Abstract:
This study aims to analyze the implementation of Open Government in Indonesia and the Philippines, where the two countries were part of the founders of the Declaration of Open Government from Southeast Asian countries. In the era of all-technology, the demand for improving the quality of government services is very much needed, given the existence of information technology that can be adopted in governance. So that the request for easy public access in supervising the performance of the Government as well as to combat acts of corruption committed by the Government is an obligation that the Government must fulfill. This writing uses a literature review from 329 journals. These journals were obtained from Scopus, then downloaded in RIS format. After that, the RIS file is processed in the Vosviewer software. The results of the Vosviewer become a reference in analyzing the data presented regarding Open Government. The results of this study indicate that responding to Open Government requires government data that is transparent, democratic, and the participation of citizens to control and monitor whether the state has implemented open data or not.

Abstract:
The flow of Indonesian labour migration abroad is increasing day by day. This is due to unresolved domestic labour problems. The 2000 International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families is the most significant international human rights document addressing the human rights of migrant workers. The legal problem highlighted in this article is how constitutional rights of Indonesian Migrant Workers (PMI) are protected by legal assurances and practice. This is a normative legal research project that explains, investigates, and analyzes the legal protection of Indonesian migrant workers' rights overseas. The discussion results show that legal guarantees and legal protection practices for PMI's constitutional rights abroad are pretty good and are considered advanced because they use the migrant worker protection convention as the paramount consideration, although there are still inconsistencies in applying the rules.

Abstract:
Post-mining land reclamation isgetting more attention from many partiessince it is perceived as a solution for creating more sustainable mining lands in Indonesia. Reclaiming mining land can reduce negative impacts and create more productive lands to generate more economic benefits. Collaboration and innovation from various parties such as the government, communities, private companies, and other stakeholders are needed to achieve this goal. This study explores data and information related to post-mining land reclamation alternatives by applying the concept of collaboration (co-creation) and innovation among stakeholders. The method used in this research is Systematic Literature Review. This method aims to review the relevant literature through a systematic process. There are 11 articles used as a source of literature review, which is grouped based on concepts and discussions following the topics raised in this study. The results of this study are a post-mining land reclamation idea and the concept of collaboration between the stakeholders to realize a sustainable post-mining land reclamation in Indonesia.Keywords: post-mining land; collaboration; innovation; sustainability

Abstract:
The Indonesian government is currently trying to formulate an appropriate and up-to-date formula for making regulations on mediation and settlement of commercial disputes. This is done by the Indonesian government to support various policies that have been made to ensure legal certainty so that investment develops. Therefore, the authors are interested in bringing up the theme of this scientific article by analyzing comparative studies between Indonesia and Malaysia; The analysis in this article is about the mediation arrangement for the settlement of commercial disputes in Indonesia by comparing with Malaysia to achieve legal certainty and justice. The research method used is normative juridical. The results of the study show that the regulation of mediation for the settlement of commercial disputes in Indonesia as regulated in Law Number 30 of 1999 in substance and structure does not meet legal certainty and justice. Meanwhile in Malaysia, the arrangements for dispute resolution mediation regulated in the Kuala Lumpur Regional Arbitration Center Mediation Regulations and the 2012 Mediation Law (UU 749) have met legal certainty and justice. In the future, the concept of regulating commercial dispute settlement mediation in Indonesia, its substance and structure must meet legal certainty and justice. This scientific article concludes that the concept of regulating commercial dispute resolution mediation in Indonesia must be regulated separately because in substance and structure, mediation and arbitration have different principles. It is preferable that the regulations that will be made in the future must involve various parties related to the business world to produce representative regulations both nationally, regionally and internationally; if necessary, Indonesia becomes an alternative legal model for dispute resolution through mediation.

Abstract:
The purpose of this research is to see how the role of the Indonesian government in handling cases of sexual violence against women. The concepts used are the role and handling of the state and violence and protection of women. The method used is a qualitative approach to data analysis of cases of sexual violence taken from Komnas Perempuan data. The news media analyzed using NVivo 12 Plus software as an easy-to-use application. This study indicates that three factors become obstacles in handling cases of sexual violence, namely legal factors, fear, and inadequate protection. Because sexual violence against women is usually unresolved, resolve by paying a certain amount of money, marrying the perpetrator, imprisoning the perpetrator, and even making peace with the family. At the same time, the state's role is vital in handling cases of sexual violence through legal protection and influencing the justice of all citizens. But in fact, the data obtained shows that the handling and legal protection is still not adequate; women still experience sexual violence. The State of Indonesia uses various ways to handle cases of sexual violence with laws made on the Elimination of Domestic Violence or the Elimination of Sexual Violence. However, this does not become the basis for stopping sexual violence crimes in Indonesia.

Abstract:
Everyone has the right to practice their religion and adhere to their beliefs. Unfortunately, minority sects such as the Shi’a community cannot celebrate their beliefs freely as citizens. They had to hide their identity as Shi’a congregations in order to prevent conflicts and to protect themselves and their families. Against this background, this article aims to examine the strategy of the Shi’a community in Malang City in exercising freedom of religion and belief as a minority religious group in the midst of the Sunni community. This study puts the Shi’a religious group in Malang City as a subaltern that is often discriminated against and excluded socially and politically. This study's data was gathered through interviews and a review of the literature. The selection of research informants was carried out through a purposive sampling technique. By using a qualitative approach with the case study method, this study finds at least three strategies developed by the Shi’a community in Malang City to practice their freedom of religion and belief, namely the Taqiyyah strategy, strengthening the congregation through Huseiniyah recitation, and teaching their children about two different versions of prayer.

Abstract:
The concept of good governance is a reference concept that is recognized as being a good manager of government activities. Governance is governance, administration, or management which can be interpreted as power that is no longer owned or becomes a matter for the government. The purpose of this study was to find out how the governance of the sustainable PSR program in Riau Province is. The research method used is qualitative research with a case study approach. The results of this study show that the governance of the sustainable PSR program in Riau Province has been going well but still has some challenges in its distribution and distribution. The challenges identified in this research are the 2019 Coronavirus disease, human resources, and the increasing price of palm oil.

Abstract:
Pasir Limau Kapas Subdistrict is located in Rokan Hilir Regency, which has interesting tourist destinations but needs to be developed. In particular, Biski Beach tourism, which is visited by many local people and those from outside the area, but in reality, it is still far from what is expected, even though the potential for natural tourism objects is very feasible. A solution is sought. This is an interesting issue to be discussed. Pasir Limau Kapas Subdistrict [Palika], Rokan Hilir Regency, Riau Province, is an underdeveloped, isolated, and outermost area. This position makes welfare an important and major issue. Important and main issues related to welfare include minimal and slow infrastructure development and ambiguous development policies [the average policy issued overlaps and does not support each other related to development in border areas]. Based on various important issues, this study aims first to explain how the development of the border area (Case Study: Biski Beach Tourism Object, Pasir Limau Kapas District, Rokan Hilir Regency). The research approach used is qualitative with a descriptive analysis method. Primary and secondary data were gathered through document reviews, interviews with informants chosen using the purposive sampling technique, and observations and literature reviews.After collecting the data, it was analyzed by means of the Interactive Analysis Model. The theory used in this research is the Theory of Regional Development according to Riyadi (2000). There are three indicators of the success of regional development that can be seen. The first is productivity, the second is efficiency, and the last is community participation, which can ensure the continuity of the implementation of a program in an area. Based on these indicators, it is known that the development of the border area is not optimal.

Abstract:
The position of the military in taking on a political role in Indonesia has changed along with the changing leadership of the state. The dynamics of this change were born because of the pattern of civil-military relations in Indonesia. This civil-military relationship can be created when a concept called "civilian control" occurs. In this paper, we use the theory of civil-military relations according to Samuel Hantington, which is then used to analyze the involvement of the military in supporting Indonesian political decisions (Huntington, 2000). Abstract:
Indonesia is a country that is prone to natural disasters, especially floods. This disaster usually hits Indonesia during the rainy season. This hurts human life, the economy and the environment. This paper aims to examine collaborative governance implementation in flood management that occurs in the Greater Bandung area. The research method used is a literature study with qualitative methods. The research location is a flood-prone area, namely 4 (four) districts/cities around the Greater Bandung metropolitan area in West Java Province, Indonesia. All of them have a high flood hazard index. In conclusion, sustainable flood management requires the involvement and participation of various stakeholders from the community simultaneously. Flood management in collaborative governance must be carried out with a systematic approach and synergy from multiple disaster management efforts. Therefore, strengthening a sense of crisis, commitment, shared roles and responsibilities, and continuity of cooperation/collaboration in governance networks is needed to maintain effective flood management.

Abstract:
In democratic life, community participation plays a critical role. This is because the ultimate goal of a democracy being built is to create direct public participation. One form of democratic development is through elections. To see community participation in general elections, it can be done through social exchanges. Therefore, this study aims to dissect the social exchange theory perspective of people's participation in democratic life through general elections. Studying social exchanges between the community and political elites is fair. It does not violate regulations—descriptive qualitative research method with primary and secondary data retrieval through sources relevant to the research object. Humans are rational beings who always count the sacrifices and rewards of a situation. In any condition, humans will still think about what benefits they get. In the context of democratic life through elections between the public and political elites, it is seen that social exchanges occur between elites who need help (needs votes) and people who look more at economic benefits and psychological comfort. In this study, the author also reveals mutually beneficial relationships between the elite and the community that lead to social exchanges. Abstract:
Many cases of fraud that occurred in public and private sectors resulted in losses. There are state and state financial losses in the public sector, while in the private sector, there are also losses arising from a breach of contract in an engagement. Fraud is an act that is against the law and is done intentionally. The impact of fraud and corruption will increase the amount of stolen state money, and the provision of development or investment will be significantly hampered, especially in the case of foreign investment. When issues of fraud in financial statements are discovered, efforts must be made to prevent or minimize the occurrence of such claims. One way to achieve this is to study forensic accounting. By understanding forensic accounting, apart from being reliable in preparing financial reports, it is also claimed to read what is contained in one of these documents. Law enforcement can benefit from the expertise of accountants, particularly those working in forensic accounting, to disclose and provide evidence to support court decisions relating to corruption, as discussed in this paper. In addition, this paper will discuss forensic accounting and forensic auditing and efforts that can be made to prevent corruption and fraud.Keywords: Fraud, Corrupt Practices, Forensic Accounting, Audit.

Abstract:
Populist discourse is notoriously hard to pinpoint, molding itself on a great variety of national circumstances. However, one element always remains present, namely the opposition between the people and the inimical Other. The Other has been a constant for populists as distinct as Juan Peron and Donald Trump. The present article argues that, despite the previous importance placed upon “the people” within the scholarship, the creation of the political self is secondary to the identification of the enemy. As a result, identity, for populists, emerges out of opposition. The most important feature of populist discourse, therefore, is the inimical Other.

Abstract:
The article entitled Waiting for a New Leader Ahead of the 2024 Presidential Election (Reflection on 76 Years of Independence from a Cultural Perspective) is a study of constructive thinking about the political rights of citizens of all ethnic groups in Indonesia to hold power. power in our beloved Republic. Through qualitative research methods with descriptive analysis approach, positive responses from informants through structured and systematic interviews and supporting literature can explain the phenomenon under study. The results obtained through the research show that the government and related state institutions respond to the political rights of citizens to assume the position of President based on the mechanism of democratic principles and rules in accordance with Pancasila and the 1945 Constitution. Abstract:
Taxes play an important role in the functioning of the state, particularly in the implementation of development initiatives. Similar to taxes levied against the federal government, regional taxes play an important role in the performance of state and local government functions. Regional taxes are used for a variety of purposes, including regulation, budgeting, redistribution, resource allocation, and a combination of these. To be considered excellent, a local tax must, in principle, be able to enhance local revenue, which in turn improves the functioning of local government. As a result, initiatives to improve the functioning of local governments through the optimization of local tax collections are discussed in this paper. The descriptive qualitative method is being used in this investigation. It was discovered from the study's findings that a source of funding, which is primarily derived from local revenue (also known as PAD), is required for the implementation of autonomy and decentralization. Local taxes and levies should be used to fund PAD, but the contribution is currently small, accounting for only 16 percent of total PAD. Increased regional income can be achieved by maximizing the intensification of local tax collections and regional levies, which can be done in the case of attempts to improve regional performance, as previously stated.Keywords: Local Tax, Local Government, Performance, Local Revenue (PAD).

Abstract:
A few decades ago, the internet was only known by a handful of people who did have an interest in the world of technology, especially computers. However, with the increasing years and the times, people's interest in the internet is growing rapidly, even the internet has become an inseparable part of their lives. Now the internet is not only entertainment and information; it has even been used as a medium of business and trade known as Electronic Commerce (E-Commerce). E-Commerce is buying and selling carried out via the internet, which can benefit consumers. Still, on the other hand, sometimes it is detrimental to consumers because they often do not get the protection that provides certainty in a dispute. In the E-commerce business transaction, which is a characteristic of business to business transactions where business actors conduct transactions with fellow entrepreneurs, business-to-consumer transactions are carried out by business actors with consumers themselves. The benefits of E-Commerce transactions for consumers, consumers can make transactions for 24 hours without leaving the house and do not require transportation for selling costs. Protection of E-Commerce consumers is regulated in Law Number 8 of 1999 concerning consumer protection for online transactions or E-commerce. In the Trade Law, the regulated E-commerce trading system stipulates that every person or business entity that trades goods or services must provide complete and correct data and information.

Abstract:
This study explores the implications of adapting new habits to the administration of local government from various dimensions of government management. The main objective of this study is to show that the governance of local government in the new normal era can be productive in fulfilling the needs of the publics through changes in the administration of local government’s functions. This study places the presence of information and communication technology (ICT) as well as restrictions on social interaction in the new normal era, changing the way local government sector works. The approach departs from the main idea of adapting new habits as a conceptual framework to empirically examine changes in the dimensions of local government management which based on several factors, such as content, context, process, change outcomes and leadership. Furthermore, data collection gained through interviews with informants and data analysis are used to confirm the suitability of local government governance. The process is then carried on by formulating the concept of an ideal local government governance changes in the new normal era. The findings of the study show that local government governance system with the old paradigm is ineffective and inefficient for the fulfillment of public rights in the new normal era. For this reason, it is necessary to transform the governance of various dimensions in local government management. As originality/value, what is offered in this study is a modification of the system and working mechanism with a new paradigm for areas that are difficult geographically. This modification can be conducted in several actions, such as developing ICT applications and infrastructure; reorganizing the work system of all management dimensions that are trusted and accountable; increasing bureaucratic capacity and public knowledge; renewing the relationship between government and its people. This idea is relevant to the rapid development of the concept of adaptive governance and the strength of the role of ICT for individual and social activities.

Abstract:
The Bukit Raya District in Pekanbaru City is the first sub-district to implement one of the pillars, namely E-Government, from the realization of the Pekanbaru City Vision, also known as the Smart City Madani concept. The Bukit Raya District Government of Pekanbaru City, based on Pekanbaru Mayor Regulation Number 56 of 2019, has made a transformation in the form of various public service innovations by utilizing the use of IT technology to facilitate services as one of the indicators of the pillars of smart government (Smart Government) with the vision of working hard, being disciplined, creative, innovative, and having an entrepreneurial spirit and spirit. This is intended to create clean governance and the realization of good governance in order to provide quality, fast, precise, cheap, and good public services. The research problem that will be answered is how effective the transformation of public services based on Smart Government is applied in Bukit Raya District, Pekanbaru City. The theory used refers to the opinion of Bryson (2002) about hexagonal services, which rests on the assumption that services that are considered effective must go through a market test in the Service Management System. The research method used is qualitative with a case study approach. Relevant analysis methods are performance analysis techniques, individual experiences, and institutional behavior (Moeleong, 2006; Bugin, 2011). The results showed that the effectiveness of the transformation of public services based on "Smart-Government" carried out by the Bukit Raya District Government in Pekanbaru City was classified as less effective. This is due to, the service management system factor, which has relatively many application menus and makes it difficult for users; limited human resources in the field of information technology; limited smartphone ownership; data and information that is less continuous and transparent about development programs; and others. In addition, the online-based service designs are not supported by a database of community needs, so that people still feel less satisfied, less fluent, and less able to do business. Research recommendations include simplifying the standard standards of smart-government-based public service systems into one internet website application with a comprehensive menu of applications according to the needs of the community.

Abstract:
The COVID 19 Pandemic exposed digitalization as a fundamental aspect to revive the local economy. Fortunately, Indonesia has already shifted towards a 100 Smart City for their Municipalities since 2017.Yogyakarta as one of the best SC, has suffered the impact of pandemic. In the need to explore the phenomenon of how an SC should be implemented within the circumstances, it will be relevant to describe a gap analysis on (1) Yogyakarta SC Project through the dimensions of SG and SE and (2) Strategic Solutions. This paper employed a gap analysis through a qualitative study and it uncovered gaps of the SC project such as central government intervention, sectoral quality of digitalization, and intergovernmental sync. The strategy to eclipse the Cohen SC Wheel are the followings: reinforcing the regulatory capacity, improving the app business process and features, and intensify the formal cooperation, be it inter-governmentally or between public-private.

Abstract:
This study aims to determine the effect of emotional intelligence and work motivation on employee performance with incentives as intervening variables (Case Study on National and Political Unity Agency Employees, Simalungun Regency, Pematang Siantar City). The research method used is the quantitative data method. Data collection in this study was carried out by distributing questionnaires (questionnaires) to respondents. The results of this study are 1) The emotional intelligence (X1) variable has a positive and statistically significant effect on incentives (Z).2) The Variable Work Motivation (X2) has no positive or significant effect on Incentives (Z).3) Emotional intelligence (X1) has a significant effect on employee performance (Y). 4) Work Motivation (X2) has a significant effect on Employee Performance (Y). 5) Incentives (Z) have a significant effect on employee performance (Y). 6) The incentive (Z) is an intervening variable that mediates the effect of emotional intelligence (X1) on employee performance (Y).7 Incentive (Z) is an intervening variable that mediates the effect of work motivation (X2) on employee performance (Y). This shows that emotional intelligence (X1) and work motivation (X2) can explain the incentive (Z) of 88.9%. This shows that the Incentive (Z) Emotional Intelligence (X1) and Work Motivation (X2) can explain Employee Performance (Y) by 65.2%. The author suggests that human resources or employees should prioritize the quality of emotional intelligence in addition to their intellectual intelligence so that there is a balance in terms of achieving good performance. In order for employees' work motivation to increase, the National Unity and Political Agency of Simalungun Regency Pematang Siantar City should increase the level of persistence of employees by paying attention and developing skills in order to advance the agency and improve employee performance. The incentive compensation system that is implemented should generate benefits for both parties, namely the National Unity and Political Agency of Simalungun Regency, Pematang Siantar City, as the provider of incentive compensation, and employees.

Abstract:
This study aims to analyze the implementation of the E-SAKIP Policy in Improving the Performance of the State Civil Apparatus in Sleman Regency during the Pandemic using four components of policy implementation, namely on target, government performance, Human Resources and Communication between Government Agencies implementing the Government Agency Performance Accountability System (SAKIP). which is integrated with the strategic planning system, budget system and government accounting system contained in the Indonesian Presidential Regulation Number 29 of 2014 concerning SAKIP. The research method uses a qualitative descriptive approach. The data collection technique was carried out using the Sleman Regency E-Sakip application data and then Captured through the Ncapture feature in Nvivo 12 Plus to see the implementation of policies in the E-Saki application. The results showed that the implementation carried out by the Sleman district through E-Sakip had been going well even though in the midst of a pandemic the program was running on target. Sleman Regency is one of the districts that received Good accreditation in carrying out performance through E-Sakip. the existence of E-Sakip can have an impact on increasing the performance of the implementation of public policies, programs and activities as well as budget absorption in accordance with the target.

Abstract:
Religion is not only worth the rights, but also the value of the obligations. Violence in the name of religion can never be justified. Secular, symbiotic, or integrated are the choices of state-religion relations. Indonesia is not a secular country, nor is it a religious state, Indonesia is not religious. Religion is the government's business. This article focuses on the lack of worship facilities in Cilegon city other than mosques. This study aims to identify, analyze religious harmony governance in Cilegon city, Banten Province. The methods used are qualitative and descriptive, with in-depth interviews, observations, document studies, and website searches accompanied by triangulation of sources and techniques. The findings do not have the operationalization of regulations and middle ground practices of religious tolerance in Cilegon. The conclusion of governance practices has not been in accordance with the principles of good governance. For example, the establishment is not a negotiable synagogue, so that the toleration practices in de jure state there isn't a worship area, and furthermore, de facto states there is a worship area.

This research examines what kind of social media supports Papua's continuity, mainly autonomous region programs. This study employed a qualitative method and analyzes data using Qualitative Data Analysis Software (Q-DAS); the toll is Nvivo 12Plus and delivers the value and result using Descriptive way. This research founds that: First, social media Dominated three terms on social media. Second, social media hashtags relation also appears and exits. Third, social media Narratives refer to support the program of a special autonomous region in Papua. Forth, social media dominance with Individual and Ngo. This study has significant drawbacks. This study focused on the use of social media to help Papua's special autonomous area. Some recommendations to the next research is to assist the Papua's special autonomous region program.

Abstract:
Disasters that have occurred in the past should serve as a valuable lesson for those who will come after them. This is the most important factor in determining how prepared a community is. According to common knowledge the city of Palu is one of the cities that is particularly vulnerable to natural disasters due to its geographical location, which is situated between the confluence of two tectonic plates of the Pacific Ocean and Asia, necessitating the need for residents who live in the area to be prepared for such events. As a result, the purpose of this study is to determine the value of studying disaster preparedness from a young age in order to reduce the impact of disasters generated through the use of a spatial education strategy. The descriptive method is used with a qualitative approach in this investigation. The findings indicate that preparedness education should begin at a young age in order to instill a sense of vigilance in kids, rather than a sense of terror. Education in geography, and specifically geography-based disaster preparedness learning materials, is critical to establishing a solid foundation in disaster preparedness learning from a physical and geographical perspective.Keywords: Learning, Preparedness, Geography Education, Students, Disaster.

Abstract:
Corporate Social Responsibility (CSR) is a form of a company's responsibility to the community and the surrounding environment that are affected by the company's activities. CSR is a familiar term when viewed from a legal perspective, including in Islamic law. So far, there has been no alternative concept of CSR that has been extracted from the values contained in the culture and belief system, including Islamic teachings, even though the values built by each culture and belief aim to achieve community welfare. Based on this, this study aims to find out whether the existing Corporate Social Responsibility (CSR) concept follows the principles of Islamic law. Has Islam regulated this? So that the activities carried out by the company are of worship value for business actors. This is normative legal research that refers to primary, secondary and tertiary materials. The result of the study is that CSR is contained in the teachings of Islam; Islam has long been building a system of life-based on social principles and justice. Islam strongly supports CSR because it cannot be denied that business creates many unexpected social problems. As a result, it is the responsibility of the company and the company to fix the problem. This is natural because they need to explore various natural resources for business sustainability. Therefore, they must be responsible for the community and the environment in return.

Abstract:
Pada tahun 2018 pemerintah Kabupaten Lebak menerbitkan Peraturan Daerah Kabupaten Lebak Nomor 4 Tahun 2018 Tentang Pengelolaan Sampah sebagai wujud upaya pembatasan timbulan sampah di Lebak, Peneliti ingin mengetahui bagaimana implementasi kebijakan pengelolaan sampah dimaksud. Dalam penelitian ini peneliti menggunakan pendekatan kualitatif studi kasus untuk mengetahui secara mendalam implementasi perda tersebut. Teori yang digunakan untuk menguji perda ini menggunakan teori Edward III (1980) tentang implementasi kebijakan publik, dalam proses pengumpulan data peneliti melakukan observasi, wawancara, dan triangulasi. Perda pengelolaan sampah belum ditindaklanjuti oleh desa Malingping Selatan sehingga dalam pengelolaan sampah di Malingping Selatan belum berdasarkan amanat perda, begitupun dengan Desa Cikatapis pengelolaan sampah sudah melalui perdes namun belum berjalan sebagaimana mestinya, misal masih kurangnya sosialisasi, tidak adanya peralatan, terbatasnya jumlah pekerja, kurang konsistennya pihak pemerintah desa, belum disiplinnya petugas sampah dan belum adanya SOP pengelolaan sampah.

Abstract:
This research is motivated by the existence of a policy issued by the government, namely Permendes No. 6 of 2020 concerning Priority for the Use of Village Funds. This study aims to determine the factors that affect the success of handling Covid-19 in Selakau District. This type of research is qualitative research. The results showed that 1) Communication and coordination between implementing actors was carried out well, namely an understanding of the tasks carried out between agencies in handling Covid-19 which resulted in extraordinary synergy in the success of handling Covid-19. 2) The attitude of the implementers shown by the actors / implementers in handling Covid-19 was very good in responding to various policies set by the government. With the attitude of the implementers, it gives public confidence in the implementation of the Covid-19 prevention policy. 3). Human resource support was demonstrated by the formation of Task Force Teams at the Village and Subdistrict Levels. In terms of financial resources, the government has issued various regulations to be able to support the success of this program including Permendes No. 11 of 2019 concerning Priority for the Use of Village Funds which provides opportunities for village governments to use Village Funds for BLT in handling Covid-19 4) The bureaucratic structure implemented in handling covid-19 takes an open bureaucratic structure model, meaning that this model provides opportunities wide for all parties to be involved in the formulation of goals and there is space in forming new institutions, new models or strategies that are more locally oriented, such as developing a solution system a problem based on the participation of all elements, so that there are wider opportunities for involvement bottom-up and top-down balanced. Abstract:
Tingginya angka kekerasan terhadap anak masih terjadi di Kabupaten Serang pada pertengahan tahun 2021. Data menunjukkan bahwa jumlah kekerasan terhadap anak selama tahun 2021 sampai dengan bulan Agustus sebanyak 42 kasus dengan 35 kasus merupakan kasus kekerasan seksual, 3 kasus psikis, 3 kasus trafficking dan penelantaran 1 kasus (Simfoni, 2021). Uniknya, kasus kekerasan terjadi sebagian besar berada di wilayah pesisir Kabupaten Serang. Sehingga tujuan dari penelitian ini adalah untuk mengetahui bagaimana strategi pencegahan kekerasan seksual terhadap anak di wilayah pesisir Kabupaten Serang. Strategi pemerintah dalam menjalankan kebijakan publik menurut Moore (1995) digunakan sebagai alat analisa dalam penelitian ini, diantaranya adalah Public value outcome, the authorizing environtment dan operational capacity. Pendekatan penelitian yang digunakan adalah pendekatan kualitatif dengan metode deskriptif. Hasil penelitian menunjukkan bahwa Pemerintah daerah Kabupaten Serang telah melaksanakan kebijakan perlindungan anak berbasis masyarakat (Perlindungan Anak Terpadu Berbasis Masyarakat) sejak tahun 2017, namun belum berjalan secara optimal. Hal ini disebabkan karena publik value belum dimiliki oleh masyarakat setempat, disamping itu kapasitas operasional yang mendukung kebijakan ini juga belum cukup memahami konsep perlindungan anak berbasis masyarakat, terbukti pada tidakaktifan mereka dalam menjalankan program. Abstract:
Desentralisasi fiskal yang diterapkan sejak era reformasi memberi peluang yang cukup besar kepada daerah untuk mengelola keuangan secara mandiri sesuai dengan kebutuhan daerahnya. Selain itu, daerah memiliki keleluasaan menggali potensi sumber daya di daerah untuk meningkatkan pendapatan asli daerah. Namun, kewenangan yang besar ini tidak selalu berkorelasi positif. Hal tersebut dapat dilihat dari bagaimana kebijakan tata kelola penganggaran dijalankan. Artikel ini berusaha menganalisa anggaran daerah untuk mengetahui bagaimana kinerja dan kemampuan anggaran daerah dengan mengambil kasus APBD Kabupaten Lebak tahun anggaran 2018-2020. Berdasarkan hasil pemeriksaan terhadap sejumlah indikator yang digunakan untuk mengukur kinerja tata kelola dan kemampuan keuangan daerah Kabupaten Lebak periode anggaran 2018-2019 dapat disimpulkan bahwa secara garis besar kinerja keuangan (APBD) Kabupaten Lebak belum menunjukkan performa yang baik. Berbagai indikator memperlihatkan hasil kurung memuaskan dengan nilai persentase rendah.

Abstract:
Penelitian ini bertujuan untuk memaparkan peran stakeholder dalam mewujudkan Kota Layak Anak di Kota Surakarta. Hasil penelitian menunjukkan bahwa terdapat 3 kelompok stakeholder yang terlibat dalam mewujudkan Kota Layak Anak di Kota Surakarta yaitu pertama, stakeholder kunci yang terdiri dari Walikota Surakarta, DPRD Kota Surakarta serta Bapermas PP, PA dan KB Kota Surakarta. Kedua, stakeholder primer meliputi Dinas Pendidikan, Pemuda dan Olahraga Kota Surakarta, Dinas Kesehatan Kota Surakarta, Dinas Sosial Kota Surakarta serta Dinas Kependudukan dan Catatan Sipil Kota Surakarta. Ketiga, stakeholder sekunder terdiri atas Akademisi (P3G UNS), LSM Seroja dan Dunia Usaha. Peran masing-masing kelompok stakeholder antara lain stakeholder kunci berperan dalam penentu arah kebijakan dalam pelaksanaan Kota Layak Anak di Kota Surakarta. Stakeholder primer berperan dalam membuat program-program pro anak. Stakeholder sekunder memiliki peran sebagai mitra Pemerintah Kota Surakarta dalam mewujudkan Kota Layak Anak di Kota Surakarta.

Abstract:
Penanganan pengelolaan sampah di Kota merupakan tanggung jawab Dinas Lingkungan Hidup Kota Serang, sesuai dengan yang tertulis dalam Peraturan Daerah Nomor 10 Tahun 2012 pasal 6 ayat (1) tentang Perencanaan Pengelolaan Sampah disusun dan ditetapkan oleh Pemerintah Daerah. Penelitian ini dilakukan untuk mengetahui bagaimana Implementasi Strategi dari Dinas Lingkungan Hidup Kota Serang dalam menangani sampah di Kota Serang. peneliti akan menggambarkan Implmentasi Strategi dengan teori Manajemen Strategi menurut J. David Hunger dan Thomas L. Wheelen (1996 : 9) meliputi Pengamatan Lingkungan, Perumusan Strategi, Implementasi Strategi, Evaluasi dan Pengendalian. Namun pada penelitian ini, peneliti memfokuskan kepada Dimensi Implementasi Strategi (Strategy Implementation) agar sesuai dengan kebutuhan penelitianMetode yang peneliti gunakan ialah metodologi penelitian kualitatif deskriptif. Hasil penelitian ini menerangkan bahwa penaganan pengelolaan sampah di Kota Serang masih berjalan kurang maksimal. Program yang sudah direncanakan masih terdapat beberapa hambatan, serta proses pengawasan terhadap sampah liar masih belum berjalan dengan baik dan ketersediaan anggaran masih dirasa belum mencukupi untuk penanganan permasalahan sampah di Kota Serang. Sehingga membuat masyarakat Kota Serang masih belum mengetahui bagaimana cara mengelola sampah dengan baik. Diharapkan peneliti selanjutnya dapat menyempurnakan penelitian ini dengan hasil yang lebih maksimal.

Abstract:
ABSTRAK  Penelitian ini bertujuan untuk menganalisis kapasitas kelembagaan lokal dalam pengelolaan air di Desa Srogol, Kecamatan Cigombong, Kabupaten Bogor dengan menggunakan lima dimensi kapasitas kelembagaan dari Willem (2004) Penelitian menggunakan pendekatan deskriptif kualitatif dengan menggunakan teknik observasi, wawancara dan analisis data sekunder dari instansi terkait. Hasil penelitian menunjukkan bahwa lima dimensi yang digunakan untuk melihat kapasitas kelembagaan, hanya satu dimensi yang berkontribusi terhadap peningkatan kapasitas kelembagaan yang ada, yaitu dimensi Norma Sosial, Nilai dan Praktik. Dan untuk empat dimensi lainnya yaitu, dimensi individu, dimensi organisasi, dimensi jaringan organisasi, dan dimensi tata kelola publik masih perlu ditingkatkan. Kapasitas kelembagaan Janggol dalam pengelolaan air memerlukan aturan yang mengatur kerjasama antar semua elemen desa yang memiliki keterkaitan dalam pengelolaan air. sehingga peran Pemerintah Desa sangat perlu untuk memberikan pelatihan dan pendidikan kepada Janggol.

Abstract:
Pemberdayaan masyarakat merupakan salah satu langkah pembangunan yang dapat diartikan sebagai sebuah proses mendayagunakan masyarakat melalui keahlian dan potensi yang dimilikinya, dengan harapan masyarakat dapat mengembangkan diri secara lebih mandiri. Kelurahan Mangkubumen merupakan salah satu kelurahan yang berusaha memberdayakan masyarakat, salah satunya melalui Program Kelompok Seni dan Usaha Kecil Menengah Kelurahan Mangkubumen (Mpok Sinah Klamben). Penelitian ini bertujuan untuk mengetahui proses pemberdayaan masyarakat melalui Program Mpok Sinah Klamben. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan dalam peneltian ini dipilih secara purposive. Validitas data yang digunakan adalah teknik triangulasi data atau sumber, sedangkan teknik analisa data yang digunakan adalah model analisis interaktif dari Miles dan Huberman. Hasil penelitian menunjukkan bahwa Pemberdayaan Masyarakat Melalui Program Mpok Sinah Klamben telah dilakukan melalui tiga tahap pemberdayaan, yaitu penyadaran, pengkapasitasan, dan pendayaan. Tahap penyadaran telah dilakukan melalui sosialisasi kepada seluruh masyarakat. Sebagian besar masyarakat mendukung adanya program ini, namun terdapat juga beberapa yang kurang mendukung. Tahap pengkapasitasan telah dilakukan melalui pembentukan Pengurus Mpok Sinah Klamben, memberikan bimbingan teknis dan pelatihan, serta membuatkan aturan main diantara mereka.Tahap pendayaan telah dilakukan melalui pemberian fasilitas pendukung, meningkatkan promosi melalui media sosial, dan mengikutsertakan Mpok Sinah Klamben dalam event-event.

Abstract:
Pelayanan publik tentu sangat penting untuk menjadi prioritas. Tetapi masih banyaknya keluhan dan pengaduan dari masyarakat baik secara langsung maupun melalui media elektronik. Maka dari itu, pemerintah pusat maupun pemerintah daerah berusaha memperbaiki kinerja birokrasi. Kota Surakarta menjadi pilot project sistem pengendalian Penerangan Jalan Umum (PJU) Pintar. Walaupun begitu, Kota Surakarta masih mendapatkan banyak keluhan dari masyarakat terkait dengan penerangan jalan umum. Penelitian ini bertujuan untuk mengetahui responsivitas Dinas Pekerjaan Umum Dan Penataan Ruang Kota Surakarta dalam menangani keluhan masyarakat mengenai pelayanan penerangan jalan umum dengan teori yang digunakan mengacu pada teori responsivitas Agus Dwiyanto (2017). Jenis penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif. Sumber data pada penelitian ini terdiri dari sumber data primer berupa beberapa orang informan dan sumber data sekunder berupa dokumen terkait dengan penelitian.Teknik pengumpulan data yang digunakan adalah wawancara semi terstruktur dan dokumentasi. Teknik analisis data yang digunakan adalah analisis model interaktif. Hasil penelitian menunjukkan bahwa Dinas PUPR Kota Surakarta berusaha untuk melakukan yang terbaik dalam responsivitas mengenai pelayanan penerangan jalan umum dan terdapat beberapa alasan atas keterlambatan atau tidak adanya tindak lanjut dari pelayanan PJU tetapi ada beberapa masyarakat yang tidak diberikan respon terlebih dahulu terkait hal tersebut.

Abstract:
Penelitian ini dilakukan untuk menganalisis terpaan dan daya tarik video diversifikasi konsumsi pangan pokok pada akun Instagram @ayuangling dan pengaruhnya terhadap sikap mengenai diversifikasi konsumsi pangan pokok dengan tingkat pengetahuan diversifikasi konsumsi pangan pokok sebagai variabel intervening. Sumber data diperoleh dari pengisian kuesioner oleh 150 orang responden yang juga merupakan para pengikut (followers) akun Instagram @ayuangling. Sampel ditarik menggunakan teknik accidentalsampling. Data dianalisis menggunakan analisis jalur (pathanalysis). Hasil penelitian menunjukkan bahwa terpaan video diversifikasi konsumsi pangan pokok terhadap followers akun Instagram @ayuangling adalah rendah, dan daya tarik video diversifikasi konsumsi pangan pokok menurut followers akun Instagram @ayuangling adalah menarik. Hasil penelitian juga menunjukkan bahwa terpaan video diversifikasi konsumsi pangan pokok tidak berpengaruh terhadap sikap mengenai diversifikasi konsumsi pangan pokok, baik secara langsung maupun tidak langsung melalui tingkat pengetahuan diversifikasi konsumsi pangan pokok sebagai variabel intervening, sementara daya tarik video diversifikasi konsumsi pangan pokok tidak berpengaruh secara langsung terhadap sikap mengenai diversifikasi konsumsi pangan pokok, namun berpengaruh secara tidak langsung terhadap sikap mengenai diversifikasi konsumsi pangan pokok melalui tingkat pengetahuan diversifikasi konsumsi pangan pokok sebagai variabel intervening.
