Abstract:
Social assistance is one of the poverty reduction programs carried out by the South Tangerang City Government. Poverty is defined as a condition of the inability of income to meet basic needs so that it is not able to guarantee survival. South Tangerang City has received the spill over effect of various economic impacts. Persons with disabilities have a low level of welfare. The low welfare is partly because they have limited physical functions and often have negative emotional experiences due to their physical limitations. Limited physical functions make it difficult for persons with disabilities to access work because they are considered less productive. This has a negative impact on persons with disabilities such as losing their role, independence, status, and financial stability. The purpose of this study is to analyze the implementation of regional budget social assistance policies for disabilities in South Tangerang. And to find out the supporting factors and inhibiting factors. This research method uses a qualitative approach with descriptive methods. qualitative approach, using the Theory of Policy Implementation according to Edward III. The results of this study indicate that the implementation of the Regional Budget Social Assistance Policy for Disabilities in South Tangerang has not been going well, it is based on poor communication from the implementor to the community, in terms of both human and financial resources are still lacking. Likewise, the supporting facilities in implementing social assistance for disabilities. And most importantly.

Abstract:
The implementation of the duties and functions of government institutions in the President's closest circle is an interesting thing to research. Its strategic position does not necessarily make its role carried out optimally. This can be seen from the function of providing policy recommendations carried out by the Cabinet Secretariat. Problems such as the disobedience of stakeholders to the flow of policy submissions, as well as problems on administrative matters such as supporting rules, communication strategies, information technology support, the effectiveness of policy monitoring, and the implementation of sanctions, have made the implementation of such functions not run optimally. Therefore, this study aims to analyze the implementation of the function of providing policy recommendations by the Cabinet Secretariat. The analytical framework used in this study is Policy Implementation Theory, particularly the Administrative Implementation Model by Matland (1995). This research uses the qualitative method that is descriptive analysis, with the focus of the research is the Cabinet Secretariat in the period 2015 until now. The result of this study is the implementation of the function of providing policy recommendations in dealing with various challenges and problems. However, improvement efforts have been made so that the performance of the function of providing policy recommendations, which is the main performance of the Cabinet Secretariat, can be more optimal.

Abstract:
This study aims to analyze and describe the effectiveness of Waste Management at the Bitung City Environmental Service. The concept used is about the management of public services, the effectiveness of public services and excellent public services. The method used is qualitative, with a focus on the effectiveness of waste management through indicators of sorting, collecting, transporting and processing waste. Sources of data are leaders, structural officials in the field of waste management, supervisors and field officers and the community. The results showed that the waste had not been sorted and separated according to the type, time and place of disposing of the waste had not been complied with according to regulations, as well as the limited number and ability of collecting officers. Limited number and capacity of transportation means, working time or transportation cycle, not all waste has been processed and utilized through waste processing facilities. This study concludes: 1.) The collected waste has not been sorted and separated 2.) The collection of waste by field officers in all areas has not been maximized. 3.) Limited number of fleets, means of transportation, and working time and transportation cycles. 4.) Waste processing and utilization has not been maximized. There are several factors that affect the effectiveness of waste management at the Bitung City Environmental Service, including; Human resources, facilities and infrastructure, rules and regulations, limited land area for landfill.

Abstract:
This study is aimed at analyzing the difference in political participation of inland communities and coastal communities in addressing local elections as an embodiment of synergy in combating Covid-19 and money politics. In this qualitative research, the data were analyzed using an interactive model comprising three analysis components: (1) data reduction, (2) data display, and (3) data verification and conclusion drawing. According to the results, the way the coastal communities respond to the local election differs from that of the inland communities regarding sociological perspective. The coastal communities are not so keen on the election as they concentrate more on their fishing activities. On top of that, people in coastal areas spend most of their time at sea; thus, issues regarding the election are not that impactful for them. The inland communities, on the other hand, has different views thanks to their gregarious characteristic. All their activities and work-life are centralized in a workgroup, enabling the people to have ample time to find out their local leader candidates. This aspect underlines the reason for pluralism among inland communities’ political views, confirming the characteristic of individualism among people in coastal areas.

Abstract:
The vision of the Global Maritime Fulcrum (GMF) for Indonesia not only raises national awareness but also gets international attention. Jokowi in the first term of his administration echoed this vision as the identity of his foreign policy. However, in its implementation, there are various shortcomings. As a result, the vision did not work out well. Especially during his second election as president of Indonesia, Jokowi no longer mentioned GMF as a priority policy. This paper aims to analyze the causes of the failure to implement the GMF vision in Jokowi's first term as president. Several previous studies on GMF were divided into 3 major studies, namely security studies, international cooperation, then regional and geopolitical studies. Most of these studies discuss GMF Indonesia's vision only in the international scope, such as cooperation formed with other countries, its influence on the region, geopolitical implications, and also on the perspective of threats and security. There is no research that specifically addresses the problems and challenges of the GMF. By the governmental and leadership approach in policy studies, this paper identifies the factors that have resulted in the GMF vision's lack of implementation. This article argues that uncoordinated governance, overlapping institutions, and Jokowi's lack of leadership are the main determinants of the success or failure of the GMF vision. The limitations of this study allow for further analysis of the economic perspective of GMF in subsequent studies.

Abstract:
This research aims at how the Village Fund Direct Cash Unity program in the 2019 Corona Dessease Virus pandemic (Covid-19) In Tondegesan Village, Kawangkoan District, this research uses a qualitative approach method, and uses data techniques: observation, interviews and documentation, with data sources are : The Tondegesan Village Government and the Tondegesan Village Community, with the results of the research showing 1). The standards and targets that defined the criteria set did not qualify as BLT-DD recipients. 2) Characteristics of Implementers related to the nature and tendency of implementers in the distribution of BLT-DD to go through various stages carried out through village meetings 3) The communication between the village government and the community is due to the absence of socialization from the village government regarding the BLT-DD program. For request 1) Need to be implemented as much as possible with existing standards and the right target. 2) The village government must be more objective in determining the beneficiary families of BLT-DD according to the established criteria. 3) Communication is needed in creating a harmonious relationship.

Abstract:
Efforts to improve the performance of research and scientific publications in Indonesian universities are still a challenge. Various problems often become an inhibiting factor for lecturers' research performance. This study analyzes how the performance and factors were inhibiting the performance of research and scientific publications at the Universitas Terbuka, which is the only Open and Distance Learning Higher Education institution (PTTJJ) in Indonesia. The research method used is qualitative descriptive. The results showed that although the number of research and journal publications increased during 2017-2019, the performance of research and scientific publications of Universitas Terbuka lecturers has not been optimal. Of the five factors are considered as obstacles, three of which are factors that are generally also found in other universities, namely the lack of competence and motivation of lecturers in researching, lack of research/laboratory support facilities, and the research culture among lecturers has not yet developed well. Meanwhile, two other factors were different findings, namely the issue of lecturer recruitment and development policies in the early days of the establishment of the Universitas Terbuka, which was not in line with the needs of the study program, and the problem of characteristics and workload of PTTJJ lecturers which are different from conventional university lecturers. Universitas Terbuka lecturers are not only obliged to carry out the tri dharma functions of higher education but they are also burdened with tasks related to the management of PTTJJ or quite a lot of academic administrative work.

Abstract:
This article focuses on discussing governance, which is defined as the government's ability in governance. Governability is influenced by the number of parties, the degree of political polarization between parties, party participation in government, and the relationship between most of the parliament and the executive. This research was conducted using a qualitative method with a descriptive analytical approach that describes, describes, and analyzes the governability in Central Sulawesi after the election of governors and vice governors in 2015. Although it has the potential for divided government to occur in the Regional Government of Central Sulawesi because only 13 seats or 29% of 45 (forty-five) the number of seats in the Regional People's Representative Council (DPRD), but in fact throughout 2016-2020 it was running effectively. There has never been any rejection of government programs by the DPRD during the 2016-2020 government. An interesting finding in this research is that the capacity and background of the regional head from the regional head elections has a big role in building governance with the ability to establish communication and coordination with DPRD members. Regional heads with good capacities and a background in bureaucracy and politicians also influence the performance of local governments and are related to their relationship with the DPRD. The governor who governs and the interaction between the governor and the governed all contribute to governability, including the type of external influence

Abstract:
This research examines the two components of the Slippery Slope framework, power, and trust, in influencing formal tax compliance in the West Sumatera and Jambi region. The supervision factors: Notice of Tax Warning and Notice of Tax Collection are used as a proxy of power, and public education program is used as a proxy of trust in the authority. Secondary data collected through documentation study is presented in panel data and then analyzed using panel data regression analysis. As this study uses a mixed quantitative and qualitative method, we conducted in-depth interviews with key informants to get a more robust analysis. This study shows that together and partially, these three factors have a positive and significant effect on formal tax compliance. Notice of Tax Warning and Notice of Tax Collection effectively deliver law enforcement's message as a coercive power through supervision efforts. At the same time, tax education programs are practical to encourage awareness and trust in the authority that ultimately improves tax compliance. This study recommends some improvements in administrative issues and strategies to reach more taxpayers, perform more fair treatment, and enhance compliance.

Abstract:
This paper explains the effectiveness of implementing the Batu Among Tani technology (BATT) program in Batu City. BATT itself is one of the leading smart city concepts of the Batu City Government, which aims to protect and develop agricultural quality. BATT is here to solve some of the fundamental problems of agriculture in Batu City, focusing on harvests, brokers’ intervention, lack of agricultural information, and several other complaints. This research uses qualitative research with a descriptive approach—sources of data obtained through interviews with relevant stakeholders and observations and documentation. Data is processed through data collection, data reduction, data display, and conclusion drawing. The results showed that the BATT Program, which began running effectively in September 2017, was not optimal. First, the server capacity is limited so that it often experiences interruptions and the benefits of services provided are less than optimal. Second, the lack of participation of farmers as active users of BATT. The factor of the lack of outreach and ongoing assistance is the cause. Third, the program has not effectively delivered price updates and cut off the brokers' intervention chain. However, this program is criticized for converting agricultural land to non-agriculture for the past 5 (five) years in Batu City.

Abstract:
Covid-19 is a non-natural disaster that has shocked countries in the world since the end of 2019 until now and its spread has not been controlled, various efforts have been made by the virus pandemic countries including Indonesia. Its spread occurs in almost every province in Indonesia, one of which is West Kalimantan Province. To prevent the spread of the virus, regional disaster management agencies (BPBD), with various parties, undertake mitigation of its spread and efforts to heal trauma during the pandemic. This study aims to determine the models and strategies of BPBD in mitigation, trauma healing efforts carried out during the pandemic and to find out the obstacles of BPBD in mitigation in West Kalimantan Province. The method used is descriptive qualitative, data sources obtained from interviews with informants, observation and documentation. The analysis technique uses an interactive model by reducing, presenting, drawing conclusions and verification. The results of this study produce models and strategies for mitigating non-natural disasters with a collaborative strategy and a pentahelix approach. Trauma healing efforts have been carried out to provide understanding to the community with preventive measures. The obstacles faced in mitigation include the low level of public awareness in maintaining health protocols and the lack of incomplete SWAB equipment in every district / city.

Abstract:
This article discusses the extent to which Cultural Heritage management involving various sectors can contribute to increasing tourist visits. The research was conducted in the city of Bengkulu, the location of the research was the legacy of Bung Karno's house. Data collection was carried out through secondary data and primary data. Primary data was carried out by interviewing related parties, namely two of Bung Karno's house staff, the Head of the Jambi Cultural Heritage Preservation Agency (BPCB), the Head of the Bengkulu Province Education Office, one cultural expert, four tourism activists, and six communities. members who were visiting Bung Karno's house. The steps in this research are data collection, classification, analysis, and data processing, making conclusions, then narrating in depth. The results of the study explain that the Heritage of Bung Karno's House is one of the historical tourist objects visited by many tourists. Bung Karno's heirloom house is a historical tourism object that has an attraction and has an important role in increasing tourist visits. For optimal Cultural Heritage management, it is important to strengthen the capacity of Cultural heritage management sustainably by optimizing technology and involving five partnership sectors, namely government, private sector, universities, media, and society.

Abstract:
This study aims to describe the strategies used in increasing restaurant guest visits in Barru Regency. This research uses a quantitative descriptive approach. Based on the results of the study, it was found that the 4P marketing mix strategy (Price, Promotion, Place and position) was applied to the Barru district restaurant to increase guest visits, this proved effective in attracting guests to visit the restaurant. product, price, place, promotion, have shown conformity with the segmentation, targeting and positioning expected by the restaurant. For example, the products offered are varied and use quality raw materials in accordance with the positioning that the company wants to achieve as the only restaurant that uses healthy raw chicken and seafood. Apart from that the price, physical evidence and promotion are also in accordance with the targeting of young people and families, because the prices offered are still quite affordable, the place is also unique and is promoted through online media.

Abstract:
The issue of spatial planning becomes crucial for vulnerable areas. Padang, as one of the areas prone to earthquakes, needs to pay attention to the allocation of space. After the 2009 earthquake, it was recorded that Padang City had revised the Regional Spatial Plan (RTRW) twice, namely in 2010 and 2015. In the revised RTRW, mapping of the areas prone to earthquake and tsunami disaster. The purpose of this research is to explain the policy efforts made by the City of Padang in spatial planning based on disaster mitigation. This study used qualitative research methods. The technique of selecting informants using purposive sampling, primary data obtained from interviews, while secondary data from documentation and literature studies. Data analysis was performed using an interactive model. The results showed that the spatial planning in the city of Padang based on Regulation No. 4 of 2012 had paid attention to disaster-prone areas, it can be seen from the categorization of disaster-prone regions in the city of Padang. But there are still disaster-prone areas that even violate the rules of development. For this reason, Padang City Government needs to pay attention to building permit recommendations, especially in disaster-prone areas from the relevant agencies.Persoalan penataan ruang menjadi hal yang krusial bagi daerah yang rawan bencana. Padang sebagai salah satu daerah yang rawan terhadap bencana gempa bumi perlu memperhatikan peruntukan ruang. Setelah kejadian gempa tahun 2009, tercatat Kota Padang telah dua kali melakukan revisi terhadap Rencana Tata Tuang Wilayah (RTRW) yaitu tahun 2010 dan 2015. Dalam revisi RTRW tersebut telah dilakukan pemetaan terhadap daerah-daerah yang rawan bencana gempa dan tsunami. Tujuan dari Penelitian ini adalah untuk menjelaskan upaya-upaya kebijakan yang dilakukan oleh Kota Padang dalam penataan ruang yang berbasis mitigasi bencana. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pemilihan informan dengan menggunakan purposive sampling, data primer diperoleh dari wawancara, sedangkan data sekunder dari dokumentasi dan studi pustaka. Analis data dilakukan dengan model interaktif. Hasil penelitian menunjukkan bahwa penataan ruang di Kota Padang yang didasarkan pada perda No. 4 Tahun 2012 telah memperhatikan daerah rawan bencana, terlihat dari adanya pengkategorian daerah rawan bencana di Kota Padang. Namun masih terdapat daerah rawan bencana yang masih menyalahi aturan pembangunan. Untuk itu, pemerintah Kota padang perlu memperhatikan rekomendasi izin mendirikan bangunan terutama di daerah-daerah yang rawan bencana dari instansi-instansi yang terkait.

Abstract:
This study aims to evaluate the Paket A equivalency education program for school dropouts in Gorontalo District. This program evaluation research uses descriptive method with the CIPP model (Context, Input, Process, and Product). The data analysis in this study was carried out in a qualitative descriptive manner, then the qualitative data were analyzed using thematic analysis, namely comparing the data at each stage of the CIPP then concluding. In this thematic analysis, an analysis flow is adopted which consists of data collection, data presentation, data reduction and conclusion verification. The results showed that the implementation of the Paket A equivalency education program in Gorontalo District has been optimal. This is based on the objective standard criteria that have been set in this evaluation study. The length of learning for the Paket A Equivalent Education program for each class or class is adjusted to the curriculum structure above. The learning process includes academic learning, namely the efforts made by the tutor to provide insight and knowledge to learning citizens facilitated by the tutor. Penelitian ini bertujuan mengevaluasi program pendidikan kesetaraan paket A bagi anak putus sekolah di Kabupaten Gorontalo. Penelitian evaluasi program ini menggunakan metode deskriptif dengan model CIPP (Context, Input, Process, dan Product). Analisis data dalam penelitian ini dilaksanakan secara deskriptif kualitatif, kemudian data kualitatif dianalisis menggunakan analisis tematik yaitu membandingkan data pada setiap tahapan CIPP kemudian disimpulkan. Dalam analisis tematik ini, ditempuh alur analisis yang terdiri atas pengumpulan data, penyajian data, reduksi data dan kesimpulan verifikasi. Hasil penelitian menunjukkan bahwa sudah optimalnya pelaksanaan program pendidikan kesetaraan paket A di Kabupaten Gorontalo, Hal ini berdasarkan pada kriteria standar objektif yang telah ditetapkan dalam penelitian evaluasi ini. Lama pembelajaran program Pendidikan Kesetaraan Paket A untuk setiap angkatan atau kelas disesuaikan dengan struktur kurikulum diatas. Proses pembelajaran meliputi pembelajaran akademik, yaitu upaya yang dilakukan tutor untuk memberikan wawasan dan ilmu pengetahuan kepada warga belajar yang difasilitasi oleh tutor.

Abstract:
Bureaucratic services tend not to improve their performance and carry out reforms. Service users are often faced with so many problems when they are dealing with bureaucracy. The purpose of this study is to describe the reform of the Public Service Bureaucracy in terms of coordination in One Stop Services (KPTSP) in Takalar Regency. In this study, a qualitative approach was used. The type of research used in this research is descriptive research type. The results showed that hierarchical mechanisms in the form of a structured flow of coordination and power need each other to establish cooperation within organizational units. The market mechanism shows that the change in the bureaucracy from services to revenue to provide income for the region through the collection of fees. Licensing and providing incentives can improve the performance of One-Stop Services, Takalar District has a network mechanism that is interrelated and needs each other, this can be seen from the requirements given by the Service Agency One-Stop Integrated Takalar Regency that asks for recommendations from related Regional Work Units (SKPD).

Abstract:
This study aims to describe the role of the government-private and role of the government-NGO coalition in Green Open Space Based Urban Governance in Makassar City. This type of research is qualitative, research conducted to systematically search for and compile all data obtained, both interview data, field notes and other data that support research. The results of this study indicate that the confidence of the private / private sector in the city government green open space policy is still low because the government's political will problem is that it does not involve all components in the private sector. One of the strategies is optimizing planters in RTR in strategic areas such as in the Untia region. The strategy that is pressed on the private sector is segmentation of activities that can increase green open space. Decisions taken by the private or private sector are based on the mission of the organization itself which has environmental concerns as outlined through CSR programs, the program is not intervened by the city government. Although there have been Regional Regulations Number 3 of 2014 concerning the arrangement and management of green open spaces but not yet assessed WALHI has provided significant progress for the addition of RTH in Makassar Penelitian ini bertujuan untuk mendeskripsikan peran koalisi pemerintah-swasta dan peran koalisi pemerintah-LSM Dalam Tata Kelola Perkotaan Berbasis Ruang Terbuka Hijau (RTH) di Kota Makassar. Jenis penelitian ini adalah kualitatif, penelitian yang dilakukan untuk mencari dan menyusun secara sistematis seluruh data yang diperoleh baik itu data hasil wawancara, catatan lapangan dan data-data lain yang sifatnya menunjang penelitian. Hasil penelitian ini menunjukkan bahwa keyakinan sektor swasta/privat terhadap kebijakan RTH pemerintah kota masih rendah karena persoalan political will dari pemerintah yang kurang melibatkan seluruh komponen pada sektor swasta. Salah satu strateginya adalah optimalisasi penanam pada RTR Kawasan strategis seperti di Kawasan Untia. Strategi yang ditekan pada pihak swasta adalah segmentasi pada kegiatan yang dapat meningkatkan ruang terbuka hijau. Keputusan yang diambil sektor privat atau swasta adalah berdasarkan misi dari organisasi itu sendiri yang memiliki kepedulian terhadap lingkungan yang dituangkan melalui program CSR, program tersebut tidak mendapat intervensi oleh pemerintah kota. Meskipun telah ada Peraturan Daerah Nomor 3 Tahun 2014 tentang penataan dan pengelolaan ruang terbuka hijau namun belum dinilai WALHI memberikan kemajuan berarti bagi penambahan RTH di Kota Makassar

Abstract:
The research objective was to find out the influence of competence and independence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province either partially or simultaneously. The approach used in this research was quantitative. The research method used expost facto. The technique of data analysis used multiple regression. The research finding showed that (1) competence of auditor had a positive and significant influence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province by the determinant value of 23,50%. The meaning of the positive coefficient indicated that the higher the competence of auditor, the more effective work result of auditor at Regional Inspectorate of Gorontalo Province. (2) Independence of auditor had a positive and significant influence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province by determinant value of 56,60%. The meaning of positive coefficient indicated that the more independent of auditor in doing inspection and functional supervision function, the more optimum work effectiveness of auditor at Regional Inspectorate of Gorontalo Province. (3) The competence and independence of auditor, simultaneously, had a significant influence on the work effectiveness of auditor at Regional Inspectorate of Gorontalo Province by determinant value of 61,70%.

Abstract:
This study is based on the fact that there are several weaknesses that the government has in the provision of public service infrastructure, both in Indonesia and India. Some of these weaknesses include limited capacity of apparatus resources, budget shortages, management and technology weaknesses in the provision of public service infrastructure. This article aims to see how a public private partnership is conceptually and how the experiences of the Indonesian and Indian states in putting this concept into practice. This study uses qualitative research methods with library research techniques. Literature study is applied with data analysis techniques in several stages. Through this literature study method, it was found that public private partnership is strongly associated with the concept of new public management and governance. There are many forms of public private partnership such as BOT (Build Operate and Transfer), BT (Build and Tranfer), BTO (Build, Transfer, and Operate), BLT (Build, Lease, and Transfer), BOO (Build, Own, and Operate), ROO (Rehabilitate, Own, and Operate), ROT (Rehabilitate, Own, and Transfer), DOT (Develop, Operate, and Transfer), and CAO (Contract, Add, and Operate). But the overall form is essentially aimed at providing infrastructure and public services can be more efficient, effective and economical. In practice, both in Indonesia and India, has had a noticeable effect such as the opening of new jobs for residents because this public private partnership has long been applied in various development sectors, especially in the service of basic community needs, such as education, health, transportation, public housing, social services, and clean water supply.Kajian ini didasarkan pada fakta adanya beberapa kelemahan yang dimiliki oleh pemerintah dalam penyediaan infrastruktur pelayanan publik, baik di Indonesia maupun India. Beberapa kelemahan tersebut meliputi keterbatasan kapasitas sumberdaya aparatur, kekuragan anggaran, kelemahan manajemen dan teknologi dalam pengadaan infrastruktur pelayanan publik. Artikel ini bertujuan untuk melihat bagaimana public private partnership secara konseptual dan bagaimana pengalaman negara Indonesia dan India dalam mempraktekkan konsep tersebut tersebut. Kajian ini menggunakan metode penelitian kualitatif dengan teknik studi kepustakaan. Studi kepustakaan diterapkan dengan teknis analisis data dalam beberapa tahap. Melalui metode studi kepustakaan ini ditemukan bahwa public private partnership sangat terkait dengan konsep new public management dan governance. Terdapat banyak bentuk public private partnership seperti BOT (Build Operate and Transfer), BT (Build and Tranfer), BTO (Build, Transfer, and Operate), BLT (Build, Lease, and Transfer), BOO (Build, Own, and Operate), ROO (Rehabilitate, Own, and Operate), ROT (Rehabilitate, Own, and Transfer), DOT (Develop, Operate, and Transfer), dan CAO (Contract, Add, and Operate). Namun keseluruhan bentuk tersebut pada hakekatnya bertujuan agar penyediaan infrastruktur dan pelayanan publik bias lebih efisien, efektif dan ekonomis. Dalam prakteknya baik di Indonesia maupun India telah memberi efek yang nyata seperti terbukanya lapangan kerja baru bagi warga karena public private partnership ini sudah sejak lama diterapkan dalam berbagai sektor pembangunan, terutama pada pelayanan kebutuhan dasar masyarakat, seperti pelayanan pendidikan, kesehatan, transportasi, perumahaan rakyat, soaial, dan penyediaan air bersih.

Abstract:
This article discuss about the level of effectiveness of public services One Stop Investment Service and Integrated Services regarding the management and issuance of Building Permit at Bulukumba Regency. The Office of Investment and Integrated Services (DPMPTSP) with the service unit for the management and issuance of the Buidling Permit is in the category of the most visited by the people in Bulukumba Regency. This condition has an impact on the high frequency of public services that occur in these service units, so it is necessary to know the level of service effectiveness. This study used a survey approach to employees of the Building Permit Service Unit and the community who use the Building Permit service. The data collection technique used a questionnaire. The data analysis technique used frequency tabulation and a Likert scale as the rating scale. Overall, the results of this study indicate that the level of effectiveness of public services at the Investment and Integrated Services Office is in the 'Good' category or the 'Effective' category. The conclusion of this study is that basically public services at the Investment and Integrated Services Office have been going well and have received a good response from the community who use Building Permit services even though this still requires maximum efforts from the local government of Bulukumba Regency to improve these services.Artikel ini membahas tentang tingkat keefektifan pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Bulukumba terkait pengurusan dan penerbitan IMB. Dinas Penanaman Modal dan Pelayanan Terpadu (DPMPTSP) dengan unit layanan pengurusan dan penerbitan IMB terkategori paling ramai dikunjungi masyarakat. Kondisi tersebut berdampak pada tingginya frekuensi layanan publik pada unit layanan tersebut sehingga perlu diketahui tingkat efektifitas pelayanannya. Penelitian ini menggunakan pendekatan survei terhadap pegawai pada Unit Layanan IMB dan masyarakat pengguna layanan IMB tersebut. Teknik pengumpulan data menggunakan angket. Teknik analisis data menggunakan tabulasi frekuensi dan Skala Likert sebagai skala penilaian. Secara keseluruhan, hasil penelitian menunjukkan bahwa tingkat efektifitas pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu terkategori ‘Baik’ atau terkategori ‘Efektif’. Kesimpulan penelitian ini adalah pada dasarnya pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu telah berlangsung baik dan mendapat respon yang baik dari masyarakat pengguna jasa pelayanan IMB meskipun hal tersebut masih memerlukan upaya maksimal dari pemda Kabupaten Bulukumba untuk meningkatkan pelayanan tersebut.

Abstract:
This article aims to analyze and find out the strategies implemented by the Regional Government, especially the Kelurahan Governments in Gorontalo District in providing maximum service to the community. This study uses qualitative research methods with the intention of comprehensively knowing several things related to the implementation of E-Gov and to reveal the phenomena that occur in the application of E-Gov. The results showed that the capacity or ability of the Gorontalo District government in implementing the ¬E-Gov concept needs to be evaluated and continuously improved, especially in relation to the budget. This can be seen from the limited funds that are not allocated specifically for the Electronic Government, the limited allocation of funds that have been budgeted by the Government in Gorontalo District is still insufficient for E-Government development, so that activities carried out follow the amount of the budget given, in other words the budget can affect effectiveness of the implementation of activities carried out in the application of E-Government, so that the use and utilization of the budget must be effective and efficient. the implementation of E-Gov in Gorontalo District has been going well. However, there are still some obstacles that are faced, this can be seen from the human resources recruited to manage the Electronic Government who do not have the competence and expertise in this field and some do not even have expertise in the technology field. Penelitian ini menggunakan metode penelitian kualitatif dengan maksud untuk mengetahui secara komprehensif beberapa hal terkait dengan pelaksanaan E-Gov dan mengungkap fenomena yang terjadi dalam penerapan E-Gov. Hasil penelitian menunjukkan kapasitas atau kemampuan pemerintah Kabupaten Gorontalo dalam menerapkan konsep E-Gov perlu dilakukan evaluasi dan terus ditingkatkan terutama terkait dengan anggaran. Hal ini terlihat dari keterbatasan dana yang tidak dialokasikan khusus untuk Electronic Government,terbatasnya alokasi dana yang telah dianggarkan oleh Pemerintah di Kabupaten Gorontalo masih belum mencukupi untuk pengembangan E-Government, sehingga kegiatan yang dilakukan mengikuti jumlah anggaran yang diberikan, dengan kata lain anggaran dapat mempengaruhi efektivitas pelaksanaan kegiatan yang dilakukan di dalam penerapan E-Government, sehingga penggunaan dan pemanfaatan anggaran harus efektif dan efisien.penerapan E-Gov di Kabupaten Gorontalo sudah berjalan dengan baik. Abstract:
The purpose of this study is to identify and describe the impact and behavior of the community on post-disaster economic conditions in the city of Palu and to know the local government's public policies in handling these cases. Using qualitative methods with a case study approach, literature study, and secondary data processing from various social elements. In addition, data collection was carried out by interviewing informants who felt the direct impact of the earthquake, tsunami and liquefaction in Palu, Sigi and Donggala. The results showed that the post-disaster impact felt by the people of Palu City was generally in the "severe" classification. The socio-economic conditions of the people of Palu include several aspects, ranging from the geographical conditions that are in disaster-prone zones, to the extremely poor health conditions after the disaster. The conclusion of this research shows that the escalation of natural disasters in the city of Palu is considered quite large because it consists of three types of disasters, namely the Earthquake, Tsunami and Liquifation in the same time period. Palu City is the capital of the Province as well as the economic and administrative center of Central Sulawesi Province. Damage to warehousing infrastructure coupled with massive looting from unscrupulous people in logistics supply warehouses resulted in goods that were supposed to be distributed both to the city and the district finally unable to be implemented.Tujuan penelitian ini yaitu mengidentifikasi dan mendeskripsikan evaluasi dampak dan perilaku masyarakat terhadap kondisi perekonomian pasca bencana di kota Palu dan mengetahui kebijakan publik pemerintah setempat dalam menangani kasus tersebut. Menggunakan metode kualitatif dengan pendekatan studi kasus, studi literature, dan pengolahan data sekunder dari berbagai elemen sosial. Selain itu pengambilan data dilakukan dengan cara wawacara kepada narasumber yang merasakan dampak langsung dari bencana gempa,tsunami dan likuifaksi di Palu,Sigi dan Donggala. Hasil penelitian memperlihatkan bahwa dampak pasca bencana yang dirasakan oleh masyarakat Kota Palu secara umum berada pada klasifikasi “berat”. Kondisi sosial ekonomi masyarakat kota Palu meliputi beberapa aspek, mulai dari kondisi geografis yang berada pada zona rawan bencana, kondisi kesehatan sangat memprihatinkan pasca bencana. Kesimpulan penelitain ini menujukkan bahwa eskalasi bencana alam kota Palu dinilai cukup besar karena terdiri dari tiga macam bencana yaitu Gempa Bumi, Tsunami dan Liquifasi dalam kurun waktu sama. Kota Palu merupakan ibukota Provinsi sekaligus sebagai pusat ekonomi dan pemerintahan Provinsi Sulawesi Tengah. Rusaknya infrakstruktur pergudangan ditambah dengan adanya penjarahan yang massiv dari oknum masyarakat pada gudang-gudang suplai logistik mengakibatkan barang yang semestinya didistribusikan baik ke kota ataupun ke kabupaten akhirnya tidak dapat dilaksanakan.

Abstract:
The general objective of the study was to analyze the level of public trust (citizen trust) of e-government based health insurance services, namely the e-mobile National Health Insurance (JKN) BPJS in Makassar City.The design of this research is a quantitative descriptive type. The population in this study were people who used the National Health Insurance (JKN) e-mobile application with 167 respondents. Data collection was carried out using a questionnaire instrument. Data analysis uses multiple linear regression.The results showed that first there was a high level of public trust in JKN e-mobile applications. This means that the application gives satisfaction to the community and is considered beneficial for them. Secondly, the level of public trust is high in the government, where the public considers the government to be serious in providing health insurance services.Tujuan umum penelitian adalah untuk menganalisis tingkat kepercayaan publik (citizen trust) terhadap pelayanan jaminan kesehatan berbasis e-government yaitu e-mobile Jaminan Kesehatan Nasional (JKN) BPJS Kesehatan di Kota Makassar. Desain penelitian ini adalah kuantitatif tipe deskriptif. Populasi dalam penelitian ini adalah masyarakat yang menggunakan aplikasi e-mobile Jaminan Kesehatan Nasional (JKN) dengan jumlah responden sebanyak 383 orang. Pengumpulan data dilakukan dengan menggunakan instrument kuesioner. Analisis data menggunakan regresi linear berganda. Hasil penelitian menunjukkan bahwa, pertama terdapat tingkat kepercayaan tinggi masyarakat terhadap aplikasi e-mobile JKN. Hal ini berarti aplikasi memberi kepuasan kepada masyarakat dan dianggap bermanfaat bagi mereka. Kedua tingkat kepercayaan publik tinggi terhadap pemerintah tinggi, dimana masyarakat menilai pemerintah serius dalam memberikan pelayanan jaminan kesehatan.

Abstract:
Employee performance is an appearance of employee work both in quantity and high quality employee performance will support organizational productivity. This type of research used in this study is a quantitative approach. Quantitative research is used to examine a sample of the population with the analytical test method n = Number of Samples N = Number of population, and E = Precision determined or the percentage of non-precision looseness. With the results employees have problems with the transformational leadership style that is applied by the restaurant employee supervisor at the Makassar Marcure Hotel Nexa Pettarani. The relationship between transformational leadership and employee performance is strengthened from the results of the regression analysis. The regression test results showed significant results on the transformational leadership variable on performance by 0.104 smaller than the error tolerance α = 0.05.Kinerja karyawan merupakan penampilan hasil kerja karyawan baik secara kuantitas maupun kualitas kinerja karyawan yang tinggi akan mendukung produktivitas organisasi. Jenis penelitian yang digunakan dalam penelitian ini adalah pendekatan kuantitatif. Penelitian kuantitatif digunakan untuk meneliti suatu sampel dari populasi dengan metode uji analisis n = Jumlah Sampel N = Jumlah populasi, dan E = Persisi yang di tetapkan atau presentase kelonggaran ketidak telitian. Dengan hasil karyawan memiliki permasalahan dengan gaya kepemimpinan transformasional yang diterapkan oleh atasan karyawan Restoran Pada Hotel Marcure Makassar Nexa Pettarani. Keterkaitan antara kepemimpinan transformasional dengan kinerja karyawan diperkuat dari hasil analisis regresi. Hasil uji regresi secara menunjukkan hasil yang signifikan pada variabel kepemimpinan transformasional terhadap kinerja sebesar 0,104 lebih kecil dari toleransi kesalahan α = 0,05.

Abstract:
This study aims to determine and analyze the Diversification Strategy of Cultural Attractions in Support of Tourism Development in Wakatobi Village. This research method is qualitative research. The determination of the informants in this study was obtained by purposive sampling. The informants are community leaders and traditional leaders who are key informants. The results show that the opportunity for Wakatobi Regency to become a cultural tourism destination can be opened, because it is supported by the exoticism of local communities with their cultural diversity. The strategy that can be prioritized in the development of Wakatobi village tourism is the diversification of cultural attractions that are organized through institutions or Tourism Awareness Groups initiated by the community and funded by the local government and acting as an active facilitator. It seems that the political will and political commitment of leaders to maximize local government efforts need to be supported by tourism stakeholders from the government, private sector and the wider community, this is a weakness that needs to be covered so that the strategy in developing Community Base Tourism (CBT) tourism in Wakatobi provides a diversification of attractions. tour which is actually quite interesting to witness. Penelitian ini bertujuan untuk mengetahui dan menganalisa Strategi Diversifikasi Atraksi Budaya Dalam Mendukung Pengembangan Wisata Desa Wakatobi. Metode penelitian ini adalah penelitian kualitatif. Penentuan informan penelitian ini diperoleh secara Purposive sampling. Adapun informan yaitu tokoh masyarakat dan tokoh adat yang merupakan informan kunci. Hasil penelitian menunjukkan peluang kabupaten wakatobi menjadi destinasi wisata budaya dapat terbuka, karena didukung oleh eksotisme komunitas lokal dengan keberagaman budaya yang mereka miliki. Strategi yang dapat diprioritas dapat dalam pengembangan wisata desa Wakatobi adalah diversifikasi atraksi budaya yang terorganisasi melalui kelembagaan atau Kelompok Sadar Wisata yang diprakarsai masyarakat dan didanai oleh pemerintah daerah serta berperan sebagai fasilitator yang aktif. Tampaknya political will dan political comitment pemimpin untuk memaksimalkan upaya pemerintah daerah perlu di dukung oleh stekholder pariwisata dari pihak jajaran pemerintah, swasta dan masyarakat luas hal merupakan kelemahan yang perlu ditutupi agar strategi dalam pengembangan wisata Community Base Tourism (CBT) di Wakatobi menyajikan adanya diversifikasi atraksi wisata yang sesungguhnya cukup menarik untuk disaksikan.

Abstract:
Bentor is a modification between a rickshaw and a motorcycle which has become a characteristic of public transportation vehicles or modes of transportation for the people of Gorontalo. Bentor can operate from one place to another, it can even take passengers to household stairs, this cannot be done by other public transportation. This advantage makes most Gorontalo people choose it as the main transportation because it operates 24 hours. The purpose of this study is to conduct an analysis of the implementation of policies on the operation of bentor vehicles as a mode of transportation based on Gorontalo Provincial Regulation No. 6 of 2006. The research method used in this research is descriptive research with a qualitative approach. Data collection techniques are carried out through observation, interviews, and documentation. The results showed that (1) Compliance of Bentor riders with traffic regulations is still low, so it is necessary to take action by the relevant authorities; (2) Coordination between officers of the Transportation Service and the Police in carrying out their duties has not been well established, so that violations continue to occur; (3) The supervision of related offices of apparatus in the field in implementing regional regulations is still low, due to the lack of officers who will be assigned as field supervisors.Bentor merupakan modifikasi antara becak dan sepeda motor yang telah menjadi ciri khas kendaraan angkutan umum atau moda transportasi masyarakat Gorontalo. Bentor dapat beroperasi dari suatu tempat ke tempat lain, bahkan dapat mengantar penumpangnya hingga ke tangga rumah, hal ini tidak dapat dilakukan oleh kendaraan umum lainnya. Kelebihan ini yang membuat sebagian besar masyarakat Gorontalo memilihnya menjadi transportasi utama karena beroperasi selama 24 jam. Adapun tujuan penelitian ini adalah untuk melakukan analisis mengenai Implementasi Kebijakan Pengaturan Pengoperasian Kendaraan Bentor Sebagai Moda Transportasi Berdasarkan Peraturan Daerah Provinsi Gorontalo Nomor 6 Tahun 2006. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa (1) Kepatuhan pengendara Bentor terhadap peraturan berlalu lintas masih rendah sehingga perlu dilakukan penindakan oleh aparat terkait; (2) Koordinasi antara petugas Dinas Perhubungan dengan Kepolisian dalam melaksakan tugas belum terjalin dengan baik, sehingga pelanggaran pun terus terjadi; (3) Pengawasan dinas terkait terhadap aparat di lapangan dalam menjalankan peraturan daerah masih rendah, karena minimnya petugas yang akan ditugaskan sebagai pengawas lapangan.

Abstract:
This study aims to analyze the policies of the Muhammadiyah women's organization, Aisyiyah, in Gorontalo region in the fields of education, economics, and health in empowering women and their involvement in the global issue of Sustainable Development Goals. The research method used in is descriptive qualitative by collecting the data through interview and documentation techniques. The data are analyzed using the theory of Miles and Huberman which includes three stages namely, data reduction, display and data verification. The respondentswere determined using purposive sampling technique. The researchers interviewed the head, the secretary, and the tresure of Aisyiyah Gorontalo. Besides,the chair of the Primary and Secondary Education Assembly, Chair of the Higher Education Assembly, Chair of the Economic and Employment Assembly, Chair of the Social Welfare Council, Chair of the Health Assembly and other parties are also interviewed to strengthen the data. The results of this study indicate that the programs of Aisyiyah Gorontalo support the achievement of Sustainable Development Goals. The programs include activities to strengthen the field of public education, strengthening the economy and employment, and encourage creating health insurance for community and society.Artikel penelitian ini bertujuan menelaah kebijakan organisasi kewanitaan Muhammadiyah, Aisyiyah wilayah Gorontalo di bidang pendidikan, ekonomi, dan kesehatan dalammelakukan pemberdayaan terhadap perempuan dan keterlibatannya terhadap isu global Sustainable Development Goals. Metode penelitian yang digunakan dalam penelitian ini yaitu kualitatif deskriptif dengan pengumpulan data melalui teknik wawancaradan dokumentasi. Pada tahapan analisis data, data ditelaah menggunakan teori dari Miles and Huberman yang meliputi tiga tahapan yaitu, reduksi data, display dan verifikasi data. Subjek penelitian ditentukan dengan menggunakan teknik purposive sampling yakni teknik pengambilan sampel dengan pertimbangan tertentu. Dalam penelitian ini, pihak-pihak yang diwawancarai antara lain ketua dan sekretaris wilayah Aisyiyah Gorontalo, ketua Majelis Pendidikan Dasar dan Menengah, Ketua Majelis Pendidikan Tinggi, Ketua Majelis Ekonomi dan Ketenagakerjaan, Ketua Majelis Kesejahteraan Sosial, Ketua Majelis Kesehatan dan pihak lain yang dibutuhkan untuk memperkuat data penelitian. Hasil penelitian ini menunjukkan bahwa terdapat program kerja Aisyiyah wilayah Gorontalo yang menunjang tercapainya Sustainable Development Goals. Program-program tersebut meliputi kegiatan penguatan bidang pendidikan masyarakat, penguatan ekonomi dan ketenagakerjaan, serta mendorong terbentuknya jaminan kesehatan bagi semua kalangan.

Abstract:
This article aims to analyze: Employee professionalism in terms of organizational aspects in publik services. The method used in this article is a qualitative method. The results of the article show that the tendency of apparatus to be less professional in carrying out their duties and functions is partly due to the low motivation to make changes and innovate. In realizing a professional, accountable, and transparent apparatus, it requires a leader role as a guide and has a visionary spirit and vision in the Gorontalo City One Stop Integrated Services and Investment Service. Concrete steps for leaders in creating a democratic climate where subordinates are included in every policy making related to improving organizational performance and building two-way communication in every activity will make subordinates feel that they are an important part of the organization. The attitude of the leader to foster a responsive spirit in every employee can improve the quality of licensing and non-licensing services in Gorontalo City. Efforts that can be made to foster the professionalism of the personnel are by making long-term, medium-term and short-term work programs and setting priority scales in every activity aimed at improving the quality of publik services.Artikel ini bertujuan untuk menganalisis tentang profesionalisme pegawai ditinjau dari aspek pengorganisasian dalam pelayanan publik. Metode yang digunakan dalam artikel ini yakni metode kualitatif. Hasil artikel menunjukan bahwa kecenderungan aparat kurang profesional dalam menjalankan tugas dan fungsinya antara lain disebabkan oleh rendahnya motivasi untuk melakukan perubahan dan berinovasi. Aparat cenderung enggan melakukan perubahan dikenakan kurangnya dorongan dari pimpinan. Dalam mewujudkan aparat yang profesional, akuntabel, dan transparan maka dibutuhkan peran pemimpin sebagai pengarah dan memiliki jiwa dan pandangan yang visioner pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Kota Gorontalo. Langkah-langkah konkrit pemimpin dalam menciptakan iklim demokrasi dimana bawahan disertakan dalam setiap pengambilan kebijakan yang berkaitan dengan peningkatan kinerja organisasi serta membangun komunikasi dua arah dalam setiap kegiatan akan membuat bawahan merasa dirinya adalah bagian penting dalam organisasi. Sikap pemimpin untuk menumbuhkan jiwa responsif pada setiap pegawai dapat meningkatan kualitas pelayanan perizinan dan non perizinan di Kota Gorontalo. Upaya yang dapat dilakukan untuk menumbuhkan profesionalisme aparatur adalah dengan membuat program kerja jangka Panjang, jangka menengah, dan jangka pendek serta menetapkan skala prioritas dalam setiap kegiatan yang bertujuan meningkatkan kualitas pelayanan publik.

Abstract:
The purpose of this paper is to explain the function of the publik sphere in increasing the political participation of the people in Nagari Talang Anau. This research uses a qualitative method with a case study approach.. The data technique was carried out through observation, interviews, and documentation. The results of this study indicate that coffee shops or terms in Minangkabau, especially Nagari Talang Anau Lapau Kopi, are a form of publik space. Activities carried out at “Lapau Kopi” are not limited to drinking coffee or tea in general. However, at Nagari Talang Anau, “Lapau Kopi” will be used as a place to discuss releasing the burden of the mind and dissolving the saturation point of work. The discussions that took place between these individuals started from light discussions to the problems that occurred in Nagari Talang Anau in a social, economic, political, and cultural context. The discussion that took place in “Lapau Kopi” shows a concept of deliberation as the term in the concept of deliberative democracy spurs on processes that occur in determining decisions or policies, such as collective deliberations in publik spaces that produce a publik opinion that can encourage people to plan and plan. Development in Nagari Talang Anau and increasing awareness of the issues discussed and influencing the policies of the Talang Anau Nagari Government, Gunung Omeh District..Tujuan dari tulisan ini adalah untuk menjelaskan fungsi ruang publik dalam meningkatkan partisipasi politik masyarakat di Nagari Talang Anau. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa warung kopi atau istilah dalam Minangkabau khususnya Nagari Talang Anau Lapau Kopi merupakan salah satu bentuk ruang publik. Aktivitas yang dilakukan di Lapau Kopi tidak hanya sebatas minum kopi atau teh saja pada umumnya, akan tetap di Nagari Talang Anau lapau kopi dijadikan sebagai tempat berdiskusi melepaskan beban pikiran dan melarutkan titik kejenuhan dari pekerjaan. Diskusi yang terjalin antara individu tersebut dimulai dari pembahasan yang ringan hingga permasalahan yang terjadi di Nagari Talang Anau dalam konteks sosial, ekonomi, politik dan budaya. Perbincangan yang terjadi di lapau kopi ini menunjukan suatu konsep musyawarah seperti yang dijelaskan dalam konsep demokrasi deliberatif memacu pada proses-proses yang terjadi dalam penentuan suatu keputusan atau kebijakan, seperti adanya musyawarah bersama di ruang publik yang menghasilkan opini publik yang mampu yang mendorong masyarakat untuk berpartisipasi dalam kegiatan perencanaan dan pembangunan di Nagari Talang Anau dan meningkatkan kepedulian terhadap isu yang dibahas dan mempengaruhi kebijakan Pemerintahan Nagari Talang Anau Kecamatan Gunung Omeh.

Abstract:
This study aims to determine the extent of the role of the family welfare empowerment program (PKK) in increasing women's empowerment in Telaga District. This research is a qualitative research with data collection method through interviews and documentation. The research results obtained that the implementation of the PKK program has provided many benefits in empowering women, especially in the village. The success was obtained thanks to government support at the sub-district level and also for direct coaching by the Gorontalo Regency PKK management to sub-district and village PKK. The PKK program is also not fully implemented. The main obstacles faced are the low capacity of the community, especially women, and the lack of mastery of technology. For this reason, active participation and full support from the government are needed in the development and maximization of the PKK program. Penelitian ini bertujuan mengetahui sejauhmana peran program pemberdayaan kesejahteraan keluarga (PKK) dalam meningkatkan pemberdayaan perempuan di Kecamatan Telaga. Penelitian ini merupakan penelitian kualitatif dengan metode pengumpulan data melalui wawancara dan dokumentasi. Hasil penelitian yang diperoleh bahwa pelaksanaan program PKK telah banyak memberikan manfaat dalam pemberdayaan perempuan khususnya di Desa. Keberhasilan diperoleh berkat adanya dukungan pemerintah di tingkat kecamatan dan juga atas pembinaan langsung oleh pengurus PKK Kabupaten Gorontalo kepada PKK kecamatan hingga desa. Program PKK juga belum sepenuhnya dilaksanakan secara maksimal. Hambatan utama yang dihadapi adalah masih rendahnya kapasitas masyarakat khususnya perempuan serta masih minimnya penguasaan terhadap teknologi. Untuk itu diperlukan partisipasi aktif dan dukungan penuh dari pemerintah dalam pengembangan dan maksimalisasi program PKK.

Abstract:
This research aims to: (1) The corn industry development roadmap in Gorontalo Province, (2) Supporting and inhibiting factors of the corn industry development in Gorontalo Province. This research uses a qualitative approach with data collection techniques is an interview. The results of this research are: 1) Gorontalo Province have the corn industry development roadmap which refers to the implementation of agribusiness as a whole and integrated starting from the operational policy, strategy, program, and its activities but its implementation is still not optimal; 2) Factors supporting the development of the Corn Industry in Gorontalo Province consists of provincial government policies, have an Image with a Brand “Jagung” and have the facilities to do export-scale marketing; and 3) Inhibiting factors in the development of the corn industry in Gorontalo Province among others: the ability of farmers to process corn products, unfair market price competition, and capital is still small at the level of IKM Penelitian ini bertujuan untuk mengetahui 1) Roadmap Pengembangan Industri Jagung di Provinsi Gorontalo dan 2) Faktor Pendukung dan Penghambat Pengembangan Industri Jagung di Provinsi Gorontalo. Adapun hasil penelitian ini adalah: 1) Provinsi Gorontalo telah memiliki Roadmap Pengembangan Industri Jagung yang mengacu pada pelaksanaan agribisnis secara utuh dan terpadu mulai dari kebijakan operasionalnya, strategi, programnya dan kegiatannya akan tetapi implementasinya masih belum maksimal; 2) Faktor pendukung pengembangan Industri Jagung di Provinsi Gorontalo terdiri dari adanya kebijakan Pemprov, Miliki Citra dengan Brand “Jagung”, serta Memiliki sarana untuk melakukan pemasaran skala ekspor; dan 3) Faktor Penghambat pengembangan industry jagung di provinsi Gorontalo antara lain: kemampuan petani untuk mengolah hasil jagung, persaingan harga pasar yang tidak sehat dan Modal yang masih kecil di tataran IKM.

Abstract:
The phenomenon of the emergence of various innovations in the public sector gives a new color in the implementation of public services. The presence of licensing pick-up service known as AJIB from the Jakarta Capital Investment and One Stop Integrated Service (DPMPTSP) is a breakthrough innovation as an effort to improve service quality. AJIB purpose is to make it easier for the public to cut time and costs in the licensing process, as well as to eliminate the practice of intermediaries / brokers. However, in practice, the level of public adoption of AJIB services is still low. This study aims to analyze the factors that influence the adoption of AJIB service innovations by the public. This research was conducted using a qualitative descriptive method using the theory of innovation adoption put forward by Jenifer Wisdom, et al (2013). The results of the study concluded that DPMPTSP organizational provide adequate support for this service, but there are several factors that still need to be corrected by the Jakarta Capital Investment and One Stop Integrated Service to increase the adoption of AJIB service innovations to the community, including improvements regulations that support the implementation of AJIB, increasing socialization about AJIB services to the public and improving online channels to access AJIB services.Fenomena munculnya berbagai inovasi di sektor publik memberi warna baru dalam implementasi layanan publik. Kehadiran layanan penjemputan perizinan sepeda motor (AJIB) dari Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Provinsi DKI Jakarta merupakan terobosan inovasi sebagai upaya untuk meningkatkan kualitas layanan, memudahkan masyarakat untuk memangkas waktu dan biaya dalam proses pengurusan perizinan, sekaligus untuk menghilangkan praktik perantara/calo perizinan. Akan tetapi, dalam pelaksanaannya, tingkat adopsi masyarakat terhadap layanan AJIB ini masih rendah. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi adopsi inovasi layanan AJIB oleh masyarakat. Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif dengan menggunakan teori adopsi inovasi yang dikemukakan oleh Jenifer Wisdom, et al (2013). Hasil dari penelitian menyimpulkan bahwa dukungan organisasi DPMPTSP DKI Jakarta atas layanan ini sudah cukup baik, akan tetapi terdapat beberapa faktor yang masih harus diperbaiki oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Provinsi DKI Jakarta guna meningkatkan adopsi inovasi layanan AJIB kepada masyarakat, antara lain perbaikan regulasi yang mendukung penyelenggaraan AJIB, peningkatan sosialisasi tentang layanan AJIB kepada publik serta perbaikan saluran online untuk mengakses layanan AJIB.

Abstract:
TThis study aims to explain service innovations in the health sector that have been carried out by the Pariaman District General Hospital so that the services provided to the community are better. So far what has happened in the city is the presence of bad services performed by various existing hospitals in the regions so that there are people who complain about these health services. This study uses qualitative research methods with data collection techniques through interviews, observation and documentation. The informants came from the hospital and the community who performed the service. The results of this study indicate that the Pariaman Regional General Hospital has been innovating as a form of effort of the Pariaman Regional General Hospital in facilitating matters of service to the community, with the existence of innovations in the Pariaman Regional General Hospital since 2018, the quality of services has increased, things this is proven by the Community Satisfaction Index (IKM) in 2018 which is outstanding value. Penelitian ini bertujuan untuk menjelaskan inovasi–inovasi pelayanan di bidang kesehatan yang telah dilakukan oleh Rumah Sakit Umum Daerah Pariaman sehingga pelayanan yang diberikan kepada masyarakat menjadi lebih baik. Selama ini yang terjadi di masyarakat adalah terdapatnya pelayanan buruk yang dilakukan oleh berbagai rumah sakit yang ada di daerah. Sehingga dengan demikian ada masyarakat yang mengeluhkan pelayanan kesehatan tersebut. Penelitian ini menggunakan metode penelitian kualitatif dengan Teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Informan berasal dari pihak rumah sakit dan masyarakat yang melakukan layanan. Adapun hasil dari penelitian ini menunjukkan bahwa Rumah Sakit Umum Daerah Pariaman telah melakukan inovasi sebagai bentuk upaya Rumah Sakit Umum Daerah Pariaman dalam mempermudah urusan pelayanan kepada masyarakat. Dengan adanya inovasi di Rumah Sakit Umum Daerah Pariaman tersebut semenjak tahun 2018, kualitas pelayanan semakin meningkat, hal ini dibuktikan dengan Indek Kepuasan Masyarakat (IKM) pada tahun 2018 yang bernilai sangat baik.

Abstract:
Bidikmisi program is an effort of government policy to improve the quality of resources while preparing superior human resources in the future. Diponegoro University is a state university in Central Java Province which is one of the implementers of Bidikmisi program. This article aims to analyze how the implementation of Bidikmisi scholarship policies in Diponegoro University. This article uses a descriptive qualitative approach.Ther result is implementation of the policy still encountered several problems such as misdirected, the distribution of monthly allowances that are often late, convoluted bureaucracy and minimum monitoring and monitoring of relevant stakeholders. Based on these considerations, Authors tries to give advice to stakeholders namely to provide living expenses provided to students. Related to financial management training, and entrepreneurship. Kebijakan bidikmisi merupakan salah satu upaya kebijakan pemerintah untuk meningkatkan kualitas sumberdaya sekaligus menyiapkan sumberdaya manusia yang unggul di masa depan. Universitas Diponegoro merupakan perguruan tinggi negeri di Provinsi Jawa Tengah yang menjadi salah satu pelaksana kebijakan bidikmisi. Artikel ini bertujuan untuk menganalisis bagaimana implementasi kebijakan beasiswa bidikmisi yang ada di lingkungan Universitas Diponegoro. Artikel ini menggunakan pendekatan kualitatif deskriptif. Hasil penelitian menunjukkan bahwa implementasi dari kebijakan tersebut masih ditemui beberapa masalah seperti salah sasaran, penyaluran uang saku bulanan yang sering terlambat, birokrasi yang berbelit-belit dan minimnya monitoring serta koordinasi dari stakeholder yang terkait. Berdasarkan permasalahan tersebut, penulis mencoba untuk memberikan saran kepada stakeholders yaitu melakukan penyesuaian biaya hidup bulanan yang diberikan kepada mahasiswa. Memberikan pelatihan manajemen keuangan, dan entrepreneurship. Meningkatkan selektifitas dalam penetapan mahasiswa bidikmisi. Menyederhanakan proses birokrasi sehingga tidak menghambat proses pencairan biaya hidup bulanan. Memfasilitasi mahasiswa-mahasiswa bidikmisi dengan program yang sifatnya memperdayakan. Serta memperbaiki sistem monitoring dan koordinasi mulai dari tingkat jurusan hingga universitas dengan sebuah sistem yang terintegrasi.

Abstract:
This study discusses political parties reviewing strategies in gaining mass support, the strategy carried out by political parties is to achieve predetermined goals which in this case are referred to as the vision and mission of political parties using techniques, tricks, methods and implementation of tasks by utilizing party structure, so that the work program is in accordance with the wishes of the community. Meanwhile, to uncover the strategy of political parties in gaining mass support, a library research method or approach is used. Literature study or literature can be interpreted as a series of activities related to library data collection methods, reading and recording and processing research materials. Research results show that strategy of political parties in gaining the support of the masses is always trying to fix the party from the party's internal and external parties, so that the party can provide a better change for the community through political party programs and through power struggles in general elections.Penelitian ini membahas tentang partai politik tinjauan strategi dalam meraih dukungan massa, strategi yang dilakukan partai politik ialah untuk mencapai tujuan yang sudah ditentukan sebelumnya yang dalam hal ini disebut sebagai dengan visi dan misi partai politik dengan menggunakan teknik, trik, cara maupun pelaksanaan tugas dengan memamfaatkan struktur partai, sehingga program kerja sesuai dengan keinginan masyarakat. Sedangkan untuk mengungkap strategi partai politik dalam meraih dukungan massa digunakan metode atau pendekatan kepustakaan, Studi pustaka atau kepustakaan dapat diartikan sebagai serangkaian kegiatan yang berkenaan dengan metode pengumpulan data pustaka, membaca dan mencatat serta mengolah bahan penelitian. Hasil Penelitian menunjukkan bahwa strategi partai politik dalam meraih dukungan massa adalah selalu berusaha membenahi partai dari internal partai maupun ekternal partai, sehingga partai bisa memberikan perubahan yang lebih baik bagi masyarakat melalui program partai politik maupun melalui perebutan kekuasaan dalam pemilihan umum.

Abstract:
This research article aims to measure the participants' responses to the implementation of the basic training they attended. The research approach used is quantitative with the type of research used is descriptive survey. The results showed that the participants had a good perception of the implementation of the training related to the components of the training material, the organization of the training, facilities and lecturers / teaching staff that were shown with a very satisfying and satisfying percentage of more than 50%, and there were only less than 50% of the satisfactory scores. and unsatisfactory.Artikel Penelitian ini bertujuan untuk mengukur tanggapan peserta terhadap pelaksanaan pelatihan dasar yang mereka ikuti. Pendekatan penelitian yang digunakan ialah kuantitatif dengan jenis penelitian yang digunakan adalah Survey dekriptif. Hasil penelitian menunjukan bahwa peserta memiliki persepsi baik terhadap pelaksanaan pelatihan berkaitan dengan komponen materi pelatihan, penyelenggaraan pelatihan, sarana dan widyaiswara/tenaga pengajar yang ditunjukan dengan presentase nilai sangat memuaskan dan memuaskan lebih dari 50%, dan hanya terdapat kurang dari 50% nilai cukup memuaskan dan kurang memuaskan.

Abstract:
This study aims to analyze the quality of the examination of State Financial Management conducted by the Financial Examination Agency (BPK) of the Republic of Indonesia representative of South Sulawesi. Analyze how the criteria in giving opinion on regional finance so that the Opinion is in line with the findings of irregularities, besides how the results of the BPK's examination or findings can be used as a basis for law enforcement against the examinee if found to be a violation which is great for some parties. The method used in this research is descriptive type with the aim to provide a factual description of the quality of audits conducted by the BPK on State Finance. Qualitatively analyzed based on reports and records in the field. With data collection techniques including primary data, namely observation and interviews and secondary data, namely library research and documentation. The results of the study show that the audit process carried out by the BPK, namely, Planning, Implementation and Reporting of Examination, has a process that gives the entity a great opportunity to achieve WTP, namely the value of materiality which is quite tolerant and the number of meeting opportunities provided by the examiner and entity so that opportunity to commit fraud by negotiating so that the auditor does not contain findings. The advantage gained by the entity from the results of BPK's examination is getting trust from the community, obtaining Regional Incentive Funds and as a high selling point in political contestation.Penelitian ini bertujuan untuk menganalisis kualitas dari pemeriksaan Pengelolaan Keuangan Negara yang dilakukan oleh Badan Pemeriksa Keuang (BPK) Republik Indonesia perwakilan Sulawesi Selatan. Menganalisa bagaimana kriteria dalam memberikan opini terhadap keuangan daerah sehingga Opini selaras dengan temuan penyimpangan yang diungkap oleh BPK, selain itu juga bagaimana hasil pemeriksaan atau temuan BPK dapat dijadikan dasar penegakan hukum terhadap terperiksa jika ditemukan ada pelanggaran serta dengan diperolehnya opini terbaik dari BPK akan menjadi keuntungan yang besar bagi beberapa pihak. Metode yang digunakan dalam penelitian ini adalah tipe deskriptif dengan tujuan untuk memberikan gambaran faktual mengenai Kualitas pemeriksaan yang dilakukan BPK terhadap Keuangan Negara. Dianalisa secara kualitatif berdasarkan laporan dan catatan yang ada di lapangan. Dengan teknik pengumpulan data meliputi data primer yaitu observasi dan wawancara serta data sekunder yaitu studi kepustakaan dan dokumentasi. Abstract:
Community political participation is a political process in an effort to determine state decisions and policies to improve the welfare of the community. This research was conducted in the context of community participation, particularly Jembrana Regency which has a variety of different characteristics of the community. Those specific characteristics of Jembrana Regency community are; 1) Geographical aspect which showing a very wide area distribution, 2) Population aspect which indicating the difficulty of reaching rural areas that are relatively far from the city center and government, 3) Sociological aspect which representing political euphoria that often creates tension from the preparation stage to the final stage of the election. The problems formulated in this study are the factors that become obstacles to community participation in the regional elections of Bali Province. This study uses a quantitative approach with data analysis techniques, namely factor analysis, which aims to find factors that become a barrier for society to choose their governor. The respondents taken were 260 people with stratified proportional random ampling technique, from 5 sub-districts. Data collection techniques are carried out by doing observation, distributing questionnaires, and documentation. The results of the study concluded that the factors that inhibit volunteers in regional head elections are; 1) Not competent, 2) Geographical, 3) Not independent.Partisipasi politik masyarakat merupakan proses politik dalam upaya menentukan keputusan dan kebijakan negara untuk menyejahterahkan masyarakatnya. Penelitian ini dilakukan dalam konteks partisipasi masyarakat, khususnya Kabupaten Jembrana yang memiliki ragam karakteristik masyarakat yang berbeda. Karakteristik khusus yang dimiliki masyarakat Kabupaten Jembrana adalah; 1) Aspek geografis, menunjukkan sebaran wilayah yang sangat luas, 2) Aspek kependudukan, menunjukkan sulitnya menjangkau wilayah pedesaan yang jaraknya relatif jauh dari pusat kota dan pemerintahan, 3) Aspek sosiologis, yang menunjukkan euphoria politik yang sering menimbulkan ketegangan dari tahap persiapan sampai ke tahap akhir pemilihan. Persoalan yang dirumuskan dalam penelitian ini adalah faktor yang menjadi penghambat partisipasi masyarakat pada pemilihan kepala daerah Provinsi Bali. Tujuan penelitian ini adalah untuk mencermati faktor penghambat partisipasi masyarakat pada pemilihan kepala daerah. Penelitian ini menggunakan pendekatan kuantitatif, dengan teknik analisis data yakni analisis faktor, yang bertujuan untuk mengkonfirmasi faktor penghambat masyarakat dalam memilih gubernur. Responden yang diambil sebanyak 260 responden dengan teknik stratified proportional random sampling, dan populasi sebanyak 225.725 dari 5 kecamatan. Abstract:
This empirical study was intended to analyze, measure, and discuss the effect of human resource competency and the implementation of regional financial management information system on the quality of financial statement at BPKAD office of Gorontalo City.. Based on the initial study and research problem, hence the research used a quantitative approach and supported by ex post facto method. The technique of data analysis employed multiple regression. The findings of this study include: first, there has been a significant effect of human resource competency on the quality of financial statement at BPKAD office of Gorontalo City. Second, there has been an important effect of the Implementation of Regional Financial Management Information System on the quality of financial statement at BPKAD office of Gorontalo City. Third, there has been a contribution of the effect of human resource competency and Implementation of Regional Financial Management Information System simultaneously on the quality of financial statement at BPKAD office of Gorontalo City. Based on the previous conclusions, it is recommended: 1) To improve the human resource competency in regard of the use of regional financial management apps through training and advanced technical guidance activities, 2) To make an effective use of regional financial apps in various institutionsin Gorontalo City government, 3) that further research should examine the effect of other factors on the quality of financial statement.

Abstract:
As a form of e-Government development initiative, Nagari Tanjung Haro Sikabu-kabu Padang Panjang has an initiative in the form of using the OpenSID web application. But in its implementation, there are still shortcomings and problems in the OpenSID implementation process. This research was conducted using qualitative descriptive methods. Data were collected through interviews with respondents selected based on purposive sampling technique, documents on the use of OpenSID web and observing the use of OpenSID web on improving public services. The study show that the use of the OpenSID web in improving public services has gone well, can be seen from the dimensions of public sector web analysis. Utilization of the OpenSID web has various information and is managed well with the PPID. The impact of public services that can be felt from the use of the OpenSID web is to easily obtain nagari information, information on public service processes and public services that can be resolved quickly because of population data that already exists on the OpenSID server. However, the utilization of the OpenSID website is still not running optimally. This is because some of the information contained in the content is non-updated information and some information does not yet exist.Sebagai bentuk inisiatif pengembangan e-Government, Nagari Tanjung Haro Sikabu-kabu Padang Panjang memiliki inisiatif dalam bentuk menggunakan aplikasi web OpenSID. Namun dalam implementasinya, masih ada kekurangan dan masalah dalam proses implementasi OpenSID. Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif. Data dikumpulkan melalui wawancara dengan responden yang dipilih berdasarkan teknik purposive sampling, dokumen tentang penggunaan web OpenSID dan mengamati penggunaan web OpenSID untuk meningkatkan layanan publik. Studi ini menunjukkan bahwa penggunaan web OpenSID dalam meningkatkan layanan publik telah berjalan dengan baik, dapat dilihat dari dimensi analisis web sektor publik. Pemanfaatan web OpenSID memiliki berbagai informasi dan dikelola dengan baik dengan PPID. Dampak dari layanan publik yang dapat dirasakan dari penggunaan web OpenSID adalah dengan mudah mendapatkan informasi nagari, informasi tentang proses layanan publik dan layanan publik yang dapat diselesaikan dengan cepat karena data populasi yang sudah ada di server OpenSID. Namun, pemanfaatan situs web OpenSID masih belum berjalan optimal. Ini karena beberapa informasi yang terkandung dalam konten adalah informasi yang tidak diperbarui dan beberapa informasi belum ada.

Abstract:
This writing discusses the implementation of the Old Age Insurance (JHT) benefit policy in Gorontalo Province. JHT membership in Gorontalo Province is still low. JHT is a social security needed by workers and can be enjoyed when entering retirement age. This writing uses descriptive qualitative methods with data collection techniques through the study of literature. The result of this paper is that the implementation of JHT benefits policy in Gorontalo is influenced by the content and context of the policy itself. One context is the existence of community needs which are seen as not having placed JHT as an important thing in social security for workers. This emphasizes the need for BPJS Employment to improve socialization, education and expand partnerships for better JHT sustainability. Penulisan ini membahas mengenai implementasi kebijakan manfaat Jaminan Hari Tua (JHT) di Provinsi Gorontalo. Kepesertaan JHT di Provinsi Gorontalo masih rendah. JHT merupakan jaminan sosial yang diperlukan oleh tenaga kerja dan dapat dinikmati ketika memasuki usia pensiun. Penulisan ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui studi literatur. Hasil dari penulisan ini yakni implementasi kebijakan manfaat JHT di Gorontalo dipengaruhi konten dan konteks kebijakan itu sendiri. Salah satu konteksnya ialah adanya kebutuhan masyarakat yang dipandang belum menempatkan JHT sebagai hal penting dalam jaminan sosial bagi pekerja. Abstract:
Child-friendly and child-based schools are an effort to fulfill children's rights and provide quality education for children. This study aims to explain the implementation of Child Friendly School Policies established by the Ministry of Female Empowerment and Child Protection and to analyze the supporting and inhibiting factors for the implementation of Child Friendly School Policies in SMP Negeri 6 Depok. This study used a qualitative method that shows the implementation of the Child Friendly School Policy in SMPN 6 Depok been going well, assessed in the context of the process, results (output), impact (outcomes) and causality (causal connection).The factors that support the implementation of the Child Friendly School Policy at SMP Negeri 6 Depok are good and smooth communication, attitudes and commitment of all school people, coordination between the Depok Government and the School and the positive support of all school members, parents, surrounding communities. However, there are still obstacles, namely the limited school budget and the number of teachers, and the density of teacher activities that have caused the implementation of policies to be not optimal. For facilitating the implementation of child-friendly school policies, collaboration between central government and local government, schools and communities is needed. Penelitian ini menggunakan metode kualitatif yang menunjukan implementasi Kebijakan Sekolah Ramah Anak di SMP Negeri 6 Depok sudah berjalan baik, dinilai dalam konteks proses, hasil (output), dampak (outcome) dan hubungan sebab akibat (causal connection). Faktor-faktor yang mendukung implementasi Kebijakan Sekolah Ramah Anak di Kota Depok adalah komunikasi yang baik dan lancar, sikap dan komitmen seluruh warga sekolah, koordinasi antar Pemda Depok dengan Sekolah serta adanya dukungan positif seluruh warga sekolah, orang tua, masyarakat sekitar. Namun masih terdapat faktor penghambat yaitu terbatasnya anggaran sekolah dan jumlah guru serta padatnya aktivitas guru menyebabkan pelaksanaan kebijakan belum optimal. Abstract:
This study aims to analyze the quality of the examination of State Financial Management conducted by the Financial Examination Agency (BPK) of the Republic of Indonesia representative of South Sulawesi. Analyze how the criteria in giving opinion on regional finance so that the Opinion is in line with the findings of irregularities, besides how the results of the BPK's examination or findings can be used as a basis for law enforcement against the examinee if found to be a violation which is great for some parties. The method used in this research is descriptive type with the aim to provide a factual description of the quality of audits conducted by the BPK on State Finance. Qualitatively analyzed based on reports and records in the field. With data collection techniques including primary data, namely observation and interviews and secondary data, namely library research and documentation. The results of the study show that the audit process carried out by the BPK, namely, Planning, Implementation and Reporting of Examination, has a process that gives the entity a great opportunity to achieve WTP, namely the value of materiality which is quite tolerant and the number of meeting opportunities provided by the examiner and entity so that opportunity to commit fraud by negotiating so that the auditor does not contain findings. The advantage gained by the entity from the results of BPK's examination is getting trust from the community, obtaining Regional Incentive Funds and as a high selling point in political contestation.Penelitian ini bertujuan untuk menganalisis kualitas dari pemeriksaan Pengelolaan Keuangan Negara yang dilakukan oleh Badan Pemeriksa Keuang (BPK) Republik Indonesia perwakilan Sulawesi Selatan. Abstract:
The digital divide in Indonesia is a wicked problem that requires a collaborative process to solve it. In this case, the government implements a National Strategic Project consisting of the construction Palapa Ring’s optical fiber backbone network infrastructure that uses the concept of PPP (Government and Business Entity Cooperation). This study aims to analyze how to manage the collaborative governance of the Palapa Ring’s Project. The research method used was qualitative descriptive with post positivist that used the collaborative governance theory of Emerson and Nabatchi (2015) as knife analysis. The results showed that based on the results of the research and discussion it could be concluded that the collaborative governance process in the Palapa Ring Optical Fiber Backbone Network Implementation Project in Indonesia had not run optimally because there are several dimension of collaboration that have not been well fulfilled. Penelitian ini bertujuan untuk menganalisa bagaimana penerapan tata kelola kolaboratif proyek penyelenggaraan jaringan tulang punggung serat optik Palapa Ring yang telah berjalan selama tahun 2016 - 2019. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan post positivist yang menggunakan teori tata kelola kolaboratif Emerson dan Nabatchi (2015) sebagai pisau analisis. Hasil penelitian menunjukkan bahwa proses collaborative governance dalam Proyek Penyelenggaraan Jaringan Tulang Punggung Serat Optik Palapa Ring di Indonesia belum berjalan secara maksimal karena terdapat beberapa dimensi kolaborasi yang belum terpenuhi dengan baik. Rekomendasi untuk penelitian berikutnya adalah selain melihat dari sisi collaboration dynamics, peneliti juga melihat dari sisi outcome pembangunan infrastruktur yang telah berjalan.

Abstract:
This study aims to determine the quality of community service in Bontobahari District, Bulukumba Regency, South Sulawesi Province. The method used is descriptive method in order to describe the condition of the subject / object of the researcher based on the facts of the field. The primary data source is obtained from structural officials, officers who are directly faced with the application program users. The data collection technique is done through in-depth interviews, observations, questionnaires and documentation. Based on the results of the research, the quality of community service in Bontobahari Subdistrict is quite good, the procedure that must be followed is quite simple, but there are still some community members who find it difficult to prepare the files. The requirements and completion of the incoming file and meeting our immediate requirements are never postponed. The condition of the facilities and infrastructure of services that are clean, neat and orderly so that they can provide comfort to the recipients of the service. The presence of a technology and and information system in human life today can no longer be circumvented and even its presence is a necessity. Penelitian ini bertujuan adalah Untuk mengetahui kualitas pelayanan masyarakat di Kecamatan Bontobahari Kabupaten Bulukumba Provinsi Sulawesi Selatan. Metode yang digunakan metode deskriptif agar dapat mendeskripsikan keadaan subyek/obyek peneliti berdasarkan fakta-fakta lapangan. Sumber data primer didapat dari pejabat struktural. Teknik pengumpulan datanya dilakukan melalui wawancara mendalam, observasi, kuesioner dan dokumentasi.Berdasarkan hasil penelitiaan Kualitas pelayanan masyarakat di Kecamatan Bontobahari sudah cukup baik,Prosedur yang harus dijalani cukup sederhana, namun masih ada beberapa anggota masyarakat merasa kesulitan menyiapkan berkas-berkasnya. Persyaratan dan penyelesaikan berkas yang masuk dan memenuhi persyaratan langsung kami proses tidak pernah menunda-menunda. Kondisi sarana dan prasarana pelayanan yang bersih, rapi dan teratur sehingga dapat memberikan rasa nyaman kepada penerima pelayanan. Kehadiran sistem teknologi dan dan informasi dalam kehidupan manusia saat ini tidak dapat lagi dielakan bahkan kehadirannya sudah merupakan kebutuhan.

Abstract:
One aspect that often escapes the government's priority agenda is to realize the constitutional mandate to deviate policies that involve the role of parents, families, communities, countries, governments, and local governments to develop obligations, namely to protect (to protect), fulfill (to fulfill) and respect the rights of children, especially children, which fall into the category of social problems such as street children in Serang City. Abstract:
The rural coastal development phenomenon in Natuna Regency hasn’t shown improvement significantly, especially in potential development resources utilizing to be a strategy and performance which can reduce the development problems faced. This study aims to explore the suitability of the rural coastal development strategy with its main mission, alternative actions where are the risk considerations and also the citizen involvement on the rural coastal development strategy. This research using a qualitative approach. Hence, the research process is carried out deeply and through the data collection techniques process systematiclythrough of interviewing informants in the field, studying data and relevant information analyzing. The results explain about the Natuna rural coastal development strategy has not fully implemented the risk considerations as a main consequence to thedevelopment benefits failure activities undertaken. This finding is the lack of involvement influence for the rural coastal villagers, especially in the citizen’s idea repositioning process as an alternative forrural developing strategy implemented,thus for the development goals achieving in Natuna rural coastal.

Abstract:
This article aims to find out how the level of public participation in the decision-making process in the Bendung Air Timur village development program. The method used is a descriptive method. 60 respondents were taken randomly as many as 238 households in the East Air Dam village. Data collection uses questionnaires / questionnaires and is assisted by interview techniques. The analysis technique used is descriptive analysis (frequency distribution analysis and percentage).
