Abstract:
This research analyzed a Distribution Agreement between Roche Indonesia company (“Roche”) and distributing company Perusahaan Dagang Tempo (“Tempo”) which had an arbitration clause and verdict of South Jakarta District Court in Roche-Tempo case consisted of Putusan No. No.454/Pdt.G/1999/PN.Jak.Sel dated 29 May 2000. In distributing Roche’s pharmaceutical products in Indonesian domestic market, Roche had a distribution agreement with Tempo as its sole distributor. During the contract period, Roche terminated part of the contract unilaterally, which suffered Tempo. Tempo then filed a lawsuit against Roche to South Jakarta District Court, which was then rejected by Roche, claiming that the District Court had no jurisdiction over the case since the Distribution Agreement had an arbitration clause stipulating that any dispute must be settled arbitration, not the court. This Research was aimed to observe and to analyze the legal forces and the existences of arbitration clause in the Distribution Agreement viewed from Law No.30 of 1999 on Arbitration and Alternative Dispute Resolution (“Arbitration Law”). The research was also to find out whether or not the consideration of the Judge in deciding a dispute of an agreement which involves arbitration clause was in accordance with Arbitration Law. This research applies juridical normative approach with the specification of analysis descriptive research, as well as qualitative normative data analysis method. This research showed that the arbitration clause in the Distribution Agreement had a legal force and binding capacity over Tempo and Roche. Tempo’s denial of this clause by filing the case to the district court was clearly inappropriate and dishonor the agreement. As for the South Jakarta District Court, which claimed that it had jurisdiction over this case was not in accordance with Arbitration Law. Abstract:
This study examines services performed at the first-level public service center, the kelurahan. This study aims to look at the perception of DKI Jakarta citizens towards public service in the Anis Baswedan era. This study used 1000 respondents with incidental techniques and sampling using the cluster sample method. This study examines service layouts in villages that are spread over 5 regions of DKI Jakarta, namely Central, East, North West and South Jakarta with measurement methods using the Natural Sciences and CSI methods. The results of this study are in general the citizens of DKI Jakarta are satisfied and the perception of public services received by citizens is positive with a CSI value of 66.35 and a Cartesian diagram in field B which means that the services provided are good and should be maintained. The perception of DKI Jakarta residents towards public services in urban villages during the era of Governor Anies Baswedan was positive. This is the global value of both CSI and IPA which has a positive impact which can be interpreted that the people of DKI Jakarta generally feel satisfied with the services provided to citizens through public services in the kelurahan. Only two areas of DKI Jakarta need to improve services so that the citizens of DKI Jakarta can be satisfied, namely the villages located in West Jakarta and East Jakarta. Keywords: Importance-Performance Analysis, Customer Satisfaction Index

Abstract:
Education in Indonesia is increasingly worrisome. The ranking is done in ASEAN through the Education Index by Human Development Reports, where Indonesia is on 7th position with a score of 0.62. In addition, data from the Global Talent Competitiveness Index (GTCI) in 2019 said that in the 67th order out of 125, HR in Indonesia did not have good competitiveness compared to other countries. The population of this research is secondary school teachers in Batam City. 375 questionnaires were distributed to secondary schools in Batam City. This research was tested using SPSS. The results of this study indicate that motivation, satisfaction, attitude and performance of knowledge management have a significant effect on performance, while social support has no influence on performance. This is because most teachers rarely meet other people outside the scope of the school so this situation is considered to be monotonous because they only teach and they become less in establishing relationships with people outside their scope. Keywords: Motivation, Social Support, Satisfaction,Attitude, Performance

Abstract:
This research aims to examine the impact of intervention to poverty reduction, manifested through social transfers from local governments’ budget (APBD). We use provincial panel data to examine the extent of impact from such transfer to poverty alleviation performance. Using Beck and Katz’s OLS-PCSE estimator, we confirmed that higher amount of social transfer is indeed beneficial for further reduction in poverty incidence. Other explanatory variables, namely GDP per capita and human capital, also demonstrate significant effects in decreasing the number of poor people, while higher unemployment can lead to addition of the number of people living below the poverty line. These findings suggest that the declining trend in social transfers channelled by local governments might underlie the stagnation of poverty reduction in the last decades. We therefore suggest that ensuring the sustainability of transfers to the poor from local governments’ funds is very important to re-accelerate poverty reduction. Keywords: social transfer; local government; poverty reduction; OLS-PCSE estimator
