FUNGSI DAN RELASI LEMBAGA SOSIAL DALAM PENANGANAN ANAK BERKEBUTUHAN KHUSUS

Abstract
Children with Special Needs (ABK) consisted by various categories and has different needs. The presence of social institutions is the answer for the problem of ABK, which requires special handling according to the needs of the children. The purpose of this study is to identify the function and describe the relations of social institutions in handling ABK, especially autism.This research use Actor Network Theory (ANT) by Michel Callon, which suggests that networks and actors are an unity in carrying out functions and relations. There are 4 concepts in this theory: network, actors, intermediaries, and translational. There are 4 stages of the translation which leads to the process and the establishment of relations: problematization, interessement, enrollment and mobilization. This research use a qualitative approach, with a centralized interview whose primary data source comes from unstructured interviews with informants. The number of informants in this research were 23 people consisting of parents, employers of Pusat Layanan Autis (PLA) Babel and Lembaga Psikologi Terapan (LPT) Persona who were actors from social institutions in this research. The main findings of this research are, there are three main social institutions who plays a role in handling the ABK: family, PLA Babel, and LPT Persona. These three social institutions has their own functions in handling ABK. The function of the family is to give socialization or education, taking care, and affection. PLA Babel’s function is to give assessment services, therapy according to the needs of children and building networks in various lines. LPT Persona’s function is to provide psychosocial care and rehabilitation, application of parenting scheme, and application of the handling for work procedures. After running their respective functions, these three social institutions build a relation so that ABK gets more optimal handling. Relation are carried out in the form of cooperation towards the implementation of the programs that were provided as well as the re-application of the results of evaluation the children, also established the relations in 2 directions through coordination with each other.
