Abstract:
The purpose of this study is to investigate the failure and instability of slopes, control and evaluate treatments and create slope data in a geographic information system as a planning data base to determine the level of risk, hazard consequences and the distribution of slopes along the National road in Konawe Selatan district. In this study using the Bina Marga slope survey method, which is to provide a score or value for each parameter measured in the field and a database is made using a geographic information system (GIS) to state the level of slope risk using the Bina Marga standard value. The results showed that the slopes spread on the Awunio – Lapuko and Lainea – Awunio National roads were dominated by artificial slopes, namely 4 embankment points and 5 excavation points and 1 natural slope point. From the results of the investigation and data collection on the slopes, the data is processed using the formula R = 0.9.H + C. where R is the risk level value, H is the hazard value and C is the consequence value. The conclusion from the above research results is that the slopes at the study site are dominated by artificial slopes with slope characteristics of soil, sand and weathered rock so that the slopes are unstable and have a high level of risk.

Abstract:
In supporting the success of infrastructure development, it is necessary to have good cooperation between owners, contractors and workers which must be supported by the implementation of a project management system. A construction project is a series of activities which are generally short-term, dynamic, with varying intensity of activities and limited funds. If the project construction implementation is not managed properly, it will become a conflict or dispute between the elements involved in project implementation. In the current reform era, improving the quality of public services is a demand for workers where workers have begun to understand their rights as workers/employees. The purpose of the study was to determine the contractor's performance and to determine the perception of construction workers on the services of the company PT. Konawe Multi Usaha. The results showed that the perception of construction workers on the company's services at the company PT. Konawe Multi Usaha is rated by workers in the category of Fairly Good. There are factors that influence the perception of construction workers' satisfaction on company service satisfaction by using the Customer Satisfaction Index (CSI) analysis, the value of worker satisfaction is 73.43%, which means that the level of worker satisfaction is in the Satisfied category

Abstract:
The purpose of this study was to (1) analyze the characteristics of fresh concrete with the addition of coconut shell waste (2) to analyze the compressive strength of concrete with the addition of coconut shell. The research location for making concrete was carried out at the Laboratory of the construction of the water resources and community development department of the Southeast Sulawesi provincial government. There were 24 specimens printed in the form of a cylinder with dimensions of 30cm x 15cm with the composition of adding 0%, 5%, 10%, and 15% coconut shell waste. Which was then tested for compressive strength at the age of 7, 14, and 28 days. Based on the compressive strength test with a quality plan of f'c 20 MPa, on the 28 day test with the addition of 0% is 23.71 MPa, the addition of 5% is 20.59 MPa, the addition of 10% is 19.97 MPa, and an additional 15% is 13.53 MPa. Coconut shell as a substitute for coarse aggregate for quality f'c 20 MPa can only be used under 10% of the amount of coarse aggregate.

Abstract:
The development of road infrastructure in Indonesia is currently increasing, starting with new road construction projects to road improvement projects. To prevent premature damage to road pavements due to loading and the influence of water, it is to improve the quality of asphalt as a binder material from aggregate in the composition of road pavements. especially for the Asphalt Concrete-Binder Course (AC-BC) mixture, the addition of human hair waste can be used as an added material to minimize the use of asphalt and overcome the weaknesses of asphalt and waste utilization.The objectives of the study were: (1) to analyze the characteristics of the modified asphalt mixture with the addition of human hair waste. (2) Analyzing the performance of modified asphalt mixture with the addition of human hair waste.The results of analysis and testing in the laboratory show that the modified asphalt mixture performance with the addition of hair will increase the density value up to 2,355 gr/cc, increase the stability value up to 1886,2 kg, increase the value of the asphalt filled cavity (VFB) up to 82.8% and increase the Marshall value. Quotient (MQ) up to 653.3 kg/mm, but will reduce the value of the melt (flow) up to 2.9 mm, reduce the value of voids between mineral aggregates (VMA) up to 15.8% and reduce the value of mixed air voids (VIM) up to 2.7% but still within the threshold of meeting specifications

Abstract:
The purpose of this study was to determine how much the application of K3 and to analyze the cost of K3 on the road preservation project within Kendari City - Kendari City boundary. The results showed that the level of use of PPE in road preservation work in the city of Kendari did not meet the standards for the level of use of PPE / included in the less category. This is because the average value of the level of use of PPE in road shoulder work, asphalt Ac-Wc and Talud is 60%. The cost required for the implementation of Occupational Safety and Health (K3) on the Road Preservation project. The required K3 cost based on the unit price of the regulation is IDR 266,645,950.00 or around 2.17%, while the cost based on field prices is IDR 257,953,950 or about 2.10%. The percentage of K3 costs at the regulation price is greater than the percentage of K3 costs at field prices with a difference of 0.07% or Rp. 8,692,000.00.

Abstract:
Perubahan iklim juga memiliki dampak langsung dan tidak langsung pada infrastruktur jalan. Dampak langsung yang disebabkan oleh efek dari lingkungan, terutama air, yang melemahkan perkerasan lentur yang dapat membuat perkerasan menjadi lebih rentan terhadap kerusakan oleh kendaraan berat dan memperpendek umur rencana dari jalan itu sendiri. Ada efek lain yang juga mempengaruhi perkerasan yaitu, suhu. Suhu mempengaruhi penuaan aspal melalui oksidasi dan penguapan.

Abstract:
This study aims to analyze the factors that influence the quality of the implementation of improving the Tedubara-Pising street in Bombana Regency. This study uses quantitative data analysis techniques with a sample size of 30 respondents. The results showed that the factors affecting the quality of the Tedubara Pising road improvement in Bombana Regency were financial indicators (X3) 21.97%, followed by Human Resources indicators (X1) 20.14%, location indicators (X5) 19.68 %, material indicator (X2) 19.22%, and the lowest is equipment indicator (X4) 18.99%. Factors related to the quality of road improvement, namely the human resources variable with a value of 0.855 and material with a value of 0.853. This shows a very strong relationship

Abstract:
The research was conducted using descriptive statistical methods, namely by analyzing data and questionnaires to determine the mean and then calculating the value of the Relative Interest Index (IKR). This analytical method will be very useful for identifying the rank of respondents and giving priority to study variables. The results showed that the factors causing CCO were the effect of cost (0.362) with a t count of 0.869. The dominant factors causing Contract Change Order (CCO) that affect cost and time are the contractor factor, then the influence of cost, natural conditions, planning & design, time, and the lowest one is the owner's influence.

Abstract:
Material Engineering is used to find alternatives or ideas that aim to produce better / lower costs than the previously planned price with functional limitations and quality of work. The purpose of this research is to analyze the cost efficiency and time effectiveness after analyzing the value engineering method. The analytical method used is material engineering on the type of activity in the coastal protection building which includes the casting and installation of buis concrete, mortar and cyclone concrete work with the substitution of mixed concrete materials in the work. The results showed that the cost efficiency after analyzing with the material engineering method was 14.15% or Rp. 274,670,356 of the Budget Plan as well as the time after analysis with the effectiveness of material engineering on the Polemo Beach Security Work, Poleang Timur District by 15% or 3 weeks ahead of the implementation schedule.

Abstract:
Water is an important component for the life of living things on earth and cannot be separated from the need for water. Water is the main requirement in the process of life on earth so that there is no life if there is no water on earth. Water is an element that is difficult to separate from human life. The importance of the role of water for the life of creatures on the earth's surface, it is necessary to have a water source that can provide water both in terms of quantity and quality. The purpose of this study is to analyze the water demand in Lamendora Village for the next ten years and analyze the water discharge and installation capacity in the process of developing a water distribution system. The water demand for the next 10 years projection for each facility in Lamendora village is for the domestic sector of 0,000607 m/s, for the non-domestic sector the entire facility is 0.0005228 m³/s. The average flow rate of the Lamendora river is 10,988 m³/s, after that the roughness coefficient calculation according to hazzen-wiliams results in 24,189m from brocaptering to the reservoir. As for the flow velocity of 33.21 m3/second. so that the river flow of the Lamendora village can still meet the water needs for the next 10 years.

Abstract:
The purpose of this study was to analyze the performance of heavy equipment and the duration of time required to complete the Windo River Cliff Normalization and Reinforcement Project, Pamandati Village, Laeya District, South Konawe Regency. The results showed that the excavator's performance in excavation work (mechanical) was 38.68 m3/hour, dump truck 2.99 m3/hour. As for the embankment work imported from outside, the performance of the excavator is 98.53 m3/hour and the dump truck is 3.05 m3/hour. Where the duration of time required to complete the excavation work (mechanical) with an excavator is 12 days and for embankment work imported from outside is 2 days..

Abstract:
The characteristics of night ship passengers are dominated by men, the average age of passengers is 20-25 years with a percentage value of 64%, the most travel destinations are Muna Island and the dominant service users have student jobs, while the analysis results are seen in the value of 0.66- 0.8, this means that the overall CSI score for performance appraisal is 1.96 with the criteria for the value of each indicator, service users are very satisfied with the performance of night ship services on the Kendari - Raha route, Southeast Sulawesi Province. The perception of service users towards night boat services on the Kendari - Raha route as a whole with an average value of 3.5 for performance and 3.1 for satisfaction. This can be seen in the quadrant A diagram in the Cartesian diagram, which means that the service elements are very good and provided very well.

Abstract:
Higway is an important infrastructure facility to support economicdevelopment in a region. The pavement construction of WakatobiRegency is known to use materials imported form Palu City andAmbon City. In Wakatobi, there are actually quite a lot of localmaterials, such as send and limestone or limeston, but they cannotbe used optimally. The puepose of this study wa to determine the characteristics ofKomala limeston and the characteristics of bottom ash taken fromthe Nii Tanasa PLTU and how the ideal mixture composition betweenthe two materials combined. The results showed that the characteristics of limestone/ limestonewith the composition with the composition of broken stone 55% +45% boottom ash, 50% broken stone + boottom ash 50% and 45%broken stone + 55% boottom ash obtained coarse agregate density =1,491%, weight type of fine agregate (boottom ash) = 14,95% witheach abrasion = 25,30% for testing the performance of an idealmixture of Komala limeston and Nii Tanasa boottom ash with acomposition of 55% broken stone + 45% boottom ash, CBR on γdMax. 61,76 % have met the specifications. Meanwhile thecomposition of 50% crushed stone + boottom ash 50% and 45%broken stone + 55% boottom ash does not meet the specifications ofBina Marga 2010.

Abstract:
According to the North Buton Regency Public Works and SpatialPlanning Agency in the Central Statistics Agency (2020), in the NorthButon Regency area there are still many roads that are slightlydamaged or heavily damaged, the road damage is a very complexproblem. The losses and impacts suffered are enormous for the roadusers, while mapping and research, especially on road conditions,are still lacking attention. Recognizing the need for information onroad damage that can display the condition of provincial roads inNorth Buton Regency, the information system that will be displayedin the form of a digital map based on Geographical InformationSystem (GIS) is more effective in providing visualization of roaddamage data, road conditions and reports of road damage,especially on provincial roads in North Buton Regency.The research objectives are: (1) To analyze the level of damage toprovincial roads in North Buton Regency. (2) Knowing the WEBbased Geographical Information System Damage to ProvincialRoads in North Buton Regency.The results of the analysis and discussion carried out resulted in thelevel of damage to the Provincial Roads in North Buton Regencyusing the PCI (method Pavement Condition Index)along 12 km whichis divided per 300 meters into 40 segments. With the average valueof 65 in the condition(Good)and then with a geographic informationsystem (GIS) based WEB, data showed damage to the weathering ofthe surface as much as 31%, the hole as much as 39%, Cracksextends as much as 4%, Weathering granules off as much as 13% ,Block crack by 2%, Bleeding as much as 9% and Amblast by 2%.

Abstract:
Abdullah SilondaeRoad is a type of 4 lane 2 undivided road (4/2 UD)which is a pathway to urban activities, education, trade and. Theresearch objective is to model the relationship of trafficcharacteristic parameters on the Abdullah Silondae Road sectionbased on traffic studies, including studio volumes and vehicle speedswhich are classified into three groups namely motorcycles (MC), lightvehicles (LV) and heavy vehicles (HV).The variables used are traffic characteristics, namely volume, speed,and density. To determine the formulation of the characteristicsrelationship, three models are used, among others Greensield,Greenberg, and Underwood.From the results of the study concludedthat the Greenshield model is the best model with the value of R ² =0.99 with a mathematical equation the relationship of speed-density,volume-density, and volume-speed as follows: S = 41,3 -0,15.D, V =41,3.D-0,15.D², V = 273 . S – 6,6.S².

Abstract:
The durability of the road flexural pavement structure is largelydetermined by the performance of each layer. One of these factors isthe strength and resilience of the subbase. Compaction inaccordance with applicable standards will produce roads with goodquality so that the road life is longer and there is less damage. Thepurpose of this study is to analyze the carrying capacity using CBR,the value of the field density with the sand cone test and thecorrelation of the CBR value and the Sand cone value of the B gradefoundation layer on the Tugu Munajah network. The researchmethod used is laboratory and field testing combined with adescriptive statistic approach.The results of the study indicate that the carrying capacity using theCBR amounted to 55.02% <60%, the density value field with sandcone test of 72.50% <90%. Correlation of CBR and Sand cone value atthe base layer (sub base course) is very strong at 0.998.

Abstract:
This study aims to investigate sea transportation in the new normalera in Bombana Regency, especially at Kasipute Port. This studyincludes the number of ships operated, the number of passengersdeparted and arrived at Kasipute Port, and analyzing the serviceperformance of the Kasipute Port before and during the new normalera. The research method was carried out by collecting secondarydata as data recapitulation of ships operated and the volume ofpassengers departed and arrived at the Kasipute Port at the Office ofthe Bombana Regency Harbormaster then primary data was get byinterviewed passengers (respondents) and filling out questionnaires.It carried service quality analysis using Importance PerformanceAnalysis (IPA).The results showed that during the new normal era, the number ofships operated experienced the highest decline reaching 58% in May2020. Meanwhile, the largest percentage decrease of passengersduring the new normal era was 85% for departed passengers and77% for passengers arrived at Kasipute port in May 2020. Thedecline in the number of ships and passengers that occurred duringthe new normal era was partly due to the PSBB imposed by theBombana Regency Government since April 2020, so it limited themovement of people using the marine transportation mode. Basedon the results of the service quality analysis, the priority factors inimproving service performance before the new normal era atKasipute Port are the comfort of the ship (E1), cleanliness of the ship(C2), and the time of departure of the ship (D1), while the priorityfactors in improving service performance during the new normal erais the provision of masks by the port (E3), ship cleanliness (C2), shipdeparture time (D1) and ship comfort (E1).

Abstract:
River normalization and cliff strengthening are efforts to controlflooding that occurs in rivers such as the Baubau River. In 2012, therewere floods in 20 spots due to the overflowing of the Baubau Riverso that a flood prevention plan is needed.This study aims to determine the method of flood management inthe Baubau River, with variable of cross-sectional areas (1) rivertopographical data, (2) land use and soil bearing capacity (1) soilshear force, (2) rolling force and the river length studied is about 1.3Km.The results of the analysis show that the flood discharge of BaubauRiver is (1) 10.69m3/s, 2 year return period, (2) 15,39 m3/s 5 yearreturn period, (3) 18,50 m3/s 10 year return period (4) 22,43 m3/sfor 25 years, (5) 25,35 m3/s for 50 years, (6) 28,25 m3/s for 100years, so the handling method used in the Baubau River is tonormalize the river with a trapezoidal model (b = 3,69 m, B = 10,40m, h = 3,20 m, H = 4,46 m, and W = 1,26 m for the 25 year returnperiod) and the strengthening of cliffs on the right and left of thetalud model ( h = 5.7 m, bottom width 3.5 m, and top width 0.5 m).

Abstract:
Concrete is one of the most widely used building materials today interms of physical construction. Concrete is made from a mixture offine, coarse aggregate, cement, and water with a certain ratio, aswell as materials that are usually added to the concrete mixtureduring or during mixing, to changing the properties of concrete tomake it more suitable in certain jobs and more economical, can alsobe added with certain other mixed materials as needed if deemednecessary. Seashells can be used to mix concrete. This study aims todetermine whether the addition of shells aggregate shells in aconcrete mixture can affect the mechanical properties of concrete.The specimens used are in the form of cubes with a size of 15cm x 15cm x 15 cm, consisting of additional concrete coarse and fineaggregate with shell substitution percentage of 0%, 15%, 20% with atotal sample of 45, with the planned concrete quality of K225. Theuse of sea shells in increasing the compressive strength of concrete isbetter used as fine aggregate than coarse aggregate. The use of seashells as a substitute for fine aggregates achieves maximum resultsat 20% composition.

Abstract:
This study aims to analyze the value of the Pavement Condition Index (PCI), analyze the amount of the budget needed to deal with roaddamage, and analyze the value of the influence between the value ofthe PCI and the budget for road repair on the Gunung Jaya - PoliPoliaroad section. The results of this study indicate that the pavement condition index(PCI) of Gunung Jaya - Poli-Polia Road is 52.5 in the mediumcategory. The total budget required to deal with the damage to theGunung Jaya - Polia-Polia road is Rp. 12,085,500,000.00. PCI valueaffects the budget plan of 21.5%.

Abstract:
Research on Aepodu Weir Sediment Transport Analysis in South Konawe District, based on observations in the field, Aepodu Weir hasa sediment buildup that has now exceeded the height of the weirlight house. The purpose of the study was to analyze the magnitudeof Aepodu river flow and to analyze the amount of sedimenttransport that occurred in the Aepodu dam. The method used todetermine the amount of bed load transport uses stchoklitscht, whilefor transporting suspended load using forcheimer.The results of the analysis of the average flow of the Aepodu riverwere 3,604 m3/ second. Sediment transport that occurs in Aepoduweir is Bedload transport (Qb) of 291625.771 tons / year, andsuspended load transport (Qs) of 16972,423 tons / year, so that thetotal sediment transport (QT) is 308598,194 tons / year.

Abstract:
Productivity is one of the fundamental factors that influences the ability of performance in the construction industry. Increasedproductivity will reduce work time, and will reduce costs, especiallylabor costs so that the minimum labor cost is obtained (labor costs)to get competitive prices both for auction and implementation. Thepurpose of this study is to analyze the labor productivity time incompleting 1 m2 of masonry bricks and to analyze the productivityvalue of brick masons in completing work activities in the constructionproject of the Mandala Wangi 2 female dormitory. The results showedthat the time required to complete 1 m2 of brick laying work was 41.13minutes on average. The productivity of the artisans working on the 1stfloor is an average of 1.45 m2/hr. Meanwhile, the productivity ofcraftsmen working on the 2nd floor is an average of 1.47 m2/hr.

The characteristics of the material examined are watercontent, sludge content, specific gravity and absorption, volumeweight, abrasion with los angeles machines, and filter analysis.While the large increase in compressive strength of concrete can betested at the age of 7 days, 14 days, 28 days and 35 days. From the results of the analysis of the characteristics of nickel slagwaste in concrete mixes meet the test standards in concretemixtures, with a moisture content of 0.86%, sludge content of 0.44%,specific gravity of 2.94 gr / cm3, volume weight of 1.76 gr / cm3,abrasion 36.07%. And a large increase in compressive strength ofconcrete with a variation of nickel slag substitution of 0%, 5%, 15%,25% compared to normal concrete is increasing. The highestpercentage increase in concrete compressive strength is found inconcrete compressive strength between a variation of 15% with avariation of 25% at 14 days concrete age, with a percentage increasein value of 13.13%.

Abstract:
Indonesia is a large country that is widespread with it’s islands and isa country traversed by the Equator, so sea transportation has animportant role to play in connecting one area to another, consideringthat Indonesia has a very wide ocean. One of the means of seatransportation that is widely used by the community is the ferry. Ferryis a type of sea transportation that can be used as passenger andgoods transportation using certain routes or routes. With theexistence of the Ferry port, it can increase the acceleration ofdevelopment in the area, especially Amolengo Village, KonaweSelatan Regency.The Amolengo ferry port is a port that serves the crossing ofpassengers and goods that connects the South Konawe mainland andits surroundings with Buton Island, where the destination port is Pureport. The quality of good service provided is one of the determiningfactors for the success of the company. The research method isarranged by interviewing respondents by answering the questions onthe questionnaire. The analysis was performed using ImportancePerformance Analysis (IPA) and the Customer Satisfaction Index (CSI).The results of this study indicate that the consumer satisfaction indexon the performance of the Amolengo - Pure Ferry Port, SoutheastSulawesi Province is 84.6% and is in the range 0.81 - 1.00 indicatingthat consumers are very satisfied with the service quality of theAmolengo - Pure Ferry Port, Southeast Sulawesi Province.

Abstract:
The durability of the road flexural pavement structure is largelydetermined by the performance of each layer. One of these factors isthe strength and resilience of the subbase. Compaction inaccordance with applicable standards will produce roads with goodquality so that the road life is longer and there is less damage. Thepurpose of this study is to analyze the carrying capacity using CBR,the value of the field density with the sand cone test and thecorrelation of the CBR value and the Sand cone value of the B gradefoundation layer on the Tugu Munajah network. The researchmethod used is laboratory and field testing combined with adescriptive statistic approach.The results of the study indicate that the carrying capacity using theCBR amounted to 55.02% <60%, the density value field with sandcone test of 72.50% <90%. Correlation of CBR and Sand cone value atthe base layer (sub base course) is very strong at 0.998.

The aimed of this investigation to analyse the effect ofadmixture (Damdex) variation toward concrete compressive strengthby comparison the cement brands.The methodology of thisinvestigation is experiment method or material test in laboratory.The concrete compressive strength will calculated during 28 daysage, after giving an admixture (0%,1%, 1,5%,2%, 2,5% dan 3%) withdifferent brands cement variation,but composition of Concrete suchAgregat and Water are same from each treatment. The sample fromeach treatment totally 3 tested samples. The result of thisinvestigation, Tonasa cement is increase with concrete compressivestrength from highest of admixture (Damdex) from admixture level is2% which gain compressive strength 385,24 Kg/cm2 or increasingamount 23,52% from normal concrete compressive strength.Bosowa brand is increase with concrete compressive strength fromthe highest admixture ( Damdex) the level is 2.5 % with compressivestrength gain is 338,00 Kg/cm2 or increase amount 10,15% fromNormal concrete compressive strength.Compressive strength ofTiga Roda brand also gain increase from admixture with highestlevel is 3% which 354,35 Kg/cm2 compressive or increase amount18,60% from normal concrete compressive strength

Abstract:
Hotels are one of the accommodation business entities that use part or all of their parts as lodging services, food and beverage serviceproviders, and various other services for the general public which aremanaged by commercial means. Sutan Raja Hotel is one type of starhotel that will be built in Kendari city and it is hoped that this hotelcan help improve the welfare of the people of Kendari City. Buildinga star hotel in a developing city like Kendari is not an easy matter,because in the construction of a hotel, it must also pay attention tothe feasibility of building the hotel, both from the market, financialand technical aspects. The purpose of this research was to analyze the feasibility ofdeveloping Sutan Raja Hotel in Kendari City based on market,technical, and financial aspects. And to find out information andinput to the owner whether the construction of Sutan Raja Hotel inKendari City is feasible to be implemented in terms of market,technical, and financial aspects. The results of the technical aspects show that the construction ofSutan Raja Hotel in Kendari City is feasible, because it has a strategiclocation to carry out a business investment project for a hotel, withthe distance around relatively close to the tourist attractions andother entertainment places. From the market aspect to get hotelrooms rented at star hotels in Kendari City, it is found that thenumber of hotel rooms to be rented at Sutan Raja Hotel Kendari Cityis 12,370 units per year and will increase by 200-300 units annuallyfor 25 years of operation . The feasibility assessment of the projectproposal was carried out an analysis, namely NPV was generated Rp.320,941,000,000.00 (positive NPV) as desired, BCR obtained 2.55greater than 1, IRR obtained 26.512% greater than the 12%commercial interest rate

Abstract:
This study aims to analyze the degree of saturation of the signaled intersection at the intersection of PLN Wua-Wua Kendari, the longqueue condition based on the Manual Capacity Road Indonesia(MKJI, 1997) method with direct measurement in the field, trafficdelay condition, and predict the performance of PLN intersectionWua- Wua at 5 and 10 years to come. Data analysis techniques usemathematical equations by using Manual Capacity Method ofIndonesia (MKJI, 1997) with the help of Microsoft Excel. Trafficvolume surveys and queue lengths are carried out together for 15minutes each time for 12 hours of measurement. The long queuingcondition based on MKJI 1997 method on the east approaches 42,62meters, west approach 79,5 meter, North approach 47,1 meter andSouthern approach 52,4 meter with average queue length 55, 4meters. While based on the calculation directly in the field obtainedvalue on the approach of the East of 33.51 meters, Westernapproach of 39.23 meters, Northern approach of 41.53 meters,South approach of 58.05 meters, with an average queue length of43, 08 meters. The traffic delay on the Eastern approach was 56.2seconds / smp, Western approach of 84.1 seconds / smp, Northapproach of 64.1 seconds / smp, and Southern approach of 69.0seconds / smp. Predicted traffic volume for the next 5 years for theEastern approach of the DS value of 0.94 with the LOS E, the westernapproach to the DS value of 1.29 with the LOS F, the Northapproaches the DS value of 1.20 with the LOS F, the Southernapproach of the DS value of 1.27 with LOS F, while for the next 10years on the Eastern approach the value of DS is 1.57 with LOS F,Western approach of DS value of 2.25 with LOS F, North approach ofDS value of 2.00 with LOS F, South DS value of 2.12 with LOS F.

Abstract:
Anduonuhu Village is one of the areas in Kendari City that has been affected by flooding in the last 10 years. Data of fload eventsoccurred in 2013 and 2017. Based on the Data of the Kendari CityEnfironmental Status Report in 2010, the distribution of potentialareans prone to flooding in the city of Kendari, Anduonuhu subdistrictwasranked2 (two)withanareaof359.817 ha. The purpose of this sudy is to analyze extreme rainfall over the past10 years, to analyze the factors that cause flooding and the priorityof handling the anduonuhu river. In analyzing, the autors collectdata by conducting field surveys and collecting data on gydrology,tophography and land use at the study site. The results of data analysis show that extreme rainfall in the last 10years at the study site occurred in 2013 amounted to 191.6 mm.factors causing flooding at the study site were caused by extremerainfall inundating the Anduonuhu watershed and land use change.The priority handling is done by modeling scenarios withnormalization and river embankments.

Abstract:
Performance Evaluation is a system and how to determine the work ofindividuals, employees, work units and organizations as a whole thatare used to ensure the achievement of goals and objectives. The purpose of this study is to analyze the level of importanceand customer satisfaction on service and position of each variablewhen associated with performance indicators and service usersatisfaction in the terminal of Haluoleo Airport cargo. Performance Evaluation at Haluoleo Airport Logistics Terminalcan be measured by several indicators to determine the level ofimportance and satisfaction felt by the customers. To know the level ofimportance and satisfaction in the use of approach through analysis ofImportance Performance Analysis of interest analysis and performanceanalysis, each using a 5 Likert scale. Based on the analysis, the value ofcustomer satisfaction is 88%, which means the service criteria are verysatisfied and the quality of service at the Haluoleo Airport cargoterminal is in very good condition based on the user's rating. Overallthe value of customer satisfaction for service performance is 0.88 withthe criteria of service users feel very satisfied for the performance.

Abstract:
Dengan menganalisa efektifitas pelaksanaan pekerjaan proyek ini diharapkan dapat mengetahui perbandingan antara rencana dan realisasi, efektifitas waktu pelaksanaan dan faktor – faktor yang mempengaruhi efektifitas pelaksanaan pada pekerjaan rekonstruksi jalan. Metode yang di pakai pada penelitian ini adalah mengambil data berupa kurva S, RAB, back up data, laporan mingguan, laporan bulanan dan data kuisioner untuk faktor - faktor yang mempengaruhi pelaksanaan yaitu faktor cuaca ekstrim, faktor kordinasi antara instansi, faktor keterlambatan pengujian bahan, faktor pengalaman pelaksana dan faktor ketersediaan alat dengan analisis menggunakan aplikasi SPSS mean rank. Berdasarkan hasil pembahasan dan analisa data bahwa analisa waktu yang terjadi pada pelaksanaan pekerjaan rekonstruksi jalan mengalami keterlambatan karena mendapatkan nilai deviasi minus, yaitu bulan Februari – 0,225 %, Maret – 4,855 %, April – 10,118 %, Mei – 20,606 %, Juni – 37,359 %, Juli – 57,111 %, Agustus – 55,379 %. Data untuk nilai efektifitas pekerjaan pada agregat kelas B bulan April adalah 0,4 bulan Mei 0,87, bulan Juni 0,9, bulan Juli 0,87 dan bulan Agustus 0,87 . Aggregat kelas A bulan Mei 0,13, bulan Juni 0,17, bulan Juli 0,35, bulan Agustus 0,90 dan pekerjaan pengaspalan AC-BC nilai efektifitasnya adalah 0,4 Data untuk faktor yang mempengaruhi efektifitas kerja berdasarkan analisis mean rank yaitu cuaca ekstrim 3,0, kordinasi antara instansi 3,30, keterlambatan pengujian bahan 2,90, pengalaman pelaksana 2,90, ketersediaan alat 2,90

Abstract:
Penelitian ini bertujuan untuk mengetahui karakteristik pejalan kaki, kondisi eksisting fasilitas pedestrian, aspek keselamatan pejalan kaki, dan hubungan kondisi fasilitas pedestrian terhadap aspek keselamatan pejalan kaki di depan Lippo Plaza Kota Kendari. Teknis analisis data menggunakan persamaan matematis dan analisis statistik non parametrik dengan bantuan SPSS 21.Hasil penelitian menunjukkan bahwa karakteristik pejalalan kaki di depan Lippo Plaza Kota Kendari dari hasil perhitungan diperoleh arus pedestrian (Q) di segmen 1 pada pukul 16:00-21:00 sebesar 1,61 orang/meter/menit sedangkan pada segmen 2 sebesar 1,56 orang/meter/menit, kecepatan rata-rata ruang pedestrian (Vs) sebesar 61,35 meter/menit, kepadatan pedestrian (D) sebesar 0,026 orang/meter, ruang pedestrian (S) sebesar 38,72 meter2/orang. Kondisi eksisting fasilitas pedestrian di depan Lippo Plaza Kota Kendari masuk dalam kriteria tidak baik yaitu sebesar 39,3 % sedangkan aspek keselamatan masuk dalam kriteria tidak baik yaitu sebesar 46 %. Ada hubungan antara kondisi fasilitas pedestrian dengan aspek keselamatan pejalan kaki namun sangat lemah dengan nilai sebesar 0,139.

Abstract:
Keterlambatan proyek bisa berasal dari penyedia jasa pengguna jasa maupun pihak lain yang berdampak penambahan waktu dan biaya diluar rencana. Bila keterlambatan berasal dari kontraktor (Penyedia jasa), maka kontraktor bisa dikenai denda, begitu juga bila keterlambatan berasal dari pengguna jasa, maka pengguna jasa akan membayar kerugian yang ditanggung penyedia jasa, yang jumlahnya ditetapkan dalam kontrak sesuai perundang- undangan yang berlaku. Banyak penelitian yang sudah dilakukan untuk mengetahui faktor-faktor penyebab keterlambatan penyelesaianproyek . Budgeted Cost of Work Scheduled ( BCWS ), menggambarkan anggaran rencana sampai pada periode tertentu terhadap volume rencana proyek yang akan dikerjakan.Budgeted Cost of Work Performed ( BCWP ), menggambarkan anggaran rencana proyek pada periode tertentu terhadap apa yang telah dikerjakan pada volume pekerjaan aktual. Pembebasan lahan yaitu Pekerjaan proyek jalan lingkar kota kendari II, pada saat pelaksanaan pekerjaan ada namanya ganti rugi yang dilakukan dari pihak pemerintah kepada masyarakat, apabila ada lahan masyarakat yang lahannya terkena proyek tersebut. Ketersediaan anggaran yaitu Pekerjaan proyek jalan lingkar kota kendari II,dengan panjang 38,15 km dengan jumlah anggaran Rp. 2.607.981.000,00 hal ini sangat terbatas. Sehingga pihak kontraktor melaksanakan pekerjaan proyek sesuai volume yang ada.Kondisi geografis yaitu Pekerjaan proyek jalan lingkar kota kendari II, ada gambar rencana dan item-item pekerjaan sebelum melaksanakan suatu pekerjaan proyek tersebut. Penelitian ini menyimpulkan bahwa faktor yang mempengaruhi proses penyelesaian proyek konstruksi jalan lingkar Kota Kendari II. Sesuai dengan hasil perhitungan program SPSS (analisis faktor) dari 3 faktor yang mempengaruhi proses pelaksanaan proyek konstruksi jalan di Kota Kendari. Adapun ke-3 faktor yang di teliti nilai kontribusi adalah : 1) ketersediaan anggaran dengan nilai 93,3%, 2) pembebasan lahan dengan nilai 68,5% dan 3) Kondisi geografis dengan nilai 61,8%.

Abstract:
Hotel merupakan salah satu badan usaha akomodasi yang memanfaatkan sebagian ataupun seluruh bagiannya sebagai layanan jasa penginapan, layanan penyedia makanan dan minuman, serta berbagai macam jasa lainnya untuk masyarakat umum yang dikelola dengan cara komersial. Hotel Sutan Raja merupakan salah satu jenis hotel berbintang yang akan di bangun di kota Kendari dan diharapkan dengan adanya hotel ini dapat membantu meningkatkan kesejahteraan masyarakat Kota Kendari. Membangun sebuah hotel berbintang di kota berkembang seperti Kendari bukanlah hal yang mudah, karena di dalam pembangunan suatu hotel juga harus tetap memperhatikan kelayakan pembangunan hotel tersebut, baik dari aspek pasar, finansial, maupun teknisnya. Tujuan Penelitian ini dilakukan untuk menganalisis kelayakan pembangunan Hotel Sutan Raja di Kota Kendari berdasarkan dari aspek pasar, teknis, dan finansial. Serta untuk mengetahui informasi dan masukan kepada pemilik apakah pembangunan Hotel Sutan Raja di Kota Kendari layak untuk dilaksanakan ditinjau dari aspek pasar, teknis, dan finansial. Hasil aspek teknis menunjukkan bahwa pembangunan Hotel Sutan Raja di Kota Kendari layak untuk dilaksanakan, karena memiliki lokasi yang strategis untuk melaksanakan suatu proyek investasi usaha hotel, dengan jarak berada sekitar relatif dekat untuk menuju obyek wisata dan tempat-tempat hiburan lainnya. Dari aspek pasar untuk didapatkan kamar hotel yang tersewa pada hotel berbintang di Kota Kendari didapat bahwa jumlah kamar hotel yang akan tersewa pada Hotel Sutan Raja Kota Kendari adalah sebanyak 12.370 unit per tahunnya dan akan mengalami peningkatan sebanyak 200-300 unit setiap tahunnya selama 25 tahun beroperasi. Penilaian kelayakan usulan proyek dilakukan analisis yaitu NPV dihasilkan Rp. 320,941,000,000.00 (NPV positif) sesuai yang diinginkan, BCR diperoleh 2.55 lebih besar dari 1, IRR diperoleh 26,512% lebih besar dari suku bunga komersil 12 %.

Abstract:
Penelitian ini bertujuan untuk mengevaluasi kinerja angkutan kota dalam provinsi saat ini dan menganalisis kebutuhan moda angkutan kota dalam provinsi. Teknik analisis data menggunakan persamaan matematis dengan bantuan Software Microsoft Excel. Titik pengamatan berada di Terminal Baruga Kota Kendari Hasil penelitian menunjukkan bahwa waktu perjalanan pergi pulang dari 8 trayek studi hanya 6 trayek yang memenuhi standar World Bank, yaitu trayek Torobulu, Andoolo, Lainea, Tinanggea, Palangga dan Motaha. Untuk frekuensi kendaraan hanya 4 trayek yang memenuhi standar World Bank yaitu trayek Bambaea, Lainea, Tinanggea dan Palangga. Dari aspek faktor muat yang tertinggi terdapat pada trayek Torobulu, Lainea dan Palangga, sedangkan yang terendah terdapat pada trayek Boepinang. Dari aspek selisih waktu tidak satupun yang memenuhi nilai standar World Bank. Dari aspek waktu siklus hanya 1 trayek yang tidak memenuhi standar yaitu trayek Boepinang. Kebutuhan moda Angkutan Kota Dalam Provinsi di Terminal Baruga belum memenuhi standar karena Jumlah kendaraan yang beroperasi jauh lebih sedikit dari jumlah kendaraan yang ditetapkan oleh Dinas Perhubungan Provinsi Sulawesi Tenggara

Abstract:
Kebisingan adalah bunyi yang tidak diinginkan, yang dapat mengganggu kesehatan dan kenyamanan lingkungan, mempunyai sumber dan menjalar melalui media perantara. Kantor Badan Kepegawaian Daerah Provinsi Sulawesi Tenggara di Kota Kendari terletak pada simpang empat Jalan Drs. H. Abdullah Silondae, Jalan Laute, dan Jalan Malik Raya yang sarat akan lalu lintas kendaraan, dimana salah satu jalannya yaitu Jalan Drs. H. Abdulah Silondae merupakan jalan poros Kampus UHO ke Kota yang mana mobil angkutan melalui jalan tersebut.Tujuan penelitian ini adalah untuk menganalisis tingkat kebisingan akibat aktifitas lalu lintas di kawasan Kantor Badan Kepegawaian Daerah Provinsi Sulawesi Tenggara, menganalisis persepsi ketergangguan pegawai akibat kebisingan lalu lintas dan karakteristik responden, serta menganalisis pengaruh tingkat kebisingan terhadap tingkat ketergangguan pegawai.Dari hasil analisis data pengukuran kebisingan diperoleh bahwa tingkat kebisingan rata-rata di kawasan Kantor Badan Kepegawaian Daerah Provinsi Sulawesi Tenggara telah melewati standar baku mutu kebisingan untuk kawasan perkantoran. Persepsi pegawai akibat gangguan kebisingan adalah 44% responden yang menyatakan tidak terganggu dengan kebisingan di kawasan tersebut, 24% responden yang menyatakan agak terganggu, 24% menyatakan cukup terganggu, dan 8% menyatakan terganggu. Adapun kebisingan memiliki pengaruh yang signifikan terhadap tingkat ketergangguan pegawai BKD.
