This article reflects on the relationship between culture and city from the experiences of intellectual precursor, Mario de Andrade, the head of the department of management culture in São Paulo and Paulo Freire, involved in the expansion of the Popular Culture Movement in the city Recife with the teaching method which was based on literacy from the vocabulary and cultural universe of the class. Both acted ahead of its time, innovating in the area of culture in Brazil, even through brief passages, marked the scene and opened the country's cultural policy and the cities where they acted. Based on this, see the city as a potential environment for the development of various socio-cultural activities that often coexist with diversity and conflict. O presente artigo traz uma reflexão sobre a relação entre cultura e cidade a partir as experiências precursoras dos intelectuais, Mário de Andrade, a frente da gestão do departamento de cultura em São Paulo e Paulo Freire, envolvido na expansão do Movimento de Cultura Popular na cidade do Recife com o método de ensino que se baseava na alfabetização a partir do universo vocabular e cultural da turma. Ambos atuaram a frente de seu tempo, inovando na área da cultura no Brasil, mesmo que através de breves passagens, inauguraram e marcaram o cenário da política cultural do país e das cidades onde atuaram. A partir disso, pensar a cidade como um ambiente em potencial para o desenvolvimento de ações socioculturais diversas que convivem frequentemente com diversidade e conflitos.
