A Comparative Study on the Standards between the Rural Minimum Living Security System and the Family Planning Special Assistance System

Abstract

This paper analyzes the standards of the rural minimum living security policy and the family planning special assistance policy in Wuhan during the past years. By comprehensive comparison of the adjustment and change direction between those two policies, we found that the standards of rural minimum living security policy were always in excess of another one. Further on, the family planning special assistance system set up higher qualifications and more difficult application pro-grams. In order to improve the family planning policy system and strengthen the connection be-tween public policies, the government departments should strengthen the family planning special assistance system, and simplify application process.
