IMPACT OF APPLYING TALENT MANAGEMENT STRATEGIES TO ACHIEVE EXCELLENCE AT THE INSTITUTIONS PERFORMANCE: AN EMPIRICAL STUDY ON THE UNITS OF GOVERNMENT INSTITUTIONS IN MUSCAT GOVERNORATE OMAN

Abstract
This paper discusses the significance of the role played by human resources management through the most important branches of talent management in the recruitment of human competencies and the optimal utilization of them to achieving excellence in government institutions performance in Muscat, Oman. Global experiences have shown that some countries that have concentrated their efforts on large-scale industrial projects and the import of modern technology have not managed to achieve any economic progress when they have neglected serious attention to human resources and talent management. The study aims at diagnosing and analyzing the principles and principles related to talent management in government institutions in the Sultanate of Oman and discussing the benefit of applying these strategies. The units of government institutions in Muscat Governorate represented the study society. A class sample of the study population was chosen from the employees of the administrative departments and other specializations (312). The researcher designed a survey consisting of five dimensions, according to the five-dimensional Likert scale. The findings revealed that there is a significant relationship between the level of implementation of human talent management strategies and the excellence in the institutions concerned, the existence of a statistically significant impact between the availability of talent management standards and the performance of these institutions, and that there is a statistically a significant impact between the availability of talent management and performance of these institutions. The paper recommended that individuals should be encouraged to increase their talents, and that fair bases for rewards and promotions should take into consideration talent and performance of employments.
