizing community participation as the key through the role of stakeholders so that the planned program can work effectively.

Abstract:
Pertumbuhan penduduk di Kabupaten Bangka setiap tahunnya terus meningkat dan diikuti pula dengan meningkatnya jumlah penduduk pendatang. Pemerintah pusat mengeluarkan Peraturan Menteri Dalam Negeri Nomor 14 Tahun 2015 tentang pedoman pendataan penduduk non permanen. Di Kabupaten Bangka instansi yang melaksanakan kebijakan tersebut adalah Dinas Kependudukan dan Pencatatan Sipil Kabupaten Bangka. Kebijakan tersebut dilaksanakan guna untuk melihat mobilitas penduduk dan untuk mencapai tujuan tertibnya administrasi kependudukan. Penelitian ini membahas mengenai implementasi kebijakan pendataan penduduk nonpermanen dan faktor-faktor yang mempengaruhi implementasi kebijakan pendataan penduduk nonpermanen di Kabupaten Bangka. Penelitian ini adalah penelitian kualitatif dengan metode deskriptif. Tujuan penelitian ini adalah untuk mengetahui implementasi kebijakan pendataan penduduk non permanen dan faktor-faktor yang mempengaruhi implementasi kebijakan pendataan penduduk non permanen di Kabupaten Bangka. Berdasrkan hasil penelitian yang telah peneliti lakukan dilapangan bahwa implementasi kebijakan pendataan penduduk non permanen di Kabupaten Bangka yang dilihat dari dimensi, organisasi, interprestasi dan aplikasi dapat dikatakan sudah cukup baik. Sedangkan faktor-faktor yang mempengaruhi implementasi kebijakan pendataan penduduk non permanen di Kabupaten Bangka yang dilihat dari faktor komunikasi, sumber daya, disposisi, dan struktur birokrasi hasilnya belum baik

Abstract:
DKI Jakarta adalah ibukota negara Indonesia yang adalah pusat pemerintahan dan pusat perekonomian. Dengan demikian, hal tersebut berdampak pada pertumbuhan penduduk di Jakarta yang meningkat dengan pesat. Karena itu, keberadaan lahan sangat dibutuhkan dalam memenuhi kebutuhan penduduk Jakarta. Hal ini perlu diikuti dengan manajemen perencanaan tata ruang wilayah kota untuk menciptakan lingkungan yang nyaman, aman, dan berkelanjutan. Dalam usaha untuk menciptakan ruang terbuka hijau (RTH) sebsar 30% seperti yang telah ditetapkan dalam UU. No 26 Tahun 2007 tentang Penataan Ruang. Pemerintah Provinsi DKI Jakarta mengeluarkan kebijakan publik terhadap daerah yang seharusnya menjadi jalur hijau. Salah satu daerah yang sukses dikembalikan peruntukannya adalah kawasan Kalijodo, Jakarta Utara. Penggusuran oleh Pemerintah Provinsi DKI Jakarta adalah untuk mengembalikan fungsi ruang terbuka hijau di daerah tersebut. Dampaknya, penggusuran ini menyebabkan berbagai reaksi dari berbagai aktor kepentingan yang ada. Dalam menentukan kebijakan yang terbaik dalam menyelesaikan kasus ini diperlukan etika pengambilan keputusan publik. Terdapat tiga aspek meliputi konsekuensialis, deontologis, dan etika kebajikan. Tujuan dari penelitian ini adalah untuk menganalisis implementasi dari etika pengambilan keputusan publik dalam kebijakan penertiban kawasan Kalijodo tahun 2016. Penelitian ini menggunakan pendekatan deskriptif kualitatif.

Abstract:
Kebebasan masyarakat dalam menyampaikan pengaduan tidak terkecuali kepada Presiden RI. Jumlah pengaduan masyarakat kepada Presiden RI menunjukan tren kenaikan setiap tahunnya, dengan jumlah signifikan di era Pemerintahan Joko Widodo. Seiring dengan tingginya tuntutan masyarakat terhadap penyelesaian masalah di lembaga kepresidenan dan kecepatan dinamika lingkungan, maka penguatan kapasitas kelembagaan Kementerian Sekretariat Negara sangatlah vital. Namun dalam praktiknya penyelenggaraan penanganan pengaduan masih jauh dari harapan, yakni banyak pengaduan yang belum mendapatkan penyelesaian dari instansi terkait, belum terbentuknya sinergisitas penanganan pengaduan, dan mekanisme kerja yang masih konvensional. Penelitian ini bertujuan untuk menganalisis kapasitas kelembagaan yang perlu diperkuat dalam menyelenggarakan penanganan pengaduan masyarakat kepada Presiden RI. Peneliti menggunakan pendekatan post positivisme dengan metode penelitian kualitatif melalui wawancara mendalam dan studi dokumentasi. Hasil penelitian menunjukan bahwa perlu penguatan kapasitas kemampuan SDM dalam menjalankan tugas dan fungsi public complaint handling melalui pendidikan dan pelatihan, pengembangan dan pemanfaatan sistem teknologi dalam mengelola dan menganalisis data pengaduan serta memperlancar proses bisnis yang masih terkendala, proses evaluasi kinerja penanganan secara menyeluruh, pembentukan payung hukum sebagai pedoman penanganan pengaduan masyarakat kepada Presiden RI, dukungan dari pimpinan, dan kerja sama secara kelembagaan antar mitra pengelola pengaduan dalam menangani pengaduan masyarakat kepada Presiden RI.

Abstract:
Health service inovation Public safety Center 119 (PSC 119) Solok Madinah Sehat Cara Revolusi Sehat (SMASH CARE’S) in Solok City. For increasing the service in health sector, the govermnent of Solok City launched an inovation in health service PSC 119 Smash Care’s. this research intended to find out the implementation of Smash Care’s and also the public services that accepted by solok society. This research is using descriptive approach by qualitative methods. Technique of collecting the data was by interview and documentation. The result of this research shows that PSC 119 Smash Care’s give the emergency services to Solok society or the people who are in the Solok City. This service is very assist for the society. In the other hand, this service has more advantage than other. Those are easy to acces the service by direct call to 119 and also giving 24 hours service, free of charger and in accordance with needs and taking into account community complaints. But there are still some shortcomings such as the fraudulent numbers to call center 119, the lack of facilities and infrastructure as well and the lack of maximum socialization

Abstract:
Abstrak: Bantuan Operasional Sekolah (BOS) adalah program pemerintah yang pada dasarnya untuk penyediaan pendanaan biaya operasi nonpersonalia bagi satuan pendidikan, dengan sasaran semua sekolah SD/SDLB dan SMP/SMPLB/SMPT, termasuk SD-SMP Satu Atap (SATAP) dan Tempat Kegiatan Belajar Mandiri (TKB Mandiri) yang diselenggarakan oleh masyarakat, baik negeri maupun swasta di seluruh provinsi di Indonesia, dana BOS dikeluarkan dalam empat triwulan untuk satu tahun (satu periode), berdasarkan prosedur yang ada dana BOS perlu di kelola secara relevan dan efektif. Dalam pelaksanaan dana BOS, ini dibagi menjadi 8 standar penggunaan atau aliran dana BOS yaitu: Pengembangan Kompetensi Kelulusan, Pengembangan Standar Isi, Pengembangan Standar Proses, Pengembangan Pendidikdan Tenaga Kependidikan, Pengembangan Sarana dan Prasarana Sekolah, Pengembangan Standar Pengelolaan, Pengembangan Standar Pembiayaan, Pengembangan dan Implementasi Sistem Penilaian. Jenis penelitian ini menggunakan jenis deskriptif kualitatif. Lokasi penelitian ini dilaksanakan di SDN 44 Mande Kota Bima, Kelurahan Mande, Kecamatan Mpunda, Kota Bima. Sumber data dalam penelitian ini terdiri dari dua yaitu: (a) Data primer atau data utama, dan (b) Data sekunder atau data pendukung. Berdasarkan hasil penelitian dan pembahasan maka penelitian ini dapat disimpulkan sebagai berikut: (1) SDN 44 Mande Kota Bima dalam pengelolaan dana bantuan operasional sekolah (BOS) telah berjalan sesuai dengan petunjuk teknis pengelolaan dana bantuan operasional sekolah (JUKNIS BOS), (2) Faktor Pendukung, Adapun factor pendukung dalam pengelolaan dana bantuan operasional sekolah (BOS) adalah sebagai berikut: (a) Dukungan Pemerintah dengan memberikan petunjuk teknis pengelolaan dana BOS dan sosialisasi tentang tata cara pengelolaan dana bantuan operasional sekolah dari Dinas Pendidikan, (b) Terjalinnya bentuk kerjasama yang baik dari pihak pengelola dana BOS, Komite Sekolah dan para Guru, Pemerintah (Dinas Pendidikan dan Kebudayaan Kota bima), (c) Motivasi yang tinggi dan kinerja yang maksimal untuk mengembangkan kualitas pendidikan, (d) Dukungan dari para guru baik dengan sumbangan pemikiran maupun dengan dukungan tenaga. Sedangkan, Faktor penghambat, Adapun factor penghambat dalam pengelolaan dana bantuan operasional sekolah (BOS) yaitu: (a) Waktu pencairan dana sering mengalami keterlambatan, (b) Anggaran yang diperoleh tidak sebanding dengan kebutuhan sekolah, (c) Sekolah dibatasi dalam melakukan perbaikan berat sehingga sekolah masih mengalami kekurangan ruangan, dan (d) Dana bantuan operasional sekolah belum mampu membiayai seluruh program sekolah secara merata/menyeluruh. Abstract:
Abstrak: Penelitian ini dilatarbelakangi oleh permasalahan kemacetan transportasi perkotaan yang diakibatkan tingginya jumlah kendaraan dari para pengguna alat transportasi itu sendiri. Menanggapi permasalahan tersebut Kementerian Perhubungan mencanangkan program pengembangan angkutan umum berbasis jalan salah satunya pengadaan Bus Rapid Transit (BRT) untuk wilayah Kota Mataram dan sekitarnya. BRT Kota Mataram yang disebut juga Bus Trans Mataram merupakan salah satu jenis model angkutan umum yang efisien, aman, nyaman dan terjangkau dengan daya beli masyarakat. Bus Trans Mataram ini mulai beroperasi pada tanggal 21 November 2016 yang memiliki 4 rute. Pertama, di dalam kota, kedua dari pinggiran timur kota, ketiga dari pinggiran utara kota dan keempat, sayang-sayang hingga jalan Lingkar Selatan. Penelitian ini menggunakan metode kualitatif. Penelitian Kualitatif merupakan penelitian yang bertujuan untuk menggambarkan dan mendeskripsikan peristiwa maupun fenomena yang terjadi di lapangan dan menyajikan data secara sistematis, faktual, dan akurat mengenai fakta-fakta atau fenomena yang terjadi di lapangan. Pengumpulan data dilakukan dengan Teknik Observasi, Wawancara, dan Dokumentasi. Peneliti menggunakan Triangulasi sumber untuk mengecek keabsahan data penelitian. Analisis data dalam penelitian ini menggunakan tiga komponen yang terdiri dari Reduksi data, Penyajian data, dan Penarikan kesimpulan. Hasil penelitian yang dilakukan ini menunjukan bahwa implementasi kebijakan pengoperasian bus Trans Mataram Metro di Kota Mataram belum berjalan secara efektif. Hal ini berdasarkan dari kurangnya sosialisasi, tidak konsistennya implementor, tidak adanya ketegasan pemerintah daerah, tidak tersedianya anggaran operasional yang memadai dalam mengimplementasikan program, dibutuhkannya kontribusi dari Dishub Kota Mataram di bidang angkutan. Sedangkan untuk indikator, besarnya biaya yang dibutuhkan dalam pemenuhan biaya operasional, terjadi penurunan jumlah penumpang, dan masih terdapat ketidaksesuaian kualitaas pelayanan pada bus Trans Mataram Metro. Oleh karena harus adanya pembenahan dari lembaga-lembaga terkait mengenai pengoperasian Bus Trans Mataram Metro sehingga berjalan sesuai dengan rencana yang telah ditetapkan. Abstract This research is motivated by the problem of urban transportation congestion caused by the high number of vehicles of the users of the transportation itself. Responding to the problem, the Ministry of Transportation has launched a road-based public transportation development program, one of which is the provision of Bus Rapid Transit (BRT) for the City of Mataram and surrounding areas. The Mataram City BRT, also called the Trans Mataram Bus, is one of the types of public transportation models that is efficient, safe, comfortable and affordable with people's purchasing power. The Trans Mataram Bus starts operating on November 21, 2016 which has 4 routes. First, in the city, second from the eastern suburbs, third from the northern suburbs of the city and fourth, unfortunately to the South Ring Road. This study uses a qualitative method. Qualitative research is research that aims to describe and describe events and phenomena that occur in the field and present data systematically, factually, and accurately about facts or phenomena that occur in the field. Data collection is done by Observation, Interview, and Documentation Techniques. Researchers use source triangulation to check the validity of research data. Data analysis in this study used three components consisting of data reduction, data presentation, and drawing conclusions. The results of this research indicate that the implementation of Trans Mataram Metro bus operating policies in Mataram City has not been effective. This is based on the lack of socialization, the inconsistency of the implementor, the lack of firmness of the local government, the unavailability of an adequate operational budget in implementing the program, the need for contributions from the Transportation Department of Mataram in the field of transportation. As for the indicators, the amount of costs needed to meet operational costs, a decrease in the number of passengers, and there are still mismatches of service quality on the Trans Mataram Metro bus. Therefore there must be improvements from relevant institutions regarding the operation of the Trans Mataram Metro Bus so that it runs according to the plan that has been set.

Abstract:
Abstrak: Penelitian ini bertujuan untuk mengetahui peran pemerintah desa poto tano terhadap pengembangan Objek wisata pulau kenawa dalam membangun ekonomi masyarakat. Dalam penelitian ini metode yang digunakan adalah kualitatif deskriftif. Sumber data dalam penelitian ini ada dua yaitu menggunakan data primer dan sekunder. Teknik pengumpulan data yang dilakukan adalah dengan menggunakan metode wawancara, observasi, angket, dokumentasi, dan library research. Hasil penelitian peran pemerintah Desa Poto Tano terhadap pengembangan objek wisata pulau kenawa dalam membangun ekonomi masyarakat. Bekerjasama dengan dinas kebudayaan dan pariwisata sumbawa barat dan instansi lain dalam mengadakan event acara Wild West Sumbawa Cruise untuk mempromosikan pulau kenawa. Meningkatnya taraf ekonomi masyarakat Desa Poto Tano menjadi lebih baik dan mampu menciptakan lapangan kerja baru. Faktor penghambat menurut pemerintah karena belum adanya ijin dari kementerian lingkugan hidup dan kehutanan melalui dinas lingkungan hidup dan kehutanan kabupaten sumbawa barat. Belum lengkapnya sarana dan prasarana penunjang pariwisata bagi wisatawan. Faktor pendukungnya adanya kesadaran dari masyarakat desa poto tano untuk mengelola dan menjaga pulau kenawa sebagai aset yang menguntungkan di wilayah mereka. Abstract:
Abstrak: Secara geografis Indonesia merupakan negara kepulauan yang terletak pada pertemuan empat lempeng tektonik yaitu lempeng Benua Asia, Benua Australia, lempeng Samudera Hindia dan Samudera Pasifik. Pada bagian selatan dan timur Indonesia terdapat sabuk vulkanik (volcanic arc) yang memanjang dari Pulau Sumatera-Jawa-Nusa Tenggara-Sulawesi, yang sisinya berupa pegunungan vulkanik tua dan dataran rendah yang sebagian didominasi oleh rawa-rawa. Kondisi tersebut sangat berpotensi sekaligus rawan bencana seperti letusan gunung berapi, gempa bumi, tsunami, banjir dan tanah longsor. Metode penelitian yang digunakan adalah pendekatan deskriptif kualitatif. Metode yang digunakan adalah metode wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa peran Pemerintah Daerah terhadap penyelesaian permasalahan korban bencana gempa di Dinas Sosial Kabupaten Lombok Barat berjalan cukup baik, walaupun masih terdapat hambatan yang terjadi terhadap penyelesaian permasalahan korban bencana gempa. Peran Dinas Sosial yang dilakukan terhadap korban bencana gempa yaitu, melaksanakan bantuan sosial (dengan fokus untuk dampak bencana temporer), melakukan rehabilitasi sosial (dengan fokus untuk dampak bencana permanen) dan melakukan pemberdayaan sosial (berbentuk penguatan dan pengembangan dengan fokus untuk dampak bencana berkelanjutan). Faktor penghambat Dinas Sosial terhadap penyelesaian permasalahan korban bencana gempa di Kabupaten Lombok Barat yaitu akses jalan yang rusak dan sempit yang berada di perbukitan menjadi kendala yang dihadapi dalam pendistribusian logistik, dan kurangnya kesadaran masayarakat yang melakukan penggalangan dana untu meminta izin terlebih dahulu terhadap Dinas Sosial, dikarenakan jika melakukan penggalangan dana tanpa izin Dinas Sosial bisa saja terjerat hukum karena dianggap pungutan liar. Abstrak: Masalah kemiskinan sampai saat ini menjadi masalah yang berkepanjangan. Salah satu program penanggulangan kemiskinan yang diluncurkan oleh pemerintah pusat untuk mengatasi kemiskinan yaitu Program Keluarga Harapan (PKH). Program keluarga harapan merupakan program pemberian bantuan sosial berupa uang tunai kepada keluarga sangat miskin yang memenuhi syarat. Program keluarga harapan diharapkan mampu mengatasi kemiskinan pada masyarakat. Penelitian ini berjudul “Efektivitas Program Keluarga Harapan dlam Mengurangi Angka Kemiskinan di Desa Daha Kecamatan Hu’u Kabupaten Dompu” dalam penelitian ini peneliti mendeskripsikan bagaimana tingkat efektivitas program keluarga harapan dan faktor pendukung maupun faktor penghambat dari program PKH di Desa Daha. Jenis penelitian ini adalah penelitian deskriptif kualitatif. Data diperoleh melalui wawancara, observasi dan dokumentasi. Sumber data penelitian adalah data primer dan sekunder. Tekhnik analisis data meliputi reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Hasil penelitian menunjukan bahwa sosialisasi Program Keluarga Harapan di Desa Daha sudah dijalankan dengan baik dan efektif, dilihat dari jumlah penduduk miskin setiap tahunnya semakin berkurang dengan jumlah penduduk yang semakin meningkat. Program keluarga harapan dijalankan sudah sesuai dengan tugas dan kewenangan SOP yang digunakan pada pedoman dari pusat dan Kabupaten Dompu. Sosialisasi awal sudah dilakukan dengan baik, pemuktahirn data selalu dilakukan pendamping setiap pertemuan, verifikasi pendidikan dan kesehatan sudah dijalankan dengan baik, hanya saja fasilitas untuk pendamping PKH masih kurang. Masih tingginya tingkat pertumbuhanpenduduk dan kurang seimbangnya struktur umur penduduk di beberapa daerah menjadi masalah pokok yang dihadapi dalam bidang kependudukan dan keluarga berencana tingkat pertumbuhan. Metode penelitian menggunakan pendekatan Deskriptif dengan pendekatan Kualitatif. Dengan metode observasi, wawancara dan dokumentasi. Pertama menggumpulkan data hingga penelitian ini berakhir dan melakukan tanya jawab secara langsung dengan informan. Selanjutnya penafsiran data dilakukan sesuai dengan tujuan teoritis yang berhubungan dengan permasalahan penelitian dan sesuai tujuan penelitian. Hasil penelitian menunjukkan bahwa pelaksanaan strategi Dinas Pengendalian Penduduk dan Keluarga Berencana dalam pelaksanaan pengendalian laju pertumbuhan penduduk di kota mataram sudah berjalan cukup efektif walaupun masih terdapat hambatan yang terjadi dalam pelaksanaan strategi atau program yang dilaksanakan. Strategi yang dilakukan Dinas Pengendalian Penduduk dan Keluarga Berencana yaitu 1. Analisis The Growth Strategy, Program yang dilakukan yaitu kegiatan Pembentukan dan Peresmian Kampung Keluarga Berencana, 2.Analisis The Welfare Strategy, Program yang dilakukan yaitu menumbuhkan serta meningkatkan kepedulian masyarakat dalam rangka penyuluhan dan pengerakan keluarga Berencana dan melakukan pelayanan menggunakan mobil pelayanan KB, 3. Analisis The Responsitive Strategy, Program yang dilakukanyaitu sosialisasi penggerakan masyarakat peduli KB berkualitas, 4. Analisis The Integranted and Holistic Strategy, Program yang dilakukan yaitu kegiatan Pembinaan Kader KB se Kota Mataram. Dari 4 strategi diatas maka yang sangat relevan untuk laju pertumbuhan penduduk yaitu analisis the Growth Strategy. Wawopun banyak yang belum mengetahui keberadaan Uma Lengge.Ini diakibatkan kurangnya pemerintah dalam memilih strategi pelestarian untuk memperluaskan keberadaan Uma Lengge.Penelitian ini bertujuan untuk mengetahui dan menganalisis tentang strategi pelestarian wisata Budaya, serta untuk menjelaskan kemanfaatan daya tarik wisata Budaya dengan gambaran strategi pelestarianUma Lengge (Rumah Adat Bima) Sebagai Objek Daya Tarik Wisata yang berbasis masyarakat atau komunitas. Dalam penelitian ini, penulis menggunakan tipe penelitian deskriptif dengan pendekatan kualitatif. Dengan cara mengolah dan menganalisis data menggunakan analisis kualitatif. Berdasarkan hasil wawancara dan analisis data hasil penelitian ini menemukan bahwa Strategi pelestarian Uma Lengge (Rumah Adat Bima) yang dilakukan oleh pemerintah Kabupaten Bima adalah: (a) Perencanaan yang dimana perencanaan dalam pelestarian Uma Lengge (Rumah Adat Bima), (b) Pelaksanaan kebijakan yang dimana pelaksanaan kegiatan peningkatan peran serta masyarakat dalam pembangunan kebudayaan dan pariwisata, (c) Meningkatnya kapasitas sumber daya dan sarana prasarana aparatur, meningkatkan citra pariwisata didalam dan luar negeri, menciptakan produk pariwisata khas bima yang komparatif dan kompetitif, (d) Sarana dan Prasarana yang ada di kawasan Wisata Uma Lengge (Rumah Adat Bima) diantaranya: akses jalan menuju Uma Lengge (Rumah Adat Bima), tempat parkir di kawasan Uma Lengge (Rumah Adat Bima), listrik dan air. Abstract:
Abstrak: Penelitian ini bertujuan untuk mengetahui bagaimana peran wanita pedagang dalam meningkatkan pendapatan keluarga di Desa Midang Kecamatan Gunungsari Kabupaten Lombok Barat. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif dengan narasumber para wanita pedagang sayur yang ada di Desa Midang. Pengumpulan data dilakukan dengan metode observasi, wawancara dan dokumentasi. Teknis analisis data yang digunakan meliputi pengumpulan data, reduksi data, penyajian data kemudian penarikan kesimpulan. Berdasarkan hasil penelitian dan pembahasan pada kegiatan penelitian ini, maka dapat disimpulkan bahwa peran wanita pedagang dalam meningkatkan pendapatan keluarga di Desa Midang bertujuan untuk membantu menambah penghasilan suami dan memberikan dampak yang besar dalam pemenuhan kebutuhan sehari-hari, seperti kebutuhan makan, biaya pendidikan dan kebutuhan rumah tangga lainnya. Namun dampak lainnya yang dirasakan oleh para pedagang, yaitu beban psikologis seperti perasaan lelah dan jenuh. Upaya wanita dalam manjalankan peran sebagai istri, ibu rumah tangga dan juga sebagai wanita bekerja, para pedagang sayur tidak melepaskan tanggung jawabnya terhadap perannya dalam keluarga. Kegiatan bekerja sebagai pedagang dilakukan setelah mereka menyelesaikan aktifitas rumah tangganya. Abstract This study aims to determine how the role of femaleworkers on increasing family income in the Midang Village, Gunungsari District, West Lombok Regency. The method used in this study is a descriptive qualitative method with resource persons from the vegetable workers in the Midang Village. Data collection is done by the method of observation, interviews and documentation. Technical data analysis used includes data collection, data reduction, data presentation and then drawing conclusions. Based on the results of the research and discussion in this research activity, it can be concluded that the role of femaleworkers in increasing family income in the Midang Village aims to help increase husband's income and have a large impact on fulfilling daily needs, such as food needs, education costs and needs other households. But other impacts felt by traders, namely psychological burden such as feeling tired and saturated. The efforts of female on carrying out their roles as wives, housewives and also as working female, vegetable workers do not give up their responsibility for their role in the family. The activity of working as a trader is done after they complete their household activities.

Abstract:
This research was conducted due to the spread of bullying phenomenon among adolescents. This research aims to find how the impact of bullying on adolescent behaviour. and how schools overcome the impact of bullying in the school environment. This research type was descriptive qualitative research. The informants of the study consisted of 35 students, 2 homeroom teachers, and 2 counselor teachers of SMKN 5 Mataram. Data collection methods used are observation, interviews, and documentation. Analysis of data used is to data reduction, data display, and data conclusions and verification. To measure the validity of the data of this study using resource triangulation. The results showed that the impact of bullying on the behavior of victims caused victims to fear and withdraw from the social environment, just let it go, and made bullying as a driver to be better than before, also students who became victims against the students who bullied him is the emergence of feelings of guilt and regret in the offender. The way schools to overcome the effects of bullying in the school environment is by giving suggestions and motivation to the perpetrators and victims of bullying.

Abstract:
This study aims to find out Service Quality in Case Registration and Management Services at Mataram. State Administrative Court Supporting factors and inhibitors of Service Quality in Case Registration and Management Services at the Mataram State Administrative Court. The method of this research is descriptive research with a qualitative approach. Qualitative descriptive research is a study that aims to describe and describe events and phenomena that occur in the field and present data in a systematic, factual, and accurate manner regarding the facts or phenomena that occur in the field. Data collection is done by Observation, Interview, and Documentation Techniques. The researcher used source triangulation to check the validity of the research data. Data analysis in this study uses three components consisting of data reduction, data presentation, and conclusion drawing. The results of this study indicate that Service Quality at the Case Registration and Management Service at the Mataram State Administrative Court has implemented the dimensions of Simplicity, Clarity, Accuracy, Transparency, Facilities & Infrastructure, Ease of Access, Discipline and Comfort along with indicators. The inhibiting factor for the case registration and management services at the Mataram State Administrative Court is the lack of employee resources and the lack of supporting infrastructure in Panitra Muda Space Case. While the supporting factors are friendliness in serving the community, the enthusiasm given by employees to each other, holding a coordination meeting or some kind of evaluation every three months then giving awareness to serving the community sincerely and in accordance with conscience. Another supporting factor is the existence of facilities in the form of tools to facilitate the service process.

Abstract:
North Lombok Regency in 2016 recorded the age of early marriage reached 2,026 incidents in 5 sub-districts including Bayan Subdistrict, which pocketed the highest number of incidents of early marriage of 1,021 children. This also happened in the Loloan Village, Bayan District, North Lombok Regency The objectives of this study are (1) to find out the barriers to the role of the village government in dealing with the rampant phenomenon of early marriage in Loloan Village, Bayan District, North Lombok Regency (2) to find out the village government's efforts to deal with the rampant phenomenon of early marriage in Loloan Village, Bayan District, North Lombok Regency ( 3) To find out the supporting and inhibiting factors in suppressing the phenomenon of early marriage in Loloan Village, Bayan District, North Lombok Regency. This study uses a type of qualitative-descriptive research. Sources of data in this study are: Informants or resource persons, namely village heads, community leaders, young women in the village, early marriages themselves. Data collection techniques used in this study are: observation, interviews, documentation. The data analysis technique used in this study is data reduction, data presentation and conclusion drawing. Based on the results of the study that early marriage in Loloan Village has increased every year. Even though the Village Government has implemented Village Regulations in implementing the Village government program, however, there are various obstacles in suppressing the phenomenon of early marriage including economic factors, socio-cultural factors and social factors.

Abstract:
This study aims to find out how tourism promotion strategies and inhibiting factors for tourism promotion in the NTB Province Tourism Office after the earthquake earth on the island of Lombok in 2018. The method used in this study is a descriptive qualitative method with speakers from NTB Province Tourism Office employees. Technical data were collected by observation, interview, and documentation techniques. Technical data analysis used includes data collection, data reduction, data presentation and then drawing conclusions. The results of the study show that the tourism promotion strategy at the NTB Province Tourism Office uses strategies through the promotion mix, namely advertising, personal sales, public relations and direct marketing. Factors inhibiting tourism promotion at the NTB Province Tourism Office consist of internal factors and external factors.

Tourism is one sector that plays a role in the development process in contributing to the region and society. In particular, this research was conducted in the city of Labuan Bajo with the active participation of 41 key informants. The results of the study revealed that the policy of the Office of Tourism and Culture in the city of Labuan Bajo was well run and quite successful, the Regional Original Income increased for 5 consecutive years and fulfilled the welfare of the communities around Komodo Island Tourism Destinations.

Abstract:
The effectiveness of the digital SAMSAT mobile service program is a success in improving the welfare of its members and the community in general with the aim of research to determine the effectiveness of digital services on the SAMSAT mobile program in the city of Mataram and what are the supporting factors and obstacles the city of Mataram. The method used in this study is descriptive qualitative method with data collection techniques, namely interviews, observation, literature study, and documentation. Data analysis in qualitative research, carried out at the time of data collection takes place, namely reduction data, display data, and draw conclusions. The results of this study are the effectiveness of the mobile SAMSAT digital service program in the city of Mataram. So far the services carried out by mobile SAMSAT have been effective. the number that has paid PKB as many as 7.507 vehicles and the amount of money as much as Rp. 3,542,442,111. while SAMSAT mobile 2 operates in the cakra and gebang sub-district offices, the number of which has paid PKB is 2,382 vehicles and the amount of money is Rp. 1,236,041,341. the last being SAMSAT mobile 3 which operates in the sindu market and the udayana roundabout, the number of those who have paid PKB is 2,538 vehicles and the amount of money is Rp. 913,443,402. and those who paid PKB in 2018, traveling around SAMSAT 1 in Sangkareang Park and Mayure Village Office, the number of those who had paid PKB was 10,522 vehicles and the amount of money was Rp. 6,627,326,321. while SAMSAT around 2 operates in the cakra and gebang sub-district offices, the number of which has paid PKB as much as 6,603 vehicles and Rp. 3,708,124,026. the last being SAMSAT mobile 3 which operates in the sindu market and the udayana roundabout, the number of which has paid PKB as many as 3,617 vehicles and the amount of money as much as Rp. 2,740,330,200. judging from the increase in the number of people who have paid PKB from 2017-2018, according to the scale of the assessment made, it can be concluded that the effectiveness of digital services on the SAMSAT mobile program in the city of Mataram has been effective.

Abstract:
Based on Law No. 6 of 2014, village officials are appointed by the village head after consulting with the Camat on behalf of the Regent / Mayor. In this case the lifting and dismissal of the village apparatus must be in accordance with the Law and regulated by local regulations which refer to Law No. 6 of 2014 concerning villages in this case the Dompu Regency with Regional Regulation No. 2 of 2015 concerning procedures for appointment and dismissal of village officials. The aim is to determine the extent of the implementation of Law No. 6 concerning villages in upgrading and dismissing village officials and to find out what factors are inhibiting the appointment and dismissal of village officials in Manggelewa Sub-District, Dompu District. The research method used in this study is a qualitative method with data collection techniques used in this study: interviews, observation and documentation The results of this study indicate that the process of appointing village officials in Manggelewa Subdistrict is in accordance with the rules of both the law and regulations that refer to the law including permendagri No 67 of 2017 concerning the appointment and dismissal of village officials. Which is accommodated and implemented with the district regulation dompu No. 2 of 2015 concerning procedures for the appointment and dismissal of village officials. Which is where the Dompu district regulation takes the form of implementation and includes all terms and conditions. In terms of appointments, both general terms and administrative conditions where these conditions are the requirements points contained in Law No. 6 of 2014 concerning Villages. And the supporting factor is the existence of regency regulation dompu No. 2 of 2015 concerning procedures for the appointment and dismissal of village officials. While the inhibiting factor is the lack of resources, namely the ability of the village apparatus to implement the rules.

The strategy of developing tourism promotion is much done by developing countries is to strengthen the national economy. The tourism industry sector is believed to be a sector in building the economy towards progress. The problem is how the Tourism Office manages tourist attractions that must be solved. The existence of the Office of Tourism in an area will certainly affect the economy by absorbing workers in tourist attractions and surrounding communities. Likewise with the existence of the Tourism Office in Pemenang Subdistrict which is able to help the community around its place of business by providing land / space for pokdarwis members' business activities and providing funds or training for pokdarwis in accordance with the business sector being run. Thus, there will be a significant influence on the workforce or the community if it has been found how much the workforce is absorbed by the Tourism Office in the winning sub-district. And to improve the welfare of the community in an area, the role of the Tourism Office is very much needed in an effort to participate in building and developing the tourism sector in the region and at the national level.

The Regional Office of the Directorate General of Treasury of West Nusa Tenggara Province implements the management of controls in order to enable what will happen in the future which will be arranged properly and appropriately. The purpose of this study is to describe the implementation of risk control management. This research is a qualitative research with descriptive approach. In this research, the researcher describes the implementation and implementation of management by using Edward III analysis that is communication and strategy and steps needed to reach the organization goal. Researchers therefore use, interview, and documentation and then analyze it by digging data, reducing data, displaying data, and reducing conclusions. Abstract:
Reform and regional autonomy are under way in the country and are expected to provide a more democratic life. One of them is the demands of the Regional People's Legislative Assembly (DPRD) to carry out its duties and functions in the regions, the wrong function of legislation, the formulation process of Regional Regulation (PERDA). The purpose of this study is intended to examine the role of the West Lombok Regional House of Representatives as one of the actors of Policy Formulation of PERDA. 3 of 2015 on General Guidelines of Gender Mainstreaming in Development in West Lombok Regency and the Factors Affecting it. The method used in this research is qualitative method with descriptive approach, the data in this research are primary and secondary data in the form of observation, interview and documentation. The results of this research indicate that the role of West Lombok Regency DPRD as one of the actors of PERDA Formulation is seen from its role in the drafting of Local Regulation, where most have been run in accordance with Standard Operating Procedures (SOP), following the procedure of drafting of Raperda and preparing Raperda. Other actors involved are Family Planning and Women Empowerment (BKBPP). Supporting Factors are in the form of budget as a form of support from the budget of APBD for the field of women's empowerment, facilities and infrastructure formation Raperda Initiative DPRD. While the inhibiting factor in the formation of Raperda Initiative is Human Resources (HR) Experts remain that are not yet available in the formulation of Raperda on Gender Mainstreaming.

Abstract:
West Nusa Tenggara Province is an area headed by female leaders, namely Bima district known as the "Red Zone" of conflict prone areas. Indah Damayanti Putri or who is familiarly called Dae Dinda became the first woman in Bima who served Regent. Social conflicts that become a complicated problem in Kabupaten Bima is a challenge for a leader in finding a solution. The purpose of this research is to know the effectiveness of Bima regent leadership in handling social conflict. The method used in this research is qualitative method with descriptive approach. The results of this study indicate that the leadership of Bima district regency is considered very effective, it is measured from several indicators, namely the character / personality of leaders, leadership motivation and competence / ability in the lead. The success is evidenced by the decrease in the number of conflicts and the quality of the weakened conflict that is the conflict caused by teenagers fight is no longer a large conflict between groups such as conflict between villages.

Abstract:
The research was motivated by the demands of the increasing government revenues, especially in the sector of taxation, both form all repair and fundamental change in all aspects of taxation. One of them is the demans on taxpayer compliance. Taxpayer compliance in implementing the tax obligations can not be separated from the role of the tax administration system that has been determined by the government and also the attitude of the public taxpayer itself. In addition, one of the efforts that are not less important is the government’s efforts in improving taxpayer satisfaction through improved quality of service performed by the tax authorities which is expected to have an impact on taxpayer compliance. This study aims to determine the effect of the tax administration and the quality of service performed by tax authorities to taxpayer compliance is mediated by the behavior of taxpayer. This research is explanatory reseach using a quantitative approach. This data using primary data sources are derived from filling the questionnaire and interviews whit taxpayer that registered in tax office south Malang and assisted with a variety of relevant secondary data. Data were collected using accidental sampling method and analyzed by using path analysis in SPSS version 20. The results showed that both the tax administration, the quality of service performed by the tax authorities, and the behavior of taxpayer directly have a significant impact on taxpayer compliance. The results also show that the tax administration and the the quality of service performed by the tax authorities has a significant effect when mediated through the behavior of taxpayer. Therefore, based on the reseach that has been done, then all hypotheses that have been constructed in this study is acceptable. Various limitations faced by researchers is expected to become a challenge for future research to obtain reseach results further illustrate the factor that influence the increase taxpayer compliance.

Abstract:
Corruption is an urgent issue that must be overcome, in order to achieve healthy economic growth. Various notes on corruption that are always preached by the mass media both print and electronic, illustrated the increase and development of corruption models. Anti-corruption rhetoric is not enough to resolve / dismiss this disgraceful practice. Legislation that is part of the legal politics made by the government, becomes meaning less, if not accompanied by seriousness to manifestation of existing legislation. Legal politics is not enough, if there is no recovery of the executor or the perpetrators of the law. This study aims to find out how the political economic implications of corruption in Indonesia, and what strategies can be done to minimize corruption practices and how multiplier effect for the efficiency and effectiveness of economic development in Indonesia. This research uses qualitative method with descriptive approach. In this case researchers describe the results of research. Therefore, researchers conducted observations and interviews then analyzed it with data collection, data reduction, data display, and conclusions. The results can be concluded that the eradication of corruption as if only a political commodity, powerful material rhetoric attract sympathy. Therefore, civil society's intelligence is needed to monitor and make political decisions to prevent the corruption of corruption in Indonesia. It is not easy to eliminate corruption but should be sought to minimize corruption.

Abstract:
International Trade is conducted by all countries in the World including Indonesia. Indonesia conducts international trade with export goods import activities. The benefits of doing this activity one of them increase the state revenue. Any export activity of imported goods will result in customs duties. Technically, the importation process involves a lot of interests or parties, be it activities before the goods arrive, the process at the time of the goods arrived, the process of customs clearence, until the goods release process arrived. As good as any system that is used if it is not supported by a clean or professional apparatus plus parties who try to take advantage of existing regulatory weaknesses for personal benefit, of course the system will not be able to run well or even in vain. In this case, effective supervision of customs and customs authorities in carrying out the monitoring tasks of the goods. The purpose of this study is to describe the monitoring mechanisms on the export and import of goods and to determine what factors influence the control of customs. This research is qualitative research with descriptive approach. In this case the researcher describes the monitoring mechanism to the traffic of export and import goods conducted by Customs and Excise of Mataram. Therefore, researchers conducted observations and interviews then analyzed it with data collection, data reduction, data display, and conclusions. From the analysis result, it is found that the monitoring mechanism to import export traffic conducted by KPPBC TMP C mataram is in accordance with the rules of invitation begins with gathering information from intelligence, document research, physical inspection, determining the path to goods passing through customs area and reporting supervision results to the center on a regular basis.

Abstract:
Health center of Bayan is one of the main health center is location in the north of Lombok district. As the performance of systems running in patient care in the health center of Bayan is still not optimal for the data processing is still done use media bookkeeping. Many of the constraints experienced by the health center, including an error in the input, data storage, and can occur double patient files. So that data processing becomes ineffective and inefficient. There are several public and employee perception of the administration of health care information system in health center Bayan. This is the author's interest in conducting research on employee perceptions of the application of information systems administration in the improvement of health services in health center Bayan and in this case the author uses qualitative research methods in which a qualitative study that examines the participants with strategies that are interactive and flexible. The qualitative research aimed at understanding social phenomena from the perspective of the participants. The results obtained from this study is an information system that is applied to the health center administration Bayan still using a manual system, which means keep using the computer but not connected to a data network local area network ( LAN) and does not use as a database server. From this study it can be concluded that the health care information system in health center Bayan already well underway although there are some deficiencies in the means of infrastructures and human resources.

Abstract:
The Public Perception of the Construction of Lombok State Tourism Polytechnic Campus, the researchers concluded that the construction of campuses especially in Puyung Village is very important and needs to be developed so that the potential and interest of residents to continue their education to a higher level as concluded from the interviews stated that the majority of education in Puyung Village is a high school level of 50%. The Regional Government and Puyung Village must solve the problems currently being faced so that the campus construction runs smoothly so that there are no more problems. The research methodology used is descriptive qualitative research methodology. The results showed that around 58% of the community of Puyung Village agreed to the construction of the campus and about 42% of the people of Puyung Village did not approve of the development of the Polytechnic Lombok campus. The campus construction had enormous benefits for the people of Puyung Village. The perception of the community of Puyung Village that approved the construction of the campus hopes to reduce the number of unemployed people in the surrounding area and can increase Human Resources (HR) in the economic field.

Abstract:
Tourism is one of the most reliable sectors in national development, tourism also plays a role in creating employment and reducing unemployment. This is evidenced by the contribution of the tourism sector to the workforce in 2015 12.1 million people or 10.6% of the total national workforce, to support the tourism sector there is a need for community participation and professionalism from the government in providing tourism development policies in accordance with government regulations and provisions in the Republic of Indonesia Law Number 10 of 2009 concerning tourism. Departing from these conditions, the researchers tried to analyze the efforts of the Bima District Government in involving the community to build Lariti tourism in the Sape District of Bima Regency. The purpose of this study, to find out the efforts of the Bima District Government in involving the community to develop Lariti tourism, along with the factors that support and inhibit the Bima Regency Government in an effort to involve the community to develop Lariti tourism, the method used in this research is qualitative descriptive method with data collection techniques using interviews and documentation. The results showed that the efforts of the Bima Regency Government in involving the community in developing Lariti tourism in Sape Subdistrict were positive, this shows that qualitatively the Bima Regency Government through the Bima Tourism and Culture Office involved the community actively in Lariti tourism development, besides behavior community and infrastructure Larites are a supporting factor and a barrier for the Bima District Government to involve the community in developing Lariti tourism in the Sape District of Bima Regency.

Abstract:
This study has the background that the eradication and abuse of drug trafficking must be handled seriously by the government. In this study, researchers wanted to know what factors influence the prevention of eradication and abuse of drugs (P4GN) programs. This study is a qualitative descriptive study with data sources used, namely primary data and secondary data and this research was conducted using Interview and documentation methods, data analysis methods used include data reduction, Data Presentation and Interesting Conclusions. The results of the study found that the issue of communication aspects here is a very important process to determine the objectives of a policy, so far the dissemination of eradication and misuse of drug trafficking (P4GN) programs has been carried out in several districts and cities in NTB, the implementation of the P4GN program can provide an explanation to the public about what drugs are and the dangers of drugs for the life of the nation and state, the issue of the P4GN program shows the attitude and responsibility of the implementors to carry out their duties properly. Regarding the disposition aspect, the character problem or the implementor's attitude in implementing implementation is a matter that influences communication and bureaucratic structures and resources involved in the implementation of the eradication and misuse of drug trafficking (P4GN) program, the attitude and responsibility of the implementers here is sufficient well.
