Abstract:
Kerjasama kawasan Uni Eropa adalah salah satu bentuk interdependence regional yang didasari pada identitas. UE sebagai sebuah institusi regional dan actor baru dalam politik internasional menjadi sebuah pihak yang memainkan peran penting dalam interaksi dan kerjasama kawasan. Dalam tulisan ini penulis mencoba menjelaskan terkait dinamika kerjasama regional yang bentuk oleh UE berdasarkan konsep regional integration dari beberapa perspektif, adanya persamaan identitas, kebutuhan peningkatan ekonomi hingga pembangunan menjadi beberapa alasan terkait lahirnya sebuah integrase kawasan. Disatu sisi selama kurang lebih 60 tahun UE berjalan, permasalahan muncul ketika Inggris melakukan referendum sejak tahun 2015, pilihan untuk keluar dari keanggotaan UE dirasa perlu sebab Inggris menghadapi berbagai permasalahan terkait kedaulatan, imigran maupun permasalahan krisis yang dialami UE.

Abstract:
The South China Sea (SCS) has become the largest and the crucial Sea Lanes of Communication (SLOCs) not only for Southeast Asia but also for the world. As one of the claimants of the South China Sea, Philippines were always and will always be trying to protect its national interests in the disputed waterways as part of its national territory. This article discusses about the shift and continuity of the Philippines� foreign policy on the South China Sea issue. It explicates the shift and continuity of Philippines foreign policy under Rodrigo Duterte to the South China Sea. A more focus elaboration will be devoted on how the Philippines implemented its foreign policy to deal with China in the South China Sea dispute.It argues that Duterte foreign policy to this delicate issue is always based on the strategic dynamic of its �two-level game� (domestic and international political stimuli) to its national interests.

Abstract:
This paper describes the ineffectiveness of South Korea�s confidence-building measures towards North Korea during the reign of Kim Dae Jung and Roh Moo Hyun through the sunshine policy. The previous studies on the sunshine policy only discussed the efforts made by the South Korean government through the sunshine policy and America's influence on the implementation in general. The studies are divided into three major categories namely: domestic politics, political economy, and regional studies, but none has discussed the causes of the ineffectiveness of the sunshine policy. By using confidence-building measures as an analytical framework, this paper will explain the variables in confidence-building measures that cause sunshine policies to be ineffective. The main argument of this paper is that there are 2 factors that cause the sunshine policy to be ineffective, namely the influence of America and the absence of political will from North Korea to achieve the goal of confidence-building measures through sunshine policy.

Abstract:
The coral triangle is the epicenter of marine biodiversity in the world which located in the eastern part of Southeast Asia and the western part of the Pacific Ocean. Despite the benefit of this area, the coral triangle also faces unsustainable fishing practices called Illegal, Unreported, and Unregulated (IUU). This paper is aiming to provide the benefit of the coral triangle, and the efforts to overcome the problem that occurs in this area. To analyze this paper, the authors applied a descriptive approach, and most of the data obtained through literature review. And the result shows that the coral triangle is very beneficial to the countries in this area. Furthermore, to protect these precious natural resources from IUU, the government in this area decided to work together to overcome through the establishment of a multilateral partnership The Coral Triangle Initiative on Coral Reefs, Fisheries, and Food Security (CTI)

Abstract:
Seoul Metropolitan City is one of the metropolitan cities in South Korea, which able to perceive its interest with self-government in international activities. Seoul Metropolitan City government has implemented paradiplomacy to develop its creative economy which is limited to aspects of music, drama, and fashion. This article uses qualitative methods with literature studies to support the required data. This article also seeks to describe the paradiplomacy carried out by the Seoul Metropolitan City government with self-government in a unitary state with a literature review covering transgovernmentalism, foreign relations, paradiplomacy, and creative economy. Besides, the authors also argue that the Seoul Metropolitan City government could optimize its potential with policies or actions taken by the Seoul Metropolitan City government on the aspects of music, drama, and fashion towards the global public.

Abstract:
Perkembangan konsep wilayah Indo-Pasifik yang dilatarbelakangi oleh persaingan Amerika Serikat dan Tiongkok yang dipersepsikan sebagai ancaman bagi kestabilan dan kepentingan nasional negara-negara di kawasan terkait. Indonesia dan India, keduanya menggunakan dan memperkuat kapabilitas maritim sebagai kekuatan geopolitik mereka melalui kerjasama pertahanan sebagai aspek penunjang posisi tawar mereka di kawasan. Penelitian ini akan membahas dan mengevaluasi bentuk kerjasama pertahanan yang dilakukan oleh Indonesia dan India dalam memperkuat maritim melalui pelatihan bersama dan meningkatkan kemampuan militer mereka untuk menunjukkan seberapa relevan komitmen mereka dalam kerjasama ini dan terhadap tujuan-tujuan Kebijakan Act-East India dan Poros Maritim Dunia Indonesia di kawasan Indo-Pasifik. Kerjasama yang dijalankan mereka tidak hanya menyelaraskan kebijakan luar negeri mereka di kawasan, tetapi juga memberi mereka kesempatan untuk setidaknya menunjukkan kekuatan besar seperti Amerika Serikat dan Cina bahwa mereka mendapat kekuatan di kawasan secara strategis yang layak dipertimbangkan dalam struktur politik global yang dinamis. Dalam menjawab rumusan masalah sebagai tujuan dari penelitian ini, peneliti menggunakan metode penelitian kualitatif yang menggambarkan dan menganalisa hubungan kepentingan Indonesia dan India dengan implementasi kerjasama pertahanan. Dengan pengumpulan data melalui studi literatur dan wawancara terhadap narasumber yang relevan dengan data yang dibutuhkan dalam menunjang penelitian ini.

Abstract:
Terjadinya pandemi Covid-19 telah menyebabkan krisis multi-sektor yang terjadi secara global, meliputi aspek kesehatan, sosial, ekonomi, hingga kepemimpinan. Sebagai salah satu negara di kawasan Asia-Pasifik yang selama satu dekade terakhir mengalami pertumbuhan ekonomi yang signifikan, Indonesia juga turut menghadapi terjadinya penurunan tingkat pertumbuhan ekonomi dan sosial sebagai imbas dari terjadinya pandemi. Dalam rangka menghadapi tantangan-tantangan yang hadir, pemerintah Indonesia menerapkan perubahan pada strategi diplomasi ekonomi nasional dengan mengeluarkan beberapa kebijakan yang ditujukan untuk menyokong kinerja ekspor-impor nasional dan meminimalisasi dampak ekonomi dari pandemi. Artikel ini menghadirkan analisis dan deskripsi komprehensif mengenai strategi diplomasi ekonomi Indonesia dalam menghadapi pandemi Covid-19. Dengan mengadopsi kerangka analisis diplomasi ekonomi, penelitian ini menunjukkan bahwa strategi diplomasi ekonomi Indonesia selama masa pandemi Covid-19 hadir baik dalam ranah aktivitas primer dan pendukung, serta terdiri dari aktivitas perdagangan dan komersil, advokasi bisnis, pembangunan jaringan, negosiasi bisnis, layanan intelijen, dan mekanisme penyelesaian masalah.

Abstract:
This article describes a problem regarding abenomics made by Shinzo Abe as the basis of Japan's domestic political economy and foreign policy which began in 2012. However, after Shinzo Abe's emergence as PM of Japan and replaced by Yoshihide Suga, Suga continued abenomics with the aim of improving and stabilization of both Japan Domestic and Asia Pacific region, stimulaneously with RCEP which was signed in November 2020. The author takes the concept of Foreign Policy in which Japan improves its leadership strategy in balancing China's influence on the East Asian Region and ASEAN. The assumption of the leadership strategy is that the state has the capability of power but does not engage in conflictualism with other countries, so that it cooperates with a sense of competitiveness of a country. The result of the analysis shows that Japan sees an opportunity with the RCEP. Previously Japan did not focus on RCEP as part of Abenomics but rather on the CPTPP. However, because RCEP can encourage the export of Japanese products or commodities, RCEP is the most important part for Japan in the economy on free economy in Asia Pacific region. However, the challenge from Japan is that China still has a strong influence on ASEAN and RCEP has low trade liberalization. So that India left RCEP because of concerns that India's local products could not compete with other countries, especially China, with products that were cheap and accessible to the public. In addition, ASEAN sees China as no longer a threat because it sees China as a potential market for ASEAN. The impact for Indonesia is to get the maximum benefit from the Sino-Japanese competition, one of which is the joint project of the Jakarta-Bandung Fast Train as an interest of Indonesia which implements a Free Active Foreign Policy.

Abstract:
After gaining its independence in 2002, Timor Leste struggled for joining ASEAN�s membership. Timor Leste changed foreign policy orientation from PIF to ASEAN. Then, Timor Leste had put its decision in 2011 which officially enrolled as member of ASEAN. This article seeks to analyze Timor Leste�s decision to join ASEAN�s membership. The authors sought to find the answers by using foreign policy decision-making model. This article focused on international factors which are derived from two important variables namely international context and economic and military conditions. The authors found from international context that Timor Leste decided to join ASEAN due to ASEAN�s attractiveness as prospective regional organization and strong support emanating from Indonesia as an influential state regionally. Economic conditions comprise close economic relations of Timor Leste with ASEAN countries. Military conditions are analyzed from Timor Leste�s military capability amidst neighbor�s military capability and its need to collective security. Abstract:
Kajian Hubungan internasional tidak bisa dipisahkan dari yang dikenal dengan konflik dan perdamaian. Dalam perkembangannya dinamika hubungan internasional sering kali diwarnai oleh terjadinya kedua hal tersebut. Kajian mengenai perdamaian dalam dunia internasional juga sudah banyak dilakukan. Kajian-kajian perdamaian ini kemudian menghasilkan teori-teori tersendiri seusai dengan tradisi pemikiran ilmu Hubungan Internasional. Melalui penelitian ini kemudian dapat disimpulkan bahwa faktor penyebab perdamaian di Asia Timur antara Tiongkok dengan Jepang dan Tiongkok dengan Korea Selatan sebagai akibat dari adanya interdpendensi ekonomi. Abstract:
Tulisan ini menganalisis dampak yang diakibatkan oleh pandemi COVID-19 terhadap Belt and Road Initiative yang merupakan bagian dari kebijakan Peaceful Rise yang diterapkan oleh Negara Tiongkok dengan melakukan studi literatur dengan menggunakan perspektif neoliberalisme sebagai dasar analisis. Literatur yang kami gunakan dalam penelitian ini mulai dari buku, jurnal, hingga media elektronik dengan data kualitatif dan kuantitatif. Dengan memperhatikan temuan yang di dapat, kami mengungkap dampak dari pandemik ini terhadap faktor � faktor yang memengaruhi berjalannya kebijakan Peaceful Rise Tiongkok dan secara lebih spesifik lagi kebijakan Belt and Road Initiative. Kesimpulan yang kami dapatkan adalah Belt and Road Initiative yang merupakan usaha Tiongkok menerapkan asas neoliberalisme ini mengalami permasalahan alokasi dana, serta berkurangnya tenaga kerja secara keseluruhan.

Abstract:
Penelitian ini akan membahas sebuah gerakan politik di Timur Tengah, tepatnya di negara Mesir yang bernama Ikhwanul Muslimin. Penelitian ini hanya dibatasi strategi politik Ikhwanul muslimin setelah lengsernya Presiden Mursi. Abstract:
Tulisan ini bertujuan untuk menganalisa mengenai perubahan respon Tiongkok terhadap uji coba nuklir Korea Utara. Dalam tulisan ini, terdapat tiga pembahasan penting. Pada pembahasan pertama akan dijelaskan tentang sejarah awal mula hubungan bilateral Tiongkok dan Korea Utara dan perkembangannya. Pembahasan kedua adalah mengenai respon Tiongkok terhadap uji coba nuklir Korea Utara pada era kepemimpinan Hu Jintao. Pembahasan terakhir membahas tentang bagaimana dan mengapa terjadi perubahan respon Tiongkok terhadap uji coba nuklir Korea Utara pada era kepemimpinan Xi Jinping. Tulisan ini menggunakan metode penelitian kualititaf dan data sekunder, serta Teori Pembuatan Kebijakan Luar Negeri dan konsep Hubungan Bilateral. Hasil dari penelitian ini menunjukkan bahwa terdapat empat determinan yang mempengaruhi perubahan respon Tiongkok terhadap uji coba nuklir Korea Utara, yakni konteks internasional, pengambil keputusan, politik dalam negeri serta kondisi ekonomi dan militer.

Abstract:
Increased interstate connectivity has led to the mobility of the COVID-19 outbreak easily spread throughout the world, including Southeast Asia. This outbreak has a multi-dimension effect that encourages countries to take two possibilities, Collaboration to handle the outbreak or by issuing restrictions as protection measures. Through this paper, the author describes the relations that occur in the Southeast Asian region by analyzing Singapore and ASEAN in the face of the outbreak. This paper argues that Singapore and ASEAN show commitment to the handling of the COVID-19 outbreak through regional cooperation such as the Asean COVID-19 Response Fund and solidarity actions with member countries. Abstract:

Abstract:
The border issue is one of the important aspects related to the main elements for the establishment of a state. From a defense point of view, the unclear physical and juridical boundaries of the territory will make it even more difficult to carry out border security. Therefore, efforts are needed to resolve land border disputes. The relationship between Indonesia and Timor Leste was marked by land border disputes following Timor Leste, which became a sovereign state. Diplomacy needs to be carried out by the two states, especially for Indonesia to support the ideal defense spatial arrangement. This paper analyzes the relationship between diplomacy and defense spatial planning by taking lessons from the settlement of land border disputes between Indonesia and Timor Leste. Abstract:
Indonesia and Malaysia have close ties especially in their land borders, making it easier to access buying and selling that occurs between communities on the border. Especially in trade to drug trafficking that occurs in border areas such as the Entikong-Sarawak region. Purchase until delivery of drugs. The circulation of drugs that enter from Malaysia is not only from the waters border, but also from land to air lines. In addition, drug traffickers not only pass through the official flight routes and ports, but drug traffickers entering from Malaysia can also take advantage of unofficial lanes on the land and water borders between Indonesia and Malaysia which have minimal security. The research of this study is to find out, explore and describe the cooperation carried out by the governments of Indonesia and Malaysia in dealing with drug trafficking on the border, especially on the Entikong and Sarawak borders, where the drug smuggling is most often deposited by couriers or which is directly taken by the dealer. By changing the form of drug packaging into a form or stored in another place, which can trick the officers at immigration. This research is expected to be useful to increase the repertoire of the development of international relations science. Furthermore, practically, this research is expected to be useful and useful for decision makers, especially the central and regional governments of the two countries, in addressing drug trafficking and trafficking that occurs on the borders of the two countries, because it will threaten the lives of the two generations. The results of this study are with the cooperation of the two governments which are always discussed in once a year in the General Border Committee forum and cooperation between the institutions of the two countries such as the National Narcotics Agency, Customs, Police and PDRM are expected to help eradicate and reduce circulation and Drug sales that occur in the border areas of the two countries, both in the sea, air, and land. There were successes after Indonesia and Malaysia collaborated in combating drug trafficking as in 2014, Kuching PDRM succeeded in capturing two Indonesian Police officers related to drugs, which in this matter coordinated the POLRI through the West Kalimantan Regional Police with Malaysian PDRM. The collaboration between Indonesia and Malaysia is considered important because the location of the two countries is very close. As well as the two countries have a long coastline, this has the potential to serve as one of the entry points for drug smuggling. Although various prevention efforts have been carried out in the eradication of drugs by the two countries by involving various parties, there are still many obstacles that become obstacles in cooperation between the two countries to be able to minimize the level of drug trafficking and trafficking that occurs in border lanes, whether it's official or unofficial border lines.

Abstract:
Refugees and migrants became a big problem in Europe after World War II, this time refugees came from Middle East cause of recent conflict in the region. Hungary, geographically is the country became a gateway for refugees and migrants coming from the Middle East to go to Western and Northern European countries. Hungary has become a party to the 1951 Refugee Convention and 1967 Protocol which has the mandate to carry out the protection and fulfillment of the rights of refugees who come to their territory, especially in this case Hungary is serve as a transit country. However, the facts that occur are Hungary's refusal of the presence of refugees by issuing a series of policies that are considered controversial and inviting criticism from the European Union and other European countries. Referring to the reality, this study attempt to explain the reasons behind Hungary's rejection of refugees and migrants from the Middle East by the realism perspective. This research was conducted with a qualitative approach where data were collected through interviews and literature studies. This research found that policies issued by Hungary are based on national interests which are the basis of consideration used by a country in making policies according to the view of realism. The national interest is related to the interests of core values, middle range objectives and long range goals that want to be maintained or protected when faced with the arrival of refugees and migrants to Hungary.

Abstract:
President Joko Widodo or Jokowi has made a great leap in enhancing Indonesia�s Small Medium Enterprises (SME)s and the country�s overall creative industries by establishing a new non ministerial institution called Badan Ekonomi Kreatif (BEKRAF) or the Creative Economy Agency. The BEKRAF, established under the Presidential Regulation Number 6 of 2015 issued on January 20, 2015, is responsible for accelerating the development of creative economy in Indonesia. Small Medium Enterprises (SMEs) have been playing crucial roles for generating economic progresses as well as social inclusion in Indonesia. Among the most important and worthy of priority is the country�s creative economy. The existence of BEKRAF will enhance close cooperation between the government, SMEs players and related economic stakeholders. This paper aims to assess the concept of �Creative Industries,� as a boundary concept that allows for increased co-operation between players and the generally opposing knowledge concepts�as reflected in their respective knowledge and cultural politics. Indonesia has great potential in terms of economic growth. In 2015, Indonesia�s Gross Domestic Product (GDP) rocketed to 4.79 percent, far above the previous expectation of only 2.4 percent. This encouraging climate is indeed the right moment for the government to strengthen the country�s economic foundation particularly in the real economic sector. Hence, BEKRAF has a vision to build Indonesia as one of the world�s great economic powers in the field of creative economy by 2030. This issue will be discussed comprehensively in the final part of the paper.

Abstract:
Realism is an approach and paradigm that is in international relations, Realism began to be debated during World War II (World War II) because of the failure of the League of Nations (LBB). LBB is the brainchild of idealists who are considered to have failed to prevent war and create peace. Realism existed even before the paradigm debate which was later called classical realism with one of its characters being Niccolo Machiavelly. Niccolo Maciavelly's style of realism emphasizes that human nature is egositically and creates an anarchic world. In this study the research team wanted to prove that what Niccolo Machiavelly delivered was not merely increasing military power merely to create peace, but negotiation and diplomacy methods were also instruments of the State in achieving its national interests in realism like Indonesia. The national interests of Indonesia are everything for Indonesian politicians and the existence and power of Indonesia is the goal of Indonesia's interests to avoid war. Therefore Indonesia must have played its role in the Asian-African Conference and the Non-Aligned Movement at that time as an instrument of achieving national interests in Realism. This research will use qualitative research methods with a historical approach. The results of this study provide answers that Realism is not merely militaristic but also a role as a rational actor.

Abstract:
This paper describes the phenomenon Brexit or Britain Exit on the future of EU regionalism and its impact on Indonesia. This paper will explain in detail the reason for the emergence of a number of policies Brexit. Brexit event caused much speculation related to Brexit in the European Union. The policy is considered full controversial, some experts say that Brexit in the European Union (EU) showed the independence of Britain as an independent state. Other hand, that Britain is the "ancestor" of the Europeans was struck with the release of the policy, meaning European history can not be separated from the history of Britain. In fact the above reasons that Britain came out associated with independence as an independent state related to EU policies that are too large, as a result of the policy model is very holistic policy while Britain desire is wholistic policy, especially in the economic, political, social and cultural. In addition, the geopolitical location of the EU headquarters in Brussels who also became the dominant actor in a union policy that demands as EU countries have been involved in the formulation of development policy, including controversial is related to the ration immigrants. Other reason is the prestige associated with the currency. Although long since Britain does not fully adopt the EU rules but there is the possibility in the EU currency union can only occur with the assumption that the creation of functional perfect integration.

Abstract:
Pada tahun 2013, China dibawah kepemimpinan Presiden Xi Jinping mengumumkan tentang kebijakan One Belt and One Road (OBOR)yang bertujuan untuk meresturkturisasi ekonomi di kawasan Eropa dan Asia.Selain itu OBOR merupakan kebijakan China guna membangun infrastruktur yang membantu untuk melancarkan serta memajukan perdagangan internasional berbasis darat maupun laut. Indonesia merupakan salah satu negara di kawan Asia yang memiliki hubungan yang sangat baik dengan China, yang mana sudah 70 tahun Indonesia telah menjalin hubungan diplomatik dengan China. Indonesia ikut serta dalam mengimplementasikan kebijakan China OBOR dikarenakan banyaknya infrastruktur di Indonesia yang kurang memadai guna mendukung perdagangan antar negara. Adapun yang menjadi alasan keikutsertaan Indonesia bahwa pemerintah Indonesia memiliki keterbatasan anggaran negara untuk melakukan pembangunan infrastruktur. Oleh karena itu, pemerintah Indonesia memutuskan menerima pinjaman dana dari China untuk pembangunan infratstruktur khususnya terkait proyek kerjasama pembangunan kereta cepat dari Jakarta sampai Bandung. Melalui pengilementasian kebijakan OBOR tersebut dalam proyek pembangunan kereta cepat Jakarta-Bandung diharapkan dapat meningkatkan daya saing perdagangan dalam negeri bahkan dengan infrastruktur yang memadai akan mendukung peningkatan daya saing Indonesia pada tingkatan internasional.

Abstract:
Asia-Pacific (now also known as Indo-Pacific) region has a highly complex geopolitics and strategic environment with the fact that some political confrontation and conflicts still remain unsolved within the region. One of important issues in the region also includes North Korea�s ballistic missiles program. This program has become a rapid growing threat for both regional and global security. The lack of accountability on the program and erratic leadership of Kim Jong-Un have also projected threats for the United States and its allies, including Japan. The alliance between Washington and Tokyo has been able to become a remarkable resilient security partnership and has served as the cornerstone for the region�s stability. Both countries have conducted many defense cooperation in several areas, including for ballistic missiles defense cooperation. As one of the forms of the ballistic missiles defense cooperation between Japan and the U.S., the Security Consultative Committee (SCC) as the alliance�s primary defense forum produces joint statement which also highlights the ballistic missiles defense cooperation of Japan and the U.S. to counter North Korea�s ballistic missiles program. Therefore, this article analyzes the implementation of the joint statement of the SCC in deterring North Korea�s ballistic missiles program, particularly the joint statement in the period of 2015 to 2019. In analyzing that, this article uses qualitative method that relies on the primary and secondary resources found that Japan and the U.S. implemented their joint statement of the SCC by enhancing the capabilities of their ballistic missiles defense system.

Abstract:
The rise of nationalism values among democratic election in Western Europe had brought back the trend of classical realism in current international relations. Brexit phenomena, in which Great Britain choose to withdraw from European Union membership, is not separated from the trend. The phenomena become interesting case studies when compared to Indonesian election in 2019 where national resilience becomes the political focus. Using classical realism, this article aimed to understand why populism movement based on national resilience values was accepted in Brexit referendum but insignificant in Indonesian election. From the inquiries, this article concludes that populism movement emphasizing threats and nationalistic approach works in Great Britain due to instability caused by migrant, while Indonesia was much stable due to stronger national resilience against threats.

Praktik pembalakan liar merupakan salah satu permasalahan yang menjadi fokus bagi sektor kehutanan Indonesia. Upaya untuk mengatasi laju deforestasi dan degradasi hutan yang semakin meningkat, Indonesia berpartisipasi dalam program REDD+ dan menjalin kerjasama dengan Uni Eropa dalam kerangka FLEGT-VPA. Upaya-upaya tersebut merupakan bentuk komitmen pelestarian hutan dan kerjasama perdagangan. Tujuan dari penelitian ini adalah untuk mengetahui signifikansi kerjasama FLEGT-VPA dalam mengoptimalkan implementasi program REDD+ dengan studi kasus Hutan Ulu Masen Aceh. Penelitian ini menggunakan pendekatan liberalisme, teori ekonomi politik lingkungan global, konsep multi-level governance serta eco-labelling. Hasil penelitian akan dipaparkan mengenai interaksi kedua kerjasama dan signifikasi kerjasama FLEGT-VPA yang belum sepenuhnya mengoptimalkan program REDD+.

Abstract:
The civil war that occurred in Syria shows a humanitarian tragedy in the twenty-first century.This conflict originally was part of a dynamic in democratic transition but turned into a prolonged civil war. It can be concluded that the cause of this tragedy is none other than because of a proxy war involving big countries. In this research, it was found that the failure of peace in Syria is inseparable from the influence of the big powers who use their influence to block any vetos related to Syrian crisis in United Nations. Each external actors attempt to protect their national interests and agendas at the same time reduce universal values. Conflict in Syria involving Rusia on one hand and the United States on other hand. Both coutries have different plan toward regime change in Syria which lead to other dimension of proxy war in contemporary world. This article attempted to explore the pattern of proxy war in Syria and its influence toward the stability of the region.

Abstract:
This paper discusses the development of the issue of the South China Sea (SCS), which until now it is still unclear the direction of its resolution, and over time finally got intervention from a third country, such as the United States (US) through Freedom of Navigation Operations (FONOPS). This is certainly received strong opposition from China that the US action has violated the SCS boundary which is claimed as China's sovereign territory. Indonesia as an ASEAN member country together with other ASEAN countries that claim SCS (Philippines, Vietnam, Malaysia, Brunei Darussalam) is also working to resolve the SCS problem which is still in the process of discussion and signing of the draft SCS Code of Conduct (CoC) with China.

Because of its limited capacity to produce its own oil, China leave with no choice but to become an oil importing country. Middle East is China�s biggest oil supplier. The high dependency on Middle East oil supply make China become highly dependent on Malacca Strait. India naval facility in Andaman and Nicobar Islands and its partnership with The United States perceived as a threat to the oil supply that flow through the Malacca Strait. Abstract:
Tahun 2018 menjadi penanda bahwa penerapan agenda Masyarakat ASEAN telah memasuki tahun ketiga. Dengan kata lain, kemajuan dari penerapan program-program terpadu dari Masyarakat ASEAN seharusnya sudah mulai terlihat. Secara lebih terkhusus, output awal dari pengembangan sektor pariwisata di wilayah rural, sub-urban dan pedesaan di Indonesia seharusnya sudah dapat diukur. Berdasarkan pertimbangan-pertimbangan tersebut, penelitian ini diinisiasikan. Dalam hal ini, Sulawesi Barat jelas merupakan provinsi yang masih tergolong muda dan mencakup beberapa kabupaten serta banyak desa yang dapat dikatakan masih dalam tahap pembangunan. Namun di sisi lain, provinsi Sulawesi Barat sebenarnya memiliki potensi yang cukup besar di bidang pariwisata, khususnya dalam hal pengembangan situs situs wisata alam, pantai, serta wilayah pesisir. Maka dari itu, menggunakan kombinasi antara metode wawancara terstruktur dan pelacakan proses (process tracing), penelitian ini menganalisis output serta hasil sementara dari upaya pengembangan pariwisata di wilayah Sulawesi Barat selama tiga tahun sejak dimulainya Masyarakat ASEAN pada 2015. Hasil penelitian menunjukkan bahwa belum terdapat peningkatan yang signifikan dan strategis dalam pembangunan infrastruktur pariwisata di wilayah Sulawesi Barat selama periode 2015-2018. Namun di sisi lain, terdapat peningkatan yang signifikan dalam jumlah wisatawan mancanegara yang berkunjung di Sulawesi Barat selama periode 2015-2018 yang dipicu oleh penerapan kegiatan pariwisata berbasis acara atau event.

Abstract:
In 2013 it was revealed that wiretapping had been done by Australian intelligence towards a number of high-ranking officials in Indonesia. This invited the reaction of Indonesian hackers to destroy thousands of important sites in Australia and it is getting a reply from Australian hackers. Of course this is a bad precedent for Indonesia's relationship with Australia. Since its presence in international politics, hackers have been considered non-state actors. This research uses a qualitative method with a phenomenological approach. The purpose of this study is to describe the phenomenon of cyber warfare carried out by both parties as an attempt to attack and maintain the country's sovereignty over their respective versions. The conclusion in this study is the mirror of this cyber war case that hackers are included as non-national actors for their contribution in international politics.

Pada saat ini, arah kebijakan politik luar negeri Indonesia yang dilaksanakan oleh Pemerintah Indonesia di bawah kepemimpinan Presiden Joko Widodo mengutamakan kepada empat prioritas politik luar negeri Republik Indonesia, yaitu Kedaulatan Negara Kesatuan Republik Indonesia (NKRI), Perlindungan Warga Negara Indonesia (WNI), Diplomasi Ekonomi dan Peran Internasional. Salah satu prioritas politik luar negeri Indonesia adalah diplomasi ekonomi. Pada saat ini, Indonesia tidak hanya mengandalkan ekspor ke negara mitra dagang utama Indonesia selama ini atau yang disebut dengan pasar tradisional. Akan tetapi, pemerintah Indonesia juga mengarahkan fokus kebijakan ekspornya kepada pasar non tradisional, dengan tujuan untuk dapat meningkatkan ekpor Indonesia pada tahun ini dan juga pada tahun-tahun yang akan datang. Abstract:
Zionist narrative constitutes Netanyahu�s policy in Jerusalem. The use of narrative in conflict is important to build worldview either internally or externally to justify their ideological goal. This paper uses Constructivism framework to understand how Netanyahu�s worldview created by that narrative and replicates his worldview by using speech act. This paper uses qualitative interpretive method which focused on how to understand narrative. The objective of this research is to undertand Netanyahu�s position about Jerusalem according to Zionist ideology. I conclude that this conflict will remain as long as Netanyahu in power. It is hard to imagine about the possibility to reach the final agreement about two state solution especially in the most important issue like Jerusalem because the ideology that Netanyahu holds will not allow compromise.

Abstract:
This research try to describe how local NGO in East Kalimantan, Jatam (Mining Advocacy Network) and Walhi (Friends of the Life) pursue their interest in the politics of environmental management in Sangkulirang-Mangkalihat Karst Area in East Kutai and Berau Regency in East Kalimantan Province. How do they strive for their interest? What kind of strategy they deploy? And why? The result shows that there are several strategies that Jatam and Walhi use. They are: 1) Protest, 2) Seminar/FGD, and 3) Campaign. Those strategies are influenced by internal and external factors. For the internal factors, both Jatam and Walhi�s structure of organization creates possibilities to collaborate with other party with the same agenda to achieve the goal. The second internal factor is the funding. Is is widely known that local NGO in East Kalimantan, especially those who strive for environmental protection lack the financial resources to fund their agenda. Both Jatam and Walhi�s financial resources are relatively small compared to the resources of related actors such as the Government and corporations. With such conditions, street protests, seminar and campaign become the rational instruments to be deployed. The last is external factor that considers the social and political context of East Kalimantan society that make them choose those strategies.

As a maritime country, Indonesia is one of the largest fish producers in the world. Sea of Java is one of the main ecosystems that provides that marine commodities. However the fish demand that always increases over time threatened the fish ecosystem because of overfishing phenomena by fishermen. The most possible solution for this problem is establish fisheries transmigration in Indonesia which is supported by suitable equipment for fish catching in purpose to resource and development equality in all regions of Indonesia as well as preserving marine biota conservation for marine improvement in this region for the future generation.

Abstract:
As one of the ancient practices that are still ongoing to date, trade becomes a thing that goes hand in hand with human civilization. The meeting of interests between the seller and the buyer, the producer and the consumer is absolute by the principle of mutual benefit. Current inter-state trade practices are often considered to be detrimental to the Southern states. Supposedly, modernity and the advancement of science and technology make trade principles run in harmony and balance among stakeholders. Developed countries, geographically located in the Northern region, have reliable human resources. It is also supported by a strong financial and governance system. Nevertheless, Northern countries have limited natural resources. On the other hand, the Southern states are endowed with abundant natural wealth but have limitations in human resources. Essentially these two extremes can harmonize. Developed countries are criticized for playing a dual role in implementing their trade policies. In addressing these issues, Fair Trade as a social movement provides hope for the realization of trade justice and provides assurance for producers who come from developing countries in order to get a decent and sustainable life

Abstract:
The aim of this article is to give an explanation related to the industrial relations in China. Industrial relations is a study that explores the power play between three actors: government, companies, and labour. Along with the increase of global production, labour become one of the key actors in defining a state's economy and has become a relevant political forces. China is one of many nations that relies heavily on it's labour to be the motor of their economy. In the last 3 decades, China have seen their Gross Domestic Product (GDP) reached almost 10% improvement, and it's one of the fastest improved GDP in the modern economy. This was caused by a change in China's economy to an open-door policy in the 1970s. With this policy in place, this brings chances to multinational corporations (MNCs) to expand their activities to China. In 2010, Honda as one of the MNCs in China were facing a strike from their labour. They demand an improvement on their income and a more representing union. The theory used to support this research is a theory called resource mobilization theory. The focus in this theory is the ability of a social movement to acquire resources and mobilize it to achieve their goals. In this case, is economics goals and a more representing union. The research question used in this article is "Is Honda's labour is mobilizing their resources to achieve their goals?". From this research, we found that Honda's labour is using their resources such as their members and the public attention to achieve their goals.

This essay is motivated by an interest in a particular aspect of Indonesian foreign policy. Indonesia�s foreign policy has been called upon to serve the goals of national development. The national development takes place within a regional and global environment. Indonesia�s most immediate environment is the sub-region of Southeast Asia, and for that reason the Association of Southeast Asian Nations (ASEAN), which remains the cornerstone of Indonesian foreign policy. ASEAN Community is a continuing process. It will continue to promote the expansion and then deepening of the implementation of ASEAN Community Blueprints beyond 2015. ASEAN Community Vision 2025 was approved and signed at ASEAN Summit Meeting, 21 � 22 November 2015 in Kualalumpur, Malaysia. In the mean time for Indonesia itself, there are some impediments in the implementation of Indonesia�s maritime nexus will continue to hedge against the ASEAN Economic Community as well as the major powers interests, especially with RCEP (Regional Comprehensive Economic Partnership led by ASEAN but heavily influence by China and the Trans Pacific Partnership that once led by the United States of America and seems abandon in Donald Trump era. The study reveals that he strategic implication of the above possible development appeals the need of new approaches to Indonesia. Some basic assumptions can be derived from the foregoing examination of Indonesian foreign policy concepts, a changing Asian strategic environment, and uncertainties of interdependence. It may be reasonable to assume that Indonesia has the capability to increasingly strengthen linkages among defense, security, and foreign policy aspects which leads to an adequate Indonesian national security policy.

Is the Middle East on a path to regional war? One hundred years after the conclusion of World War I, many of the same factors the preceded wars in Europe seem to be in place in the region today: increased arms sales, social and political unrest, and increasing conscription. This paper examines the similarities and differences between the Middle East today and the Europe of 1914. It also analyzes key variables to develop scenarios that could lead to peace or war in the region.

Abstract:
Fair trade is one of the trading system that concern about the fairness and the development of the small producers that tend to be treated unfairly by free trade system since the main idea of competitive advantage from free trade incline to be exploitative towards these small producers. Indonesia has many small producers, artisans and farmers that do trading with international society, therefore, fair trade is supposed to be one of a beneficial trading system that Indonesia should implement. But the fact is that, fair trade is not developed well in Indonesia, even many NGOs and fair trade organization went bankrupt in Indonesia. One of the fair trade organization that still do well and have been categorized as success in implementing the fair trade system is APIKRI, a fair trade organization in craft industry that located in the special region of Yogyakarta. In this paper, we argue that based on APIKRI success, it�s not impossible to implement the fair trade system in Indonesia that will bring a beneficial result to the majority of Indonesian producers which are the small producers, artisans and farmer.

Abstract:
The problem of human trafficking under the guise of illegal TKI trade (Human Trafficking) is still a crime that can threaten human security throughout the world including in Indonesia and more particularly in four districts in West Nusa Tenggara, West Lombok, Central Lombok Regency, East Lombok Regency, and North Lombok Regency. IOM Indonesia's Counter Trafficking Unit is one of the international organizations that have the task of dealing with human trafficking issues. With the sense of need to play an active role in overcoming the problem of illegal TKI trade in NTB, therefore Counter Trafficking Unit cooperates with NTB government to jointly seek various strategies to create human security in the form of illegal kindergarten trade in four districts namely West Lombok regency, Central Lombok, East Lombok Regency, and North Lombok Regency of West Nusa Tenggara Province. The methodology used by researchers in this research is qualitative method with descriptive technique. This method according to the researchers will be able to describe and explore problems that occur systematically, valid, factual and accurate. Furthermore, the main purpose of this research is to see how the role of Counter Trafficking Unit in assisting NTB Government to overcome the illegal trade of migrant workers by Traffickers (Calo/ PJTKI) in NTB. The conclusion of this research is IOM Counter Trafficking Unit has a role set in handling the problem of illegal TKI trade in NTB, ie as role expection, strengthening of role conception, establishing partnership with NTB government from 2001 -2018.

Abstract:
During the past decade, China has been striving for a more prominent status in the international community. In doing so, China undertook several measures that indicate its willingness to become a supportive collaborator in the international politics, including taking a part in the Six Party Talks regarding to the North Korean nuclear issue as well as striving for the Market Economy Status (MES). However, the recent development of the South China Sea dispute seems to show a contrasting circumstance. As one of the claimant states, China showed a fairly aggressive gesture in expanding and exploiting the disputed territory. Recently, China even declared a refusal against the verdict from the international law which stated that China had no legal base in claiming the territory. This situation sparked a puzzle as the non-compliance against the international law seemed to be violating China�s on- going efforts to win the broader acceptance in the international community. Thus, using two different perspectives, namely structural realism and social constructivism, this study analyses puzzle and finds the contextual relevance behind China�s non- compliance policy. The overall findings show that the rational interest of pursuing the hegemony in the disputed region becomes the primary goal that China is pursuing beyond the interest of adhering to the international law.
