REGULARIZAÇÃO FUNDIÁRIA URBANA: ESTUDO DE CASO DO BAIRRO NOVA CONQUISTA, SÃO MATEUS - ES.

Abstract
Land regularization is a process that seeks to legalize the permanence of residents of urban areas occupied irregularly for housing purposes and accessorily promotes improvements in the urban environment and the quality of life of the population. This research aims to investigate how the process of land regularization of the neighborhood Nova Conquista, located in the city of Sao Mateus - ES, contributed as an instrument of social inclusion of low income people. With a view to answering: how does urban land regularization contribute as an instrument of inclusion of the low income sectors, in order to meet the demand for housing, but respecting the current legislation regarding the economic and, especially, social function of the city? In this context, through a quantitative-qualitative, exploratory research that had in its documents its main source for information collection, for the case study carried out in the neighborhood Nova Conquista, regulated in 2016. It is concluded that the procedure implemented by the municipality, through the securitization and ownership of housing in the neighborhood of Nova Conquista, ended up closing for these residents the struggle for urban space, contributing as an instrument of social inclusion, meeting the demand for housing and legal security of property.
