Abstract:
Based on the forensic and pharmaceutical, criminal and legal, social and economic research, analyzed the reasons and conditions causing bribery in the field of healthcare, committed by doctors who were officials. The analysis of the forensic and pharmaceutical practice on reports of the medical expertise commission showed that there is no information about the participation of lawyers in the system of legal relations "doctor-patient-investigator-lawyer". The obtained conclusions indicate that it is necessary to increase the level of advocacy during the investigation of criminal cases at the pre-trial and judicial investigation. In addition, in order to strengthen information co-operation between doctors and officials of healthcare institutions concerning the improvement of qualifications in matters of medical and pharmaceutical law of Ukraine, necessary measures were proposed. Normative initiatives to increase the level of criminal responsibility were given. Recommended to the leadership of the KhMAPE and Public Organization "Association of Medical and Pharmaceutical Law" to appeal with a corresponding initiative to the Ministry of Health of Ukraine, the Ministry of Internal Affairs of Ukraine, the Ministry of Internal Affairs of Ukraine, the Cabinet of Ministers of Ukraine to prevent the causes and conditions that cause bribery among communal non-profit enterprises – healthcare institutions.

Abstract:
Deepening cooperation between the LMI, KhMAPE and the Estonian scientific publishing house SSP OÜ will be part of the system of Ukraine's integration into the European Community by building pharmaceutical companies for the production of domestic drugs. Integration of pharmaceutical production can take into account the problems and risks that arose during the creation of the common economic zone "Yavoriv" on the basis of state guarantees.

Abstract:
The creation of the “Medical and Pharmaceutical Technopark” and the “Medical and Pharmaceutical Cluster “EuroLviv Region 2030” on the basis of LMI and the Estonian Scientific Publishing House SSP OÜ on the basis of medical and pharmaceutical law, organization and management of pharmacy is relevant, necessary, and timely. "Medical and Pharmaceutical Technopark" and "Medical and Pharmaceutical Cluster "EuroLviv Region 2030" are part of the system of integration competencies of Ukraine to the European Union. The development of the “Medical and Pharmaceutical Technopark” and the “Medical and Pharmaceutical Cluster “EuroLviv Region 2030” will help increase the competencies of political, legal, financial, and economic, medical, and pharmaceutical, and socially guaranteed security at the regional and state levels and Ukraine's accession to the European Union.

Abstract:
The development of health care and the pharmaceutical industry is based on the principles of the Constitution of Ukraine, the fundamental principles of the European Union, the basics of medical and pharmaceutical law. The Ministry of Health of Ukraine and the National Health Service of Ukraine are responsible for the protection of human rights and freedoms, human life and health, patients, and the nation’s gene pool, as well as privileged categories of citizens. State institutions on the basis of the Constitution of Ukraine, Laws of Ukraine, regulations of Ukraine and Resolutions of the Cabinet of Ministers of Ukraine during the implementation of the "Program of Medical Guarantees" for 2022 decide organizational and legal, medical and pharmaceutical, social and economic issues of the program of state guarantees of medical care population in 2022 according to ICD-11.

Abstract:
The forensic and pharmaceutical, organizational and legal study of the current state of the problem of formation, development and spread of polydrug addiction has been carried out. The scheme of consistent addiction and the factors of formation of polydrug addiction from the position of forensic pharmacy were given. Explained that the simultaneous (combined, consistent, combined) use of psychoactive substances of different classification and legal groups and psychoactive alcoholic liquids, alcoholic beverages, beer, psychoactive alcoholic drugs, psychoactive drugs are widespread among various populations in the early stages of formation and development of polydrug addiction. Conducted a review of scientific sources on the current state of the problem of formation, development and spread of polydrug addiction during martial law on the principles of medical and pharmaceutical law and forensic pharmacy.

Abstract:
The current stage of medical science development requires updating the methodological and procedural base of research, which leads to the expansion of the mathematical methods' scope for medical purposes, including medical diagnosis. Most frequently, its problems are solved by Bayesian, correlation and regression analysis, phase interval method and the methodology of the logical conclusion (logical programming), which operate on quantitative information and are not designed to use qualitative and binary data. The methodology of the fuzzy-set logic, which permits to transform qualitative information into mathematical dependencies, is not widely used yet in the study of biological objects, as it assumes a rigid dependence of some phenomena on others, which is not typical of living biological systems. This limits the use of mathematical technologies to study the characteristics of changes that occur in cells of the body under the influence of various factors. To effectively solve a number of multidisciplinary medical, medico-social and social problems, namely polyetiologically caused thyroid pathology, it is necessary to develop modern informative approaches to study the activity of the thyroid gland in normal and pathology based on mathematical methods.

Abstract:
Chronic pancreatitis is a chronic inflammatory disease of the pancreas, which is accompanied by irreversible structural changes in the development of excretory and incretory insufficiency, manifested by abdominal pain and characterized by a significant reduction in the quality of life of patients. Purpose of the study was to determine the place of alcoholic (toxic) chronic pancreatitis among pancreatitis; to systematize scientific sources on the role of psychoactive substances in the development of comorbid chronic pancreatitis with alcohol addiction. In the period from 1997 to 2021, a review of the scientific literature on the topic of the work was conducted. Depending on the region, up to 70% of acute pancreatitis and up to 90% of chronic pancreatitis cases are alcohol-related psychoactive substances. Alcoholic (toxic) pancreatitis occurs due to exposure of the pancreas to alcohol in up to 80% of all cases. Pharmacotherapy of chronic pancreatitis is important in the context of the spread of coronavirus infection, in most cases conservative, is carried out taking into account the causes and risk factors. Scientific sources on the topic of the work are systematized. Literature data on the epidemiology, causes of chronic pancreatitis and the role of psychoactive substances in the development of chronic pancreatitis were studied.

Abstract:
A multidisciplinary study was conducted to study the forensic and pharmaceutical risks and to establish the casual relationships of unqualified medical care (medical errors) to patients and the development of diseases during the COVID-19 pandemic. It was substantiated that in the context of the coronavirus pandemic, multidisciplinary research in the field of healthcare combines interdisciplinary links of scientists from around the world in medicine, pharmacy, law, economics on good medical practice, pharmaceutical provision and availability of clinical and pharmacological, nomenclature and legal groups for all contingents of patients. It was noted in examples from forensic and pharmaceutical practice that unqualified medical care (medical or medical errors) can lead to varying degrees of severity of health disorders, improper performance of professional duties by a medical or pharmaceutical worker contains in its content forensic pharmaceutical risks provision of medicines, ultimately leads to health offenses. Causation has been shown to be associated with pandemics of coronavirus infection in the context of COVID, long-COVID and post-COVID health disorders. It was noted that the pandemic to COVID-19 and its consequences have three characteristic features of traumatic events: unpredictability, uncontrollability, threat of death or serious injury. The experience of the USA, France, Israel, China, EU countries on the example of Estonia on the organization of the healthcare system during the COVID-19 pandemic were studied. It was shown that the commercialization of the system of legal relations "doctor-patient-pharmacist-lawyer" affects the quality of medical practice and the availability of medicines for patients. Emphasis was placed on the continuing of professional development for healthcare professionals in the casual relationship of unqualified medical care (medical errors) to patients and the development of COVID, long-COVID and post-COVID diseases during the COVID-19 pandemic. The prospects of using Estonia's experience in the digital healthcare system, which covers all medical institutions in the country and every citizen were mentioned.

Abstract:
В сучасних умовах планетарного поширення пандемії Covid-19, яка спостерігається серед усіх верств населення, щитоподібна залоза може відігравати одну з провідних ролей як у клінічному перебігові захворювання, так і в процесах постковідного відновлення функціональної активності людини. Саме мультидисциплінарні дослідження, що охоплюють такі галузі як медицина, математика, фармація, право та ін., підтверджують важливе значення щитоподібної залози для забезпечення життєдіяльності. У такому разі розкриття глибинної суті процесів, які відбуваються в ній в нормі та патології, можливе на основі інноваційного використання кореляційного аналізу з побудовою кореляційних портретів основних напрямків діяльності фолікулярних тироцитів.

Abstract:
Проведено організаційно-правове вивчення та виконання адміністративним персоналом вишів ліцензійних умов і нормативно-правових актів щодо провадження освітньої діяльності в Україні під час пандемії на COVID-19. Обґрунтовано про необхідність подальшого вдосконалення системи ліцензування освітньої діяльності. Зазначено про доцільність збереження ліцензування освітньої діяльності для кожної спеціальності на кожному рівні вищої освіти та переходу до ліцензування освітньої діяльності лише за рівнями. Запропоновано про альтернативу створення окремих вимог для кожної спеціальності, що більше відповідає чинному Закону про вищу освіту. Але це проблематично з погляду можливості реалізації та, очевидно, суперечить курсу на дерегуляцію, і практикам, що існують в Європейському просторі вищої освіти. Ще однією альтернативою є перехід до ліцензування освітньої діяльності за галузями знань. На більш (але не дуже) віддалену перспективу потрібно вирішувати більш концептуальні питання: де пролягає межа доцільного втручання держави у діяльність ЗВО; що саме треба ліцензувати; які вимоги можуть бути корисними, а які лише перешкоджатимуть розвитку закладів вищої освіти. Подальші організаційно-правові дослідження щодо виконання адміністративним персоналом вишів ліцензійних умов і нормативно-правових актів для провадження освітньої діяльності в Україні під час пандемії на COVID-19 тривають.

Abstract:
Пандемія COVID-19 (штами «Дельта», «Омікрон) сприяла оптимізації роботи в режимі он-лайн, що вимагало освоєння нових навичок роботи в мережі Інтернет та додаткового навантаження на професорсько-викладацький склад Кафедри (індивідуальна праця із слухачами, інтернами в зручний для них час та вихідні дні тощо). Професорсько-викладацький склад та науковці Кафедри ХМАПО успішно проводить цикли з використанням технологій дистанційного навчання і 98% слухачів задоволені пройденими курсами. Кафедра активно співпрацює з професорсько-викладацьким складом та науковцями ЛМІ та інших ВУЗів України, країн СНД та ЄС. Підкреслено, що розробка та просування національної стратегії вищої освіти з урахуванням світового досвіду здатна підвищити конкурентоспроможність вузів Україні на світовому освітньому ринку та задовольнити потреби національного та загальносвітового ринку праці.

Abstract:
The author made an organizational and legal, clinical and pharmacological study of the latest International Classification of Diseases (ICD-11) concerning its changes compared to the ICD-10. Particular attention was paid to new ways of marking of disease codes and new functions of the ICD-11. Novel structure based on cluster coding, which was implemented into the new revision was mentioned, which allows to connect the main diagnostic codes with advanced clinical indicators. Author found that for the first time, the new revision has become a fully electronic publication that provides access to more than 17,000 diagnostic categories that contain more than hundred thousand of terms of the medical diagnostic index. The new ICD-11 concept of linearization for the national needs of each country was taken into account, which will save budget expenditures for the future. In the new edition of the ICD-11, for the first time, gambling addiction is classified as a mental disorder – behavioral addiction to online and offline gambling. The list of ICD-11 short stories also includes the classification of the following: chronic pain, burnout, stroke, sexual health, post-traumatic stress disorder, allergies, alternative medicine, etc. It is a more powerful health information system based on a formal ontology, designed to integrate information technology into modern infrastructures. A comparison with the ICD-10 on mental and behavioral disorders due to the use of psychoactive substances was made. The ICD-11 has been identified as having a more comprehensive list of disease diagnosis codes, and in the ICD-10 the section on mental and behavioral disorders due to substance use has eleven core codes. Indicated the prospects of using of the ICD-11 in medical practice.

Abstract:
The results of forensic pharmaceutical monitoring show that criminal cases are most often initiated under Art. 305-322 of the Criminal Code of Ukraine. At the same time, investigators appoint forensic narcological examination, forensic medical examination. In addition, we have recorded that in recent years, the pre-trial investigation has also appointed phonoscopic and computer examinations. Phonoscopic examination may be intended to investigate conversations between persons by telephone about the facts of illicit trafficking in psychoactive substances, which were intercepted by operational and investigative bodies with the special permission of the court. If the suspect's activities are related to certain public or private structures, which is reflected in the computer technology that records the various connections of the operation of institutions, then a computer examination may be ordered.
