Programa Bolsa Atleta: antes, durante e depois dos Jogos Olímpicos e Paralímpicos Rio 2016

Abstract
The objective of this research is to provide a retrospective view of the Bolsa Atleta Program, from the perspective of its legislation, taking into account the periodization proposed by the authors. Official documents on the Bolsa Atleta program served as a basis for consultation. The analysis of selected documents was based on the following categories: beneficiaries, financial resources, control, and penalties. The creation of the Bolsa Atleta program took place in the Pre-Games Rio 2016 phase and was intended to establish a direct relationship between the Ministry of Sport and athletes, serve the beneficiaries according to technical criteria defined by Law and enable financing for the needs of athletes with a good technical level, but without financial support to maintain your sport activity. Due to the country's achievement in hosting the Rio 2016 Olympic and Paralympic Games, changes were made to the program. The most significant of these was the lifting of the ban on receiving sponsorship in cash and salary. Two other changes that took place during the Games phase were greater control of the criteria and choice of competitions by the Ministry of Sport and the impediment of athletes caught in the doping test from receiving the benefit. After the completion of Rio 2016, Post-Games phase, there was only one change in the legislation, which was the athlete's faculty to join the General Social Security System.
