Abstract
It is presented and justified an empirical model of research of socio-psychological factors of youth civic competence development, elements of which are the key competences of a citizen, factors, and tools of impact. To the list of key competences of a citizen were included those that ensure the success of performing the role of a citizen in a democratic society (ideal model). Socio-psychological factors of its development are the following: macro-level factors (discourses and practices produced by social environment) and micro-level factors (personal qualities that appear and develop in the process of social interaction – values, motivation, cognitive settings, attitudes, identities). According to the proposed model, factors of macro- and micro-levels are interdependent. There is also an interconnection between the development of civic competences and offers of the discourse and practices of the social environment. The tools of impact of the social environment on the development of civic competencies are the following: restrictions (normative – norms, rules, orders, and non-normative – valuation, stereotypes, traditions); assistance (approval, acceptance, involvement, support, respect, deference, acknowledgment, encouragement); motivation (to activity/passivity, autonomy/dependency, rationality/irrationality, trust/suspicion, friendliness/antagonism). It is supposed that the instruments of the impact that the environment chooses more frequently indicate its real expectations regarding the competencies of citizens. The comparison of realistic expectations of the environment with the ideal model gives an opportunity to define the level of its correspondence to the demands of the environment of development. It is defined that the most problematic and significant for the current stage of development of civic society in Ukraine are the readiness to participation and readiness to the acquirement of public goods at the price of restrictions or refusal of personal profit. Micro-factors of the establishment of these competencies and indicators of its development were distinguished.
