PROFAVELA: CONQUISTAS E LIMITES DO MOVIMENTO FAVELADO EM BELO HORIZONTE NA TRANSIÇÃO DEMOCRÁTICA NA DÉCADA DE 1980

DOI: 10.12957/rdc.2018.29374 O presente artigo consiste no estudo da aprovação de uma legislação de direito urbanístico na década de 1980, na cidade de Belo Horizonte, Minas Gerais, Brasil, que reconheceu direitos fundiários aos favelados e buscou inseri-los como parte da cidade. A partir de entrevistas com militantes políticos da época e da análise de documentos históricos avalia-se a relação dos movimentos sociais com a criação da Lei do PROFAVELA – suas potencialidades e limites. Chega-se à conclusão de que a referida legislação apresentou limites à sua efetividade em função do padrão de relação estabelecido entre movimentos sociais e Poder Público. Tal fato aponta para a importante discussão sobre a autonomia dos movimentos sociais perante o Estado e suas táticas de luta para a efetivação do direito à cidade. Abstract The present article consists in the study of the approval of an urban development law in the 1980s, in the city of Belo Horizonte, Minas Gerais, Brazil, which recognized land rights to people who lives in slums and sought to insert them as part of the city. From interviews with political activists of that time and the analysis of historical documents is possible to evaluate the relationship between social movements and the creation of the PROFAVELA Law – its potentialities and limits. It is concluded that the mentioned legislation presented limits to its effectiveness based on the pattern of relation established between social movements and Public Power. This fact points to an important discussion about the autonomy of social movements before the State and its tactics of struggle for the establishment of the right to the city.
