信息技术的不断发展对社会各领域转型升级、探索创新提出了全新要求，提高治理能力和治理效能的现实需求也要求政府部门持续改革传统治理模式。本研究立足于技术嵌入政府治理过程中潜在的不确定性，聚焦于在数字化转型背景下，如何实现政府采购云平台监管这一现实课题，通过对“政采云”平台实践案例进行分析，尝试探究其在主体参与、程序运作、平台内容及数据安全等层面存在的潜在风险及问题。研究发现，数字化转型背景下技术嵌入政府治理过程可能存在风险性和不确定性；“采购云”平台虽然一定程度上简化了政府采购流程，但全流程网上运作也隐含了诸多潜在的监管问题。因此，进一步优化监管机制，对于促进政府采购平台持续和健康发展显得尤为重要。The continuous development of information technology has put forward new requirements for the transformation and upgrading, exploration and innovation of various fields of society. The actual demand for improving governance capabilities and governance efficiency also requires government departments to continue to reform traditional governance models. This research is based on the potential uncertainties in the process of technology embedding in government governance, focusing on the reality of how to implement government procurement cloud platform supervision under the background of digital transformation, and trying to analyze the practical cases of the “Zheng Caiyun” platform and explore its potential risks and problems in terms of subject participation, program operation, platform content and data security. The study found that technology embedding in the government governance process in the context of digital transformation may have risks and uncertainties; although the “Zheng Caiyun” platform simplifies the government procurement process to a certain extent, the entire process of online operation also implies many potential regulatory issues. Therefore, further optimizing the regulatory mechanism is particularly important for promoting the sustainable and healthy development of government procurement platforms.
